| 摘 要： | 本文借鉴国外发展的一种新的社会影响评价模型,即成本效益矩阵,来完善我国的社会影响评价体系。矩阵模型将项目的众多相关群体和个人包括其中,分析其经济性和非经济性的影响,进而得到比较客观和有价值的社会影响评价。该模型丰富了我国投资项目社会评价内容,规范投资项目社会评价过程,以保证投资决策真正是有利于全社会健康、稳定与可持续的发展。
