A year-round calendar redistributes schools days around the year. This paper studies how this redistribution of school days, and therefore child care days available through school, affects maternal employment. The presence of year-round calendars in a district could be correlated with other district level attributes that might affect female employment rates. I therefore use a differencing method that compares the influence of district year-round enrollment on the employment rates of women with school-aged children relative to women whose eldest child is pre-school-aged. Unobserved district factors should affect employment rates of women with school-aged and pre-school-aged children similarly, yet only women with school-aged children should be directly impacted by school calendar. I find that redistributing child care days available through school into shorter intervals over time negatively impacts maternal employment. Among those women with school-aged children, those also having pre-school-aged children have the hardest time adjusting to differences in existing availability.  相似文献

Trends in U.S. female and male labor force participation are outlined, particularly for the post-World War II period. Potential causes of these trends are then discussed, both those that operate on the demand side and those that operate on the supply side of the labor market, along with some discussion of alternative approaches to modeling these employment changes. In the past decades, elimination of the pay-as-you-go system in U.S. has been extensively discussed and studied. Such an elimination would also eliminate the intragenerational redistribution done by the following policies of social security. Due to spousal and survivor׳s benefit provisions, US Social Security system redistributes (mostly) to single-earner married households. Since retirement benefits are a concave function of past mean earnings, the system redistributes from high earners to low earners. Finally, existence of a cap on social security taxable earnings makes the system regressive. This paper quantifies redistributive, labor supply, and welfare implications of these policies using a general equilibrium life-cycle model. Agents start out as permanently married or single and with education levels and wage profiles, where the latter depend both on education and gender. The household is the decision maker and decides on labor supply of its member(s) and saving. Elimination of these policies results in a 5.5% rise in labor force participation of married females, while increasing aggregate welfare by 0.4%. A majority of households experience positive gains in welfare. Single-earner married households incur large welfare losses (as big as 1.1%), whereas two-earner households with high skilled spouses experience substantial welfare gains (as big as 1.9%).  相似文献

We use the matched mother-child data from the 2000 wave of the US National Longitudinal Survey of Youth 79 (NLSY79) to assess the impact of full-time working mothers on children’s body mass index (BMI) and the likelihood of becoming overweight. Parametric, semi-parametric and non-parametric methods are employed to correct the bias of selection on observables and unobservables. Pros and cons of various methods are discussed and specification tests are conducted. In general, we find that a mother’s full-time employment does have some impact on her children’s BMI and likelihood of becoming overweight across models and inference procedures.  相似文献

Starting slowly with the 1996 Welfare Reform Act and culminating in the 2010 Affordable Care Act, means-tested public health insurance eligibility expanded to include adults in low-income families regardless of their asset holdings. This paper quantifies the effects of these eligibility expansions within the context of the 2010 Affordable Care Act. I construct a dynamic stochastic general equilibrium model with indivisible labor supply expanded to include an endogenous household choice of health insurance coverage and calibrate it to U.S. data. I establish that changes in the distribution of labor and welfare associated with removal of asset testing are driven by exit of high productivity and high wealth households from the labor market. I then expand my analysis to the 2010 Affordable Care Act to demonstrate that removal of asset testing is critical to the obtained results even when combined with other provisions of the Act. Finally, I find that a simple asset test for eligibility of health insurance transfers undoes the distortion to the household labor supply decision among high productivity types. These results are robust to the introduction of employer premium contributions, an independent health insurance market, and idiosyncratic shocks to eligibility for employment-based health insurance.  相似文献

This paper provides estimates of the impact of social security benefits on the labor force behavior of older married couples in the United States, with the ‘spouse benefit’ provision receiving particular attention. The empirical results using data from the Retirement History Survey show that the spouse benefit provision has a moderately small negative impact on labor force participation by older married women and a small positive impact on the labor force participation of older married men. The results are used to evaluate the potential labor supply impact of a proposal to eliminate spouse benefits and replace them with earnings sharing.  相似文献

Previous research has documented a negative relationship between child disability and maternal labor supply. Because of data limitations, most studies in this literature use broad measures of disability, which may obscure important differences among children with limiting health conditions. This paper presents new evidence on the labor supply of women with disabled children, exploiting disability information provided by 2000 US Census. This large nationally representative sample allows us to test for differences across different types of disabling conditions. We find that accounting for this heterogeneity in conditions is important. Using a broad definition of disability results in small differences between women with and without a disabled child. When we use a more detailed classification, we find larger labor supply reductions for mothers of children with physical disabilities or limitations in their ability to care for themselves. There is less evidence that having a child with either mental or emotional limitations or a sensory impairment is negatively related to employment or weekly hours. We also test for heterogeneous effects related to child age and maternal education. We find no clear pattern with respect to age and some evidence that the relationship between child disability and maternal labor supply is stronger for less educated mothers.  相似文献

This paper focuses on the legal status of employee teams, such as quality circles, that are commonly used within organizations in the United States. At present, the National Labor Relation Act (the Act), which governs labor–management relations, also has direct implications for the types of employee teams that can be legally implemented within organizations. This paper reviews the governing sections of the Act and analyzes how they apply to the use of employee teams. This paper estimates the short run effect of creating more public jobs on private employment in the occupied West Bank. Unlike most cited research, the results provide evidence that favors crowd-in effect both at the aggregate employment level and across sectors. A main contribution of the paper is to empirically explore the underlying mechanisms that drive the results. They include positive public employment effect on local demand, lack of public wage premium, as well as no effect on private wages. It turns out that an increase in the local labor force participation is a driving factor for the latter channel. Interestingly, the increase in labor force participation exceeds that of public and private employment, leading to an increase in the number of job seekers.  相似文献

In this paper we explore the scale properties in the operation of child care institutions. The main issue is whether or not there exists a technically optimal scale of operation. Our results, based on a homothetic production function model and data from a sample of Norwegian child care institutions, suggest that a technically optimal scale does exist. The persistent socioeconomic disparities in child under-nutrition in developing countries raises an important health policy question - whether different nutrition base interventions are required for different areas? Addressing this question, the main objective of this study is to investigate the trends of socio-economic inequalities in child undernutrition in Pakistan and to assess the causes of these inequalities through decomposition analysis. Using Pakistan Demographic and Health Survey, round 2017–18, data this study examined inequalities in child undernutrition through different health inequality indices. Moreover, decomposition analysis is performed by applying generalized decomposition procedure under recentered influence function (RIF) regression to find the contribution of (i) differences in levels of different factors (composition effects) and (ii) differences in the intensity of association between socio-demographic factors and child undernutrition (coefficient effects) to the observed inequality. Study findings suggest substantial pro-educated inequalities in child under-nutrition. In addition, the decomposition analysis reveals the factors such as parental education and wealth status are significant contributors to the observed inequality. Moreover, different policy interventions, for rural and urban areas are suggested. There is the need to design public health, nutrition-based, interventions to overcome rural urban disparities through bridging gaps in educational endowments of rural and urban populations. Moreover, a balanced distribution of wealth might be helpful to reduce the rural-urban gap.  相似文献

Most studies of worker participation examine either formal participatory structures or informal participation. Yet, increasingly, works councils and other formal participatory bodies are operating in parallel with collective bargaining or are filling the void left by its decline. Moreover, these bodies are sprouting in workplaces in which workers have long held a modicum of influence, authority, and production‐ or service‐related information. This study leverages a case from the health care sector to examine the interaction between formal and informal worker participation. Seeking to determine whether or not these two forces—each independently shown to benefit production or service delivery—complement or undermine one another, we find evidence for the latter. In the case of the 27 primary care departments that we study, formal structures appeared to help less‐participatory departments improve their performance. However, these same structures also appeared to impede those departments with previously high levels of informal participation. While we remain cautious with respect to generalizability, the case serves as a warning to those seeking to institute participation in an environment in which some workers have long felt they had the requisite authority, influence, and information necessary to perform their jobs effectively.  相似文献

Within a decade, the share of households refusing to participate in the Current Population Survey (CPS) tripled. We show households that refuse 1 month but respond in an adjacent month account for an important part of the rise. Leveraging the labor force status of survey participants in the months surrounding their nonresponse, we find that rising refusals suppressed the measured labor force participation rate and employment–population ratio but had little effect on the unemployment rate. Notably, nonresponse bias accounts for at least 10% of the reported decline in the labor force participation rate from 2000 to 2020.  相似文献

In this paper we present and assess an analytical framework for examining the different ‘meanings, purposes and practices’ of employee voice. The data were collected from eighteen organizations in England, Scotland and Ireland. Managers defined voice very much in terms of the perceived contribution to efficiency and tended to downplay notions of rights; however, the linkages between voice and performance outcomes remain problematic. Overall, employee voice is best understood as a complex and uneven set of meanings and purposes with a dialectic shaped by external regulation, on the one hand, and internal management choice, on the other. The evidence suggests that the degree to which voice practices are embedded in an organization is much more important than reporting the extent of any particular individual or collective schemes for employee voice.  相似文献

This paper estimates treatment effects of two active labor market policies – a training program and a wage subsidy scheme – on participants' employment probabilities. The analysis is based on unique data from the 18th wave of the Polish Labor Force Survey containing detailed and extensive individual labor force status histories. We discuss two variants of an exact covariate matching procedure adapted to the specific nature of the data. Our study confirms and reinforces a point raised in recent research [Heckman, J.J., Smith, J.A. The Pre-programme Earnings Dip and the Determinants of Participation in a Social Programme: Implications for Simple Programme Evaluation Strategies. The Economic Journal 1999; 109; 313-348., Heckman, J.J., Smith, J.A. The Determinants of Participation in a Social Program: Evidence from a Prototypical Job Training Program. Journal of Labor Economics 2004; 22; 243-298.], that pre-treatment labor force status dynamics play a decisive role in determining program participation. We implement a conditional difference-in-differences estimator of treatment effects based on these individual trinomial sequences of pre-treatment labor market status. The estimator employs a “moving window” technique that nicely controls for changes in the macroeconomic environment over time. Our findings suggest that training raises individual employment probability, while wage subsidies display negative treatment effects for participants in the Polish case.  相似文献

Among historians it has become customary to acknowledge that children have always worked. That is, before industrialization children worked, but their work was not deemed a social problem. With industrialization, however, child labor came to be condemned as morally repugnant, economically foolhardy, and socially destructive. Reform efforts were mobilized and, after protracted struggle, children were effectively dispelled from the mines, mills, and factories. Problem solved-or at least we wished to think so. Unfortunately, the US accommodation with child labor was incomplete, and so, child labor persists in pockets of American society. In recent years there has been a growing recognition that many children work, and do so at very young ages. Not only have children always worked, but they continue to do so today.This essay assesses residual child labor problems in the US today. It asks why, when the US made its accommodation to child labor in mines, mills, and factories, we failed to adequately address child labor in other sectors, thus paving the way for continued problems in agriculture, street trades, sweatshops, and elsewhere in our economy.  相似文献
