| 摘 要： | 自愿性环境协议以合作为基础,是企业与政府之间不断进行环境规制博弈过程中创新出来的。它的顺利实施需要灵活的决策与运行机制、畅通的谈判协商机制和便利的信息披露机制,同时,政府部门还要加大宣传力度、提供信息技术支持、免除法律法规责任并规避不确定性与风险,以保证其顺利实施。 |
