Currently, traditional development issues such as income inequality, depletion of natural resources, environmental pollution as well as retardation of infrastructure have occurred in China. In the future, more pressures would be imposed on China by the continuous fast development of industrialization, and with transfer of the world manufacture center to China. Sustainable development, including its economic, environmental and social elements, is a key goal of decisionmakers. This paper develops a methodology on cost benefit analysis of economic growth at macroscopic level to identify issues of China's sustainability. In order to address some important issues on how to make policies to improve the quality of economic growth, the CBA framework developed in this study analyses economic-ecological-social interaction, building three accounts that reflect three dimensions of sustainable development that includes 26 sub-models in all, and finally is integrated into an index as Net Progress Proceeds (NPP). The estimation methods of these submodels, such as cost of environmental pollution, depletion of natural resources and defensive expenditures are described in detail. Based on the framework and methods, this paper examines the costs and benefits of economic growth in three aspects of economy, ecology and society. The results illustrate that NPR of China's economic growth had been negative for a long time and has just became positive since year 2000 but was quite low. Even the best was only 1.6% in 2002 (the worst was − 24.2% in 1982). Based on the comparison between three accounts, we can draw a conclusion that ecological cost is the dominant factor that affects China's NPR. The empirical results show that if no other innovative measures or policies are taken in the future the costs of growth would outweigh its benefits, resulting in un-sustainability. Basically, the long-term economic growth would be unsustainable due to increasing environmental damage and depletion of natural resources. There are a few limitations that we consider need to be improved in our CBA framework and method, nevertheless they have many options that can be explored by policy makers, to make the development path more sustainable. 相似文献

This article presents the findings of a combined cost-benefit analysis of local air pollution and global climate change, two subjects that are usually studied separately. Yet these distinct environmental problems are closely related, since they are both driven by the nature of present energy production and consumption patterns. Our study demonstrates the mutual relevance of, and interaction between, policies designed to address these two environmental challenges individually. Given the many dimensions air pollution control and climate change management have in common, it is surprising that they have only little been analyzed in combination so far. We attempt to cover at least part of the existing gap in the literature by assessing how costs and benefits of technologies and strategies that jointly tackle these two environmental problems can best be balanced. By using specific technological options that cut down local air pollution, e.g. related to particulate emissions, one may concurrently reduce CO2 emissions and thus contribute to diminishing global climate change. Inversely, some of the long-term climate change strategies simultaneously improve the quality of air in the short run. We have extended the well-established MERGE model by including emissions of particulate matter, and show that integrated environmental policies generate net global welfare benefits. We also demonstrate that the discounted benefits of local air pollution reduction significantly outweigh those of global climate change mitigation, at least by a factor of 2, but in most cases of our sensitivity analysis much more. Still, we do not argue to only restrict energy policy today to what should be our first priority, local air pollution control, and wait with the reduction of greenhouse gas emissions. Instead, we propose to design policies that simultaneously address these issues, as their combination creates an additional climate change bonus. As such, climate change mitigation proves an ancillary benefit of air pollution reduction, rather than the other way around. 相似文献

This paper argues that debates amongst economists triggered by the Stern Review are partly relevant, focusing on key parameters translating real ethical issues, and partly misplaced in that they do not consider enough other determinants of climate change damages: i) the specifications of the utility function used for the assessments (preference for the environment, preference for smooth growth paths), ii) the interplay between uncertainty and the sequentiality of the decision, and iii) whether the growth engines behind the integrated assessment models can account for transient disequilibrium and sub-optimality. We derive some suggestions for any future research agenda in integrated assessment modelling, whatever the position of the analysts about the relevance of the intertemporal optimisation framework and the Bayesian approach to uncertainty in the climate affair. 相似文献

This paper is an exercise in the history of thought, which compares Austrian and neoclassical theories of the emergence of
private property rights, and examines, in part, the extent to which Austrians can be said to offer a commonly-agreed upon
explanation that parallels Carl Menger's exemplary story of the emergence of money. We address the sources of disagreement
(and apparent conflict) among emergence theorists in both schools. We try to show that some of the disagreement hinges on
an unclear meaning of the term “emergence,” which is resolvable, while other sources of disagreement are fundamental at the
methodological level.

Public decision making, especially about our natural environment, is inherently exposed to a high conflict potential. The necessity to capture the complex context has led to an increasing request for decision analytic techniques as support for the decision process. Multi-criteria analysis (MCA) is deemed to overcome the shortcomings of traditional decision-support tools used in economics, such as cost-benefit (CBA) or cost-effectiveness analysis (CEA). This is due, among other, to its ability of dealing with qualitative criteria (e.g. sensitive ecological factors), as well as with uncertainties about current or future impacts. Unlike CBA or CEA, MCA is rarely required by national laws or directives. Nonetheless, a number of recent MCA applications were supported by public authorities who either initiated or directly participated in such analyses. Given the theoretical assumptions about MCA's potential to support complex decision problems, as is often the case for environmental or sustainability policies, the key concern in our paper is to evaluate whether this potential has already been recognised in public decision making. For limitation purposes, the present work focuses on real-life case studies reported during the last decade with an insight in the initiation, the actors involved and the importance of the MCA results in the decision process. We argue that the significance and role played by MCA so far reaches beyond its current legal requirements. 相似文献

This paper considers the effects of the division of labor on economic growth and welfare in a general equilibrium environment where changes in individual specialization and product development can proceed simultaneously. The nature of the dynamic equilibrium is shown to depend on the interaction of transaction efficiency, economies of specialization, and economies of complementarity. Where the dynamic equilibrium involves evolution in the division of labor, this will be associated with increased per capita real income and hence economic growth. It is also shown that the emergence of firms is an aspect of the evolution of division of labor if transaction efficiency for a producer good is lower than that for labor used to produce this good. 相似文献

In its waning days, the Clinton administration decided that it was appropriate to regulate mercury emissions from power plants.
The incoming Bush administration had to decide how best to regulate these emissions. The Bush administration offered two approaches
for regulating mercury emissions from power plants. The first was to establish uniform emission rates across utilities, as
mandated by the 1990 Amendments. The second was to establish a cap on mercury emissions while allowing emissions trading in
order to reduce the cost of achieving the goal. This paper presents the first cost-benefit analysis of this issue that takes
account of IQ benefits. We find that the benefits of the mercury regulation are likely to fall short of the cost. This assessment
is based on a number of assumptions that are highly uncertain. The finding of negative net benefits is robust to many, though
not all, reasonable variations in the model assumptions. We also find that the emissions trading proposal is roughly $15 billion
less expensive than the command-and-control proposal.

Background: Alemtuzumab and natalizumab are approved as second-line therapies for relapsing-remitting multiple sclerosis (RRMS) patients in Iran who have shown an inadequate response to other disease-modifying therapy (DMT). In the absence of head-to-head trials, evaluations based on decision analytic modeling may be a suitable alternative to compare alemtuzumab and natalizumab in RRMS.Purpose: To evaluate the cost-effectiveness of alemtuzumab compared with natalizumab in RRMS in Iran, based on an indirect comparison of clinical trial data.Methods: A cost-utility analysis was conducted using a cohort-based Markov model to analyze cost-utility in a cohort of 1,000 RRMS patients treated with alemtuzumab or natalizumab who had failed at least one previous DMT. Costs were measured in 2018?US Dollars, and were estimated from both the societal and National Healthcare Service (NHS) perspective over a 20-year time horizon in Iran. One-way deterministic sensitivity analyses were carried out to investigate the impact of individual variables on model results.Results: Alemtuzumab dominated natalizumab in both NHS and societal perspective analyses. From the NHS perspective, the total discounted costs per patient were estimated at $147,417 and $150,579 for alemtuzumab and natalizumab, respectively, over 20 years. The discounted quality-adjusted life years were estimated to be 7.07 and 6.05, respectively. Results were similar for the societal perspective analysis. Results were most sensitive to acquisition costs and the time horizon, while no sensitivity was observed for Expanded Disability Status Scale (EDSS) health-states utility, relapse relative risk, adverse event or EDSS-related costs, and laboratory/monitoring costs.Conclusion: Alemtuzumab was dominant in the treatment of RRMS compared with natalizumab due to lower total cost, greater efficacy and slowing of disease progression, and lower rate of relapses over a 20-year time horizon in Iran. Comparative head-to-head trials and long-term follow-up are needed to confirm these results. 相似文献

This study investigates specific changes in farming practices aimed at reducing wind erosion from cropland in the inner Mongolia Plateau, China, and incorporates the value of dust reduction in downwind regions into a formal cost-benefit framework, both from the farmer's perspective and society's perspective. The result shows the need for incorporating off-site damages from wind erosion in policy analyses. Measurement of the off-site damages is difficult, especially in a mixed economy such as China's. A conservative estimate was obtained by benefit transfer from a non-market valuation study conducted in a developed country. This conservative estimate was large enough to be decisive in the policy analysis. 相似文献

We study an experimental market in which some sellers are prone to moral hazard, and in which a private-order contract enforcement institution exists that can mediate trade and prevent sellers from reneging on their contractual obligations. Using the institution to resolve the moral-hazard problem is costly. We demonstrate that in this market, the utilization of the private-order contract enforcement institution may make public and private market signals uninformative and inhibit learning. We study whether this potential information externality can limit adaptation away from the private-order institution when it is efficient to do so. Consistent with theory, we find inefficient persistence when the institution is used, but by contrast, efficient adaptation in other situations. Providing information to individuals who are using the private-order institution allows them to partially adapt. 相似文献

This article proposes a conceptual and theoretical institutional approach to the relations between the economy and economics and uses it to examine, through a structured survey of the literature, the relations between institutions in the economy and the institutions of mainstream economics, macroeconomics, and financial economics, highlighting issues related to the financial and macroeconomic crisis and focusing on the United States from the late 1970s to 2008. Institutions are socially shared systems of rules of behavior or of thought. Some systems of mental and behavioral rules are socially shared among economic agents and policymakers in part because they are socially shared among academic economists. They may exert on economic agents and policymakers some of the same types of influence they have on economists. On the other hand, there are important limits to the influence of the institutions of economics outside academia, and institutions in the economy also influence the institutions of economics. 相似文献

This paper deals with the problem of measuring the deviation between different vectors of prices. We analyse both conditional and unconditional measures of the price-to-price deviation by using the geometry of least squares as an auxiliary tool. We discuss two fundamental types of measure: the correlation between two different sets of prices, and the dispersion in a set of ratios between pairs of prices. We show that none of these measures can be used to estimate the actual degree of disequilibrium in a real system of prices, due to a problem related to the selection of measurement units. 相似文献

Using panel data for 29 source and 65 host countries in the period 1995–2009, we examine the determinants of bilateral FDI stocks, focusing on institutional and cultural factors. The results reveal that institutional and cultural distance is important and that FDI has a predominantly regional aspect. FDI to developing countries is positively affected by better institutions in the host country, while foreign investors prefer to invest in developed countries that are more corrupt and politically unstable compared to home. The results indicate that foreign investors prefer to invest in countries with less diverse societies than their own. 相似文献

This paper surveys the theoretical literature on the effect of soft budget constraints on economies in transition from centralization to capitalism; it also reviews our understanding of soft budget constraints in general. It focuses on the conception of the soft budget constraint syndrome as a commitment problem. We show that the two features of soft budget constraints in centralized economies – ex post renegotiation of firms' financial plans and a close administrative relationship between firms and the centre – are intrinsically related. We examine a series of theories (based on the commitment-problem approach) that explain shortage, lack of innovation in centralized economies, devolution, and banking reform in transition economies. Moreover, we argue that soft budget constraints also have an influence on major issues in economics, such as the determination of the boundaries and capital structure of a firm. Finally, we show that soft budget constraints theory sheds light on financial crises and economic growth. 相似文献

ABSTRACTAlthough many studies have recognised the importance of defining specific public policies to encourage technology diffusion, many authors fail to provide a clear view about either the policies that affect the diffusion of technologies or the effect of the different political instruments. Adopting a content analysis of papers that directly or indirectly refer to the diffusion of a new technology, this study applies the integrative propositional analysis (IPA) methodology to: (a) identify the repertoire of the different diffusion policies identified by previous studies; (b) classify these policies according to the type of instruments that they use; (c) analyse the impact of each policy on the different adoption factors that may inhibit or foster the diffusion of a new technology; and (d) evaluate the scope of each type of policy in terms of the number of affected adoption factors. 相似文献
