Employment scholars have a longstanding interest in the potential for an active industrial policy to shift the UK economy to a high‐wage, high‐skill trajectory. This article addresses this topic by examining policy, performance and employment in the UK pharmaceutical sector, which has historically benefited from substantial government assistance. While weaknesses are apparent, overall the industrial policy context has supported the performance of the UK sector, underpinning a sizable number of highly skilled and paid jobs. The findings demonstrate the potential of an active industrial policy to facilitate a shift to a higher skills trajectory. Wider considerations of relevance and policy recommendations are discussed.  相似文献

A recurrent finding in on‐the‐job training research is the ‘training gap’ in formal training: the positive correlation between initial education and continuing training. This finding is here examined from the perspective of two important distinctions: (i) between employee skill supply and job skill demand and (ii) between formal and informal training. Less‐educated workers may hold jobs with low skill requirements demanding little further formal training because the use of high skills is irrelevant, jobs that moreover provide little informal training. Exploring these issues on representative Swedish survey data using the educational mismatch (overqualified, the rightly qualified and the underqualified) model, we find that job requirements are strongly correlated with the incidence of both formal and informal training. Rather than, as has previously been argued, employee training decisions being the cause of the gap, this suggests that employer decisions regarding how to structure jobs and whom to hire are the primary factors behind the training gap.  相似文献

The complex medical environment of today calls for physicians to have an array of leadership skills in addition to a thorough knowledge of their specific practice areas. The American College of Obstetrics and Gynecologists (ACOG) Robert C. Cefalo National Leadership Institute is a 3.5‐day intensive leadership development course targeted to physician leaders. A group of 37 physicians completed the ACOG National Leadership Institute in spring of 2013. At course completion and 6‐month postcourse, participants were asked to complete a retrospective pre‐ and posttest of perceived skill levels in 10 targeted competency areas. Course completion and 6‐month postcourse scores indicated statistically significant improvements in scores on all 10 competency areas, which was supported by a Wilcoxon signed‐rank test of median score difference. Qualitative data gathered at the 6‐month postcourse survey provide examples of how participants had applied their skills. The data presented in the current study suggested that intensive, “short‐burst,” experiential leadership training is an effective approach for leadership skills development in physicians.  相似文献

Within the economic literature, studies in identity economics, peer effects, and skill development have all suggested that social influences have an important role in determining choices. In this review, I draw on lessons learned from the identity economics literature to examine implications from the peer effects and skill development literature. I focus on the role of social identity in generating social group effects from peers and what role identity may have in shaping the development of skills from broader environments, parents and peers during childhood and adolescence.  相似文献

The literature on fiscal policies is paying increasing attention to the impact of the composition of public expenditures on long‐term economic growth. Public policy endogenous growth models recommend to change the composition of public expenditures to items considered productive expenditures. In this sense, European institutions are encouraging the rise in the share of productive outlays like public investments, R&D, and active labor market policies, among others. The article analyzes whether these recommendations are followed by European Union countries and whether a convergence to a new pattern of public finances with a higher share of those items considered productive expenditures by European institutions is arising.  相似文献

This paper provides a systematic review of the growing literature on the poor match between employees’ field degree and the job requirements, also referred to as horizontal mismatch. We identify the different definitions used in the literature and find that each measure of horizontal mismatch yields substantially different incidence rates. We discuss the validity of the different measures and conclude that a more uniform definition of horizontal mismatch is needed. The likelihood of horizontal mismatch is among other things determined by the extent to which employees possess general skills as opposed to occupation‐specific skills, and, it appears to be more frequently present among older workers. Compared to well‐matched employees, horizontally mismatched workers generally incur a wage penalty, are less satisfied with their jobs, and are more likely to regret their study programme. The ensuing findings offer guidance to prevent horizontal mismatch as well as a roadmap for future research.  相似文献

This paper studies the extent to which higher education graduates with higher intrapreneurial skills – creative, brokering, and championing skills – are more involved in innovation. Crucially, we differentiate between graduates employed in science, technology, engineering, and mathematics (STEM) occupations and those employed in business occupations. Using data on higher education graduates from 11 European countries, we find that, in both STEM and business occupations, high levels of creative skills are important to involvement in innovation. Higher levels of brokering skills are particularly important for graduates employed in STEM occupations, whereas higher levels of championing skills are particularly important for those in business occupations. We find, however, that the innovative potential of graduates with higher levels of intrapreneurial skills is not optimally utilized for innovation. Our study provides valuable insights for those selecting graduates for STEM and business occupations based on specific intrapreneurial skills to foster both product and process innovation, as well as for those in charge of designing higher education study curricula.  相似文献

With the European Commission looking for ways to incentivize the adoption of circular economy (CE) activities by small and medium‐sized enterprises (SMEs) in the European Union (EU), further insights into the implementation of CE activities across member states are needed. We analyse a European Commission survey conducted in 2016 among approximately 11,000 firms in EU‐28 member states in order to throw light on the conditions in which SMEs engage in five specific CE activities. In contrast to previous studies arguing that CE activities are independent of each other, we present novel findings demonstrating that seven patterns of engagement in CE can be identified in which activities are systematically interdependent. Further, we show that these patterns are associated with the organizational properties of SMEs and are differentially distributed among EU member states and industrial sectors. The interdependency of activities forms a hierarchy in which waste minimization is the most likely activity to be implemented in SMEs, followed, in descending order of likelihood, by replanning of energy use, redesigning products and services, and finally using renewable energy and replanning water usage. The findings have theoretical, managerial, and policy implications for the adoption of interdependent CE activities.  相似文献

Organizational political skill is an essential component of a leader's success. The purpose of the current study was to ascertain whether differences existed in how individuals rated themselves and were rated by others on 13 political skills using the Brandon Partners and Seldman Learning Organizational Savvy Multi‐Rater Assessment. Over 4,500 individuals completed an online self‐rater assessment to test the reliability and validity of the instrument. A sample of 131 individuals with 1,056 observer ratings completed an online multirater assessment to address the research questions. The dependent variables were the 13 political skill set average scores and the independent variables included gender and rater group. Significant rater group differences in multirater assessment of political acumen were found in all skill sets. The greatest difference was between the self‐ratings, always the lowest, and the ratings of the four rater groups. No significant gender differences in self‐assessment of organizational political skill were found in the 13 skill sets. Significant gender differences in ratings by others were found with females scoring higher than males in two areas. The findings contribute to our understanding of gender differences regarding the perception of political skill. Organizations can use this knowledge in educational programs to elevate leader performance.  相似文献

The article studies the driving forces of firm training using a survey‐based dataset of manufacturing firms in the Emilia‐Romagna region, Northern Italy. The data are derived from the responses to a structured questionnaire administered in 2002 to the management of a representative sample of firms with more than 50 employees in the highly industrialised province of Reggio Emilia. Firms’ training choices are analysed using a theoretical/conceptual framework based on the notion of complementarity among productive factors. Training is provided as long as it favours the establishment of complementary relationships among the skills it develops and other inputs. The main factors associated with training include structural characteristics, HRM practices, workforce features, labour management and performance of the firm. Training activities emerge as being positively associated with organisational practices that affect the whole firm: workforce skill level, firm size, firm productivity and labour flexibility. The role of HRM practices in driving training is brought into question. These are key issues for the current debate on the development of local systems in the European and Italian context. The high and joint relevance of structural variables and labour demand‐related factors shows that regional industrial policies must support labour policies within an integrated policy effort aimed at increasing potential firm productivity.  相似文献

Urban entrepreneurialism and neoliberal urban governance are assuming new forms under finance‐dominated accumulation. We examine and contribute to theorizing the mechanisms through which urban governance is financialized, taking as a case study JESSICA, one of the European Union's initiatives to implement an ‘urban sensitive’ policy for sustainable and integrated development. Like other initiatives promoting financialization, JESSICA deploys the logic of finance to select and fund urban social initiatives and development projects on the basis of their potential return on investment (ROI). Understanding this process requires placing questions of political economy—how urban governance is shaped by the broader political‐economic context—with questions of governmentality—how stakeholders are enrolled in and come to take for granted new governance initiatives. Following the multi‐scalar institutional infrastructure is crucial to understanding how this works. Taking a relational multi‐scalar approach, we trace how changes at the supranational scale filter down to shape urban policy selection and performance in Sofia, Bulgaria, where we document how ROI calculations conflict with social welfare priorities. Contrasts between the trajectory of financialization of urban governance in the European Union and the United States demonstrate how this is geographically variegated, shaped by the broader context/conjuncture within which such financialization is embedded.  相似文献

In the 2010 Wincott Lecture, the author – a former European Commissioner – explains how the process of policy‐making within the European Union can be improved. In order to gain the full benefits of an open and integrated single market, the EU must stop interfering in areas that should properly be the responsibility of member states. However, in the context of the current economic crisis, the EU should take a greater role in financial regulation and in ensuring fiscal responsibility among members of the eurozone.  相似文献

This article examines whether organizations can enhance employee well‐being by adopting human resource management (HRM) practices strategically targeted to improve skill development and deployment in a recessionary context. Employee skill utilization is proposed as the mediating mechanism between HRM practice and well‐being. The role of workplace skill composition is also examined as a boundary condition within which HRM differentially impacts employee outcomes. Using a nationally representative survey of UK workplaces (Workplace Employment Relations Survey 2011) and matched management and employee data, the analysis focused on organizations that had implemented some recessionary action following the 2008–2009 global financial and economic crisis. The findings show that human capital enhancing HRM and enriched job design positively influenced both job satisfaction and work‐related affective well‐being through increased employee skill utilization. Organizations with predominantly high‐skilled workforces were more likely to adopt these skills‐oriented HRM practices. Nevertheless, the effects of HRM on employee outcomes via skill utilization applied across organizations, regardless of workforce skill composition. The findings demonstrate employee skill utilization as a driver of HRM outcomes and the sustainability of “best practice” HRM arguments across all skill levels, even in the face of recession.  相似文献

This article examines the utilization, underutilization, and misutilization of expatriate skills in overseas assignments. Using quantitative data from 268 expatriates from six Fortune 500 multinational corporations, the research first examines expatriates' utilization of eight distinct skills and how patterns of skill utilization influence important job attitudes. Then, using qualitative data from the expatriates, the research examines the subsidiary‐level, corporate‐level, and country‐ level factors which facilitate (or inhibit) skill utilization. The study highlights the idea that effective skill utilization depends not only on the selection and training of expatriates themselves, but also upon the level of skill and teamwork among host country nationals and the quality of support provided by the MNC as a whole. © 2000 John Wiley & Sons, Inc.  相似文献

We examine the job design decision in the context of skill development and bargaining power. The choice between specialization and multitasking requires employees to develop either specialized or varied task‐specific skills. Employees' (i.e., the owners of the acquired skills) bargaining power depends on their skill sets, which differentiate their ability to hold up production and threaten to leave a firm. When a firm cannot meaningfully elicit skill investments through job design, it will pursue inefficient multitasking to reduce production holdups or inefficient specialization to prevent skilled employees from leaving. We obtain inefficient job design results only for mediocre ability workers.  相似文献

It is widely accepted that creating quality products and services requires a well‐trained and skilled workforce. This article seeks to contribute to unpicking the relationship between business strategy and skills in the service sector by presenting research findings from the UK fitness industry. This sector has grown quickly and includes companies that compete on the basis of high‐quality services, alongside those competing largely on cost. If the route to a high‐skills economy is to shift more firms towards the higher‐quality end of the market, we would expect to find employers in these companies making use of a workforce with higher levels of skill. The research from the fitness industry questions this simple relationship, finding that there is no clear link between competitive strategy and skills. As market position is not necessarily the impetus for improving the skills of the workforce, the article then briefly explores what other factors may also be required.  相似文献

This paper makes recommendations for policy on bilateral foreign aid. The recommendations are based on criticism of the current structure and also a wave of new policy suggestions that have, to date, not been implemented on a significant scale. The paper concludes that we need to move away from the orthodoxy of bilateral aid payments, and experiment in new policy areas with a focus on scientific, independent evaluation of results.  相似文献

This paper develops a dynamic model of the firm in a labor market where workers and jobs are heterogeneous with respect to skill. The firm's recruitment policy, in a heterogeneous market, consists of both a wage offer and a skill requirement. The explicit derivation of this policy serves to clarify the difference between the long-run and short-run relationship between wages and skills. The short-run shift in this relationship helps to explain the occupational upgrading that occurs in cyclical upswings. The model also highlights the impact of the skill level distribution on the rate of change of firms' wage offers.  相似文献

This article studies the effects of service offshoring on the skill composition of labour demand, using novel comparable data for nine Western European countries between 1990 and 2004. The results show that service offshoring raises the relative demand for high‐ and medium‐skilled workers. Its effects are qualitatively identical, and quantitatively similar, to those of material offshoring. Additional evidence suggests, however, that the two types of offshoring may work through different channels: complementarity between imported services and domestic skills in the case of service offshoring, substitution of low‐skilled labour in the case of material offshoring. Overall, the effects are not large in economic terms.  相似文献
