营商环境改善对企业技术创新的影响 ——来自中国企业微观层面的经验证据

利用世界银行发布的中国企业数据,考量营商环境改善对企业技术创新的影响.结果发现:从总样本来看,我国营商环境改善显著促进企业技术创新;从内在机制来看,营商环境改善通过国际贸易变动和受教育程度两个机制影响企业技术创新.鉴于此,我国应继续深化"放管服"改革,大力构建亲情新型政商关系,强化知识产权创造保护和运用,不断完善产权制度尤其是知识产权保护制度,以营造更加公开透明快捷高效的营商环境.

Empirical Study on the Impact of Improving Business Environment on Enterprise Technological Innovation ——Empirical Evidence from Microscopic Data at the Enterprise Level

This paper, using the China enterprise data published by the World Bank, empirically studies the effects of the business environment improvement to enterprise technology innovation. The study finds that from the perspective of total sample, the business environment improvement significantly promotes the enterprises technological innovation; from the perspective of internal mechanism, the business environment improvement affects enterprise technological innovation through international trade changes and education level. Therefore, we should continue to deepen the reform of streamlining administration and delegating power, and to build a new relationship between government and business vigorously, and to strengthen the creation, protection and application of intellectual property rights, and to constantly improve the property rights system, especially the intellectual property protection system, and to create a more open, transparent, efficient business environment.
