机关事业单位养老保险制度改革探索——以江苏省连云港市为例

机关事业单位养老保险制度,作为整个养老保险制度的重要组成部分,其改革的重要性、必要性和紧迫性毋庸置疑。结合江苏省连云港市机关事业单位养老保险制度的改革现状、存在问题及其原因分析,针对性地提出进一步推进机关事业单位养老保险制度改革的对策建议:扩大基本养老保险覆盖范围,提高基金统筹层次;设计公平的基本养老金计发办法,建立基本养老金调整机制;建立基本养老保险个人账户,完善养老保险管理体制;制定统一的机关事业单位养老保险政策,构建多层次的养老保险体系。

The Exploration of Pension Insurance System Reform of the Organs and Institutions--A Case Study of Lianyungang

Organs and institutions in the pension insurance system,as an important part of the pension insurance system,its reform of the importance,necessity and urgency of no doubt. Combined with the reform of the status quo of the old-age insurance system in Lianyungang city government departments and institutions,problems and their causes analysis,puts forward the countermeasures: to further promote the pension system reform of government organizations and institutions to expand the basic old-age insurance coverage,increase the Fund’s overall level; design fair basic old-age pensions are calculated and paid,the establishment of the basic pension adjustment mechanism; the establishment of the basic pension insurance personal accounts,and improve the management system of pension insurance; endowment insurance policy to develop a unified government departments and institutions,to build multi-level old-age insurance system.
