中国社会保障战略储备基金管理中存在的问题及对策分析

全国社会保障基金是中国社会保障战略储备基金,其安全性以及保值增值状况对中国社会保障的发展具有重要战略意义。我国社保基金不断发展壮大,同时,实行直接投资和间接投资相结合的管理模式,保证了较好的安全性和较高的收益率。但是,仍然存在着资金来源不稳定、保值增值能力不足以及信息披露机制不完善等问题,因此,应完善基金来源规划、壮大基金规模,增强基金保值增值、抗风险能力,并完善信息披露机制。

Problems and Countermeasures in Management of Strategic Reserve Fund of China’ s Social Security

The National Social Security Fund is the strategic reserve fund of Chinese social security system.The security situation,maintenance and appreciation of the fund are crucial for the development of China’s social security system.The National Social Security Fund continues to grow,and implements a combination of direct investment and indirect investment management model,which ensures better safety and higher yields of the fund.But there are still problems such as instability of funding source,scarce capacity of value maintenance and appreciation and inadequate information disclosure mechanism.At the last part,we make countermeasures as perfecting fund source planning,expanding fund scale,enhancing the value fund ability and anti-risk capability,and perfecting the information disclosure system.
