In this paper we propose a new strategy for comparing the behavior of a hyperbolic discounter who possesses self-control problems to an exponential discounter who does not. Our strategy controls for inherent differences in overall levels of impatience across discount functions, which thereby allows us to isolate the pure effect of self-control problems. We argue that self-control problems, in their pure form as we identify them, can have a very surprising effect on intertemporal choices. Our method reveals that differences in decision making that could be attributed to self-control problems are at least partly (and perhaps entirely) just an artifact of an uncontrolled comparison.  相似文献

Can individual self-control problems affect policy variables? And if so, through what type of channels? Building on recent literature in political economy, we explore a specific channel that allows for links between individual addiction and state taxes. We develop a theoretical lobbying model to explain the role of addiction in the political process of cigarette taxation. Our model shows that equilibrium cigarette taxes are determined by the average addiction level in society, corruption, and their interaction. Our results suggest a potential impact of individual self-control issues in the process of government policy.  相似文献

We analyse the determination of taxes on harmful goods when consumers have self-control problems. We show that under reasonable assumptions, the socially optimal corrective tax exceeds the average distortion caused by self-control problems. Further, we analyse how individuals with self-control problems would vote on taxes on the consumption of harmful goods, and show that the equilibrium tax is typically below the socially optimal level. When the redistributive effects of sin taxes are taken into account, the difference between the social optimum and equilibrium is small at low levels of harm, but becomes more pronounced when consumption is more harmful.  相似文献

We consider a model in which people with limited self-control can sign binding financial agreements among themselves, thereby forming coalitions. We show that these financial agreements may help them to alleviate their self-control problems. We then demonstrate that there exists a stable structure of coalitions in which people form rotating savings and credit associations (roscas). We therefore provide a behavioral rationale for one of the most prevalent and puzzling financial institutions in developing countries. Finally, we derive and discuss some empirical predictions.  相似文献

Given the continuing uncertainty about whether family firms enjoy lower agency costs, this article hypothesizes that a combination of the effects of family ownership, altruism and self-control is instead at play. To begin with, family ownership can indeed reduce agency costs through better aligning the interests of owners and managers. This is a ‘determining’ effect in that it independently mitigates one source of agency problems. However, altruism combined with self-control problems arising from the highly concentrated ownership often found in family firms can also increase agency costs. This is an ‘embedding’ effect as it is rooted in the personal relationships within the family firm. Using the Business Longitudinal Database compiled by the Australian Bureau of Statistics on small- and medium-sized enterprises (SMEs), we find that for larger SMEs (those with 20–200 employees), the gains in lower agency costs arising from family ownership are almost completely offset by the losses from altruism and the lack of self-control.  相似文献

In an environment where individuals suffer from temptation and self-control problems, there are induced preferences for commitment devices. We show that the savings subsidy and social security programs can be properly designed to mitigate the adverse effect of succumbing to temptation and release severity of self-control. Moreover, we disentangle the mechanics behind the two fiscal programs and find that the driving forces are quite different. Welfare gains associated with a social security program result mainly from releasing self-control costs. Conversely, welfare gains associated with a savings subsidy program are mainly driven by mitigating inter-temporal allocation distortions. Interestingly, the direction and size of welfare effects vary substantially when general equilibrium channels are in play. Our results have implications for designing an effective temptation control device using fiscal policy.  相似文献

Conflict among multiple groups is a major source of difficulty in environmental conservation. People are often divided into various groups that have different social factors, sometimes leading to differences in the degree to which they cooperate in environmental conservation. This obstructs the social consensus needed to solve the environmental problems. Here we study the coupled dynamics of human socio-economic choice and lake water pollution, and examine the magnitude of the difference in cooperation levels between two groups. In the model, many players choose between a costly but cooperative option and a selfish option. The former results in a reduced phosphorus discharge into the lake. Each player's choice is affected by an economic cost and social pressure. Social pressure is a psychological factor that promotes cooperation: it becomes stronger when more players in the society are cooperative (conformist tendency) and when the problem at hand is a greater concern to society. In the model, two groups sometimes show large differences in their cooperation levels even when both have exactly the same social factors. However, cooperation levels are more likely to differ between groups that have different social factors. Enhancement of the cross-group conformist tendency is the most effective way to minimize differences in cooperation levels and to mitigate conflict between groups.  相似文献

Dictatorships are not all the same: some are purely autocratic but many exhibit a full panoply of seemingly democratic institutions. To explain these differences, we develop a model in which dictators may need cooperation to generate rents and may face a threat of rebellion. Dictators have two instruments: they can make policy concessions or share rents. We conclude that when they need more cooperation dictators make more extensive policy concessions and share fewer rents. In turn, when the threat of rebellion is greater, they make larger concessions but also distribute more spoils. Assuming that policy concessions require an institutional setting of legislatures and parties, we test this prediction statistically for all dictatorships that existed between 1946 and 1996.  相似文献

Earlier studies have found that framing has a substantial impact on the degree of cooperation observed in public good experiments. We show that the way the public good game is framed affects misperceptions about the incentives of the game. Moreover, we show that such framing‐induced differences in misperceptions are linked to the framing effect on subjects' cooperation behavior. When we do not control for the different levels of misperceptions between frames, we observe a significant framing effect on subjects' cooperation preferences. However, this framing effect becomes insignificant once we remove subjects who misperceive.  相似文献

We provide a time-consistent model that addresses the preference reversals that motivate the time-inconsistency literature. The model subsumes the behavior generated by the time-inconsistency approach in finite settings but, unlike the time-inconsistent models, allows for self-control. This paper provides a brief summary of theoretical results shown elsewhere [Gul and Pesendorfer, Econometrica 69 (2001) 1403; Econometrica, (2002), in press; Rev. Econ. Stud. We investigate welfare and aggregate implications of a pay-as-you-go (PAYG) social security system in a dynastic framework in which individuals have self-control problems. The presence of self-control problems induces individuals to save less because of their urge for temptation towards current consumption. Individuals' efforts to balance between the short-term urge for temptation and the long-term commitment for consumption smoothing result in self-control costs. In this environment PAYG social security works as a self-control cost reducing device. In contrast, the presence of altruism induces individuals to save more. This in turn mitigates the adverse effects of self-control problems and PAYG social security on savings but magnifies the self-control costs. We find that in our environment the adverse welfare effects of a PAYG system are further mitigated relative to the environments that incorporate altruism and self control issues separately. We report evidence from public goods experiments with and without punishment which we conducted in Russia with 566 urban and rural participants of young and mature age cohorts. Russia is interesting for studying voluntary cooperation because of its long history of collectivism, and a huge urban–rural gap. In contrast to previous experiments we find no cooperation-enhancing effect of punishment. An important reason is that there is punishment of contributors in all four subject pools. Thus, punishment can also undermine the scope for self-governance in the sense of high levels of voluntary cooperation that are sustained by sanctioning free riders only.  相似文献

In this paper we introduce a strategic form model in which cooperation structures and divisions of the payoffs are determined simultaneously. We analyze the cooperation structures and payoff divisions that result according to Nash equilibria, strong Nash equilibria, and coalition proof Nash equilibria. We find that no cycle will be formed if a player claims a positive amount for the formation of one of its links and that a player does not necessarily profit from a central position in a cooperation structure. Suggestions on international cooperation in climate policy beyond 2012 include substituting or complementing international environmental agreements (IEA) with technology-oriented agreements (TOA). We look at the impact of TOA on environmental cooperation in a framework of coalition stability. Using a numerical model, we analyze the differences of several TOA and how they interact. We find that participation in and environmental effectiveness of the IEA are raised less effectively when the TOA focuses on research cooperation in mitigation technology rather than cooperation on augmenting productivity in the private good sector. This is due to the former having an effect on all actors via emissions, whereas effects of the latter are exclusive to research partners. For the same reason, we find that restricting research cooperation to the coalition is only credible when it focuses on productivity. Technology standards that reduce the emission intensity of production are unlikely to raise participation by themselves and may suffer from inefficiencies. However, these disadvantages do not apply when standards are implemented as a complementary instrument. Separately negotiated technology standards may hence facilitate participation in an IEA without adding to its complexity.  相似文献

We study the impact of timing and commitment on adaptation and mitigation policies in the context of international environmental problems. Adaptation policies present the characteristics of a private good and may require a prior investment, while mitigation policies produce a public good. In a stylized model, we evaluate the impact of strategic commitment and leadership considerations when countries with different attitudes towards environmental cooperation coexist. We obtain equilibrium abatement and adaptation levels and environmental costs under partial cooperation for various timing and leadership scenarios. Crucially, global environmental costs suffered by countries are found to be greater when adaptation measures can be used strategically.  相似文献

We investigate “sin taxes” on unhealthy items, such as fatty foods, that people may (by their own reckoning) consume too much of. We employ a standard optimal-taxation framework, but replace the standard assumption that all consumers have 100% self control with an assumption that some consumers may have some degree of self-control problems. We show that imposing taxes on unhealthy items and returning the proceeds to consumers can generally improve total social surplus. Because such taxes counteract over-consumption by consumers with self-control problems while at the same time they naturally redistribute income to consumers with no self-control problems (who consume less), such taxes can even create Pareto improvements. Finally, we demonstrate with some simple numerical examples that even if the population exhibits relatively few self-control problems, optimal taxes can still be large.  相似文献

We study multiple research joint ventures (RJVs) using a repeated game with imperfect monitoring. Compared with the single joint venture case, we show that cooperation in multiple joint ventures creates two advantages for participating firms. First, by linking decisions together across all joint ventures firms can mitigate the likelihood of cooperation breakdowns following bad R&D outcomes. Second, as the incentive cost to sustain cooperation is independent of the number of joint ventures, the economy of scale effect reduces the efficiency loss due to imperfect monitoring.  相似文献

Friendship is both ubiquitous and economically important, but neglected in the economic literature. We provide a definition of friendship supported by anthropology research that we believe is plausible, widely accepted, and distinct from altruism. This motivates a game-theoretic model of friendship that provides a characterization of how friendship in a bilateral relationship can explain cooperation in a finite-horizon setting without the aid of altruism or pro-social preferences. We highlight the difference between two key equilibria of our model: opportunistic friendship that is short-lived and driven by material support, and sustained friendship that is long-lived and is distinguished from opportunistic friendship by the provision of support without the expectation of return. Opportunistic friendship seems more likely in environments characterized by economic uncertainty such as in developing countries or immigrant communities. We provide cross-cultural examples of friendship that are consistent with the conditions underpinning opportunistic versus sustained friendship equilibria.  相似文献

We report decision making in two-person extensive form game trees, using six treatments that vary matching protocol, payoffs, and payoff information. Our objective is to examine game theoretic hypotheses of decision making based on dominance and backward induction in comparison with the culturally or biologically derived hypothesis that reciprocity supports more cooperation than predicted by game theory. We find strong support for cooperation under complete information, even in single-play treatments and in games of trust, unreinforced by the prospect of punishment for defection from reciprocity.
