| 摘 要： | 作为＂老有所养＂支柱的基本养老保险制度的城乡统筹是城乡社会保障一体化的核心目标之一。由于各试点地区的具体做法不尽一致,这就决定了各地城乡基本养老保险制度的统筹方式会有所差异。以社会保障创新机制比较完善的芜湖市为例,其统筹城乡基本养老保险制度的路径对其他地区应该会产生示范效应,从而降低制度摸索、转轨的成本。
