This paper considers two questions on the labour market discrimination against Arab or Muslim men after the recent terrorist attacks. First, I consider for the first time the impact of the September 11 attacks on the wages and working hours of Arabs in Europe. Second, I test whether the fact that a country was the direct target of terrorist attacks influences discrimination using the Madrid train bombings on 11 March 2004 and the London bombings on 7 July 2005 as quasi‐experimental events. The results indicate that the wages, hours worked and employment probabilities of Arab men were unchanged by the attacks.  相似文献

The study investigates the role of the media in the impact of terrorism on the economy. A unique data set of the newspaper articles that reported terrorist attacks during 2002 is used to evaluate their impact on the Tel Aviv Stock Exchange. An econometric analysis is performed in order to understand how a newspaper decides to cover a terrorist attack, i.e. the number of articles, positioning of articles, whether to include photos and the size of headlines. It was found that media coverage is an important channel through which terrorism produces economic damage. The findings also showed that the economic damage caused by terrorist attacks increases monotonically with the amount of media coverage. It was also found that the economic impact of the media coverage diminishes over time.  相似文献

This study explores the nexus between foreign aid, war on terror, and terrorism in Pakistan for the period 1972–2010. By making use of Johansen method of cointegration, the paper concludes that, contrary to the popular assumption, there is no association between foreign assistance and conflict in Pakistan. However, the impact of foreign aid on terrorism is positive in the long run during the war on terror period. Furthermore, the positive impact of GDP on terrorism mirrors the fact that militants consider terrorist attacks a feasible option compare to open war in face of enhanced state capacity. The study also unearths the non-linear U-shape relationship between political repression and violence in the long run.  相似文献

The paper examines support for terrorism in public opinion and the relationship with terrorist attacks. We link the 2007 PEW survey data on justification for suicide terror and opinions in 16 countries of the Middle East, Africa and Asia on nine regional powers, to the NCTC data on international terrorist acts between 2004 and 2008. We find that justification in public opinion for suicide terrorism increases terror attacks on people in countries that are unfavorably regarded. There is a robust positive relationship between the share of the population in a country that at the same time justifies suicide bombings and has an unfavorable opinion of another country, and terrorism originating from the former country.  相似文献

Following the January 2011 Revolution, Egypt experienced increasing political instability and has also been the target of intense terrorist attacks. While substantial efforts continue to be exerted by the current regime to put an end to these attacks, it is not clear whether the country's reputation as a safe tourist destination will be restored in the medium run. This paper assesses the extent of the Egyptian economy's vulnerability to a prolonged tourism shock using an economy-wide framework. The simulation results reveal that a shock to tourism has a significant impact on the Egyptian economy, as a rebound of inbound tourism substantially increases both GDP and welfare. Consequently, it pays for the government to put measures in place to moderate the effect of negative shocks to inbound tourism. A subsidy to health tourism was found to boost both economic growth and welfare.  相似文献

This study explores the effect of the Paris terrorist attacks on the stock returns and the volatility for the most important companies in the global defence industry. To this end, it employs the General Autoregressive Conditional Heteroscedasticity methodology. The findings clearly indicate that this terrorist event has a positive impact on both the returns and the volatility of these stocks.  相似文献

We use aggregate country data as well as individual level survey to uncover, for the first time, the effect of extreme events such as natural disasters and terrorist attacks on entrepreneurial activity. We find that natural disasters and terrorist attacks influence individual perceptions of the rewards to entrepreneurship and, more surprisingly, extreme events affect entrepreneurship rates positively in a robust and significant way.  相似文献

A supply and demand model of the Israeli hotel industry is developed, distinguishing between its domestic and foreign sectors. Model simulations are employed to examine the impacts of war and terrorist incidents on tourist activity and hotel revenues. Foreign demand for Israeli hotel stays is highly price-elastic and income-inelastic, and moderately sensitive to terrorist events. Domestic demand is price-inelastic, income-elastic, and terror-insensitive. In the wake of terror attacks, hotels' supply or minimum prices to Israeli tourists shift downward, reducing local market prices and encouraging more local tourism. However, the magnitude of these shifts is minor, and the local market thus provides little buffer for dropoffs in foreign tourism. By permitting excess capacity in such fashion, hotels respond rationally to the price inelasticity of local demand.  相似文献

We analyze the choice often faced by countries of whether to directly intervene to counter an external terrorist threat or to subsidize a foreign government to do it. We present a model which analyzes this policy choice where two countries, home and foreign, face a terrorist threat based in the foreign country. The home country chooses how much to invest in defending itself and in reducing terrorist resources either indirectly by subsidizing the foreign country or by directly by intervening itself and risking destabilizing the foreign country. Using a calibrated model, we are able to show that direct intervention is only an equilibrium if foreign and home efforts are not good substitutes in the technology used to reduce the resources of the terrorist group. A higher relative military efficiency by the home country makes intervention more likely.  相似文献

Aspects related to the links between international migration, foreign aid and the welfare state are highlighted in this paper. Migration is modeled as a costly movement from an aid‐recipient developing country with low income and no welfare state, towards a rich donor, developed country with a well‐developed welfare state. Within this model, it is found, among other things, that the best response of the developed donor country is to increase aid as the co‐financing rate by the recipient country increases. When the immigration cost decreases, e.g. as a result of greater economic integration between the two countries, it is beneficial for the donor country to increase aid and the recipient country to increase the co‐financing rate.  相似文献

This paper presents a three-stage proactive game involving terrorists, elected policymakers, and voters. In each of two targeted countries, a representative voter chooses an elected policymaker, charged with deciding proactive countermeasures to ameliorate a transnational terrorist threat. Two primary considerations drive the voters' strategic choice: free riding on the other countries' countermeasures and limiting a reprisal terrorist attack. The resulting low proactive countermeasures benefit the terrorists, whose attacks successfully exploit voters' strategic actions. This finding stems from a delegation problem where leadership by voters has a detrimental consequence on the well-being of targeted countries. Domestic politics add another layer of concern when addressing a common terrorist threat.  相似文献

It has been argued that terrorism should not have a large effect on economic activity, because terrorist attacks destroy only a small fraction of the stock of capital of a country (see, e.g., Becker, G., Murphy, K., 2001. Prosperity will rise out of the ashes. Wall Street Journal October 29, 2001). In contrast, empirical estimates of the consequences of terrorism typically suggest large effects on economic outcomes (see, e.g., Abadie, A., Gardeazabal, J., 2003. The economic cost of conflict: A case study of the Basque country. American Economic Review 93, 113-132). The main theme of this article is that mobility of productive capital in an open economy may account for much of the difference between the direct and the equilibrium impact of terrorism. We use a simple economic model to show that terrorism may have a large impact on the allocation of productive capital across countries, even if it represents a small fraction of the overall economic risk. The model emphasizes that, in addition to increasing uncertainty, terrorism reduces the expected return to investment. As a result, changes in the intensity of terrorism may cause large movements of capital across countries if the world economy is sufficiently open, so international investors are able to diversify other types of country risks. Using a unique data set on terrorism and other country risks, we find that, in accordance with the predictions of the model, higher levels of terrorist risks are associated with lower levels of net foreign direct investment positions, even after controlling for other types of country risks. On average, a standard deviation increase in the terrorist risk is associated with a fall in the net foreign direct investment position of about 5% of GDP. The magnitude of the estimated effect is large, which suggests that the “open-economy channel” impact of terrorism may be substantial.  相似文献

An expanding body of literature has investigated the economic impact of terrorist attacks. A part of this literature has focused on financial markets. We examine three research questions: whether markets' reactions to terrorism have changed through time; whether market size and maturity determine reactions, and whether reactions depends upon either the type of targets or the perpetrators of the attack. To this effect, a large – the London stock exchange – and a small – the Athens stock exchange – capitalization markets are used as the vehicles for the empirical investigation. Results from an event study methodology as well as from conditional volatility models suggest that size and maturity as well as specific attributes of terrorist incidents are possible determinants of markets' reactions.  相似文献

We show that the public's response to terrorist threats can have unintended consequences that rival the attacks themselves in severity. Driving fatalities increased significantly after the 11 September 2001 terrorist attacks, events that prompted many travellers to substitute road transportation for safer air transportation. After controlling for time trends, weather, road conditions and other factors, we find that travellers’ response to 9/11 resulted in 327 driving deaths per month in late 2001. Moreover, while the effect of 9/11 weakened over time, as many as 2300 driving deaths may be attributable to the attacks.  相似文献

Using an endogenous growth model, this paper examines the growth and welfare effects of the allocation of foreign aid in the recipient economy. As public inputs are a productive factor, a rise in the allocation of aid to the public inputs increases growth and hence the welfare of the economy. However, raising the ratio of aid to pollution abatement may not help an economy, because it crowds out public inputs. Since public inputs are also partly financed by income taxation, the welfare‐maximizing income tax rate is larger than the growth‐maximizing rate, because a portion of the aid constitutes a lump‐sum transfer and can increase household consumption and hence welfare.  相似文献

September 11, 2001 is the defining date of a new world order. Like all individuals and commercial activities in the U.S., American banks and other domestic financial institutions were affected by the events of the terrorist attacks and by the subsequent responses of the American government and business community. Some of the effects of the attacks were immediate and fleeting. Others, however, were likely to have altered the environment of the financial services industry, particularly banking, in the U.S. for the foreseeable future. This paper proposes the use of consumers’ preferences in formulating policies for keeping secret information about terrorist activities and threats that might compromise future security. We report the results from two surveys indicating that support for government secrecy varies across situations depending on the threat and context. A majority of respondents preferred full disclosure of some information related to terrorist threats regardless of the consequences for specific industries or future threats, in particular threats involving attacks on commercial airlines. However a majority of respondents were willing to allow government authorities to withhold information about the details of threats to the financial system and to buildings if revealing the information might compromise future investigations. While the public generally recognizes the importance of keeping some information secret, a democratically elected government should seek to understand the preferences of its citizens on important policy issues related to public safety and security.  相似文献

Dismantling dark networks remains a critical goal for the peace and security of our society. Terrorist networks are the most prominent instantiation of dark networks, and they are alive and well. Attempts to preemptively disrupt these networks and their activities have met with both success and failure. In this paper, we examine the impacts of four common strategies for dismantling terrorist networks. The four strategies are: leader-focused, grassroots, geographic, and random. Each of these strategies has associated pros and cons, and each has different impacts on the structure and capabilities of a terrorist network. Employing a computational experimentation methodology, we simulate a terrorist network and test the effects of each strategy on the resiliency of that network. In addition, we test scenarios in which the terrorist network has (or does not have) information about an impending attack. Our work takes a structural perspective to the challenge of addressing terrorist networks. Specifically, we show how various strategies impact the structure of the network in terms of its resiliency and capacity to carry out future attacks. This paper also provides a valuable overview of how to use agent-based modeling for the study of complex problems in the terrorism, conflict studies, and security study domains.  相似文献

We analyze how a country's immigrant population—defined as the stock of people born abroad—affects the probability of a terrorist attack in the host country. Using data for 20 OECD host countries and 183 countries of origin over the 1980–2010 period our OLS and 2SLS regressions show that the probability that immigrants from a specific country of origin conduct a terrorist attack in their host country increases with a larger number of foreigners from such countries living there. However, this scale effect does not differ from the effect domestic populations have on domestic terror. We find scarce evidence that terror is systematically imported from countries with large Muslim populations or countries where terror networks prevail. Policies that exclude foreigners already living in a country increase rather than reduce the risk that foreign populations turn violent, and so do terrorist attacks against foreigners in their host country. Highly skilled migrants are associated with a significantly lower risk of terror compared with low skilled ones, while there is no significant difference between foreign-born men and women.  相似文献

This paper quantifies the impact of terrorism and conflicts on income per capita growth in Asia for 1970–2004. Our panel estimations show that transnational terrorist attacks had a significant growth-limiting effect. An additional terrorist incident per million persons reduces gross domestic product per capita growth by about 1.5%. In populous countries, many additional attacks are needed to achieve such a large impact. Transnational terrorism reduces growth by crowding-in government expenditures. Unlike developing countries, developed countries are able to absorb terrorism without displaying adverse economic consequences. An internal conflict has the greatest growth concern, more than twice that of transnational terrorism. Conflict variables are associated with smaller investment shares and increased government spending, with the crowding-in of government spending being the dominant influence.  相似文献
