摘    要:作为统筹城乡综合配套改革试验区,重庆市通过地票交易统筹配置城乡建设用地资源,在解决工业化、城镇化过程中建设用地短缺的同时,盘活了农村建设用地,提高了农民财产性收入,成效显著;重庆地票交易制度在理论上为破除长期以来困扰农村土地市场化改革的制度性障碍提供了可行思路,对我国统筹主体功能区土地资源配置将产生深远的影响。当前,重庆地票交易制度还需进一步完善:一是将土地一级开发权的市场化改革与地票结合;二是实行城镇建设用地指标配置双轨制,改革征地制度;三是加强地票制度与规划的衔接;四是适时推出地票二级市场。

Abstract:Chongqing, as overall urban and rural comprehensive reform experimental zone, overall deploys urban and rural construction land resources by securitized land exchange, activates rural land for construction, raises the income of peasants' assets and has made great achievement while Chongqing solves the problem in the shortage of construction land in the process of industrialization and urbanization. Chongqing' s securitized land exchange system theoretically provides feasible idea for getting rid of the long-term systematic obstacle hampering rural land marketed reform and has far-reaching influence on land resources deployment in China' s overall subjective function zone. Currently, Chongqing' s securitized land exchange system needs to be further completed by combining marketed reform of primary development right of land with seeuritized land, implementing double-track system for urban construction land index arrangement to reform land expropriation system, strengthening the connection of seeuritized land system with plan, and issuing secondary market of securitized land in time.
