新农保试点的实证研究——以湖南省长沙县为例

本文从新农保制度的介绍切入,着重对长沙县新农保的参保情况进行翔实地实证研究,发现参与率相对较高,但缴费档次极低,而农民对新农保政策也是一知半解,参保的主动性和积极性还不够高,究其原因既有对新农保政策的宣传不到位,也有新农保制度的不科学、不合理和不完善之处,最后切实可行地提出了几个相关的对策和建议：加大宣传力度,重视首次参保动员,制定合理的激励机制,切实解决新农保与其他养老保险的转移接续问题,完善新农保服务体系。
