Research on the effect of information and communication technology (ICT) on productivity in developed countries is already extensive, but the spillover and time-varying effects of ICT investment across economic activities have been only minimally explored. This paper investigates the impacts of ICT and its spillovers on productivity in Canada, focusing on heterogeneity across provinces and industries over time. The panel data estimation model includes 10 provinces with diverse economic activities for the period 1990–2008, and the two-digit level industries for the period 1981–2008. The findings show that ICT has a positive impact on labour productivity, but the effects vary significantly across provinces, industries, and time. Specifically, while provinces with higher shares of manufacturing and services in their GDP have reaped the benefits of ICT investment, other provinces primarily dependent on natural resources and agriculture are lagging behind. The industry-level analysis also reveals that manufacturing and services industries have benefited from ICT investment much more than primary sector industries. The results further indicate that ICT investment in the USA, a major trading partner, has spilled over to some Canadian provinces and industries and that the overall ICT effects are stabilized in those ICT-intensive provinces and industries.  相似文献

In this paper we present a new industry-level database to analyze sources of growth in four major European countries: France, Germany, Netherlands and the United Kingdom (EU-4), in comparison with the United States for the period 1979–2000. Aggregate labor productivity growth is decomposed into industry-level contributions of labor quality, ICT and non-ICT capital deepening and TFP. A small set of service industries is mainly responsible for the acceleration in ICT capital deepening in both regions, but their contribution to growth is lower in the EU-4 than in the U.S. TFP in these ICT-intensive services accelerated in the U.S. in the 1990s, but not in Europe. In addition, widespread deceleration in non-ICT capital deepening in the EU-4 has led to a European labor productivity slowdown.  相似文献

ICT-intensive firms are often found to have a better performance than their non-ICT-intensive counterparts. Along with investing in ICT capital they have to adapt their production and business processes in order to reap the potentials implied by the use of ICT. Are these firms also more resilient in times of crisis? We study this question by exploiting a novel and unique data set from the Micro Moments Database. Covering 12 countries, 7 industries and the period from 2001 to 2010, the data allow us to distinguish between ICT-intensive and non-ICT-intensive firms within industries. We find evidence that indeed during the crisis in 2008 and 2009, ICT-intensive firms were hit less hard with respect to their productivity. This holds in particular for firms from service industries. Moreover, ICT-intensive firms were also more successful in introducing process innovations during that period which could explain their better productivity performance compared to non-ICT intensive firms.  相似文献

In this paper we analyse labour productivity growth in 51 industriesin European countries and the United States. Using shift-sharetechniques we identify the industries in which the U.S. is leadingmost strongly. With a detailed decomposition analysis we identifywhether the sources of the U.S. advantage are due to fasterproductivity growth, higher industry productivity levels relativeto the country aggregate, different employment shares or fasterchange in employment shares of rapidly growing industries. Theresults show that U.S. productivity has grown faster than inthe EU because of a larger employment share in the ICT producingsector and faster productivity growth in services industriesthat make intensive use of ICT. Numerous studies have documented the contribution of ICT to growth. Less has been done on the contribution of communications technology, the “C” in ICT. We construct an international dataset of fourteen OECD countries and present contributions to growth for each ICT asset (IT hardware, CT equipment and software) using alternative ICT deflators. Using each country’s deflator we find that the contribution of CT capital deepening to productivity growth is lower in the EU than the US. Thus we ask: is that lower contribution due to a lower rate of CT investment or differing sources and methods for measurement of price change? We find that: (a) there are still considerable disparities in measures of ICT price change across countries; (b) in terms of growth-accounting, price harmonisation has a greater impact on the measured contributions of IT hardware and software in the EU relative to the US, than that of CT equipment; over 1996–2013, harmonising investment prices explains just 15% of the gap in the EU CT contribution relative to the US, compared to 25% for IT hardware; (c) over 1996–2013, CT capital deepening accounted for 0.11% pa (6% as a share) of labour productivity growth (LPG) in the US, compared to 0.03% pa (2.5% of LPG) in the EU-13 when using national accounts deflators; and (d) using OECD harmonised deflators, the figure for the EU-13 is raised to 0.04% pa (4% of LPG).  相似文献

This article investigates the long-run relationship between labour productivity and employment, and between labour productivity and real wages in the case of the Indian manufacturing sector. The panel data set consists of 17 two-digit manufacturing industries for the period 1973–1974 to 1999–2001. We find that productivity-wages and productivity-employment are panel cointegrated for all industries. We find that both employment and real wages exert a positive effect on labour productivity. We argue that flexible labour market has a significant influence on manufacturing productivity, employment and real wages in the case of Indian manufacturing.  相似文献

In this study, the association between information and communication technology (ICT) intensity in firms and labour productivity is explored across 14 European countries for the years 2001–2010. ICT intensity is approximated by the proportion of broadband internet-enabled employees, a novel indicator measuring not only adoption but also diffusion within and among firms. Data have been retrieved by means of the distributed microdata approach (DMD) from registers on business, trade and education as well as from surveys on production, ICT usage and innovation activities in firms held at the national statistical offices. This pioneering approach allows access to otherwise confidential linked firm-level information in dimensions not earlier available. Pooled OLS estimations based on approximately 400,000 observations in harmonised and representative datasets show that in a majority of countries there is a significant and positive relationship between the proportion of broadband internet-enabled employees and labour productivity in firms. However, the strength of the relationship varies across countries and industries. Manufacturing firms receive 50% larger estimates than the services firms, while the latter instead experience the positive association more frequently.  相似文献

This paper examines the impact of employment protection legislation (EPL) on hiring decisions by own-account workers and firing decisions by very small firms (one to four employees). Using data from the EU-15 countries, our results show that the strictness of employment protection legislation is negatively related to both these types of decisions, and hence, to labour mobility among the smallest firms. This new evidence may be useful for governments aiming to create a more enabling macro-environment for employment and productivity growth.  相似文献

This paper examines the growth impact of digital capital in the US and the EU-15 countries from a long-run perspective. It estimates the elasticity of output with respect to Information and Communication Technology (ICT) within a production function framework, by means of a panel cointegration analysis. ICT capital is found to significantly spur GDP growth over time, and above its income share. This sharply contrasts with existing aggregate evidence, and with the view that the growth impact of this factor is confined to the contribution given to the productivity resurgence of the 1990s.  相似文献

European labour markets have undergone several important innovations over the last three decades. Most countries have reformed their labour markets since the mid‐1990s, with the liberalization of fixed‐term contracts and temporary work agencies being the common elements to such reforms. This paper investigates the existence of a change in the dynamic behaviour of the aggregate employment for major European Union countries – France, Germany, Italy and Spain. According to our results, partial labour market reforms have made the response of the aggregate employment to output shocks larger and quite comparable to that found for the UK – the most flexible labour market in Europe since the Thatcher reforms.  相似文献

Abstract. In this paper, we make a comparison of industry output, inputs and productivity growth and levels between seven advanced economies (Australia, Canada, France, Germany, the Netherlands, United Kingdom and United States). Our industry-level growth accounts make use of input data on labour quantity (hours) and composition (schooling levels), and distinguish between six different types of capital assets (including three information and communication technology (ICT) assets). The comparisons of levels rely on industry-specific purchasing power parities (PPPs) for output and inputs, within a consistent input–output framework for the year 1997. Our results show that differences in productivity growth and levels can be mainly traced to market services, not to goods-producing industries. Part of the strong productivity growth in market services in Anglo-Saxon countries, such as in Australia and Canada, may be related to relatively low productivity levels compared with the United States. In contrast, services productivity levels in continental European countries were on par with the United States in 1997, but growth in Europe was much weaker since then. In terms of factor input use, the United States is very different from all other countries, mostly because of the more intensive use of ICT capital in the United States.  相似文献

Information and communication technology (ICT) products have undergone rapid technical change. Where quality improvements occur, they should be reflected in official price and quantity indices, otherwise there is a tendency to over-estimate price movements and under-estimate volume changes of ICT products. Statistical offices deal with this issue but the degree and nature of quality-adjustment of price indices of ICT products varies considerably between OECD countries. The present study simulates measurement effects on key economic variables (real output, private final consumption, government expenditure, investment, exports and imports) and productivity, under the assumption that the price indices of ICT products are fully quality-adjusted. The paper draws on a large selection of empirical studies to identify differences between quality-adjusted and unadjusted price changes and uses detailed information from input-output tables to assess their weights in final demand. Effects on GDP and its components are quantified for five selected OECD countries.  相似文献

The paper aims to provide an original contribution to evaluating several kinds of relations between four areas of innovation activities – training, technology, organization, ICT (information and communication technologies) – and industrial relations and firm’s economic performance. Quantitative evidence for a SME‐based local production system is provided by exploiting two datasets: the first is derived from a direct survey carried out in 2005 collecting data on innovations, labour flexibility and industrial relations; the second is represented by a panel of official balance sheets data for the period 1998–2004. The analysis is divided in two consequential parts. We first examine the drivers of different innovation strategies and subsequently we exploit innovation indicators as potential drivers of firm’s productivity. The results show that training activities and organizational changes have strong links with many industrial relations indicators, thus emerging as industrial relations driven innovations. On the contrary, ICT and technological innovation seem to be more influenced by firms’ past performances than by industrial relations. The analysis on labour productivity drivers shows that training activities are the most relevant factors; then, ranked consequently, technological innovation, organisational innovations and, finally, ICT also appear to impact on productivity levels. It is worth noting that the role of ICT emerges more robustly when endogeneity is specifically addressed. Finally, the role of firm size seems here to be overshadowed by other drivers.  相似文献

Tax decentralization should improve the efficiency of local governments and ultimately boost output growth. However, the empirical evidence is mixed. Decomposing output growth into labour productivity and employment growth, we show that the ultimate effect of fiscal decentralization on growth depends on which factor prevails, thus rendering the direct estimation of tax decentralization on growth ambiguous. Using an instrumental variable approach, with instruments based on institutional similarities and geographic distance, the empirical analysis on a sample of 20 OECD countries shows that the positive and significant effect of tax decentralization on the employment growth rate is offset by the reduction of labour productivity growth, resulting in the absence of any statistically significant effect on output growth.  相似文献

This paper examines differentials in output, employment and productivity across seventeen service industries in the United States from 1939 to 1963. Included are 9 retail trades and 8 services mostly from the personal service group. The industries chosen were those for which it was possible to obtain from available data reasonably comparable measures of output and input for selected years since 1939. Also, they are industries for which it is possible to calculate a measure of real output that is not based on labor input.
Sixteen of the industries show positive rates of change of real output per man. Thus there appears to be no basis for assuming that productivity cannot or does not increase in industries providing services. However, the rate of increase for the group as a whole was not as rapid as in manufacturing or in goods production as a whole.
The data for the seventeen industries give strong support to the hypothesis of a positive correlation between industry rates of growth and rates of change of productivity. The correlations are of the same order of magnitude as those found by other investigators in studies of manufacturing industries.
The coefficient of correlation between growth of output per man and growth of output is .93; between growth of output per man and growth of employment it is .54 for 1939–1963. The comparable coefficients for the 1948–1963 period are .70 and .13.
The results also parallel those reported for manufacturing in one other respect, namely, the absence of any correlation between changes in output per man and changes in compensation per man.
The paper concludes with a discussion of the problems encountered in measuring changes in real output in these industries and presents some alternative estimates based on different concepts and different sources.  相似文献

The article investigates the employment effects of technology. A set of models is developed where changes in industry-level employment are explained by changes in demand, wages, by the diffusion of innovation and its market impact. The empirical test uses data from two EU innovation surveys – CIS (Community Innovation Survey) 2 (1994–1996) and CIS 3 (1998–2000) – on 10 industrial sectors and 10 European countries. The results of the models show the importance to discriminate between different strategies for innovation, between high- and low-innovation industries, and between short-term labour market effects and the long-term impact of structural change.  相似文献

Abstract. In this paper we analyse labour productivity growth in the United States, four European countries (France, Germany, the Netherlands and United Kingdom), Australia and Canada between 1987 and 2003 from an industry perspective. Rather than analysing broad industry groups, we compare the pattern of growth in all industries through Harberger diagrams. We introduce new summary measures, which indicate the pervasiveness of growth patterns. These indicators show that investment in both information and communication technology (ICT) and non-ICT capital is fairly balanced or 'yeasty', driven by overall macro-economic conditions. However, growth of total factor productivity (TFP) is much more localized or 'mushroom-like'. In particular we find a clear distinction between countries in continental Europe, in which TFP is decelerating after 1995 and becoming more localized, and Anglo-Saxon countries in which TFP growth is accelerating and becoming more broad-based, especially after 2000. The increased breadth of Anglo-Saxon TFP growth is consistent with delayed effects of intangible investments that are complementary to ICT investments.  相似文献

This article analyses the determinants of research and development (R&D) and the role of innovation on labour productivity in Catalan firms. Our empirical analysis found a considerable heterogeneity in firm performances between the manufacturing and service industries and between low- and high-tech industries. The frontiers that separate manufacturing and service industries are increasingly blurred. In Catalonia high-tech knowledge-intensive services (KIS) play a strategic role in promoting innovation in both manufacturing and service industries, and driving growth throughout the regional economy. Empirical results show new firms created during the period 2002–2004 that have a greater R&D intensity than incumbent firms (54.1% in high-tech manufacturing industries and 68.8% in high-tech KIS). Small and young firms in the high-tech KIS sector are very prone to carrying out R&D and they invest more in innovation projects. R&D expenditures, output innovation, investment in physical capital, market share and export have positive effects on labour productivity in both the manufacturing and service sectors. Firm size, on the other hand, has a positive effect on productivity in manufacturing industries but not in services.  相似文献
