公共服务均等化背景下的企业职工基本社会保障研究——基于浙江省公众电话访谈数据的分析

摘    要:本文通过浙江省公众的电话访谈,发现企业职工对于基本社会保障现状的评价,明显低于体制内与体制外人员。他们对于社会援助对象的选择,也更倾向于体制外的亲戚朋友和新闻媒体。这一现象,一定程度上显示社会保障制度可能在中小企业没有得到有效落实。要想改善企业职工的基本社会保障水平,除了加强现有制度的执行力度以外,还应该从公共服务均等化目标出发,加强社会对企业职工、尤其是外来务工者的社会包容,实现社会公正与社会的长远和谐发展。

A Study on Satisfaction on Basic Social Security of Enterprise Employees in the Context of Equality of Public Provisions-Based on the Telephone Interview of Population in Zhejiang
Abstract:Based on the telephone interview in Zhejiang,It was founded that the score of satisfaction of enterprise employees on basic social security was lower than those of populations of inside and outside social institutions,and they would most likely seek social assistance from non - institutionalized relatives and friends,and news media. The discoveries of the study in some extent revealed that the regulation of social security is not fully implemented in small and medium sized enterprises. To improve the social security of enterprise employees,besides implement of the regulations of social security,we should also strengthen social inclusion for enterprise employees, especially for migrant workers in enterprises,and realize the equality of public provisions and make effort for social justice and harmonious in the long run.
