This article examines the level of operational and strategic involvement by human resource departments, the influence of HR departments, and the level of strategic integration as predictors of human resource management per‐formance. Surveys from 146 senior line managers and HR executives in com‐mercialized and noncommercialized public‐sector agencies in Australia were the basis of organizational‐ and individual‐level analyses. Results indicate positive relationships between the degree to which operational HR activities are transferred to line managers, HR influence, strategic integration, and the performance of the HRM function. Interestingly, no relationship was found between the level of strategic involvement by HR departments and the per‐ceived performance of the function. Analysis of the individual‐level data sup‐ports the multiple‐constituency approach to HRM, with differences in the evaluation of HRM by respondents from different job functions. The study highlights challenges faced by HR practitioners needing to be operational, to be valued strategically. © 2007 Wiley Periodicals, Inc.  相似文献

Previous analyses of the changing relationship between class and vote in Britain have assumed that the British Election Surveys constitute simple random samples. In fact, they are all clustered samples, and the number of sampling points has varied substantially over time. The paper uses the statistical technique of multi-level modelling to investigate the effects of this clustering and compares the results with those obtained with single-level logistic models. In general, the multilevel and single-level models lead to similar conclusions about the changing relation between class and vote; they both show evidence of a change in the class/vote relationship over time. However, the multilevel models also show that, while the clustering does not affect conclusions about the class dealignment debate, there are other important substantive findings which emerge from the multilevel approach. First, there is clear evidence of substantial constituency differences in the intercepts; that is, individuals had very different propensities to vote Conservative in different constituencies. Second, there were also significant constituency differences in class voting, that is, constituencies seemed to vary in their level of class polarization.  相似文献

Although contextual factors act to encourage the devolvement of human resource management to line managers, recent research indicates that there is substantial potential for human resource specialists and line managers to share more effectively responsibility for their organization's human resource activities in business partnerships. The foundation for this is arguably commonality in opinions on the principles and practices of human resource activities. However, line managers and human resource specialists often have dissonant opinions on human resource management.

This paper explores line manager and human resource specialists' perspectives on line manager involvement in human resource management, theoretically and empirically. The primary work comprises a survey of the views of line managers and human resource specialists on devolving a range of human resource activities to line managers in a case organization, Hilton International's UK hotels. Differences between line managers' and human resource specialists' perspectives are found in five aspects: understanding and ownership of the company's service and HR strategy; line manager involvement in and rankings of HR activities; HR specialists' support of line managers; barriers to line managers' involvement in HR activities; and the competence of line managers in HR activities. Importantly, it is found that where there are divergent views across line managers and their HR specialist in their hotel there is poor hotel business performance and, conversely, convergent views are evident in the effectively performing hotels. These findings may have resonance for other organizations in devolving human resource management to the line and developing human resource business partnerships for business performance. It is proposed that three types of line manager buy-in are central to their active involvement in HR, namely: conceptual understanding of the rationale for their involvement; implementation effectiveness through HR role clarity and capability; and affective commitment in believing in the value of their involvement in HR.  相似文献

This research examined leadership development (LD) and leadership development programs (LDPs) in three selected Thai businesses. The research purpose was to identify and explore the features, leaders' competencies, activities and programs, key elements, and critical issues of LDP in these organizations. A case‐study approach was employed as the research method. The data were collected through company documents, questionnaires, and interviews of managers who were directly responsible for leadership development in their organization. Three levels of LDPs were commonly found among the studied companies: those organized for supervisors, managers, and executives. Leaders' competencies were derived from the companies' vision, mission, and values, business drivers, and top management judgment. Development activities included formal training, development activities, and self‐initiative undertakings. Common key elements of LDPs were support from top management, adherence to human resource development (HRD) and business strategic plans, and emphasis on coaching and mentoring. The critical issues included top management trust in employees' abilities; competence and independence of local internal staff; evaluation of LDP effectiveness; level of engagement by potential company leaders; and costs of building, executing, and evaluating LDP.  相似文献

Legal regulations pose both opportunities and constraints that can influence behaviours in and of organizations. This article uses a multiple constituency perspective to examine one such influence. Data from 340 units of a US medical service firm indicate that different legally mandated types of doctor involvement in unit operations are significantly related to variations in the satisfaction reported by manager, employee, and patient constituencies. It is concluded that different forms of legal regulations, which are intended to represent the broad interests of a‘public-at large’constituency, are differentially related to an organization's satisfaction of other special interest constituencies.  相似文献

What gets measured in business is noticed and acted on. The importance of human resource management (HRM) to be noticed as a vital key to business success has been argued profusely by the HRM profession over the last three decades. While the importance of human resource (HR) measurement is not disputed by business managers, the search for meaningful generic HR metrics is like HRM's Holy Grail. The purpose of this research is to investigate the issues confronting a sample of business organisations concerning measurement issues. It examines the current measurement practices used and their HR measurement needs. Developing appropriate HR measures, in terms of adding value, allows organisations to refocus their resources for leverage. Inappropriate measures simply encourage inappropriate behaviours not in the long‐term interests of the business. We know that HRM is less prepared than other business functions (like finance or management information systems) to quantify its impact on business performance. Our results suggest that HR metrics as the Holy Grail of HRM remain elusive. This research signals the importance of developing relevant and meaningful HR measurement models, while acknowledging that the actual metrics used (unlike accounting measures) may vary from business to business.  相似文献

Recent research on trade union democracy has drawn attention to the heterogeneity of union membership and the social processes within unions which can lead to the inclusion or exclusion of specific constituencies within union structures. Meaningful work has become an increasingly important job outcome for individuals in recent years. Studies indicate that many employees lack experienced meaningfulness in their work and that organizations have not done a good job at creating meaningful and emotionally satisfying work experiences for employees. A person–job fit approach to meaningful work and employee retention is described that consists of matching individual self-concept with job tasks and behaviors. It is proposed that this self-concept–job fit will be strongly related to meaningful work. It is also proposed that meaningful work is related to important outcome variables valued by organizations, such as increased worker performance and employee retention. Path analysis supports the proposed relationships. Implications for human resource management activities and future research are discussed.  相似文献

In the last two decades, research in human resource management has increasingly focused on the strategic linkage between the activities of the human resource function and the business goals of enterprises. Most of the theoretical and empirical work in this area has focused on the US context. This paper extends this research to a non-US business environment. Specifically, we examine data from 303 state-owned, domestic private and foreign-owned Polish firms to test how strategic and environmental variables are related to the adoption of human resource innovations. This analysis suggests that business strategies, local labour markets and the presence of foreign competition are related to the complexity and extensiveness of firm-level human resource practices.  相似文献

This study examines the effectiveness of the strategic human resource management (HRM) function performed by the corporate human resource department of an Australian public-sector entity, before and after its corporatization. Multiple methods (including a survey of senior managers and semi-structured interviews) were used to collect the data. Despite an improvement in the overall level of strategic integration between HRM and strategic management, the rating of strategic HRM role effectiveness remained low. The results indicate that the strategic HRM function, as a corporate headquarters function, was more effective in its administrative role than in a value-adding function. The difficulty in balancing the dual roles of a corporate headquarter unit, together with the challenges of becoming a strategic business partner to line managers, provided the major impediments to effective strategic HRM.  相似文献

The term collaboration has been used throughout a variety of research disciplines to describe multiple types of interaction; yet, a unified, comprehensive definition of the construct remains elusive. This lack of clarity regarding the distinctions and commonalities between collaboration and other interaction concepts has resulted in conceptual confusion that affects practice and research in human resource management. Practitioners see collaboration as more of a buzzword than as an effective human resource strategy. Previous theory development efforts have not yet taken a comprehensive multidisciplinary approach. This has resulted in failure to integrate key themes across disciplines into an overall view of collaboration, which is a commonplace practice in business and military sectors alike. This paper describes a multidisciplinary conceptualization of collaboration and discusses the implications of this integrative theory to human resource management and strategy development as well as future research efforts.  相似文献

There is a growing literature suggesting that the result for each constituency at British general elections can be predicted using ‘citizen forecasts’ obtained through voter surveys. This may be true for the majority of constituencies where the result at previous contests was a substantial majority for one party’s candidates: few ‘safe seats’ change hands. But is it true in the marginal constituencies, where elections are won and lost? Analysis of such ‘citizen forecast’ data for the Labour-Conservative marginal constituencies in 2017 indicates not. Although respondents were aware of the seats’ relative marginality and of general trends in party support during the campaign, they could not separate out those that were eventually lost by each party from those that were won again, even in seats where the elected party won comfortably.

Social capital has assumed a critical role in the successful implementation of global strategy for multinational companies (MNCs). The article focuses on the ways in which the international human resource management (IHRM) system and those responsible for it influence the creation and utilisation of social capital in MNCs. It examines the challenges posed to IHRM by the wide diversity of definitions and manifestations of social capital found in the multiple cultural contexts of the global business environment and provides a framework on how to approach the cultural influences on the definitions and behavioural expressions of social capital. It also critically assesses the recommendations that have been made regarding developing social capital in MNCs, the competencies most critical to the ability to develop social capital in multiple cultural settings, and provides a set of recommendations for future research in this area.  相似文献

While much attention in recent years has been focused on the issue of human resource strategy, little research has been conducted on the degree to which the various forces helping to shape human resource strategy exert parallel or conflicting influences. In this article, business environment and strategy influences on corporate human resource strategies in the pharmaceutical industry are examined. In particular, data derived from corporate annual reports are used to generate a grounded theory of where, when, and why environmental influences on human resource strategy may be more or less consistent with business strategy influences across a number of human resource strategy dimensions.  相似文献

'Distance' between organizational contexts has been a prime concern of scholarly research into international business strategies. We extend this research by exploring the complementary roles of institutional and human resource distances on foreign investors' entry strategies. Combining institutional and resource-based theories suggests that: (1) human resource differences complement institutional differences; (2) the effects of some aspects of distance are curvilinear; and (3) the impact of distance differs between first and subsequent entries. We find empirical support for these arguments on a unique dataset of foreign direct investment in six emerging economies that incorporates multiple host as well as multiple home countries.  相似文献

The strategic importance of human resources and their contribution to the effectiveness of business firms are receiving increasing recognition worldwide. In this study, I examine different approaches to human resource management (HRM) practices for business firms in different performance categories. Findings obtained from a study of 315 firms in Taiwan demonstrate that organizational performance is significantly related to the management of such human resource functions as planning, staffing, appraisal, compensation, and training and development. The results also indicate that successful firms are often those that adopt a highly effective approach to the management of their human resources.  相似文献

The implementation of a new human resource information system (HRIS) represents a major form of planned organizational change for the Human Resource function, yet little research has been conducted on this issue. This article presents a longitudinal case study of the reactions of the Human Resource community in a large energy company to the planned implementation of a new corporate HRIS. Implementing an HRIS to enhance strategic and business decision-making has important organizational development implications. A new HRIS (1) represents an attempt to enable Human Resources to become more of a business partner, (2) changes the nature of HR work to encompass a greater information broker and decision support role, and (3) alters power dynamics and communication patterns involving Human Resources. Varying levels of resistance and ambivalence were found regarding the extent to which human resource information systems skills were valued as a critical competency. While there is a trend, toward attitudinal convergence within the human resource community, over time, the results suggest that user skill level may be more strongly related to variance in attitudes toward the value of a new HRIS than to hierarchical level or business unit affiliation. The study also found that face-to-face seminars were a significantly more effective intervention than was written communication in influencing favorable intention to use the HRIS.  相似文献

Over recent years there has been an increasing interest in the field of human resource management. Currently, the literature encourages the consideration of human resources as strategic factors, not only because they play important role in strategy implementation, also because they are beginning to be reckoned as sources of sustainable competitive advantage. Relationships between human resource management and strategy have been studied from different perspectives. This article focuses on one of them. It examines matches between human resource practices and types of business strategy. The question addressed is: do human resource management practices vary with business strategy? To answer this question, empirical research was developed. Using data collected from 200 Spanish companies, this paper demonstrates significant associations between some human resource practices and business strategy in companies. Reported results support some of the previously established relationships. Implications for future research are discussed.  相似文献
