Utopian thought and the politics of sustainable development

This article argues that utopian thought is a necessary condition for the politics of sustainable development. Since utopian thought has so far been constrained by some typically Western features from the era of modernity, this requires a shift that transcends the following three fundamental aspects: the notions of fixed truth, fixed territoriality and fixed final goals for politics. The article argues that the concept of global sustainable development can entail three new elements of utopian thought: the disintegration of fixed territoriality, a never-ending story, and prismatic blueprints. Using these elements, utopian thought can provide transformative power, so that politics and policymaking can meet contemporary global challenges to development and the environment.

唱响思想政治工作主旋律——工行湖北省十堰分行加强和改进思想政治工作的探索与实践

近年来，工行湖北十堰分行党委用时代的要求审视思想政治工作，用发展的眼光研究思想政治工作，用改革的精神和求真务实的行风推进思想政治工作，有力地促进了全行的“三个文明”建设。现在，强有力的思想政治工作已成为调动全行积极因素的有效途径，成为提高员工队伍综合素质、树立行业新风、塑造行业形象的重要方式，成为深化改革、促进发展、确保稳定的重要组成部分。2005年，该行被湖北省委、省政府授予“湖北省文明单位”称号。截至2006年三季度末，该行行长经营绩效综合考评连续多年位居湖北省分行市州行首位，尤其是该行2005年经营绩效综合考评在全国二级分行综合排名由2004年的117位跃升至85位，跻身全国二级分行“百强”行列。2004-2005年，该行姚贵平行长连续两年被湖北省分行授予“全省优秀行长”称号。     

运用“沉锚效应”做好战略转型时期思想政治工作

心理学上有个名词叫做“沉锚效应”，意即人们在做选择和决定时，思维往往会被得到的第一信息所左右，第一信息会像沉人海底的锚一样把人的思维固定在某处。如果我们在宣传教育活动中正确运用“沉锚效应”，就能使思想工作卓有成效。那么，如何运用”沉锚效应”做好战略转型时期思想政治工作呢？笔者认为可以从以下三方面努力：     

思想政治工作必须做到通情达理——对做好新形势下思想政治工作的一点体会

我们经常感叹，随着市场经济和社会生活的不断发展，人的思想越来越复杂了，思想政治工作越来越难做了，甚至有的同志认为，思想政治工作在企业管理中已经没有什么效果了，也不需要做思想政治工作了。这些观点在银行业的管理干部中也一定程度存在。确实，在市场经济条件下，人的思想呈现出复杂性和多元化的特点，市场经济的功利特征与思想政治工作倡导的精神理念也存在一定的矛盾，这给思想政治工作提出了新的问题和要求。中国的国情和国有银行的特点决定了思想政治工作在企业管理中的重要地位。特别是在我行成功上市的新形势下，广大员工将要面对的是种种重大变革，思想必然会产生这样那样的波动，思想政治工作要适应形势的发展，真正收到实效，更需要进一步加强和改进，更需要讲究工作方法。我认为，当前加强和改进思想政治工作最重要的就是要改变方式，讲究方法，做到通情达理。     

The politics of quantification

Ted Porter’s Trust in Numbers is an ambitious attempt to show how quantification in the social sciences was a response to problems of trust generated by conflicts between social scientists, politicians, managers, owners, and bureaucrats in the U.S., Britain, and France. Porter’s argument is that quantification is one way to attain trust within a profession or in the political sphere. His case studies show that less organized social scientists were forced by external constituencies to quantify, while more organized groups were able to assert their expertise and use connections to important political and economic elites to resist quantification. While Porter’s book opens new terrain, I propose that one way to reinterpret the book is to have a more explicit view of how the relations between political and economic elites produce different problems of trust and different forms of control.     

The future of politics

Humankind is undergoing subtle but vast transformations, from the impact of globalization to the pull of local comforts, from the movement toward regional organizations to the demands of transnational groups, from the ever more powerful consequences of microelectronic technologies to the ever deepening bonds of interdependence. These changes can fairly be described as the emergence of a new epoch marked by altered global structures and driven by a skill revolution, an organizational explosion, and a continuous flow of ideas, money, goods, and people that is rendering long-standing territorial boundaries increasingly obsolete and fostering an extensive decentralization of authority. The future of politics is thus conceived to be pervaded by contradictions, ambiguities, and uncertainties.     

The politics and economics of offshore outsourcing

This paper reviews the political uproar over offshore outsourcing connected with the release of the Economic Report of the President (ERP) in February 2004, examines the differing ways in which economists and non-economists talk about offshore outsourcing, and assesses the empirical evidence on the importance of offshore outsourcing in accounting for the weak labor market from 2001 to 2004. Even with important gaps in the data, the empirical literature is able to conclude that offshore outsourcing is unlikely to have accounted for a meaningful part of the job losses in the recent downturn or contributed much to the slow labor market rebound. The empirical evidence to date, while still tentative, actually suggests that increased employment in the overseas affiliates of US multinationals is associated with more employment in the US parent rather than less.     

The budgetary process of power and politics

The traditional literature has long espoused the claim that budgeting facilitates and enables technically rational decision-making within organizations, and that good budgeting reflects organizational reality. In contrast, an emergent view reasons that budgeting systems may as much be constitutive of reality, that they are an integral part of the politics and power of organizational life and that they are used to legitimize action.The purpose of the paper is to consider the usefulness of the emergent theory in understanding budget-related behavior in six hospitals. More specifically, the complicity of budgeting in performing or not performing six management roles is examined. Based on intensive interviews with nursing managers, it is concluded that the emergent theory meaningfully describes much budget-related activity in the hospitals, but that double-reflexivity on the part of the researcher is necessary in order to understand both the merits and limitations in the emergent theory. Implications of the analysis and empirical inquiry are considered.
