加强社会保险经办机构能力建设的对策

社保经办机构能力的建设是我国政府体制改革的一部分,也是社会保障体系完善的重要内容。社会保险经办机构能力建设不是简单的要编制、增加预算和技术改造,它必须与国家社会保障体系建设目标和服务型政府建设原则保持一致,进行组织创新和综合性改革。文章分析了加强社会保险经办机构能力建设的对策。

《社会保险法》规定了社会保险经办机构设立、机构职责、经费保障，明确了社会保险信息系统建设要作为社会保险管理和经办服务的重要支撑，对社保经办机构健全完善相关制度提出了明确要求，体现了《社会保险法》的前瞻性和可操作性。社会保险经办机构的建设，应由中央明确社会保险经办机构社会保险费征收职能及机构整合后名称、机构性质、机构规格，业务职能、人员编制，使社会保险经办机构相对独立、信息化、标准化目标基本实现，专业化程度达到新的水平。

我国非营利组织立法的原则、模式及结构

建构科学完备的非营利组织法律体系,是现代社会组织体制的本质要求。非营利组织法属于私法。我国非营利组织立法应遵循非营利组织培育与规制并重、立法传统继承与适度创新及法律制度体系和谐诸原则。我国应建构以民法为统帅、非营利组织基本法为主导、非营利组织单行法为补充的非营利组织法律体系。我国未来非营利组织基本法宜采取组织法与行为法合一模式,篇章结构可设计为总则、设立、组织机构、变更和终止、财产的管理和使用、外国非营利组织分支机构、监管及公益组织认定和法律责任八章。     

社会保险经办体制亟需进一步完善

我国社会保险制度从1987年恢复以来,经过二十多年的发展,已经确定了以"社会统筹与个人账户"相结合的社会保险体制。《中华人民共和国社会保险法(草案)》已经明确提出我国基本养老保险基金实行省级统筹,并逐步实行全国统筹的战略思想,但还没有对失业保险基金、医疗保险基金、工伤保险基金、生育保险基金的统筹方式做出处规定,也没有对社保经办机构及公共服务的职能做出专门规定,这种状况对社会保险工作的顺利展开和社保经办机构能力的提升有很大制约。本文对我国社会保险经办体制现状的研究,能为进一步完善社会保险经办体制抛砖引玉,实现理顺体制,提升效能,服务社会的目的。维护参保单位和个人的合法权益,使社会保险制度平稳和可持续发展。

The Intervention Principle

This paper investigates efficient policy interventions in market economies, establishing a general policy intervention result and explaining why more general results are not possible. The paper shows the applicability of the methodology to a number of new results in the theory of international trade, including policy intervention in the presence of increasing returns to scale. The analytical tools are not based on calculus, but set theory, agent optimization, and market clearing. They apply to discrete comparisons as well as for small changes.

A Democracy Principle and Strategy-Proofness

In some social choice applications we want more than one alternative to be selected in some situations. This allows the construction of strategy-proof social choice rules that are not dictatorial. But if we also require x alone to be selected if it is at the top of some ordering that is submitted by more than half of the individuals then the rule cannot be strategy-proof. We prove this for rules that sometimes select one alternative, and sometimes two, but never more than two.     

Rejecting the Hotelling Valuation Principle

In correcting our regressions for heteroskedasticity, Joseph Eisenhauer strengthens our case that the Hotelling Valuation Principle is not valid and that mine valuation must recognize technological constraints on production.     

Retaining the Hotelling Valuation Principle

Further testing of the Hotelling Valuation Principle (HVP) corroborates my initial assessment that the HVP cannot be rejected on the basis of the Cairns and Davis (1998) data set. This conclusion is also consistent with a number of previous studies.     

The Principle of Strong Diminishing Transfer

We reconsider the principles of diminishing transfer and dual diminishing transfer. It appears that if a Rank Dependent Expected Utility (RDEU) maximizer respects the principle of diminishing (resp. dual diminishing) transfer, then he or she behaves in accordance with the Expected Utility model (resp. Yaari's dual model). This leads us to define the principle of strong diminishing transfer, which is a combination of the principles of diminishing and dual diminishing transfer. We give necessary conditions for a RDEU maximizer to respect this principle. These results are applied to the problem of inequality measurement. The One-Shot-Deviation Principle for Sequential Rationality

This article analyzes the fictitious play process originally proposed for strategic form games by Brown (1951) and Robinson (1951). We interpret the process as a model of preplay thinking performed by players before acting in a one-shot game. This model is one of bounded rationality. We discuss how fictitious play should then be defined for extensive form games and conclude that this is somewhat problematic. We therefore study two alternative definitions. For either of these, under a weak condition of initial uncertainty, a convergence point of a fictitious play sequence is a sequential equilibrium.
