In conventional economic theory, a trade-off supposedly existsbetween social justice and economic efficiency. In reality,market and other economic institutions are dominated by powerrelations, so that the sponsorship of social justice is a productivefactor. Neo-liberal economic policies, by lifting the constraintson the exercise of unequal power, increased injustice and triggereda downward economic and social spiral. Reversing this requiresa revolution in economic theory and policy focused on full employment,the working of labour markets, the organisation of work, andhousehold organisation, social provision and self-sufficiency.  相似文献

This paper examines the relationship between the individual conception in economics and the justification of economic rights as human rights. It briefly describes the nature of economic rights, and argues that the Homo economicus conception constitutes a barrier to justifying them. The paper then offers an alternative conception of the individual as socially embedded, and argues that it offers an adequate basis for the justification of economic rights. On this alternative conception individuals are enduring beings who have personal identities.  相似文献

The relationships between religion and economics are both complex and controversial. In this paper is explored one method for organizing those relationships. Four categories are examined which help identify possible options: economics separate from religion economics; in service of religion; religion in service of economics; and religion in union with economics. The paper begins with a definition of what is included under the headings of religion and economics. Next, each of the four categories is described and discussed. Mainstream microeconomic theory makes some use of John Rawls's Theory of Justicein discussing welfare economics and social welfare functionals. While various elements of his approach are usually mentioned, his basic point is generally taken to be his difference principle (maximizing the welfare of the worst off individual) applied as a decision principle for evaluating the equity of resource allocation.

To take the difference principle as the essence of Rawls's work is an error. The present paper reviews the basic argument of the Theory of Justice

compares it with the use that economists make of it, and concludes that in a number of quite specific ways Rawls's ideas are misrepresented and misused by mainstream microeconomists.  相似文献

Social scientists have developed several theories for understanding or evaluating policy change over time. Since all costs or benefits are not internalized owing to positive transaction costs, policymaking is always implemented under cost underestimation conditions and, therefore, is imperfect. I call this trait policy failure in this article. Furthermore, I show that a new framework combining the social costs approach and the legal/economic approach in institutional economics is suitable and can be applied to evaluating how past policy failures affect present policy, providing as an example the Fukushima nuclear disaster in Japan.  相似文献

The first of these is concerned with ideas of Charles Sanders Peirce and is based upon a study of his published and unpublished papers contained in the eight-volume edition of his Collected Works.1 The second part is concerned with ideas of Clarence Ayres, primarily those presented in his Toward A Reasonable Society [Ayres 1961]. Fundamental to social provisioning is ensuring that community members have access to employment opportunities that pay living wages and sustain the environment. In a previous study, two of us (Underwood, Friesner and Cross 2014 Underwood, Daniel, Dan Friesner and Jason Cross. “Toward an Institutional Legitimation of Sustainability.Journal of Economic Issues 48, 3 (2014): 870885. [Google Scholar]) presented criteria for sustainable community economic development, a three-fold test to comparatively assess economic development policies: ecological holism, community centeredness, and institutional legitimacy. Applying this test generates an iterative, evolutionary process of economic development. Absent from these criteria is the concept of intention, as policy options are not “given,” but rather designed by self-interested groups to manipulate interpretations of these test criteria in advancement of their vested interests — outcomes which can be juxtaposed to the “interests of community.” Here, we integrate two additional principles: economic diversity and solidarity. Economic diversity emphasizes living wages in numerous industries to stabilize exogenous economic shocks. Solidarity, as a unit of socio-economic interdependence, stresses commonality of wellbeing within communities. Integrating solidarity and economic diversity into the criteria for sustainable community economic development improves policy design and outcomes that sustain the environment, while also providing living wage employment for community members.  相似文献

Synopsis  Radical alternatives, in terms of our ideas about science in society, about economics, ideology and institutional arrangements, should be included among possibilities considered within the scope of a pluralistic philosophy. While all these aspects of our mental maps are interrelated and important, economics plays a key role in attempts to get closer to a sustainable society. Mainstream neoclassical economics is not enough. The tendency to exclusively rely on this particular theory is considered part of the problems faced. A ‘sustainability economics’ more in line with dominant ideas of democracy is proposed, emphasizing the ethical, ideological and political elements. Reference is made to institutional theory but the principles and concepts suggested are in many ways similar to other kinds of heterodox economics and developments in other social sciences. Neoclassical economics is used as a point of reference in pointing to alternative ideas about human beings, organizations, markets, decision- making, efficiency, rationality, progress in society and institutional change processes. Predilection for such an alternative conceptual framework (or for neoclassical economics) is not exclusively a scientific choice but as much a matter of political and ideological preferences. One paradigm may be dominant at a time, but because of the ideological specificity of each paradigm, competing theoretical perspectives should be accepted and even encouraged in a democratic society.   相似文献

This article has two purposes. On the one hand, it develops Keynes’s concept of economic development. On the other hand, it presents Keynes’s ideas about the role of State, chiefly the State Agenda. Keynes believed that the stage of economic development would only be attained if the State Agenda was in practice. In turn, to Keynes the economic development would be a stage in which the economic problems of society have been surpassed, and the motto of the individual behavior has been changed from the love of money to the love of living.  相似文献

Abstract:

The pre-WWII approaches to trade unions were mainly based on the theoretical and methodological viewpoints of early institutional economics. Trade unions were conceived of as politico-economic organizations whose members were motivated by relative comparisons, and also were concerned with issues of equity and justice. In the post-war period, there was a major theoretical and methodological shift toward the idea of unions as optimizing economic units with well-defined objective functions, which are optimized subject to purely economic constraints. This conceptual transformation took place mainly through the Dunlop -Ross debate, in which John Dunlop conceived of unions as analogous to business firms, as opposed to Arthur Ross’s institutional and political approach. However, after decades of analytical developments, the current state of trade union theory has not produced very impressive theoretical results. We trace the historical development of the economic analysis of trade unions from a methodological perspective. We also examine the methodological reasons for the dominance of Dunlop’s approach, and the current state of – and the contemporary criticism toward – the established theory. Furthermore, we discuss the contemporary efforts to build a more comprehensive approach to trade union theory and trade union objectives, also incorporating Ross’s institutional and political insights.  相似文献

This paper reviews, mainly from an institutional angle, the objectives, forms, scope, levels, implementation and challenges involved for internal economic policy coordination after the introduction of the euro on 1 January 1999. In particular, it identifies six different aspects of coordination (procedures, exchange of information, analytical framework, monitoring, policy interactions and joint determination of policies) and analyses the rationale for coordination in eight different policy areas. After presenting some of the challenges lying ahead, the paper concludes that although an appropriate institutional framework seems in place, it still has to undergo its baptism of fire.  相似文献

Complexity economics has quickly become a powerful research program for real-world economics in recent years. This article provides an overview of complexity economics, and argues that it is incompatible with the “equilibrium” and “optimality” conceptions of the mainstream and its “market economy.” Instead, it develops older heterodox — including evolutionary-institutional — issues like self-organization, emergence, path?dependence, idiosyncrasies, lock-ins, or skewed power distributions. Also, the space for emergent institutions through the “intentionality” of agents, including their improving collective performance, reducing complexity, and others, is investigated. This article considers complex adaptive systems through “games on networks” in an “evolution-of-cooperation” perspective. Moreover, a surge in policy implications of economic complexity has emerged, even if still rather general. With some more specific implications derived, the article again reveals the close similarities with long-standing heterodoxies: namely, pragmatist policy conceptions in this respect.  相似文献

I document in this paper a puzzle thathas not received previous attention in the literature. In 1980–98,median per capita income growth in developing countries was 0.0percent, as compared to 2.5 percent in 1960–79. Yet I documentin this paper that variables that are standard in growth regressions—policieslike financial depth and real overvaluation, and initial conditionslike health, education, fertility, and infrastructure generallyimproved from 1960–79 to 1980–98. Developing countrygrowth should have increased instead of decreased according tothe standard growth regression determinants of growth. The stagnationseems to represent a disappointing outcome to the movement towardsthe ``Washington Consensus' by developing countries. I speculatethat worldwide factors like the increase in world interest rates,the increased debt burden of developing countries, the growthslowdown in the industrial world, and skill-biased technicalchange may have contributed to the developing countries' stagnation,although I am not able to establish decisive evidence for thesehypotheses. I also document that many growth regressions aremis-specified in a way similar to the Jones (1995) critique thata stationary variable (growth) is being regressed on non-stationaryvariables like policies and initial conditions. It may be thatthe 1960–1979 period was the unusual period for LDC growth,and the 1980–98 stagnation of poor countries representsa return to the historical pattern of divergence between richand poor countries.  相似文献

This paper uses a political economy perspective to study the endogenous formation of economic policies and its interplay with political institutions. This paper provides a novel view that both the institutions and economic development status are essential factors in endogenously determining economic policies. The model aims to explain both the differences in the degree of adopting industrial policies as well as the differences in the types of industrial policies being implemented. Using a concise framework with two country-specific characteristics, the baseline model can capture three main types of industrial policy platforms of interest. In a country where voters’ political awareness is positively skewed and press freedom is relatively low, pro-heavy industry policies would be present most of the time; South Korea is representative of this type of countries. In a country where voters’ political awareness is positively skewed and press freedom is relatively high, there is usually an active industrial policy, though the target of the policy changes over time. Specifically, the policy is favoring the industry of which the industry-specific TFP is relatively high; Japan is representative of this type of countries. In a country where voters’ political awareness is negatively skewed and press freedom is relatively high, there is usually no active industrial policy; the U.S. is representative of this type of countries.  相似文献

Currently there is an ongoing discussion about how Darwinian concepts should be harnessed to further develop economic theory. Two approaches to this question, Universal Darwinism and the continuity hypothesis, are presented in this paper. It is shown whether abstract principles can be derived from Darwin’s explanatory model of biological evolution that can be applied to cultural evolution. Furthermore, the relation of the ontological basis of biological and cultural evolution is clarified. Some examples illustrate the respective potential of the two approaches to serve as a starting-point for theory development.
