The economic impact of the geographical rotation of local officials is important in China's official management system. This study used a zero-inflated Poisson regression model and found that the geographical rotation of local officials significantly increased cross-city mergers and acquisitions (M&As) of enterprises. The impact of local officials' geographical rotation on M&As was more pronounced under certain conditions. These conditions included: (i) when officials were transferred from cities with a higher development level to cities with a lower development level; (ii) when the outflow cities were municipalities directly governed by the central government, provincial capitals, or separately listed cities; (iii) when the transfers of officials occurred within the same province; (iv) when the transfers took place before 2012; and (v) when the transfers happened in the years following significant central government conferences, which provided strong political incentives for M&As.  相似文献

The purpose of this paper is to evaluate the redistributive role of government social security transfers on inequality in China. We attempt to answer two questions. First, does inequality of after-transfer income narrow, compared to that of before-transfer income? Second, given the scale and distribution of existing government social security transfers, will a small percentage increase in the transfers narrow or widen the inequality of total income? By employing the methodologies of the Musgrave-Thin (MT) index and decomposition of the Gini coefficient of total income by its sources, we find a positive answer to the first question and a negative answer to the second question. Government social security transfers have a positive role on inequality in the sense that the Gini coefficient of after-transfer income is smaller than that of before-transfer income. However, government social security transfers have a negative role on inequality, as current inequality will go up if there is a universal increase in government social security transfers for all recipients. Of all the components of government social security transfers, formal sector pensions are most unequalizing, whereas dibao and rural pension benefits have equalizing effects on the income distribution in China.  相似文献

This paper examines whether cities with preferential policies have higher inequality in household disposable income per capita than cities without preferential policies in urban China. “Preferential policies” refers to the autonomy and deregulation given to Special Economic Zones (SEZs) and Open Cities, allowing them to experiment with market policies and reforms, as the country moves from a state-controlled economy towards a market-oriented economy. While the effect of these policies on economic growth is extensively documented, their relationship with income inequality remains undetermined. Subgroup decompositions of income inequality, using the China Household Income Project's urban datasets of over 6000 households and 20,000 individuals from of up to 70 cities from 12 provinces, were used to identify income inequality gaps between cities with and without preferential policies. The results reveal that while income inequality increased in urban China from 1988 to 2007, the change was lower for cities awarded preferential policies across regions. Furthermore, the decompositions by region indicate that cities receiving preferential policy treatment had higher income growth but a lesser increase in income inequality than cities without preferential policies in each region. Finally, cities receiving preferential policies were able to increase the share of income of the poorest 40% of households while reducing the share of the richest 10%.  相似文献

文章以浙江省11个地市为基本单元,以国际旅游收入为主要指标,运用标准差指数、变异系数和锡尔系数等分别分析了1996年以来浙江省旅游经济差异的时间特征和空间特征,研究结果表明:时间上,10多年来,浙江省旅游经济的相对差异缩小但绝对差异扩大,旅游经济差异依然巨大;空间上,区域差异主要由地区间差异构成。影响浙江省旅游经济差异的因素很多,通过回归分析发现,旅游资源是最主要的因素,经济发展水平、基础设施、区域发展策略对旅游经济差异的影响也很大。文章最后提出了相关的对策建议。  相似文献

This paper quantitatively examines the impact of intergenerational transfers on asset inequality among Japanese households. We estimate an intergenerational asset transfer function with various control variables, using a unique micro dataset taken from a survey conducted by the Economic and Social Research Institute, Cabinet Office. Employing three different models, a Tobit model, an interval regression model and an ordered probit model, to ensure that our results are independent of the specific econometric approach used, we investigate whether asset transfers received are correlated with households’ financial strength. We find that higher income households are likely to receive larger asset transfers. However, the contribution of intergenerational transfers to asset inequality appears to be small.  相似文献

This paper examines how political considerations affect local officials' revenue maximization behaviors in the context of urban land conveyance in China. Particularly, we analyze government intervention based on local officials' choice of two land auction types, namely, “English auction” and “two-stage auction”. The latter presumably serves as a tool of government intervention. We aim to address the research question: “Are local governments maximizing land revenue?” The major findings are threefold. First, for cities with higher housing prices, two-stage auctions are adopted more frequently than English auctions. In addition, land parcels in these “hot” cities adopt two-stage auctions more frequently during sensitive political events, suggesting that local officials respond positively to the real estate regulation policy from central government. Second, when city leaders are more incentivized to promote economic performance, they respond less positively to rises in housing prices. Third, such interventionist behavior results in a significantly depressed land price and housing price. Despite its intention of improving public welfare, this interventionism can susceptibly cause problems of misallocation and corruption.  相似文献

We use political connections between central and local governments in China to identify the effects of government spending. Our key innovation is using changes of central government ministers as a source of exogenous variation in earmarked transfers received by prefectural city-level governments. The analysis reveals that the increase in earmarked transfers is temporary and local effective tax rates do not respond to such fiscal expansions. Given that using cross-regional analysis for a monetary union can difference out the influence of monetary policy, the fiscal shock we study is a temporary, non-tax financed and no-monetary-policy-response government spending shock. We find the local fiscal multiplier in China is above one and there are no significant spillover effects from local government spending.  相似文献

This article addresses the question of how exogenous shocks led to economic redistribution at a local rural community level in the pre‐industrial period, and how inequality can be limited (or not) by institutions and endogenous social structures within the community itself. This article presents a micro‐analytical study conducted mainly on unpublished sources, focusing on a boundary area (the Geradadda) disputed by Milan and Venice during the long period of the Italian Wars (1494–1559) in a broad European perspective. To understand the impact of wars, the management of local commons and communal assets is analysed in the more general context of the management of local finances. This research shows how local communities organized cooperative behaviours for the defence of local resources, developing innovative credit systems and encouraging a process of redistribution. Before other important factors—such as the distribution of wealth or of local political and social power—cooperation between social groups and the role played by elites were the keystones to limiting the increase in inequality.  相似文献

Using household data from Nepal for 1995/96, this paper investigates the motives underlying private transfers and examines whether or not public transfers crowded out private transfers and the resultant effects on income inequality. The estimation results of Probit and Tobit models show that the private transfers received were altruistically motivated while public transfers exerted no crowding‐out effect. Although the probability of receiving private transfers decreases with household size, having more children or more elderly members of the family increases the probability as well as the amount of transfers. By contrast, the age of the household head does not appear to be a significant factor. Furthermore, the study shows that public transfers did not contribute to a lowering of income inequalities among households. These findings suggest that the Government of Nepal should design its public transfer schemes in order to improve the effectiveness and efficiency of its social safety net programs.  相似文献

论文利用2003-2008年CGSS的微观个体调查数据,运用回归分解方法对中国农村收入不平等进行分解。首先对收入不平等进行测算,研究发现农村收入极端不平等,并且呈上升趋势。回归分解结果表明,年龄、教育、性别、东部地区虚拟变量、政治地位、婚姻、健康和幸福感是对农村收入不平等的决定要素。其中教育、年龄、性别、东部地区虚拟变量和健康对农村收入不平等的贡献显著。其余变量对农村收入不平等的贡献相对较小,但其对农村收入不平等的影响也不能被忽视。研究结论对政府制定科学合理的收入分配政策和有效调控收入差距具有借鉴作用。  相似文献

The motivation for this study stems from the United Nations Sustainable Development Goals (UN‐SDGs) and their impact by 2030. The UN highlights 17 SDGs that address pertinent local and global issues, one of which—SDG‐10—has been devoted to reducing inequality. This study investigates the nexus between trade openness, foreign direct investment (FDI), and income inequality in sub‐Saharan Africa using panel data from 2000 to 2015 and the generalized method of moment (GMM) technique approach. The findings show that FDI and income have a negative, statistically significant relationship with income inequality, signifying that as FDI and income per capita increase, the level of income inequality decreases. However, trade openness, education, political stability, corruption, and rule of law have a positive, statistically significant relationship with inequality. This study, therefore, offers some recommendations that will help policymakers. First, develop good policies to attract more foreign investors, which will contribute to creating employment opportunities in the region. Second, create more infrastructures to provide good quality education. Third, implement a good policy to motivate local production which will contribute to creating jobs. Fourth, build a strong institution(s) to fight against corruption.  相似文献

Our paper reconciles the debated literature on the role of the Chinese unions by exploring the heterogeneous effects of unionization on wages in firms with and without political connections. We utilize a survey of 1268 firms in 12 cities to verify our hypothesis that wages increase due to unionization, but this union wage effect is significantly depressed by firms' political connections. Through a detailed analysis of the mechanism behind the empirical results, we conclude that unions increase workers' wages by strengthening the bargaining power of workers, while this bargaining power can be weakened by firms' political connections. Our main conclusion is robust to a series of robustness checks. Moreover, the results from quantile regressions inform us that the union wage effect and the role of political connections may vary along with the firms' wage distribution. Our findings suggest that the solution to further increase wages for low-wage workers and reduce wage inequality is to make the labor union an independent organization which can freely bargain with firms in terms of workers' wages and benefits, rather than an agency subordinate to the government whose role can be affected by the government support and undermined largely by firms' political connections.  相似文献

This study uses a new dataset of 2,246 notarial deeds of house sales from one of the major cities of the Ottoman Empire, Edirne, covering the period from 1720 to 1814. It estimates real hedonic house prices and urban wealth inequality for the housing market. It shows that house size, proximity to the commercial centre, access to fresh water, and family ties were important determinants of relative house prices. These findings also apply to the different quartiles of the market, indicating limited market segmentation. It demonstrates that there was an increase in housing wealth inequality during the eighteenth century as house prices became more dispersed. The hedonic house price index provides evidence that inflation‐adjusted house prices declined substantially following the Russo‐Turkish war of 1768–74. The decline is mainly explained through demographic shocks induced by plague epidemics, natural disasters, and other population movements driven by wars, army mobilization, and political upheavals.  相似文献

Previous studies have cited inequality as a major factor relating to conflicts in Indonesia, while consideration of polarization and fractionalization as drivers of conflict is limited. The current paper examined the roles of three indices (polarization, inequality and fractionalization) in explaining the incidence of conflicts in Indonesian provinces over 2002–2012. This study used income (proxied by expenditure) differences to measure polarization and inequality, with subnational data as the unit of analysis. In addition, to complete the analysis, the present study used a variety of socioeconomic indicators as additional control variables. This paper verified that the high degrees of income polarization, ethnic fractionalization and income inequality are associated with the high probability of conflicts in Indonesian provinces. It also found that socioeconomic factors such as poverty, unemployment, population and natural resources, as well as some types of local government spending are significantly associated with conflicts.  相似文献

Since 1994, China's central government has implemented a sequence of fiscal recentralization measures to increase its equalization capacity and reduce regional income disparities. However, the effect of intergovernmental transfers on equalization has been called into question by anecdotal evidence that seems to suggest that transfers from the center are not rule-based and are subject to heavy rent-seeking. Unlike past studies, which have focused on the equalization effects of total fiscal transfers from the center, this paper includes an examination of the equalization effects of different types of transfers because some transfers, which are inherently anti-equalizing, may mask the equalization effects of other types of transfers when they are lumped together to find the “average” effect. Using inequality measures, a decomposition of fiscal disparities, and dynamic panel data models, we find that China's intergovernmental transfer system that was established in 1994 does have some equalizing elements. To a large extent, these elements exist due to the mechanism designed to shrink the tax rebates that bear the legacy of the pre-1994 system; to a small extent, these elements exist due to the rule-based general-purpose transfer whose share in total transfers remains small but has increased since 2002. However, the equalization effects of the largest component of transfers, specific-purpose transfers, are anti-equalizing. They are typically not rule-based and thus subject to political influence. As a result, total transfers also exhibit significant anti-equalization effects.  相似文献

By incorporating imprinting theory into a political–economic framework, this paper studies the role of local political leaders in poverty reduction. Exploiting exogenous turnovers of city-level party secretaries in China, I find that city secretaries with early-life poverty experiences are more likely to increase the incomes of poor families in their jurisdictions. I further find that the effect of city secretaries' poverty experiences on the income of the poor is more pronounced in the counties that are not officially categorized as impoverished by the central government and among the families living above the poverty line set by the Chinese government but below the international poverty line proposed by the World Bank. It is suggested that local political leaders affect poverty reduction outcomes by instilling their personal preferences, which can be shaped by their early experiences, into their economic decisions.  相似文献

The shortfall in funding to meet current claims on the EEC's export earnings stabilization scheme (Stabex) has diverted attention from the operations of the scheme and its merits and shortcomings in providing developing countries with compensatory finance. This paper takes a sample of 10 ACP recipients of Stabex, which together drew over half ($200m) of the Stabex transfers under Lomé I and evaluates the stabilization effects of the transfers at macroeconomic and sectoral level. It concludes that Stabex has proved to be a useful balance-of-payments support mechanism, albeit inequality distributed due to quirks in its rules of operation, although it was designed as a scheme to support smallholder export crop producers. In the light of this evidence, the future form of Stabex under a re-negotiated Lomé Convention is considered.  相似文献

This paper explores the long-run relationship between institutions and wage outcomes in Europe and its periphery. I find that cities that exercised stronger institutional protection of private property experienced: (i) higher levels of both skilled and unskilled real wages, as well as (ii) lower levels of inequality as measured by the skilled–unskilled wage ratio. While the first result corroborates existing work on the positive growth effects of better institutions, the second finding is more novel to the literature. Some explanations are proposed for how stronger institutions can cause an increase in the relative supply of skilled workers, thus lowering wage inequality.  相似文献
