This paper reviews the way that social norms and ethical values in general, and trustworthiness in particular, is perceived to affect the behavior of economic agents in view of the work of Adam Smith, Nassau William Senior and John Stuart Mill. Classical Political economists held that economic actions are context-dependent and thus constantly under the influence of social norms and values. It is further suggested here that Classical Economists had established that trustworthiness acts as a general ethical precondition for the efficient behaviour of the markets and an important asset of the national social capital.

The thesis put forward in this paper is that in social life in general, and in the economic sphere in particular, the relationships between formal norms and informal social norms can be interpreted in terms of either reciprocal complementarity or conflict. The concept of complementarity illustrates how the two kinds of norms cooperate with and reinforce each other, and describes under what circumstances formal norms can or cannot replace informal rules. Conversely, the notion of conflict between different kinds of norms distinguishes two forms of antagonism: prohibition (which occurs when one type of norm prohibits enforcement of the other), and mutual exclusiveness (which occurs when one type of norm crowds out the other, without this entailing prohibition).

Social preferences such as altruism, reciprocity, intrinsic motivation and a desire to uphold ethical norms are essential to good government, often facilitating socially desirable allocations that would be unattainable by incentives that appeal solely to self-interest. But experimental and other evidence indicates that conventional economic incentives and social preferences may be either complements or substitutes, explicit incentives crowding in or crowding out social preferences. We investigate the design of optimal incentives to contribute to a public good under these effects would make either more or less use of explicit incentives, by comparison to a naive planner who assumes they are absent.

A hybrid of a model of economic equilibrium in two markets and a social game is formed. The link between the two is established through a social norm that conditions correct social behavior on economic variables and therefore distorts the economic equilibrium allocation. The initial endowment of an individual determines whether she gains from a social norm. The evolution of norms is examined in a dynamic model where norms are more likely to persist if they deliver higher utility to their believers. Also it is assumed that norms lose importance when they are disobeyed by their believers. Optimally coordinating norms are not necessarily evolutionarily stable, and a suboptimal norm can be the outcome of the evolutionary process.

Social Norms and the Time Allocation of Women's Labor in Burkina Faso
This paper proposes that major determinants of allocation of women's time are social norms that regulate the economic activities of women. The emphasis on norms contrasts with approaches that view time allocation as determined by household-level economic variables. Using data from Burkina Faso, it is shown that social norms significantly explain differences in patterns of time allocation between two ethnic groups: Mossi and Bwa. Econometric results show women from the two groups exhibiting different responses to changes in farm capital. Implications are that policies changing social norms may have more permanent effects on altering women's behavior.

This paper presents a critical evaluation of Shackle's views on economic method. Shackle's arguments against equilibrium analysis are shown to apply to orthodox theory, which has subjectivist foundations, but not to the objectivist classical approach associated with Sraffa. The long-period equilibrium method is indispensable to the analysis of how market societies function. Moreover, since the classical theory contains no trace of the factor substitution mechanisms that underpin neoclassical orthodoxy, its explanations of distribution, employment and outputs must take explicit account of institutions, power and ethical norms. Thus there is no conflict between social economics and the method of the classical economists and Sraffa. On the contrary, the classical approach provides a rigorous framework for the investigation of the very issues that are at the center of institutional and social economics.

Technology is a necessary but not a sufficient condition for regional economic development. Regional innovation networks transform technology into competitiveness of firms and thus contribute to economic development. Intangible assets, such as social capital, decide how effective regional innovation networks function. Differences in regional social capital thus help explain regional differences in economic development. Regional social capital originates from the embeddedness of firms in regional webs of social relations. The norms, values and customs of these networks facilitate collaboration for mutual benefit. As innovation is increasingly a network effort, embeddedness and social capital also help explain how and why networks of innovating companies are successful, as the case study of the Stimulus Cluster Scheme shows.

Does Protestantism favour entrepreneurship more than Catholicism does? We provide a novel way to answer this question by comparing Protestant and Catholic minorities using Swiss census data. Exploiting the strong adhesion of religious minorities to their denomination’ ethical principles and the historical determination of the geographical distribution of denominations across Swiss cantons, we find that Protestantism is associated with a significantly higher propensity for entrepreneurship. The estimated difference ranges between 1.5 and 3.2 % points, it is larger the smaller the size of the religious minority, it is mainly driven by prime age male entrepreneurs and it stands up to a number of robustness checks. No effects are found when comparing religious majorities, suggesting that the implications of religious ethical norms on economic outcomes emerge only when such norms are fully internalized.

ABSTRACT: By entrepreneurial combinations of voluntary resources, project means from public and private sources, commissions on contracts and other ways of financing, the youth house Fryshuset, with a great number of social activities for primarily young people in Stockholm, Sweden, has been able to allocate resources for establishing and expanding its activities. This development would not have been possible without struggle against established norms, values, traditions and institutions, not least the ‘close to monopoly’ that the public sector in practice was having on the fields in which Fryshuset emerged. Step by step, Fryshuset has built partnerships and alliances with public, private as well as civil actors. Expressed in a general way, Fryshuset has built a new social capital and created new norms and values. The aim of the paper is to investigate how Fryshuset has managed to build social capital through, and for entrepreneurial efforts aiming to facilitate young peoples’ development.

In both experimental and natural settings, incentives sometimes underperform, generating smaller effects on the targeted behaviors than would be predicted for entirely self‐regarding agents. A parsimonious explanation is that incentives that appeal to self‐regarding economic motives may crowd out noneconomic motives such as altruism, reciprocity, intrinsic motivation, ethical values, and other social preferences, leading to disappointing and sometimes even counterproductive incentive effects. We present evidence from behavioral experiments that crowding may take two forms: categorical (the effect on preferences depends only on the presence or absence of the incentive) or marginal (the effect depends on the extent of the incentive). We extend an earlier contribution (Bowles and Hwang, 2008 ) to include categorical crowding, thus providing a more general framework for the study of optimal incentives and as a result, an expanded range of situations for which the sophisticated planner will (surprisingly) make greater use of incentives when incentives crowd out social preferences than when motivational crowding is absent.

Social capital promotes cooperation between people and, in turn, economic growth and stability. Trust and trustworthiness are components of social capital that are associated with economic success. This paper provides insight into the impact of social division on cooperative behavior. We use the one-shot investment game to measure trust and reciprocity among inmates in a Chinese prison, which offers an institutional setting that allows us to examine how social interaction, or a lack thereof, fosters cooperation. Results show that the variation in social division through physical separation does not have a significant impact on cooperative behavior among inmates. However, inmates are more trusting than our benchmark group of university students even though inmates have faced significant life challenges. While social interaction fails to boost trust and reciprocity, childhood experience and family environment mold social preferences. In particular, reciprocity deteriorates for those who have migrant mothers.

In many developing and transitional countries with limited public income redistribution, inter-household transfers in general, and gifts in particular, are sizable and very important. We use unique Romanian survey data that enables us to isolate pure gifts from other private transfers. We explicitly focus on the importance of community-wide social norms, and find that they indeed play a major role for both the occurrence and the values of gifts. More exactly, our results suggest that the overall predominant gift motive among Romanian households is a norm of reciprocity. Moreover, this norm seems to be dominating for gifts to middle- and high-income households. Even though poor households receive to the same extent, norms of both impure altruism and reciprocity tend to be important. Hence, although the poor may not reciprocate gifts to the same extent as the rich, they still receive, since there is a social norm to give, especially to the poor.

The past decade has seen a proliferation of writing by feminist economists. Feminist economists are not identified with one particular economic paradigm, yet some common methodological points seem to be emerging. I propose making these starting points more explicit so that they can be examined, critiqued, and built upon. I use the term “social provisioning” to describe this emerging methodology. Its five main components are: incorporation of caring and unpaid labor as fundamental economic activities; use of well-being as a measure of economic success; analysis of economic, political, and social processes and power relations; inclusion of ethical goals and values as an intrinsic part of the analysis; and interrogation of differences by class, race-ethnicity, and other factors. The paper then provides brief illustrations of the use of this methodology in analyses of US welfare reform, gender and development, and feminist ecological economics.

The vote with the wallet is a new, emerging feature of economic participation and democracy in the globally integrated market economy. This expression identifies the pivotal role that responsible consumption and investment can play in addressing social and environmental emergencies which have been aggravated by the asymmetry of power between domestic institutions and global corporations. In this paper, we examine (both in general and by using examples drawn from the financial and non-financial sectors) how ??voting?? for producers which are at the forefront of a three-sided efficiency which reconciles the creation of economic value with social and environmental responsibility may generate contagion effects by triggering ethical imitation of traditional profit-maximizing actors, thereby enhancing the production of positive social and environmental externalities. Within this new framework, policies that reduce the search and information costs of voting with the wallet may help socioeconomic systems to exploit the bottom-up market forces of other-regarding preferences, thereby enhancing opportunities to achieve well-being with reduced top-down government intervention.

ABSTRACT

Although the philosophical literature on social institutions has been insightful for social scientific studies, the application of its core concepts, such as collective intentionality, to real institutional dynamics remains challenging. One factor contributing to this situation is insufficient work that identifies collectively accepted social norms and shows how they constitute social institutions. Relying on the perspectives of John Searle and Raimo Tuomela, this study integrates recent analyses of the concept of performativity with discourse analysis. It presents an analytic framework, drawing on the concept of nominalization, to identify collectively accepted social norms that performatively constitute social institutions. Finally, it illustrates the identification of collectively accepted ‘globalization’ that performatively constitutes and shapes economic institutions engaged in corporate financial reporting. This study contributes to closing the gap between philosophical analyses of social institutions and social scientific studies by highlighting the performance of nominalized collectively accepted social norms.

Ethics has been linked to virtue, considering it within an individual sphere. It has also been related to good social behaviour or even religious factors, and so on. In general, economic thinkers have not questioned some of the basic principles which help to shape the fundamental ethical criteria in economic behaviour. The pursuit of individual interest has been identified as pecuniary profit maximization and, in this sense, Peter Drucker states that this has been the fundamental motivation of any economic agent, even before capitalism was born and Galbraith pointed out that the lack of consideration of other motivations, apart from earning money, has been one of the biggest mistakes in economics. The main goal of this paper is to analyse the Drucker and Galbraith approaches on ethics.

ABSTRACT

In neoliberalism, human tissue has been targeted as a source for extracting surplus value. Commercial attention on ethnic and racial minorities has resulted in products and services specifically developed for them. Here, we focus on this by exploring two empirical examples: US pharmaceutical clinical trials and UK stem cell transplantation. Both use racial taxonomies to discern biological difference and draw conclusions about the economic potential of people’s genetic constitutions. They do so by appealing to racialised minorities’ sense of responsibility towards ‘their’ communities, both buttressing the conflation of social and biological registers of human variation and demonstrating neoliberalism’s mobilisation of discourses of community. However, while the inclusion of racialised minorities is hoped to bring economic benefits, it also aims to address healthcare inequalities. Drawing on Science and Technology Studies, we argue that in our examples, economic, social and cultural values cannot be disentangled. This compels us to complement narratives of the commodification of racialised difference in neoliberal (consumer) culture, and focus on the intersections between different economic and ethical values. Ultimately we find that whilst work is being done to ameliorate racial inequities, broader socio-economic and political inequalities minority communities face go unaddressed, likely precluding the realisation of health equality.
