| 摘 要： | 新型农村养老保险的财务负担状况决定了制度的稳健运行和可持续推进情况。本文通过模拟现行＂新农保＂政策和对相关参数预测,测算了2010-2020年＂新农保＂的中央和地方财政以及农民个人缴费负担水平,并提出通过优化财政支出结构、完善财政补贴方式和切实增加农民收入的政策措施,提高＂新农保＂财务的可负担能力和可持续能力。
