In Ecuador's Yasuní rainforests and the lived history of the Waorani that live there, the commodification of first rubber and then oil shaped territorialization into particularly violent form. The formative role of rubber production in the 19th century involved local despots' imposition of a regime of violence. Reacting to this violent capitalist system, individual Waorani forged new socio‐spatial territories through violence with rubber slavers and cooperation with the Taromenane, a people who continue to live in isolation. Today, an oil complex exerts control to bring the end of Yasuní's commodity frontier, even while the Waorani Nation and Taromenane hold legal rights to parts of the forests. In this article, I analyse how rubber and oil exploitation has unfolded as capitalist territorial violence, spurring Waorani and Taromenane social expressions and political mobilizations that are at times violent, but primarily not.  相似文献

South Africa's sugar industry has long been distinguished by its large number of small‐scale sugarcane growers (SSGs) farming on ‘communal’ land and its peculiar privately administered regulatory structure. In recent years, however, the numbers of small‐scale growers have declined precipitously. This paper argues that the relationship between the rise and fall of SSG production and the industry's governing regulatory structure is closer than usually appreciated. The emergence of SSG production in the late 1970s and the 1980s can be traced to industry‐subsidized initiatives, disguised as small‐scale credit, to bring commercially inalienable Bantustan land into cane production with strong miller oversight. From the late 1980s to 1990s, however, the elimination of these subsidies encouraged millers to subcontract support to farmers, while simultaneously instigating an increase in SSG numbers by removing restrictions on grower registration. Although low rainfall is a central proximal factor in the rapid decline of the SSGs in the 2000s, their rapid increase was structurally fragile.  相似文献

This paper questions the orthodox Marxist view of merchant capital as “unproductive,” by highlighting the importance of traders in subsuming the countryside to the logic of capital. However, it also argues that in order to properly understand the role played by traders in agrarian change, critical Marxist scholarship on merchant capital needs to recognize the complex marketing systems in which traders and farmers operate. These markets have their own internal relations, organizational and institutional logic which in turn is tied to the specificity of the commodity. Using wheat markets in colonial Punjab as a case study, it then utilizes the framework of complex marketing systems to highlight the range of firms and farms that operated in these markets; the importance of personal relations and informal institutions of family, caste, and religion for establishing trust; and the class stratified nature of market participants. It was from within these informally organized markets that commercial capital first emerged in colonial Punjab. By creatively combining the concept of commercial capital with markets as complex systems, it hopes to provide a richer framework for the study of agrarian change in diverse contexts.  相似文献

This paper analyses the rise and fall of two regional monocultures in Mexico: the henequen zone in the southern state of Yucatán and the cotton‐growing area of La Laguna. Both regions experienced a dramatic expansion of commodity production between 1870 and 1910, but their key crops came to be cultivated under different labour regimes: debt peonage in the case of henequen and wage labour in the case of cotton. The process of class formation that unfolded in each region culminated in the 1930s in different kinds of crises. In Yucatán, a political struggle between hacienda owners and the federal government resulted in an agrarian reform “from above.” In La Laguna, class conflict between rural wageworkers and the landed bourgeoisie forced an agrarian reform “from below.” These previously distinct labour regimes converged in subsequent decades, however, as rural producers became de facto wageworkers on state‐organized and state‐administered production units known as collective ejidos. Ultimately, changes in the global markets for cotton and henequen, combined with the inability of the Mexican state to reconcile the political logic of agrarian clientelism with shifting commodity chain dynamics, resulted in the collapse of these regional monocultures in the late 20th century.  相似文献

Food sovereignty has become a powerful concept to critique the dominant global food regime. Although it has not taken root in South Africa as fiercely as elsewhere, we use this concept to explore how one small‐scale farmer seeks to wean herself from the dominant food system in the small town of Mtubatuba, KwaZulu‐Natal. Using ethnographic methods and in‐depth interviews about this single intense and extreme case, we explore this farmer's commitment and argue that it constitutes what we call the ‘lived experience of food sovereignty’. If food sovereignty is concerned with small‐farmer control over decisions about food cultivation, distribution and consumption, we examine this farmer's praxis and explore the obstacles she faces. These include gendered and racialized agrarian questions, land struggles, social reproduction and perceptions of her indigenous crops. We also examine the networks, knowledge, systems and methods that have allowed her to cultivate her self‐reliance.  相似文献

We apply a value chain approach to examine how blackberry producers in Ecuador can improve production and marketing practices to obtain more favorable prices. Results show that general upgrading actions are associated with improved producer prices, and specific activities, such as seeking information from reputable sources can lead to substantial welfare improvements. The paper goes beyond most value chain studies which treat participation in a ‘modern’ value chain as a discrete state. Ecuador's blackberry industry is evolving incrementally with no clearly discernible ‘modern’ market chains. Instead, producers incrementally make improvements in multiple dimensions. Relatively low‐cost practices, many of which do not imply substantial risk or investment, are associated with price improvements. Obstacles to participation in incremental value chain upgrading activities are not insurmountable. In particular, scale of production is not a limiting factor: small‐scale producers are not precluded from adopting improved practices and they do not suffer in terms of price received.  相似文献

Corporate‐owned sugar‐cane and oil palm plantations in Guatemala are expanding at the expense of smallholder agriculture. Land control grabs are not only having consequences for local communities and ecosystems, but also for regional economies. The present study compares the value chains of smallholder products with those of sugar and palm oil. Primary data were collected from agricultural producers and their backward and forward sectors in the agricultural regions where the plantations are most prominent. The results show that on a regional level, sugar and palm oil generate fewer jobs in comparison to the products of small‐scale agriculture, which have important forward linkages to small and medium trading and processing sectors. In addition, the wealth created by small‐scale farming remains within the regions, whereas profits from the sugar and palm oil industries are being transferred out of them. Therefore, to achieve inclusive regional development, smallholder agriculture should be strengthened rather than promoting monoculture expansion.  相似文献

Higher world food prices have led many developing countries to adopt policies to mitigate the impact on low-income households. This article sets out a partial equilibrium framework to evaluate the efficiency, distributional, and revenue implications of alternative policy responses. The model is applied to evaluate tariff reductions and targeted transfers in Madagascar. Although lowering tariffs generates substantial efficiency gains, these accrue mainly to the top half of the welfare distribution, and poor net sellers are actually worse off. Developing a system of targeted direct transfers to poor households is likely to be a substantially more cost-effective approach to poverty alleviation.  相似文献

Contract violations are critical issues determining the success and sustainability of contract farming (CF). This paper challenges the common portrayal of the “powerful” company versus the “powerless” landowners/smallholders by using the literature on labour agency in global value chains to understand minor contract violations of contract farmers such, as side-selling, refusal to harvest, and burning/felling of oil palm trees. This paper conceptualizes these violations as acts of minor agency or everyday acts of resistance. The analysis highlights how CF has created chains of dependency, in which smallholders are integrated into the modern market economy through new relations of debt and power. In response, contract farmers attempt to influence and shape the CF relation by using these different acts of minor agency. This paper finds that acts of minor agency, in the aggregate, can have important effects on contract relations, governance, and organizational structure of the chain and has the potential to lead to broader changes in the underlying social relations of contract. It highlights how individual acts of minor agency may contribute to the development of a consciousness of collective opposition to the contract relation.  相似文献

Capital's commodity frontiers strategy has at once woven together regional differences within an expanding world‐system and remade the productive and reproductive activities of humans and the rest of nature. The development of successive commodity frontiers gave way to long waves of economic expansion that have been pivotal to accelerating accumulation and transcending capital's recurrent crises. In short, commodity frontiers are constitutive of world‐ecological moments premised on booms and crises of accumulation. In this paper, I examine the coal commodity frontier in Appalachia, to illustrate the region's history as one of succeeding frontiers in and out of the region over the long twentieth century of American capitalism. I argue that the origin of Appalachia's coal frontier was decisively made through the nineteenth‐century agricultural revolution expressed outside of the region. Appalachia's full‐fledged development was an outcome of capital's under‐reproduction strategies. The crisis of the region's frontier turned on a lack of surplus from under‐reproduction strategies, competing coal basins, economic diversification and competing energy sources. I find that the commodity frontier concept not only illuminates regional political economies and ecologies of difference, but also explains the production of nature of historical capitalism.  相似文献

Labour contracting is anywhere on the rise globally, even in fully developed capitalist countries. Far from being an anomaly in the smooth everyday functioning of the economy, contractors are a crucial node in facilitating and ensuring global capital's control over local labour regimes. This article uses a global value chain perspective to investigate the re‐emergence of gangmasters and gang labour in the agricultural sector of Lazio, Central Italy. It analyses the fruit and vegetable supply chain formation and configuration in the Lazio Region with the aim of identifying the underlying processes leading to the creation of gangmasters by capital to have a cheap and disposable, especially migrant, labour force. It also intends to give a more nuanced understanding of labour contracting in this context.  相似文献

We investigate government‐subsidised credit effects on participating financial institutions’ performance in terms of cost efficiency. Using farmers’ credit unions in Taiwan as an example, we find that credit unions’ cost inefficiency is positively correlated with the extent of involvement in subsidy programmes. The results are robust to the control of local competition and labour quality. In addition to the stochastic frontier models from which we obtain the main results, we also propose a new distribution‐free estimation method based on quantile regressions. Results of this study point out that, when evaluating the social costs of the credit programmes, it is important to take into account the efficiency loss generated among financial intermediaries by credit subsidy programmes.  相似文献

This article provides an empirical analysis of the impact of European Union (EU) private food safety standards on pesticide use and farm‐level productivity among small‐scale vegetable producers in Kenya. We apply an extended three‐stage damage control production framework, accounting for multiple endogeneity problems, to farm‐level data collected from a random cross‐sectional sample of 539 small‐scale producers. Estimation results show that farmers producing vegetables for the domestic market use significantly lower quantities of pesticides than do export farmers. However, contrary to findings elsewhere, the econometric evidence here shows that both domestic and export‐oriented vegetable farmers in Kenya use pesticides at levels below the economic optimum. The results also show that the adoption of standards by export farmers does not have any significant impact on total pesticide use. However, adopter categories are distinguishable in terms of types of pesticide used, i.e. adopters use safer pesticides based on World Health Organization (WHO) classification. The third‐stage structural revenue model results demonstrate that adoption of standards has a positive and significant impact on revenue raised in vegetable production. Nevertheless, farmers producing for the export market are indistinguishable from those producing for the domestic farmers in terms of the total revenue earned from producing vegetables during the rainy season, on a ‘per acre’ basis. Although standards can potentially prevent resource‐poor smallholders from maintaining their position in the lucrative export markets, they can also result in positive changes in the production systems of those small‐scale farmers who adopt it, as shown by these results.  相似文献

Even after controlling for hypothetical biases, some incentive‐aligned value elicitation methods still produce different willingness‐to‐pay (WTP) estimates. In this study, we compare WTP estimates from three incentive‐aligned value elicitation methods: real choice experiment (RCE), real double‐bounded dichotomous contingent valuation (RCVM), and Becker–DeGroot–Marschak auction (BDM). We find that participants’ aggressiveness in obtaining low prices (i.e., “deal‐proneness”) influences WTP estimates in the BDM auction, but not those elicited from the RCE and RCVM. The participants with higher levels of deal‐proneness tend to submit lower bids in the BDM auction. The discrepancies in WTP estimates between different incentive‐aligned procedures are narrower for participants with lower levels of deal‐proneness. Our results indicate that the bids in BDM auctions may be understated and the auction mechanism may induce the “gambling behavior” of people who are deal‐prone. That is, whether the BDM auction is truly incentive‐aligned is again called into question. We also discuss the practical implications for food retailers.  相似文献

Price discovery, a central function of futures markets, has been usually tested in‐sample by studying the common stochastic trend between spot and futures prices. Instead, to evaluate futures as anticipatory prices, we develop a forecast approach to out‐of‐sample test price discovery in a multivariate framework. We apply it to the soybeans market. Results indicate futures prices as the best available “predictors” of future spot prices, although this finding holds only on average and for certain periods, other models show forecasting gains.  相似文献

Low power home electrical items such as radios, mobile phones and televisions are an important source of agricultural information for small‐scale farmers in developing countries. To empirically test the effects of access to information from these items on efficiency in agriculture, we formulate a stochastic frontier model augmented with a technical efficiency model that controls for an index capturing farmers' ‘ability to access information’. The index is constructed with a 2‐parameter item response theory (IRT) model based on farmers' access to the electrical items. Using six rounds of panel data on small‐scale farmers in Uganda, we find empirical evidence of a significant and positive relationship between farmer ability to access information and farm efficiency. There is also evidence that the size of these effects is larger for more literate hence better educated farmers. Greater access to information also appears to be associated with increased variance of (in)efficiency and output although the form of the increased variances is underpinned by low risk of lower efficiency and output realisations and high likelihood of higher efficiency and output realisations. Our findings imply that access to limited quantities of electricity needed to power these electrical items can have positive farm efficiency effects, and hence the importance of off‐grid electricity (e.g. standalone solar panels) for small‐scale farmers in typically isolated communities in developing countries.  相似文献

This study assesses the degree of vertical price transmission along the wheat‐bread value chain in Ethiopia. This is pursued by applying a vector error correction model and an impulse response analysis using monthly price data for the period 2000–2015. Our analysis considers transmission of price shocks across different market levels, including from the international and domestic wheat grain markets at the upstream to the domestic wheat bread market at the downstream of the value chain. The empirical findings indicate that significant cointegration exists across prices of the different market stages. There is a transmission from international prices to domestic prices at downstream markets, in particular to flour and bread prices. Prices at upstream markets are largely influenced by the domestic wholesale market. In general, the speed of adjustment is quite slow with a half‐life of about one year for restoring the equilibrium price relationship. As price margins between the different market stages in the value chain have substantially decreased in the last 15 years, higher transmission, and thus exposure to international market shocks, can be expected in the future. The results also show that causal relationships exist between prices at different market stages—with the wholesale market identified as the key market level where prices and price expectations are formed.  相似文献

This study assesses changes over the past decade in the farm size distributions of Ghana, Kenya, Tanzania, and Zambia, drawing on two or more waves of nationally representative population‐based and/or area‐based surveys. Analysis indicates that much of Sub‐Saharan Africa is experiencing major changes in farm land ownership patterns. Among all farms below 100 hectares in size, the share of land on small‐scale holdings under five hectares has declined except in Kenya. Medium‐scale farms (defined here as farm holdings between 5 and 100 hectares) account for a rising share of total farmland, especially in the 10–100 hectare range where the number of these farms is growing especially rapidly. Medium‐scale farms control roughly 20% of total farmland in Kenya, 32% in Ghana, 39% in Tanzania, and over 50% in Zambia. The numbers of such farms are also growing very rapidly, except in Kenya. We also conducted detailed life history surveys of medium‐scale farmers in each of these four countries and found that the rapid rise of medium‐scale holdings in most cases reflects increased interest in land by urban‐based professionals or influential rural people. About half of these farmers obtained their land later in life, financed by nonfarm income. The rise of medium‐scale farms is affecting the region in diverse ways that are difficult to generalize. Many such farms are a source of dynamism, technical change, and commercialization of African agriculture. However, medium‐scale land acquisitions may exacerbate land scarcity in rural areas and constrain the rate of growth in the number of small‐scale farm holdings. Medium‐scale farmers tend to dominate farm lobby groups and influence agricultural policies and public expenditures to agriculture in their favor. Nationally representative Demographic and Health Survey (DHS) data from six countries (Ghana, Kenya, Malawi, Rwanda, Tanzania, and Zambia) show that urban households own 5–35% of total agricultural land and that this share is rising in all countries where DHS surveys were repeated. This suggests a new and hitherto unrecognized channel by which medium‐scale farmers may be altering the strength and location of agricultural growth and employment multipliers between rural and urban areas. Given current trends, medium‐scale farms are likely to soon become the dominant scale of farming in many African countries.  相似文献

This article discusses land control strategies and practices for development of large‐scale oil palm plantations in West Kalimantan, Indonesia. In oil palm and “land grab” literature, much attention is paid to potential contributions of free, prior, and informed consent procedures. However, this article demonstrates how “atomizing” practices obstruct such procedures. Some practices stand out: During a preparatory phase of plantation development, companies remain in the background and leave actual land acquisition to local authorities and villagers, thus obscuring their agenda for plantation development. Second, rather than negotiating land transfer in public meetings, companies use a combination of promises, bribes, and threats to gain support or to enforce acceptance. Third, companies gain support by “wedging” themselves into communities, exacerbating disparities within communities. Analysis of this atomized process of plantation development is crucial for a critical understanding of oil palm conflicts.  相似文献
