This paper first discusses the changes that are bringing about the New Farm Economy. A wave of consolidation has shifted agricultural production to larger, lower cost producers in almost all sectors of agriculture. At the same time, supply chains represent a new form of ownership and control that is replacing commodity markets as the preferred way to market farm output. Both consolidation and the development of supply chains offer the possibility of producing a greater variety of safer, cheaper food. The paper argues that farm policy, crafted for the agriculture of the 1930s, is no longer necessary to raise or stabilize farm incomes, and is largely ineffective anyway. Moreover, farm policy impedes the market forces driving innovation and efficiency in the farm economy. Letting market forces guide the evolution of the farm economy, unfettered by outdated government programs and unnecessary farm subsidies, is the best way to harness the benefits of the New Farm Economy. Getting rid of government subsidies and control will lead to dramatically fewer farmers in agriculture: a policy to deal explicitly with those who will leave agriculture is needed. A transition policy is described that focuses on helping reduce the number of farmers by offering a buyout to farm producers which subsidizes their exit from farming and prevents reentry.  相似文献

[目的]分析休闲农业发展的优劣势、机遇及挑战,为明确重庆市休闲农业的未来发展方向提供有益参考。[方法]文章运用SWOT分析法对重庆市休闲农业发展过程中的优势、劣势、机遇及威胁进行深入分析,建立了重庆市休闲农业的发展战略矩阵。[结果]自然景观优美、民俗文化丰厚、交通便捷、客源较多及政策保障是重庆市发展休闲农业的优势和机会;而制度不健全,法规不完善,休闲景点规模小而分散,专业性人才缺乏以及周边城市竞争是重庆市发展休闲农业面临主要挑战和威胁。[结论]重庆市休闲农业SWOT分析得出相应战略矩阵以及4种战略,即SO战略、WO战略、ST战略和WT战略,由此提出田园农业旅游、民俗风情旅游、农家乐旅游、参与体验游等4个未来发展方向。  相似文献

Agricultural development efforts that do not address persistent gender gaps miss opportunities for greater impact. This synthesis reflects on key findings from integrated quantitative and qualitative analyses at the nexus of gender, agricultural development, and climate change. Linked farm household-, intrahousehold-, community-, and institutional-level data highlight significant and nuanced gender differences in adaptive capacity of individuals and communities to respond to climate change. The gender gap is also substantial in exposure to climate change and its impacts, and uptake of new practices that lower vulnerability. Women in agriculture will remain largely neglected by information and service providers unless their differing needs, access to, and control over resources are considered at policy and project design stage. Yet clear guidelines for addressing the needs of both men and women in different environments and agricultural systems are still lacking. Participatory ‘action research’ approaches with a focus on co-learning, and using innovative cell phone or social media-based approaches offer exciting new opportunities. Agricultural development decision-makers and project designers need to ‘design with gender in mind’. Equipping them with tools and knowledge of innovative gender-transformative practices and intervention options and creating accountability for serving women and men will be key.  相似文献

This article reviews recent developments in China’s agricultural domestic support policy, especially the transition from taxing farmers and agriculture to providing direct subsidies to grain production and purchased inputs. A model‐based quantitative analysis on the effects of these policy changes is presented. Simulation results suggest that recent policy changes have achieved the declared policy goals of increasing grain production and boosting farm income. Much of the increase in grain production and farm income can be attributed to higher per unit return to arable land, land reallocation to grain production and extra agricultural employment triggered by the policy changes. Based on the assumption that China’s public assistance to agriculture and farmers will continue and rise, two hypothetical future scenarios are simulated. Using all the support permitted under WTO de minimis limits with existing instruments, China’s policy will increase grain production, change trade patterns seemingly contrary to China’s comparative advantage, increase rural employment and significantly increase farm income (by more than 12%). If, however, decoupled instruments are applied to raise China’s agricultural domestic support to the same level, China’s agricultural production and trade will remain unchanged, rural employment remain stable, but farm income will be increased by nearly 15%.  相似文献

农业政策中与环境相关的支付政策越来越多。发达国家将WTO绿箱政策、农业直接支付政策与农业环境支持政策结合起来,这样既可以从根本上解决农业生产所带来的安全问题,也可以加深消费者对相关政策的理解与支持,同时从产业链的上游解决食品安全及农业的可持续发展问题。欧盟的Greening政策和日本实施的农业直接支付政策均以农户遵守农药化肥及农业废弃物处理的相关规范为前提,通过合理使用肥料及各种防治措施从不同程度上达到农业可持续发展、农业的多功能性及降低温室气体排放的目的,并由此获取政府的支持。文章通过对发达国家,特别是与中国农业形态类似的日本农业环境政策取向的分析及与欧美相关政策比较分析,认为中国首先应该完善循环农业的相关法律法规和标准,加强对农民的培训以及明确其应遵守的基本义务,对采取环境友好型农业生产方式的农民给予支持。  相似文献

Successful policy planning depends to a large extent on being able to predict the consequences of alternative measures. In the case of agriculture, it is important to know how the future pattern of supply and demand in this sector will be affected by government action on specific issues such as farm price support, and by expected trends in macro-economic variables such as national incomes and population. This paper illustrates the application of a model of U.K. agriculture to the projection of changes in the production and consumption of food and agriculture products between now and 1975. The demand projections show the effect of important levies, and of joining the E.E.C, on future expenditure on food, while the supply projections show how the output of a number of agricultural commodities will be affected by adjusting farm prices towards E.E.C. levels.  相似文献

The economic impacts of policies to reduce water pollution from agriculture have been explored in a number of studies. A standard assumption in this literature is that farm income support policies are given. However, the modern public choice view of agricultural policy suggests that significant environmental initiatives in agriculture would likely be accompanied by changes in farm income policies to protect those with a significant stake in agriculture. We explore the potential effects of such compensating adjustments on the costs and effectiveness of taxes on polluting chemical inputs in US corn production. We find that compensating farm policy adjustments can greatly increase the costs and reduce the effectiveness of the environmental protection measure. The results also indicate the potentially high costs of poor policy co-ordination.  相似文献

The decoupling of direct payments from production introduced in the reform of the Common Agricultural Policy is expected to make production decisions more market‐oriented and farmers more productive. However, ex‐post analyses of the productivity of farms have yet to uncover any evidence of a positive impact of the decoupling policy on farm productivity. Using Irish, Danish, and Dutch farm‐level data, we identify whether the decoupling policy has contributed to productivity growth in agriculture and farm product adjustment behavior. We find some evidence that the decoupling policy had significant positive effects on farm productivity and behavioral changes related to farm specialization.  相似文献

In today’s agriculture, farmers consider off‐farm employment and lifestyle goals in complex ways to select production enterprises. Data from USDA’s Agricultural Resource Management Survey were used to examine how off‐farm employment and ‘reasons for entering farming’ influence production enterprise selection in US agriculture. A two‐stage analysis with a multivariate tobit model was used to examine the impact of off‐farm employment as influenced by government farm programme payments, reasons for entering farming, demographics and location on production enterprise selection. Results underscore the impacts of reasons for entering farming and off‐farm employment on production enterprise choice and provide implications for policy development. The study highlights the importance of government farm programme payments in production enterprise selection by US farmers.  相似文献

Portuguese policy-makers assumed an active interest in agricultural sector development after the 1974 Revolution. However, the policy instruments used-output price supports, input subsidies, land market regulations, and agricultural credit programmes-have done little to facilitate technical or structural change in much of the sector. This pattern of development may have adverse medium-term impacts on agriculture, because for most commodities, accession to the CAP will substantially reduce farm profitability. If Portugal is to avoid sharp declines in income for a sector that is already relatively low in income terms, reform of factor market policies and investment in research and development are essential.  相似文献

The purpose of this study is to identify and measure the impacts of factors which are expected to influence the competitiveness of the Palestinian agriculture by using the market share approach with an econometric model. Over the past three decades, Palestinian agriculture has been subjected to increased international and regional competition. The impact of this competition is in part evidenced by trend decline in the West Bank and Gaza Strip agricultural exports in one hand, and the increases in agricultural imports on the other. The empirical results indicate that the performances of domestic and import market shares could be increased through improving the productivities of the major production factors such as land, labor and capital. Applying this policy would enhance the competitiveness of Palestinian agriculture by increasing local production to replace farm imports from Israel. On the other land, future farm export competitiveness will be closely linked to improvements in production, marketing efficiency and removing non-tarrif trade barriers (NTBs) imposed by Jordan and Israel.  相似文献

The paper analyses and discusses possible impacts on Norwegian agriculture of an EU membership based on the regionalized agricultural sector model CAPRI. Norwegian agriculture is characterized by a small-scale farming structure and high levels of support. Previous analyses have shown that Norwegian agriculture is expected to undergo dramatic changes because of EU membership in terms of farm income, production and structural change. Our study indicates that a substantial share of the agricultural production can be maintained at the national level. Milk and crop production may remain largely unaffected, while meat production decreases in the range of 10-20% compared to a reference run without membership. However, a reduction in total farm income by about 40% indicates that structural adjustments will follow EU accession. The results are discussed in view of the pattern of adjustments observed in Finland and Austria after EU accession in 1995. The need for the dairy industry to take advantage of the improved market access is stressed. Attention is also called to some strengths and limitations of the CAPRI model to analyse large-scale policy changes and to identify model improvements as an area of future research.  相似文献

The institution of supply management has evolved to deal with a farm income problem and to achieve social objectives such as the maintenance of the family farm. In many respects, the institutions have developed in response to significant technological and market development that had potentially profound impacts on the number, size and profitability of farm operations. Supply management has proven successful in transfer— ring income, partially stabilizing prices and production and arresting the spread of vertical integration and maintaining the "family farm." Although the institution has had its failures, more specifically, income transfers have been capitalized into asset values. Second generation farmers will face higher costs and will benefit only if they too can "short the market" and extract monopoly profits from the marketplace. Further, the rigidities in quota allocation methods have inhibited resource allocation, necessary structural adjustments and imposed real costs to consumers. These negative results are incongruent to an otherwise viable and dynamic Canadian agriculture.
Is It North It
One may argue that the consequences of regulation, which are reduced efficiency/competitiveness and lost opportunities, are acceptable if it is felt a transfer of benefits to a disadvantaged group of society is needed. However, can it be held that those farmers operating under supply management remain disadvantaged? If not, regulatory reform and/or adjustments are needed. Otherwise, the tendency towards deregulation in the general economy, widening price gaps, consumer resistance, and the like will lead to imposed changes by regulatory authorities.
Supply management is an acceptable regulatory tool that should be employed to achieve a myriad of policy objectives.  相似文献

While many municipalities globally are currently undertaking initiatives to support urban agriculture, policies and zoning regulations can act as barriers, with the former usually not integrated with planning. Extensive research has been conducted on urban agriculture policies in the global South, but much less is known about associated practices and policies in the global North. This is especially true for the Canadian context and therefore the present study aims at improving our overall understanding of the urban agriculture situation in two Canadian provinces. Relevant policies, such as official plans or official community plans, alternate policy documents and guidelines, zoning by-laws, and animal-related by-laws were reviewed for 10 municipalities in Ontario and in British Columbia, all varying in socio-economic and climatological characteristics. Additional key informant interviews were conducted with municipal planners, community garden coordinators, and other municipal staff familiar with urban agriculture policies from six of the selected municipalities.In line with global trends, our results suggest that urban agriculture is becoming more widespread in the two provinces. However, even though all studied municipalities consistently support urban agriculture, they vary significantly in their approach, with some municipalities focusing much more narrowly on certain types of activities than others. Overall, community advocacy and municipal council support are the most important drivers in the policy process. Key informants expressed a need to bridge existing gaps between policy adoption and implementation of tools, emphasize public education and public awareness, create inventories of land available for urban agriculture, incorporate urban agriculture in the development review process, and focus on the commercial potential of the practice. Encouragingly, despite the many challenges that need to be addressed, we found that many opportunities exist that municipalities could consider when creating improved local urban agriculture policies and tools to enhance the urban food system.  相似文献

In protecting farm land near cities, policy makers must balance the interests of farmers against affordable housing demands of the urban population. This article examines land use competition between agriculture and housing on the Hawaiian island of Oahu. Land suitability ratings for farming and urban development are compared, and future urban expansion onto agricultural land is simulated under different land use policies. Results indicate severe tradeoffs for affordable housing if all high quality farm lands are strictly preserved. Achieving farmland protection goals will require further policy support to transform the local farm structure from plantation to diversified agriculture.  相似文献

International competition in agricultural production is intensifying following the implementation of the 1993 accord of the General Agreement on Tariffs and Trade. The production of conventional farm products in surplus is being discouraged by means of indirect economic disincentives. The Common Agricultural Policy has already adjusted to unprotected national markets within the European Union and greater market orientation is being achieved mainly through price reductions. Farmers in the less developed areas in Greece, where agricultural activity is still the main source of income and employment, have been responding to policy reforms by seeking part-time employment and income in non-farm enterprises. The adoption of alternative, unconventional farm enterprises that use farm resources in an innovative and quantitatively different way does have the potential for bringing in a new source of income to farm business. For the purpose of this research three adjustment strategies were recognised. The ‘conventional’ (no change) pathway is based on traditional, region-specific products, production methods and services. The adoption of the ‘new crop’ pathway refers to the redeployment of resources into new agricultural products, whereas farms on the market integration Pathway redeploy resources into new marketing services and agricultural product processing on the farm. The new crop and the market integration pathways are identified as unconventional adjustment strategies. Results derived from multinomial logit analysis highlight the major constraints and opportunities associated with the adoption of new crops and market integration practices. Farmers who have adopted unconventional practices are influenced by factors external to the farm. such as contacts with institutions, and have a high probability of having higher debts. These farmers are likely to depend heavily on seasonal labour and rented land. The fact that market integration activities are associated with smaller farms in conjunction with off-farm work signifies the importance of establishing an integrated rural development policy approach. Public policy involvement in enhancing dissemination of information concerning unconventional enterprises is emphasised.  相似文献

Under a new policy initiative, grants will be payable for the setting up of ancillary businesses on or adjacent to farms in the UK. While this initiative is to be welcomed, it is suggested that more could be done to develop the rural economy as a whole. Farm diversification grants, modelled on previous farm capital grant schemes, are focused on a narrow range of activities, for which demand is likely to be limited, and are most appropriate for the larger farm. They imply that farmine will continue to be the main activity and run counter to current trends. The goals of rural development and farm income support might be pursued more effectively by encouraging the creation in rural areas of off-farm employment, unrelated to agriculture, and suitable for members of families on low-income farms.  相似文献

Farm income trends and developments in farm structure have varied within the UK in the last decade. While Wales and Northern Ireland have similarities in form structure, agricultural production has risen to a much smaller extent, and farmers have suffered more severe net income reductions, in Scotland and Northern Ireland than in England and Wales. The net incomes of Cropping farms rose faster and, in England, have remained much higher than those of Dairy or Livestock farms. Large numbers of small farm businesses depend on beef cattle and sheep production and have limited development prospects. As most of their occupiers are unlikely to find other employment, structural problems will persist and policy adjustments are suggested to enable agriculture to contribute more to the economy in remote and depressed localities.  相似文献

This paper examines the influence of protection on South African commercial agriculture. It shows that protective trade policy and its effects have been a major source of agricultural change in South Africa, and are at least partially responsible for many of the present problems experienced in South African agriculture. First, it outlines how structural cost-push inflation resulted from the protective trade policies and shows the effect thereof on farm receipts, expenses and balance sheets. This is followed by changes in farm structure, mainly size, number of farms, and the ratio of capital and labour in the production process. The paper concludes with some policy aspects.  相似文献
