Civil wars and conflict can be understood from an economic point of view only if there is incomplete contracting. I examine
such settings and first discuss sources of incomplete contracting, from geography and ethnic and social distance to external
interventions due to geopolitics or the presence of rents. Yet, since war is destructive, the contending parties might normally
be expected to settle in the shadow of war. One reason that sometimes they do not, contrary to conventional wisdom, is because
the shadow of the future is too long. Subsequently, using a formal model for guidance I examine some consequences of civil
wars and emphasize the role hierarchical organization and rents play in determining the severity of conflict.

Madre de Dios in south-eastern Peru, like other tropical regions, faces important threats that are resulting in a loss of forest resources. The predominant types of land tenure in the rural zones of Madre de Dios are mining, agricultural and forestry concessions of land given by each Ministry to the settlers. Concessionaires fail to act as owners, because concession contracts do not guarantee secure property rights. Short-term non-sustainable land uses are favored over sustained management practices. The way in which people use the natural resources depends upon the allocation of rights over those resources. Considering communal property as a policy proposal: a system of land tenure which does not facilitate legal titling of the lands occupied by settlers and loggers will continue to hinder the possibility of developing sustainable long-term management strategies. In this article, the main proposal for a policy reform is that the land tenure system of concessions currently employed by the Peruvian government must be replaced with the assignment of legal communal land titles to the settlers' communities (not to isolated individuals) who are currently occupying forest lands in the region. The communal land titles would create an incentive for privately motivated group management of the forests, which could help reverse some of the wasteful and indiscriminate uses of land currently government-owned. 相似文献

In a collaborative situation involving several partners, this type of BPM approach may be useful to support the design of a Mediation Information System (MIS), which would ensure interoperability between the partners’ ISs (which are assumed to be service oriented). To achieve this objective, the first main task is to build a collaborative business process cartography. The Labor-Management Reporting and Disclosure Act (LMRDA) of 1959 gives union members certain democratic rights, including
a decision-making role in various matters affecting their organizations’ finances. The informed exercise of these rights requires
access to meaningful financial data, and the LMRDA mandates disclosure of such information. Recently, the Department of Labor
has revised disclosure requirements in order to promote these union democracy objectives. This article provides an analytical
framework for examining the adequacy of existing and future disclosure requirements. The analysis reveals weaknesses in the
disclosure formats, and proposes a set of alternative reforms. In addition, the article attempts to facilitate the financial
analysis of unions by applying standard accounting measures to a selected set of unions’ finances. In so doing, it shows the

Works on student absenteeism in the universities have not been preferential for the authors in the field of educational research. Usually, what has been made is an approach to the available absenteeism data as an intervening variable or as a variable characteristic of the educational process, but not as a dependent variable in the strict sense of the term. In this work, we intend to make an empirical approach to the possible reasons of student absenteeism. There is a double point of view: the students’ and the professors’; the reasons that justify it according to its protagonists are studied. This paper focuses on the six university degrees taught at the School of Economy and Business of the University of Barcelona (Facultat d’Economia i Empresa de la Universitat de Barcelona). An “ad-hoc” questionnaire has been prepared and the opinions of 1,162 undergraduates have been analyzed. The reasons given by each population differ in hierarchy and motivations. 相似文献

The paper presents the system of social security provision introduced in Poland after World War II and discusses the demographic, political and economic reasons for its failure, as well as its impact on the Polish economy. The proposed reform scenarios from two major political proponents, the Ministry of Finance and the Ministry of Labour and Social Policy, are described. The recently finalised reform proposal is now being introduced, starting with the Polish Parliament (Sejm) passing a package of three acts concerning the split of the current pay-as-you-go single system into a pillar system, with provisions made for a transition period. The paper outlines the proposed changes, including the new role of the Social Security Institution (ZUS) in Poland, the structure of the first pillar of benefits and the opportunities for private companies to participate in the social security provision through the second and third pillars. 相似文献

Does an increase in police strength discourage an increase in crime levels? It would seem very likely so, despite the many platitudes common everywhere, even in the most serious literature on the subject. This research study, using Non-Linear Analysis on the Italian crime situation from 1985 to 2003, shows an almost non controvertible result. The police force really does seem to have a deterrence function on crime, particularly evident from the 90s on, where, as police strength increases, the number of crimes decrease. One of the most interesting aspects deriving from the non-linear model used, is the specific measurement of the number of crimes that might have been committed and that were not in virtue of the deterrent action of the Police Force. Up to now, such an acquisition seems to be lacking from other so called ‘traditional’ research, where such ‘indirect’ deterrence appears easily hypothesized, but impossible to determine. For this reason too, the adoption of a non-linear analysis logic shows its heuristic superiority able to shed light on certain aspects that in other analysis models would remain in the shadows. 相似文献

Using a decision modeling approach, this research examined differences across levels of management in a large construction company concerning the criteria for a maintenance management control system. The six criteria were cost efficiency, productivity improvement, materials management, unification of work control, planning and scheduling, and information and retrieval. A decision-making exercise was constructed that asked the respondent to make recommendations concerning the approval or disapproval of 32 hypothetical maintenance management systems. Among the 60 managers who completed the exercise, there was evidence of significant differences across levels of management concerning the criteria for a maintenance management control system. Additionally, distortions were observed between what the managers said was important and what their decisions indicated. These data demonstrate that the decision modeling approach presented can be effectively used to examine the degree of consensus within an organization. 相似文献

Using two approaches to panel data, Granger causality analysis with semi-asymptotic tests, and a structural approach based on entropies measured on sequences of multiperiod ratings and returns, we specify the relationship between a fund’s performance and both Morningstar and Europerformance ratings. We conclude on the Europerformance agency’s forecasting ability for the Luxembourg funds, and the Morningstar agency for the French funds. Indeed, we find two groups of funds depending on their domiciliation and appropriated rating. The results of this paper have implications for the management of fund portfolios, and the structural approach, more robust to our data, must be a first process for forecast models on the basis of similar funds, minor uncertainty or risk measure, and appropriated rating. 相似文献
