Using Australian unit record data this paper compares income and expenditure inequalities over the period 1975–76 to 1993–94. The study finds inconsistencies between the two inequality movements over much of this period. We also observe differences in the nature of income and consumption disparities. Both approaches show that the 'within group' inequality dominates the 'between group' component when the population is divided into household types. The inequality estimates are sensitive to the equivalence scale used as the household size deflator but not to the cost of living index used as the price deflator.  相似文献

This study suggests that child poverty in Australia fell by about one-third between 1982 and 1995–96, largely as a result of the very substantial increases in government cash payments to lower income families with children. However, while there were sharp falls in poverty among dependent children, poverty rates among 15 to 18 year-olds who had left the parental home or who were still living at home but not in full-time study increased very sharply. In addition, the after-housing poverty picture did not look so optimistic, apparently due to a compositional shift in the types of families in after-housing poverty.  相似文献

This paper proposes a new method of explaining the temporal change in economic inequality in terms of changes in the sources of income. The method is based on the decomposition of the Gini coefficient by source of income. Using this method, the paper also examines changes of the sources of private income in Australia over the last two decades and their impact on the distribution of income. It will be seen that not only have the shares of income from different sources changed, but that there has been significant change in inequality of distribution of the components themselves.  相似文献

We examine income distributions over the last two decades, presenting both non-parametric kernel density estimates and summary measures. Standard errors of summary measures are also reported to facilitate statistical inference. We find a significant increase in private income inequality, but only a modest increase in disposable income inequality, implying an increase in the inequality-reducing effects of income taxes and transfers. Using a semi-parametric procedure developed by DiNardo et al. (1996), we then examine the effects of changes in family characteristics on the distribution of private income, finding that half the increase in inequality is explained by changes in the distribution of employment.  相似文献

Consumption may be a more appropriate measure of household well-being than income or earnings. Using four ABS Household Expenditures Surveys collected between 1975 and 1993, we compare trends in consumption and income inequality among Australian households. We find that consumption is much more equal than income. While there were significant increases in both income and consumption inequality, consumption inequality rose by much less. One interpretation of the results is that some income inequality in Australia reflects transitory fluctuations which households can smooth,'and that part of the growth in income inequality reflects an increase in these transitory fluctuations.  相似文献

This paper studies the mechanisms underlying the apparent stability of the income distribution in Taiwan. An original decomposition method based on micro-simulation techniques is proposed. Applied to the distribution of income in Taiwan since 1979, it permits isolating the respective impact of changes in: (a) the earning structure; (b) labor-force participation behavior; and (c) the socio-demographic structure of the population. The stability of the distribution in Taiwan appears as the result of various structural forces which happened to offset each other. The small drop observed in the inequality of individual earnings resulted from the combination of unequalizing changes in the wage structure and the effects of changes in female labor-force participation as well as in the educational structure of the population. However, the same offsetting forces, together with changes in the composition of households, resulted in a small increase in the inequality of the distribution of equivalized household income.  相似文献

There are wide divergences in the mean incomes of males and females in Australia. In addition income is related to age, education and work force participation. This paper uses decompositions of Theil and Gini income-inequality coefficients to examine the extent to which inequality of earned income may be explained by these various factors. It is suggested that education and age, singly and jointly, explain a major part of inequality. Having allowed for these factors, sex appears to have a limited residual importance.  相似文献

The 1990–91 household expenditures distribution in Spain dominates, in the relative ("rightist") Lorenz sense, the 1980–81 distribution, but the latter dominates the former in the absolute ("leftist") Lorenz sense. This situation constitutes a textbook case for intermediate or "centrist" notions of inequality and social welfare. This paper presents the first empirical application of this sort, using the intermediate inequality concept introduced in Del Río and Ruiz-Castillo (2000). The data reveal that there is a decrease in household expenditures inequality for a relatively small set of centrist attitudes.  相似文献

Earlier comparative work on income distribution has tended to suggest that Australia is characterised by less income inequality than other industrialised economies. Concerns about the quality of the Australian data used in such comparisons have led to the need for more detailed assessment of the situation. The Luxembourg Income Study has been a focus for this work by bringing together microdata sets for a range of countries and reorganising them to conform to standardised concepts and definitions. This paper builds on earlier work undertaken as part of the Luxembourg Income Study by including Australia in an international comparative analysis of income distribution and redistribution. The Australian data are those from the 1981–82 Income and Housing Survey, with income tax imputed onto the data file. Results are presented for the gross and net income distributions between both families and individuals in seven countries. A common set of equivalence scales is also used to adjust for differing family needs. The results indicate that, using several summary measures of inequality, the distribution of income in Australia is less equal than in four of the other six countries studied. Earlier research which placed Australia high on the international league table of income equality is thus not confirmed by the results.  相似文献

This paper studies the changes in income inequality in Australia between 1986 and 1999, using the Gini coefficient and Theil's inequality measure. Individuals are divided into various subgroups along several dimensions, namely region of residence, employment status, occupation and age. The Asia–Pacific region's rapid growth and poverty reduction in recent decades have been accompanied by rising income and wealth inequality. Technological progress, globalization, deregulation and market-oriented reform, and financialization have generated many new opportunities, but rewarded capital more than labor, benefited skilled workers more than the unskilled, widened spatial inequality, and produced a growing number of the superrich. For some countries, population aging has also contributed to rising inequality. The present paper provides an update on recent trends of income and wealth inequality in the Asia–Pacific region, examines causes behind rising inequality, and discusses policy actions needed to tackle inequality. The social opportunity cost of consumption (SOCC) for an economy is the rate at which current consumption can be traded for consumption in the future. The SOCC is an important determinant of the socially optimal levels of investment and the current account surplus and should be an input into the framing of government economic policy. Using overseas interest rates, the SOCC for Australia is calculated in this article. The calculated series is fairly constant for the 1960s and then has a pronounced cyclical pattern from the late 1960s to 1988–89. The average value of the SOCC for Australia is about four per cent.  相似文献

We develop a simulation method for measuring the impact of changes in the distributions of the main income sources on growth in family income inequality. We simulate the entire distribution of family income under the counterfactual, “What if the distribution of each source had not changed?” The simulation method allows us to evaluate the impact of changes at any point in the distribution as well as with multiple measures of inequality. We incorporate married‐couple and single‐person families, appropriately accounting for changes in the proportion married. We apply the simulation method to investigate the impact of changes in male earnings, female earnings, and capital income on the distribution of family income in the United States between 1969 and 1999. We find that changes in the distribution of male earnings account for more of the growth in family income inequality than do changes in any other source of income. Changes in the distribution of female earnings have reduced family income inequality.  相似文献

Commonwealth government tax expenditures arise because departures from the tax structure produce favourable tax treatment of particular types of activities or taxpayers. Such tax concessions can be used in the same way as direct expenditures to give effect to government policies, and in fact are often used as substitutes for direct expenditures. Although estimates of tax expenditures on health in more recent times are readily available, this form of subsidisation of the health sector has not been used heavily since the introduction of Medicare in 1984. It is for the period spanning the 1960s and the 1970s, when tax expenditures were a much more important source of health care finance, that consistent estimates are lacking. This article presents estimates of the revenue cost of income tax concessions for health in Australia over the period 1960–61 to 1988–89 and integrates these estimates into the currently available health expenditure statistics. It is concluded that failure to allow for tax expenditures on health when analysing public expenditures on health in Australia can lead to misleading conclusions about the net fiscal impact of changes in the Commonwealth's health expenditure policy. In particular, the fiscal effect of introducing Medihank in 1975 is significantly lower if account is taken of changes to tax concessions on health occurring at the same time. Likewise, the net cost of the introduction of Medicare in 1984 is overstated by measures based on direct outlays alone.  相似文献

In this paper I discuss indices used to measure the level of poverty in Australia among demographic groups and over time. The strengths and deficiencies of indices in current use are noted and alternative indices are presented. The theoretical properties of the indices are compared and discussed. The discussion is extended to include a brief review of poverty lines paying particular attention to the method used to update them. Poverty is measured for 1981–82 and 1985–86 for broad demographic groups. Differences between groups in each year and trends over time are noted and discussed. Australia had one of the highest per capita incomes in the world in the late nineteenth century, although this exceptional position subsequently eroded over time. This paper compares national income and sectoral labour productivity in Australia and the UK between 1861 and 1948 to uncover the underlying sources of Australia's high income and the reasons for its subsequent relative decline. We find that the country's higher per capita income was due primarily to higher labour productivity, because labour force participation, although higher in Australia than in the USA, was lower than in the UK. Australia had a substantial labour productivity lead in agriculture throughout the period, due to the importance of high value-added, non-arable farming, and a smaller lead in industry before World War I. The early productivity lead in industry was largely based on the importance of mining, and disappeared as manufacturing became more important. There was little productivity difference in services. These results reaffirm the importance of Australia's successful exploitation of its natural resource endowments in explaining the country's high initial income.  相似文献
