Increasingly, companies are using the licensing approach to acquire external technology as an alternative to internal new product development. However, the licensing literature presents lists of benefits and costs without identifying either their relative importance or the underlying dimensions. This article presents the results of a survey of Australian licensee firms designed to fill this gap in the literature. The results show that the major reason for licensing relates more to the immediate need to gain competitive advantage than the relative low cost advantage of technology licensing or having access to future technology. The major impediments to licensing are the entry and exit costs and the loss of decision-making autonomy resulting from licensor-imposed restrictions. Further, only two factors, perceived search costs and low cost market entry advantage of licensing appear to vary among the industries studied. Future research and managerial implications of the results are discussed.  相似文献

Ghana was one of the first countries in sub-Saharan Africa to be connected to the Internet, yet has very low Internet usage (5.3 users per 100 inhabitants). A qualitative study including in-depth interviews with ISPs explored Internet diffusion in Ghana. Findings suggest that due to Ghana's inefficient and outdated fixed-line infrastructure, universal Internet access goals might not be achievable through fixed-line technologies. Rather, wireless technologies may be more efficient. However, high access costs continue to be a barrier. Policy options to encourage widespread deployment of wireless broadband and cost reduction are presented as suggestions for further research. These include using universal service funds to expand the national backbone with an open access high capacity wireless backbone to reach unserved and underserved areas, reducing license and regulatory fees for the wireless industry to encourage coverage and capacity expansion, and mandatory infrastructure sharing to reduce cost.  相似文献

Flat rates are a prominent pricing scheme for telecommunications services and are often preferred by consumers although average costs would be lower in an alternative usage-based tariff. Reasons are that flat rates protect against unexpectedly high costs (insurance effect), are more likely to be chosen if actual usage is overestimated (overestimation effect), and prevent any disutility that is associated with the immediate perception of marginal costs (taximeter effect). This study complements the literature on tariff biases by highlighting that a lack of tariff flexibility is a major impediment to choosing a flat rate: empirical support for this flexibility effect is found, while, at the same time, the insurance and overestimation effect that run in favor of flat rates are confirmed. Finally, the managerial implications of the findings for the introduction of the new cost cap tariff are discussed. The hybrid cost cap tariff can combine the flexibility and the insurance property, and may, therefore, exert a cost cap bias on consumers.  相似文献

Due to the high costs associated with the deployment of the passive infrastructure of FTTH networks, a few alternative operators have pondered the possibility of making co-investments based on a network sharing model. The purpose of this article is to explore economic aspects of a co-investment scheme for present and future FTTH/PON architectures. The article describes the cost reductions that can be achieved when a co-investment scheme is used, as well as the relationship between market shares and the cost per home connected. A cost model was employed to calculate the investment per home passed and the investment per home connected. The investment per home passed for an alternative operator indicates significant cost reductions when a co-investment scheme is used. On the other hand, the results show that when the incumbent's market share is equal or higher than the total market share of all the alternative operators that share the network infrastructure, the investment per home connected for an alternative operator is higher than that for the incumbent operator. Moreover, to be cost competitive with the incumbent operator, the necessary market share that each alternative operator should achieve is much lower than that of the incumbent operator.  相似文献

Since September 2009, the European market for household lamps is subject to EU regulation 244/2009, which enforces the gradual phase-out of incandescent light bulbs. As of September 2012, only energy-efficient lighting sources such as halogen lamps, light-emitting diodes (LED), or compact fluorescent lamps—often referred to as energy-saving lamps—will be allowed for sale. The EU’s justification for the phase-out of conventional light bulbs maintains that a reduction in the electricity consumed will not only lead to lower energy costs for private households and industrial consumers, but at the same time lead to a decrease in greenhouse gas emissions. This article discusses possible reasons for the slow market diffusion of energy-saving lamps and shows that the investment in energy-efficient lamps does not necessarily lead to significant cost reductions in every case. Drawing on some illustrative examples, we demonstrate that the use of cheaper incandescent bulbs instead of energy-saving lamps can be economically rational in cases of rather low usage times, in which the higher initial purchasing price might only pay off after very long time spans. Furthermore, due to the coexistence with the Emissions Trading Scheme (ETS), this regulation will not lead to any additional reduction of carbon emissions exceeding the amount caused by the ETS. We thus conclude that the general ban of incandescent light bulbs is inappropriate and should be abolished by the Commission.  相似文献

Crowd employment platforms enable firms to source labour and expertise by leveraging Internet technology. Rather than offshoring jobs to low‐cost geographies, functions once performed by internal employees can be outsourced to an undefined pool of digital labour using a virtual network. This enables firms to shift costs and offload risk as they access a flexible, scalable workforce that sits outside the traditional boundaries of labour laws and regulations. The micro‐tasks of ‘clickwork’ are tedious, repetitive and poorly paid, with remuneration often well below minimum wage. This article will present an analysis of one of the most popular crowdsourcing sites—Mechanical Turk—to illuminate how Amazon's platform enables an array of companies to access digital labour at low cost and without any of the associated social protection or moral obligation.  相似文献

This paper analyses how different types of access regulation to next generation networks affect investments and consumer welfare. The model consists of an investment stage with uncertain returns and subsequent quantity competition. The access price is a function of investment costs and the regulatory regime. A regime with fully distributed costs or a regulatory holiday induces highest investments, followed by risk-sharing and long run incremental costs regulation. Simulations indicate that risk-sharing creates most consumer welfare, followed by regimes with fully distributed costs, regulatory holiday and long run incremental costs, respectively. Risk-sharing benefits consumers as it combines relatively high ex-ante investment incentives with strong ex-post competitive intensity.  相似文献

Due to the transition in energy supply from fossil to renewable energy sources, energy storage systems are getting more and more important for the security of power supply. Therefore also the modeling of those storage systems in energy system modeling needs to be further discussed. This paper focuses on the levelized costs of energy storage. In the beginning, the existing approaches of calculating those costs are analyzed in a literature review. It will be shown that all of the approaches calculate the levelized costs on the basis of the energy storages’ lifetime. For the usage in energy system modeling it is mandatory that the calculation can be done for variable and shorter time periods. Therefore this work’s approach calculates the costs based on the time of operation in any period chosen. Additionally, the model can be used for any type of storage system. After introducing the mathematical model, the levelized costs of energy storage will be calculated to illustrate the models properties and then verified with reference load profiles for five different energy storage types. Following this, particular input parameters are varied and sensitivities are pointed out. Most of the programs for power plant dispatch calculations use linear or mixed integer linear programing algorithms. As the calculation of levelized costs of electricity is non-linear, most programs use fixed values during the whole time of simulation. In this article the integration of the presented approach into a linear optimization program via recursive and shifted calculation is elaborated. Results are presented and discussed.  相似文献

The optimal capacity expansion time is an essential problem especially in capital intensive industries, and capacity expansion decisions have a great influence on the firm's operations and profitability. It can be said that the timing question is quite complex, and in practice the experience and intuition of the decision-makers have a central role. We can, however, use theoretical models to explain many essential relations and deepen our understanding of the nature of capacity changes. The actual object of this study is to develop a unit cost minimization model for the timing of capacity expansion. The model is based on the costs and capacities of old and new machines, and the arithmetic growth rate of demand. The analytical solution of the model shows that the relative timing of expansion can be presented with cost advantage and capacity change ratios. It is also shown that the analogical model can be used for capacity replacement and cutting. Finally, the model is extended, and it is shown that such timing can be found which minimizes unit costs and maximizes the profit of the planning period. The original contribution of the study is to suggest an alternative evaluation method for the timing of capacity changes and to present an analytical solution to the formulated problem. The presented model is applied to an illustrative case where capacity addition is planned either through expansion or replacement. The suggestion of the model to the case company is that it is preferable to replace the old machine with a bigger one rather than to acquire a totally new machine.  相似文献

The key task in the next stage of spectrum management is to adapt regulation to the prospect of widespread sharing, on a much more sophisticated basis than sharing is used today. There is a role for the regulator to take steps to expand the area of choice within which public and private sector users can operate. This is best done in general by enhancing the flexibility of usage rights, which itself is best achieved by enhancing the freedom to trade them in the dimensions of time, space, level of interference and priority of access, by subdividing, re-aggregating, etc. However, there are considerable transactions cost impediments to trading where unlicensed users are involved. This creates a role for the regulator pro-actively to investigate different allocations, to make provisions for the most promising to occur and to incorporate both in refarming exercises and in primary assignments based on auctions configurations of usage rights, which might favour promising avenues of shared spectrum use.  相似文献

This paper investigates the transmission of fossil fuel commodity spot market price changes to procurement costs of U.S. power producers. We measure and compare the speed and magnitude with which spot prices predict procurement costs using restricted access fuel price data. Natural gas spot prices are quickly reflected in procurement costs. Coal spot prices offer very little predictive power to coal procurement costs. Although not causal, the empirical results also show differences across regulatory status. These findings may have implications for the electricity market deregulation literature that creates marginal cost curves as a competitive benchmark.  相似文献

The last 10 years have seen an explosion in access to telephone services worldwide based on rapid technology advance in increasingly competitive markets. The mobile phone has driven expansion in subscribers and access, especially in the developing world. This paper estimates global mobile footprint coverage based on 2002 data and calculates that as much as 77 percent of the world's population may live in an area covered by a mobile signal. Nonetheless, many people remain without access to telephony. The paper estimates the maximum likely cost in terms of cross subsidy within the industry and outside financing for achieving universal access using competitively awarded subsidies to private providers in a reformed market. This upper-end cost is estimated at $5.7 billion, with costs that could not be supplied by a reasonable tax on existing providers (and so required from outside the sector) estimated at $1.8 billion.  相似文献

This article investigates the evidence used in the debate over public‐sector collective bargaining and privatization as US states attempted to resolve their budget problems. Specifically, the article evaluates the research on whether US state and local government workers are overpaid and whether privatization provides a cost‐effective alternative to the provision of public services by public employees. All recent studies find that state and local public employees earn on average lower wages than comparable private‐sector workers and on average receive better health benefits and pensions than private‐sector employees. Most studies find that the better benefits offset lower wages on average, and there is no state and local public employee compensation premium. The research on privatization in the USA indicates that it has reached something of an equilibrium with approximately one‐quarter of municipal public services being provided by private organizations. The major costs of privatization include overhead costs of competitive bidding, monitoring, oversight, and evaluation, which if done properly can often offset any privatization cost advantage, while if privatization is done without adequate controls, it can result in corruption, poor quality services, and then demands for reverse privatization.  相似文献

This paper examines consumers' intra-operator mobile phone plan switching in Ireland. It models the factors associated with switching outcomes, including the direction of change in expenditure and whether those who are observed to switch plans tend to arrive at more or less optimal plans given their usage. A dataset is employed that combines survey responses from mobile consumers with the same consumers' actual usage data in the period 2017–2019; this was collected by Ireland's national regulatory authority. The cost each consumer would have incurred on every plan offered in the market based on their observed usage is estimated. Using models that allow for selection into switching, associations between switching outcomes and demographic and user characteristics are modelled. Controls are included for plan and user attributes, including demographics and proxies for user sophistication and access to alternative communication options. A substantial proportion of intra-operator switchers in the sample increase expenditures when they switch plan. While many switchers move to plans that are more optimal given their usage, a slight majority move to plans that charge a higher price premium over the best available plan (based on observables) than the consumer's previous plan did. Few observable characteristics of consumers or plans seem to be significantly associated with which switches achieve greater optimality, although fixed operator effects are large and significant. These findings add to the weight of evidence which finds that many consumers fail to arrive at the best price even after switching.  相似文献

We analyze price dispersion using panel data from a large price comparison site. We use past pricing behavior to instrument for potential endogeneity of firms to select into certain product markets. Our main result is that greater price adjustment costs result in greater price dispersion even in e-commerce markets where price adjustment cost are thought to be negligible. Although the impact of price adjustment costs on price dispersion became weaker over time, the causal effect of price adjustment costs on price dispersion is still present at the end of our observation period. Our results are robust to many alternative empirical specifications. We also control for a range of alternative explanations of price dispersion, such as search cost, service differentiation, obfuscation, vertical restraints, and market structure.  相似文献

This article deals with the determination of the maximum hourly energy consumption of large (municipal) natural gas suppliers using the Monte Carlo simulation method. To ensure an adequate supply for all their customers, suppliers need to purchase capacities in geological storage systems. If, due to cost considerations or inaccurate predictions, the chosen capacities are smaller than the actual consumption, additional costs are incurred for the procurement of short-term quantities of gas, e.g. from the balancing energy market. It is therefore necessary to formulate and solve an optimisation problem, which is done as described in the following by means of a simulation after modelling all required quantity values and price data. The aim is to minimise the structure costs—i.e. the fixed capacity costs and the variable balancing energy costs—by selecting the most appropriate hourly energy supply level. Since the selection of the storage capacity generally has far-reaching financial implications, the statistics-based simulation method described in the following is intended to provide the companies concerned with a reliable basis for decision-making.  相似文献

This article studies the impact of regulatory uncertainty on an incumbent’s incentives to undertake the socially optimal investments in NGA networks. Thus, a regulatory non-commitment setting in which the regulator sets the access price after the deployment of the NGA network is used. In particular, it is assumed that the regulator sets the access price at the marginal cost of providing the access with some probability and gives an access markup, which equals the average cost of the investments, with the complementary probability. It is found that when the slope of the marginal investment cost function is not particularly steep in relation to the impact of investments on demand, the incumbent underinvests compared to the socially optimal investment level. On the contrary, in a more realistic case when the impact of investments on demand is low in relation to the slope of the marginal investment cost function, the incumbent may overinvest or underinvest depending on the probability of incorporating an access markup into the access price.  相似文献

This study examines possible lessons learned from the deployment of residential Gigabit networks based upon the novel approach taken by the Google Fiber project started in 2010. Even though Google Fiber paused any project expansion in 2016, calling into question the viability of their business model, the approach taken by Google Fiber elicits further research interest given four major innovations that this analysis identifies in its fiber-to-the-home business model. Based on a “top-down” financial model to estimate the costs of fiber deployment, this analysis shows that these four innovations pursued by Google Fiber, and now adopted on a widespread basis by other broadband providers, lower the costs of building residential Gigabit networks, and therefore can improve the prospects for new entry of service providers of residential broadband services. With technology advances pointing to further cost reductions in the cost of Gigabit networks, this analysis elevates the need for more detailed study of ongoing changes in the cost structure of local access networks to better anticipate future prospects for broadband competition.  相似文献

Hospitals are large producers of solid waste, of which some is benign, some is extremely hazardous, and much is in between. The cost of segregating and disposing of products in these waste streams is high, and studies have shown there is considerable potential to reduce these costs while simultaneously decreasing environmental impact. In this article we develop an activity-based costing method that assigns waste disposal costs proportionally to each product. By providing disposal cost information at this level of aggregation it is possible to directly influence purchasing decisions, identify priority products for focused interventions, and determine the ratio of a product's purchasing cost to disposal cost. The method is tested on products with different purchasing costs, disposal costs, physical characteristics, and disposal processes.  相似文献

Most policy debates are fought largely with volleys of ideological slogans rather than evaluations of the costs and benefits arising from alternative proposals. The failure to measure costs and benefits creates a vacuum, rendering the political process more susceptible to manipulation by special interests. A lack of information regarding costs and benefits can also inhibit negotiations for mutually beneficial compromises. The failure to employ cost benefit analysis arises from the expense and time involved in measuring complicated phenomena. In addition, when decision makers do employ cost benefit analysis, they often omit significant gains and losses due to difficulties encountered in collecting information. In order to remedy these difficulties policy makers must make better use of computer software, which is currently being developed.  相似文献
