This paper reports on an experiment of corruption that was conducted in two treatments: one with the possibility of detection and one without. It turns out that monitoring reduces corruption through deterrence; at the same time, it destroys the intrinsic motivation for honesty. Thus the net effect on overall corruption is a priori undetermined. We show that the salary level has an influence on corruption through increased opportunity costs of corruption, but fail to find evidence for a ‘payment satisfaction’ effect. Interesting policy conclusions emerge. State‐owned enterprises (SOEs) benefit from many privileges based on their unique structure, their substantial capital, and their position in the economic system. Like all business corporations, they have no fixed duration, which makes them effectively immortal. In addition, they are adjuncts of the state, which enables them to survive in noncompetitive markets with little effort. Therefore, under today's ruthless global market conditions, SOEs engage in unfair competition with privately financed businesses. By relying on their identity as state operations, they do not follow the rules of the market—they define those rules. In addition to SOEs, which are direct arms of the state, some privately financed businesses dominate markets in which the state allows them to develop an artificial monopoly and thus increase their power day by day. These artificial monopolies distort market processes and create conditions that frequently give rise to corruption. This study examines the problems associated with monopolies, with a special emphasis on establishing more efficient market structures for SOEs in Turkey. The original mission of SOEs was to balance markets through regulation and to be transparent and accountable to the public. Simply striving to meet those criteria would go a long way toward preventing the abuse of power and unfair competition. In addition, SOEs and artificial monopoly markets distort public institutions by promoting rent‐seeking behavior that corrupts politics and blocks innovation from potential competitors. Privatization has been employed by international financial institutions in recent decades, but it has mostly transferred monopolies from the public sector to private owners, which has made the problem worse and done little to enhance competition. Establishing genuinely competitive economies will require a new political culture around the world.  相似文献

The paper examines the cost efficiency of the Czech-banking system in the 1990s by applying the distribution free approach model. Reported results indicate that foreign banks were on average more efficient than the other banks, although their efficiency was comparable with the ‘good’ small banks’ efficiency in early years of their operation. Based on the estimated results it is argued that early privatisation of state-owned commercial banks and more liberal policy towards foreign banks in the early stage of transition would have enhanced the efficiency in the banking system. By understanding how productivity shocks affect firm value, an entrepreneur can better compute the risk premium associated with uncertainty in production. This study explores the link between plant-level productivity and firm value for the baking and confectionary sector. From the impulse response analysis, the study finds that there is a lag in the firm’s response to productivity shocks at the plant level. Further, the paper employs Tobin’s Q as a valuation metric that acts as a link between a firm’s manufacturing plant productivity and firm value. Empirical estimations indicate that there is comovement between firm valuation and plant level productivity.  相似文献

This paper focuses on the question of how rivals’ rent-seeking expenditures and investment expenditures are affected by the temporal dimension of those cash flows as well as the timing of the cash flow of monopoly rents. The paper applies methods from statistical reliability theory to derive five propositions establishing the conditions that must be satisfied if the rivals apportion their rent seeking and investment expenditures to maximize their certainty equivalents of the monopoly rent. The propositions explicate the responses of the rivals to changes in economic parameters characterizing the rent-seeking contest such as a change in the duration of the monopoly rent cash flow or a change in the number of rivals.  相似文献

论文研究了基于拍卖交易的垄断型产品供应链中卖方和买方的博弈问题,成交价格同时取决于卖方向拍卖市场的供货数量和买方向拍卖市场的竞拍数量。博弈结果显示,在垄断供应的情况下,博弈的纳什均衡将会是买卖双方都不通过拍卖渠道来进行交易,只有在非常极端的条件下可以达成供货和竞拍等量的均衡。最后,论文引入一个新卖方作为买方参与拍卖后的补货来源,得到的新均衡解能使原买卖双方的收益提高,从而说明单纯的拍卖并不总是最好的交易方式,多渠道的销售方式有时更能保障买卖双方的利益。  相似文献

As China enters the twenty-first century the health of the agricultural economy will increasingly rely, not on the growth of inputs, but on the growth of total factor productivity (TFP). However, the tremendous changes in the sector—sometimes back and sometimes forwards—as well as evolving institutions make it difficult to gauge from casual observation if the sector is healthy or not. Research spending has waxed and waned. Policies to encourage the import of foreign technologies have been applied unevenly. Structural adjustment policies also triggered wrenching changes in the sector. Horticulture and livestock production has boomed; while the output of other crops, such as rice, wheat and soybeans, has stagnated or fallen. At a time when China’s millions of producers are faced with complex decisions, the extension system is crumbling and farmer professional associations remain in their infancy. In short, there are just as many reasons to be optimistic about the productivity trends in agriculture as to be pessimistic. In this paper, we pursue one overall goal: to better understand the productivity trends in China’s agricultural sector during the reform era—with an emphasis on the 1990–2004 period. To do so, we pursue three specific objectives. First, relying on the National Cost of Production Data Set—China’s most complete set of farm input and output data—we chart the input and output trends for 23 of China’s main farm commodities. Second, using a stochastic production frontier function approach we estimate the rate of change in TFP for each commodity. Finally, we decompose the changes in TFP into two components: changes in efficiency and changes in technical change. Our findings—especially after the early 1990s are remarkably consistent. China’s agricultural TFP has grown at a healthy rate for all 23 commodities. TFP growth for the staple commodities generally rose around 2% annually; TFP growth for most horticulture and livestock commodities was even higher (between 3 and 5%). Equally consistent, we find that most of the change is accounted for by technical change. The analysis is consistent with the conclusion that new technologies have pushed out the production functions, since technical change accounts for most of the rise in TFP. In the case of many of the commodities, however, the efficiency of producers—that is, the average distance of producers from the production frontier—has fallen. In other words, China’s TFP growth would have been even higher had the efficiency of production not eroded the gains of technical change. Although we do not pinpoint the source of rising inefficiency, the results are consistent with a story that there is considerable disequilibrium in the farm economy during this period of rapid structural change and farmers are getting little help in making these adjustments from the extension system.  相似文献

This study’s multilevel statistical models quantify the effects of civilization zones and instrumental factors on the capacities for human agency that a country provides its citizens. These capacities are measured by the UN’s human development index, which synthesizes measures of literacy, longevity, and income. Indicators of political democracy, slavery, national debt, corruption, and internal conflict gauge the instrumental factors. Political freedom and emancipative employment coupled with civil order account for the regional differences in human development scores; civilization zones, heavily indebted poor countries, and corruption influence the variability among countries within the regions.  相似文献

The economics literature describes various factors that affect trade between countries, which, in addition to the standard economic and geographic factors, also include cultural, ethnic and historical factors. The present study is apparently one of only a few attempts in the literature to examine directly the effects of corruption on trade and the first attempt to examine trade over time in a specific country whose level of corruption changed significantly. Israel was chosen as the subject of the study mainly because of the fact that, according to international indexes, the country’s status as a civil society has declined significantly over the past decade. According to the corruption index of Transparency International, Israel was ranked 33rd in the world, at the end of the sample period in 2008, having fallen from 14th in 1995. The results of the research can serve as the basis for comparison to similar studies of other Western countries. The study’s conclusions support the hypothesis that the effect of corruption on trade of any given country is significant, stable and negative.  相似文献

There are two public sector broadcasters in the UK: the BBC and Channel 4. In their different ways, their behaviour attracts criticism from the private sector. However, this critique is unfocused and potentially counter-productive. A more efficient – or privatised – public sector would create greater, not lesser, problems for the private sector. The allegations of abuse of privilege and unfair competition may be justified, but the private sector needs a coherent alternative rationale for public funding of broadcasting before it can expect to win a public and political debate.  相似文献

A monopoly facing an uncertain demand can affect its profit distribution through the choice of ex ante controls. This paper compares two modes of behavior - price-setting and quantity-setting - in the context of a mean-variance model. The main results are: (a) With nonlinear cost, the monopoly will not be indifferent between the two modes. In the particular case of quadratic cost, conditions for the dominance of price-setting over quantity-setting behavior are derived. (b) Whereas it is well-known that the risk averse, quantity-setting monopoly will produce less under uncertainty than under certainty (or risk neutrality), the price-setting monopoly increases its expected output when faced by uncertain demand, possibly exceeding even the competitive output under uncertainty. (c) Using expected social surplus as a welfare criterion, price-setting emerges as the welfare-dominant behavior when there is a conflict between the privately and the socially preferred modes. (d) Finally, there exist conditions where price-setting monopolies welfare-dominate a competitive industry facing the same random demand.  相似文献

In this paper a sufficient condition for the identifiability of finite mixtures is given. This condition is less restrictive than Teicher’s condition Teicher H, Ann Math Stat 34:1265–1269 (1963) and therefore it can be applied to a wider range of families of mixtures. In particular, it applies to the classes of all finite mixtures of Log-gamma and of reversed Log-gamma distributions. These families have been already studied by Henna J Jpn Stat Soc 24:193–200 (1994) using another condition, different from Teicher’s, but more difficult to check in many cases. Furthermore, the result given in this paper is very appropiated for the case of mixtures of the union of different distribution families. To illustrate this an application to the class of all finite mixtures generated by the union of Lognormal, Gamma and Weibull distributions is given, where Teicher’s and Henna’s conditions are not applicable  相似文献

Competition in local bus services in Ireland has been prohibited for more than 80 years, with the majority of services operated by state‐owned monopolies. The Public Transport Regulation Act 2009 seemed to herald a radical departure. It established a new transport regulator and provided that, after an initial five‐year period, routes would be opened up to competitive tendering unless an extension of the incumbents' monopoly rights was necessary to guarantee continuity of services. Yet in December 2013 the regulator decided to extend the state bus companies' monopolies on the vast majority of their routes until the end of 2019. This paper argues that there is no economic evidence to support this decision, which is reminiscent of the previous policy approach of protecting the state companies and raises concerns of possible regulatory capture. The paper calls for the phased introduction of competitive tendering of all routes currently operated by the state bus companies as quickly as possible.  相似文献

This paper analyses the process of harmonisation of national pesticides regulations in the EC. One of the outcomes of this process was, in 1991, the adoption of an EC regulation which includes new environmental requirements for pesticides to be sold on the EC market. This regulatory process shows an example of trade-off between competition policy and environmental policy. After having described the competition in the agrochemical sector, the paper examines this trade-off in two ways. Firstly, the behaviour of industrial interest groups throughout the process and their influence in the devising of the regulation is considered. Secondly, the impact of competitive issues on the implementation of part of the 1991 regulation (i.e. the re-registration of old pesticides commercialised in the EC) is analysed. This case study confirms some general results of the regulatory capture theory but it also points out some limits of these theories: firms seemed to be much more sensitive to negative pay-offs than to positive ones when deciding to become involved in this regulatory process. A second insight brought up by this case study concerns the link between competition policy and environmental policy and its influence on the efficiency of the latter. Environment-competition trade-off in the agrochemical sector confronts the regulator, when it adopts environmental policy, with two risks: a risk of changing the structure of the industry (from a differentiated and innovative one to a commodity one) if the regulator does not provide sufficient pay-offs for environmental R&D costs, or a risk of allowing part of the industry to increase monopoly rents. Both risks would affect environmental efficiency, either by reducing the innovation in the sector or by over-protecting ‘greener’ pesticides from competition on price.  相似文献

Recent evidence suggests that firms’ environments are becoming more complex and uncertain. This paper investigates the relationship between the complexity of a firm’s activities, environmental uncertainty and organizational structure. We assume agents are arranged hierarchically, but decisions can be made at different levels. We model a firm’s activity set as a modified NK landscape. Via simulations, we find that centralized decision making generates a higher payoff in more complex and uncertain environments, and that a flatter structure is better for the organization with centralized decision making, provided the cost of information processing is low enough. Owing to the complexity of a construction project, the fuzzy ANP is helpful to deal with interdependent relationships within a multi-criteria decision-making model. This paper uses the Porter’s diamond model that influences how competitive advantages, which is a matrix providing a conceptual model for the main framework, as a construct for selecting the location of a regional hospital in Taiwan to determine its effectiveness. The applicability of our proposed fuzzy ANP model is demonstrated with a case study that summarizes an intervention in which the model’s framework and basic concepts were applied.  相似文献

The turn towards the knowledge‐based economy and creative strategies to enhance urban competitiveness within it has been well documented. Yet too little has been said to date about the transformation of land use for new productive activities, and the contradictions inherent to this process. Our case study is Barcelona, an erstwhile ‘model’ for urban regeneration which has sought to transform itself into a global knowledge city since 2000. Through the lens of Marxian value theory, and Harvey's writing on urban monopoly rents especially, we show how the 22@Barcelona project — conceived with received wisdom about the determinants of urban knowledge‐based competitiveness in mind — amounted to an exercise in the capture of monopoly rents, driven by the compulsion of public sector institutions, financiers and developers to pursue rental profit‐maximizing opportunities through the mobilization of land as a financial asset.  相似文献
