The paper examines the consequences of the economic integration of factor markets in a model with two countries that redistribute income among their residents. The social benefits in each country are financed by a source based tax on capital which is democratically chosen by its inhabitants. If either capital or labour is internationally mobile, the countries engage in fiscal competition and the partial integration of capital or labour markets is detrimental to the countries' redistributive ability. A move from partial to full integration, however, may alleviate rather than intensify fiscal competition, particularly, if the two countries face sufficiently similar economic and political conditions. In such a situation, for example, tax competition for mobile capital is softened as the labour market becomes more integrated and even vanishes if both factors are fully mobile. As a result, there is more redistribution in equilibrium and a majority of the population in each country is strictly better off.  相似文献

The health care industry is being transformed. Large firms are merging and acquiring other firms. Alliances and contractual relations between players in this market are shifting rapidly. Within the next few years, many markets are predicted to be dominated by a few large firms. Antitrust enforcement authorities like the Department of Justice and the Federal Trade Commission, as well as courts and legislators at both the federal and state levels, are struggling with the implications of these changes for the nature and consequences of competition in health care markets. In this paper we summarize the nature of the changes in the structure of the health care industry. We focus on the markets for health insurance, hospital services, and physician services. We then discuss the potential implications of the restructuring of the health care industry for competition, efficiency, and public policy. As will become apparent, this area offers a number of intriguing questions for inquisitive researchers.  相似文献

Some of the most important resources are intangible, such as knowledge and access to networks. In the developing world, technology can facilitate these resources and address basic human needs in a variety of ways: from provision of farmer training and cloud-controlled clean water systems to health information and mobile money services. Some of these services expand access to resources in ways that particularly benefit women. In environments where women are disadvantaged socially and economically, information and communications technologies (ICT) can enable women to access valuable information, consider a broader range of business opportunities, access wider markets, partake in educational programs, and share experiences with and gain mentorship from other women. However, there are large gender gaps in the access to technology, particularly in rural areas. To begin, I briefly discuss the role of technology in development, and consider the extent and significance of technology gender gaps. Next, I review key barriers to reducing these gaps, and discuss the concept of social innovation as it applies to technology interventions. Examples from five social innovations in India — a country with large technology gender gaps — illustrate the range of possibilities for innovative access to and use of ICT for diverse target groups. I conclude with some suggestions for further improvement in this area.  相似文献

Emerging technologies have significant implications and profound consequences for firms, markets, government policy, and society as a whole. In emerging markets, however, social uncertainties are as important as technological and market uncertainties, and moreover are somewhat more complex. The papers in this special section offer views of how these important social uncertainties can be considered concurrently with technological and market uncertainties, particularly because they play a relatively larger role in emerging markets than in more advanced markets.  相似文献

Scarcity of spectrum limits the number of competing network operators in mobile telecoms. In the United Kingdom a regulatory review is currently enquiring into the effects of limited competition in the mobile market. The European Commission is also reviewing competition in roaming across mobile networks in Europe. In the UK the industry regulator Oftel claims that the prices for calling mobile phones are too high. We show that such relatively high prices stem from asymmetric incentives. The convention in the UK is for the originating party to pay for a telephone call. If instead the receiver were to pay for some or all of a call, we show that prices of calls to mobiles would be lower. We also argue that qualified indirect access could stimulate more effective competition in mobile telecoms.  相似文献

Abstract To what extent the earnings gaps facing Canada’s visible minorities reflect discrimination is a question of tremendous policy interest. This paper argues that failing to account for the limited Canadian ancestry of visible minorities overestimates discrimination if immigrant assimilation is an intergenerational process. Using the 2001 and 2006 Canadian Censuses, weekly earnings, conditional on a rich set of worker and job characteristics, are compared with child immigrant, second‐, and third‐and‐higher‐generation Canadian men. The results reveal a tendency for earnings to increase across subsequent generations of visible minority, but not white, men. Though the pattern is strongest between the first and second generation, for black men it is also evident between the Canadian born with and without a Canadian‐born parent. Despite this progress, for most visible minority groups earnings gaps are identified even among third‐and‐higher‐generation Canadians.  相似文献

Under the new information society paradigm that emerged in the 1990s, contrary to its conspicuous achievement as an industrial society, Japan is experiencing a vicious cycle between non-elastic institutions and insufficient utilization of the potential benefits of information and communication technology (ICT).However, a dramatic deployment of mobile telephones with Internet access service such as NTT DoCoMo's i-mode service in the late 1990s provides encouragement that, once the potential is exploited, Japan's institutional systems can effectively stimulate the self-propagating nature of ICT. The rapid deployment of Internet Protocol (IP) mobile service in Japan can be attributed to worldwide advances in the utilization of personal computers (PCs) and the Internet. Thus, a complex technology web triggered by the dramatic advancement of PCs and the Internet and co-evolving diffusion, substitution and competition dynamism has emerged in the global ICT market, particularly in Japan's mobile communication business.The above observations prompt the hypothetical view that, despite a lack of institutional elasticity, recent advances in Japan's IP mobile service deployment can be attributed to a co-evolutionary dynamism between diffusion, substitution and competition inside the ICT market. Thus, policy questions could be how to create such a co-evolutionary dynamism by means of ICT innovation, enriched functions, reduced price and competitive environment.In order to demonstrate the foregoing hypothesis, an empirical analysis of the mechanism co-evolving diffusion, substitution and competition dynamism inside Japan's ICT market is attempted by utilizing four types of diffusion models identical to respective diffusion dynamics.  相似文献

In this paper, we estimate own-price elasticities for fixed network voice telephony access and national calls services for private users as well as cross-price elasticities to mobile services using time series data from 2002 to 2007 from the Austrian markets. Using instrumental variable estimates and considering cointegration, we find that access is inelastic while calls are elastic. We conclude that the retail market for national calls of private users can probably be deregulated due to sufficient competitive pressure from mobile. Access-substitution on the other hand does not seem to be strong enough to justify de-regulation.  相似文献

Transfers and Bailouts: Institutions for Enforcing Local Fiscal Discipline   总被引:1,自引:0,他引:1  
The growing importance of local and provincial governments as providers of public services and the importance of those services for the overall performance of the national economy has led to a careful re-examination of how public resources are allocated by decentralized governments. While the Tiebout model promises efficient local resource allocations, the conditions necessary for such outcomes—many local governments, fully informed and costlessly mobile households, no spillovers, residential head taxes—are rarely met in practice. Lacking a sufficient number of competitive local governments, however, other institutional safeguards must be found. Four such institutions are identified here. First, a stable central government managed by nationally elected political parties or presidents capable of making (second-best) efficient interpersonal redistributions of income while at the same time denying inefficient intergovernmental transfers and /or access to non-resident taxation. Second, a mature banking system and fully integrated national capital markets to minimize the economic consequences of a single government's failure to repay its local debts. Third, informed and sophisticated municipal bond and local land markets capable of evaluating local services and finances so as to shift back onto local residents the full economic consequences of inefficient local government fiscal choices. Fourth, a politically independent judiciary capable of enforcing constitutional rules for spending and tax assignment, local debt repayment, and balanced local budgets. Efficient central governments and efficient land and capital markets are seen here as necessary institutional pre-conditions for an efficient local public sector.  相似文献

This paper examines how differences in the integration strategies followed by firms active in foreign markets affect the way productivity and policy shocks spread their effects worldwide. The analysis incorporates costly trade and local sales by multinational firms in a general-equilibrium open economy macroeconomic model. The mode of foreign market access is found to play a major role in the international business cycle, affecting the dimension of consumption and output spillovers worldwide. We show that despite financial markets being effectively complete, consumption risks may not be fully insured in the world economy as long as multinational firms discriminate prices across markets. Furthermore, cross-country differences in firms' integration strategies can account for extensive asymmetries in the way country-specific and global shocks are transmitted in the world economy. We argue that this may have relevant consequences for the welfare implications of monetary and trade policies.  相似文献

This paper uses the concepts of lead users and technological trajectories and the current status of mobile shopping in Japan to forecast the future of mobile shopping. In interviews with more than 100 Japanese and foreign firms between 2000 and 2005, the author investigated the impact of a number of technological trajectories on mobile shopping applications that are suggested to be promising ones based on the behavior of lead users. Push-based Internet mail and other key services that are not yet available in Western markets were the initial drivers of the market for mobile shopping in Japan between 2001 and 2003. Currently, the fastest growing market for mobile shopping in Japan involves the integration of mobile sites with other media such as magazines and radio and television programs where these other media compensate for the small screens of mobile phones. This paper forecasts the impact of improvements along a number of technological trajectories on the integration of mobile sites with other media.  相似文献

We conduct a laboratory experiment to examine the performance of a market for protection. As the central feature of our treatment comparisons, we vary the access that “peasants” have to violence-empowered “elites”. The focus of the experiment is to observe how elites enforce and operate their protective services to peasants, and to observe the degree to which elites engage in wealth-destroying violence in competition amongst each other for wealth-generating peasants. We find that greater access to peasants strikingly increases violence among the elites, but with limited access the elites markedly extract more tribute from the peasants. Our findings are particularly relevant to the discussion of violence in developing countries.  相似文献

Neoliberalism has transformed markets supplying public goods. Analysis of five real-world Australian markets reveals the eligibility rules for access and ongoing participation, interaction of participants, the role of intermediaries and government, the extent of competition, complex regulatory regimes shaping and controlling these markets, and key market outcomes. Contrary to neoliberalism's free market rhetoric and the view promulgated by mainstream economics, a spectrum of market configurations and governance regimes were found along with participation being highly dependent on technology access and skills, market outcomes inconsistent with policy rhetoric, market interrelationships posing adverse cumulative impacts, and government is strongly interventionist through multiple roles.  相似文献

The organized wholesale electric power markets in the United States are characterized by structural market power, and would not produce competitive results absent administrative intervention. Market power mitigation is a fundamental and permanent part of the market design for the organized wholesale electricity markets. Market power mitigation is essential to FERC’s policy of relying on competition to regulate electric wholesale power prices, consistent with its mandate under the Federal Power Act. Controversy has arisen about how to ensure that the markets clear on the basis of offers that have been determined to be competitive. Specifically, the issue is what institution and function is best situated to provide the initial critical determination about whether a participant’s offer is competitive. Despite recent clarification of FERC policies on the market monitoring function, the roles of market administrators and market monitors are a potential source of confusion and counterproductive institutional conflict. The FERC should refine and clarify its policy in this area by according exclusive responsibility to institutional, independent market monitors to monitor participants’ conduct and the potential for the exercise of market power through ex ante review of cost-based offers used in market power mitigation, subject to review by FERC.  相似文献

Abstract.  This paper discusses the state of competition policy – in particular the economics of competition policy – in Canada today and considers its prospects going forward. It argues that: (i) the importance of competition policy has become accepted widely in Canada and indeed throughout much of the world; (ii) competition policy design and enforcement is in general well done in Canada; (iii) economists, including many Canadians, have played a central role in the development of an efficient and effective competition policy in Canada and elsewhere; and (iv) competition policy in Canada is today facing very serious challenges, and economists should be concerned.  相似文献

ABSTRACT

Today’s largest trade frictions stem from differences between China and the OECD regarding the appropriate role of government. There are two types of differences. The first are legitimate attitudinal differences towards industrial policy (the use of subsidies), competition policy (the use of forced industry consolidation), and innovation policy (weak protections of intellectual property). China and the OECD will have to reach an accommodation on these differences if the end game is a rules-based trading system. Accommodation is possible, but unfortunately, both the US and China are adopting bullying tactics that diminish the effectiveness of the WTO and threaten the current rules-based system. The second class of differences is political and reflects China’s intentional lack of policy transparency and its generosity towards favoured firms. These differences will never be WTO compliant and China must either reform or give up its access to OECD markets.  相似文献
