This paper discusses how financial stability governance has evolved and how central banks and financial regulators are coping with the threats posed by climate uncertainty, providing an overview of G20 countries’ green central banking experiences in the past 20 years. The analysis shows that most central banks realise their climate ambitions through financial stability mandates, leaving the monetary stability mandate unaffected. Considering the debate on market neutrality, the concerns on the risk of overstretching the central banks’ mandate, violation of Tinbergen’s principle and threats posed to central banks’ independence, the provided evidence reveals a mismatch between the observed policy practice and its theoretical underpinnings. Drawing on these findings, we argue that effective green central banking governance should be based on a synthesis between monetary and macroprudential policymaking.

Abstract

The 1997 financial crisis wiped out 30% of the Bulgarian banking sector and created severe strains on corporations. With the establishment of the currency board in 1997 and the new Banking Law, which set the legal framework for proper bank supervision, major Bulgarian banks were rapidly privatized through sales to foreigners, now controlling around 80% of bank assets. Since 1997, the Bulgarian banking sector has recovered from the crisis by improving its profitability and efficiency and adopted a legal framework compatible with the European Union standards. Based on a regression analysis of bank balance sheets and income statements, this paper shows that low level of credit volume during 1997-1999 derived from banks' cautious stance towards credit making reflecting both the ongoing risks in the real sector, and the stringent new banking regulations. Large banks, however, benefited from scale economies in improving profitability in the same period.  相似文献

The Eurosystem has been operating in crisis mode for more than four years now. Massive quantitative and qualitative easing in its monetary policy stance are the visible marks of its response to the turbulence in the financial sector. This policy aims primarily at maintaining financial stability in the euro area by providing vast liquidity support to commercial banks that are operating in nationally segmented banking systems. The sovereign debt crises in some member countries further exacerbate the segmentation problem along country borders. As a side effect, cross-border capital flows are substituted by money market operations by the national central banks. The latter are engaging more and more often in substantial balance-of-payments financing, and financial risks are shifted from investors to European taxpayers via the Eurosystem. Symptomatically, this shows up in exploding TARGET2 positions in the national central banks’ balance sheets. The longer this process continues, the stronger the centrifugal forces become that ultimately might burst the single currency. A solution requires a euro area-wide regulatory approach for the financial sector. Next to a uniform scheme for banking regulation, supervision and resolution, we recommend the comprehensive introduction of contingent convertible bonds (CoCos) as a major refinancing source for the banking industry. As this proposal cannot be introduced overnight, national and European banking resolution funds are necessary in the short run. The latter do not rescue banks, but they kick in as soon as a bank’s equity is depleted in order to wind down failing banks in a systemically prudent way.  相似文献

基于2007~2013年我国商业银行面板数据,检验审慎监管指标与银行效率和风险的关系,从银行发展的视角对审慎监管有效性进行实证分析.研究发现;较高的资本充足率在降低银行信贷风险的同时,也导致其成本效率和利润效率下降;拨备覆盖率的增加有利于降低银行信贷风险,但却显著地提高了银行成本效率;存贷比监管不仅不能降低银行信贷风险和经营风险,还显著地增加了银行成本效率和利润效率,流动性比率对银行风险和银行效率的影响均不显著.这些结论表明,不同审慎监管工具对银行风险和效率的影响存在差别,部分审慎监管工具在降低银行风险的同时,也降低了银行效率,审慎监管的目标在效率和风险之间存在一定的取舍.  相似文献

Abstract

We present novel quantitative evidence on the number and location of correspondent banking relationships in the 1930s, a neglected area of international banking. Our data, collected from Thomas Skinners’ Bankers’ Almanac, captures over 2000 correspondent banking connections primarily based on London and New York and a smaller cohort of multinational banks. We draw on the new institutional economics and international business literature to explain the relative ubiquity of correspondent banking and the relative scarcity of multinational banks. Our argument that bilateral trade flows drive correspondent banking is tested empirically using an instrumental Poisson pseudo-maximum likelihood estimation.  相似文献

We present the risk spillover effect of 2178 banks in 63 countries along the Belt and Road from 2006 to 2020 with the VAR-BEKK-GARCH model. We find that Chinese banking has two-way risk contagion with banks in East Asia and Association of Southeast Asian Nations, South Asia, West Asia, and Central Asia. Furthermore, Chinese banking keeps a positive correlation with banks in Thailand, Turkey, and Saudi Arabia, and its relationship with Indonesia and Kazakhstan shows seasonal characteristics, whereas with India, there is no obvious spillover effect.  相似文献

Islamic banking is visibly on the rise across the globe, supported by a growing clientele, both Muslim and non‐Muslim, although it has yet to demonstrate that it is a viable alternative to conventional banking. Islamic banking is still under the shadow of conventional banking, not only with products that are strikingly similar to those offered by conventional banks, but also with conventional banks having a strong presence as stakeholders in the Islamic banking industry. Islamic banking is still in the early phase of a presumably long evolutionary process, apparently stuck in the initial phase of product differentiation. Islamic banks are competing with conventional banks rather than among themselves, which does not augur well for innovations and creativity, as it tends to keep them preoccupied with modifications of conventional products with Shari'ah compliance. Islamic banks have arrived at a new crossroads. They could either continue on the same path of what may be termed as ‘head‐on competition’ with conventional banks or change their direction in favour of a ‘niche market’ strategy.  相似文献

This paper explores the processes of financial intermediation that are used by commercial banks in their interactions with SMEs in Poland. The paper develops an argument for examining the empirical realities of commercial bank involvement with the SME sector within the context of economic transformation by suggesting that the connection between them influences the trajectories of economic change within transition. The paper provides a history of re-organisation of the commercial banking sector in Poland, paying particular attention to the involvement of foreign capital and foreign banks as the trend towards increasing foreign participation is apparent in the Central European transition economies. The findings from this research suggest that there are some significant variations within the commercial banking sector in the approach to, and practices for, lending to the SME sector.  相似文献

Spurred by deregulation, cost, and risk factors, commercial bank mergers have accelerated sharply in recent years. Many banks appear to be positioning themselves for the advent of interstate banking through holding company or reciprocal branching arrangements. Yet, the performance effects of mergers among operating U.S. banks (as opposed to holding company acquisitions) have been examined both infrequently and inconclusively. This study focuses upon the characteristics and performance effects of national bank mergers occurring during the 1970–1980 period. Acquiring national banks were found to have lower operating efficiency and productivity than nonmerging banks and their profitability did not increase following the mergers, but credit availability, productivity, loan losses, deposit service charges, and interest-rate risk did rise. Frequency of merger activity did not significantly influence bank profitability or growth, but did augment stockholder risks and increase business and real-estate credit. In the aggregate, national bank mergers appeared to result neither in significant service benefits nor in significant service costs to the public.Spurred by deregulation of the industry, rising cost pressures, and increased operating risk, merger transactions among U.S. banks have soared in recent years. During the 1982–1986 period, for example, banking led all other industries in the number of consummated mergers and consistently was among the ten leading U.S. industries in the estimated market value of merger agreements. Moreover, the recent upsurge in reciprocal interstate banking agreements and proposals for fully legalized interstate banking hold out the prospect for a further acceleration in bank merger transactions in the years ahead. In view of the fact that legislation in more than 30 states now permits some form of interstate banking by merger or de novo entry and a June 1985 ruling of the U.S. Supreme Court has legitimized regional banking compacts, the public and private impact of bank mergers becomes of much greater importance as a research focus.Despite the magnitude of recent bank merger transactions and their implications for the public, the research literature in this area is surprisingly meager and often contradictory. This article is an attempt to focus more sharply on recent research findings, provide additional evidence concerning the effects of mergers on the financial performance of banks, and assess their impact on the public's interest in an adequate supply of financial services.  相似文献

Banking firms are becoming increasingly aware that their clients’ management of environmental and social risks may in term threaten their own business as lenders and investors. In addition, stakeholders are requiring banks to improve their social performance. As a result, some banks are developing corporate social responsibility (CSR) policies and management systems to reduce potential risks and improve their performance. In the Spanish financial system, half of the banking firms are savings banks, most of which have always used some Corporate Social Responsibility (CSR) criteria in their management. Private Banks have only recently started to integrate social aspects in their performance. However, no formal analysis has been carried out on the impact of CSR strategies. Various initiatives have been launched nationally and internationally to include the social dimension in management systems. The purpose of this research is to analyse the social performance of the main Spanish financial companies through public data such as social or sustainability reports and media sources. In order to do this, we need to determine which CSR criteria most greatly affect banking firms and to choose the most accurate quantitative and qualitative indicators to measure social performance.  相似文献

Our system of banking is fragile. Banks that appear to be well-capitalised one day are not the next. Banks that borrow short and lend long are subject to runs that threaten the payments system. The current regulation of financial services is damaging and unsustainable. Regulators must decide on the appropriate amount of equity capital, but it is almost impossible to define an “optimal” capital ratio. A resolution mechanism for banks is unlikely to be a solution to a system-wide loss of confidence. We need to design a credible ex ante framework for liquidity provision. My proposal would require banks to pre-position collateral, making the central bank a pawnbroker for all seasons. On regulation, we need simple robust principles to guide us, not tens of thousands of pages of detailed rules.  相似文献

This paper analyses the anti-inflationary policies which were pursued in Britain and West Germany during the Korean War boom. It argues that the institutional relationships between the government, the central bank and the banking system can have considerable impact on the implementation of policy. The war brought a major shift in raw material prices and a consequent rise in bank lending in both countries to finance the increased import bill. The German independent central bank (BdL) used technical measures to restrain short-term lending, but was frustrated by the willingness of the Landeszentralbanken (regional central banks) to discount the bills of their local banking system. In addition, the banks themselves, because they operated in a competitive system, sought ways to circumvent the restrictions. The BdL took steps to tighten these loopholes and introduce a much stronger and more well defined policy transmission mechanism. Shifts in the terms of trade reduced inflationary pressure but the BdL retained tighter control over the banking system.

In Britain, the Bank of England was nominally controlled by the government, although it was able to exercise a degree of independence. Both parties had clear ideas of how inflationary pressure could be controlled in the economy; but these ideas differed significantly and neither one was able to impose their preferred option on the other. The result was a mixture of quantitative restrictions on the banks' balance sheets and qualitative guidelines to the banking system on the nature and extent of lending. The shift in raw material prices in 1952 largely solved the problem which it had created in 1951. The authorities, however, felt that their policies had been successful in constraining inflation and they failed to improve the monetary policy transmission mechanism as the Germans had done.  相似文献

This study aims to compare environmental motives and performance of conventional and Islamic banks in Bangladesh. Green compliance index was developed based on the Bangladesh Bank (the central bank of Bangladesh) guidelines whereas information regarding governance variables is collected from the annual reports of 9 Islamic and 31 conventional banks. Results show Islamic banks are more environmentally friendly compared to their conventional counterparts. Board size is negatively related to green compliance whereas board independence and auditor's type do not have any significant influence on green compliance for both clusters of banks. Compliance with green banking policies enhances the reputation for Islamic banks and accountability and profitability for conventional banks. Results of this study provide useful information for regulatory authorities to formulate policies that are conducive to enhance bank's environmental performance.  相似文献

2014年开始银行业将面临着利率市场化的外界环境,在这样的背景下,我国银行业将会普遍感受到这一外界环境带来的巨大压力,尤其是资产总额相对较小的城市商业银行。本文使用SWOT模型对利弊进行分析可以看出在市场利率化的过程中城市商业银行面临的不仅仅是各种风险的加大,甚至还有倒闭的可能。然而不能忽视的是城市商业银行仍然在很多方面是具有优势的,比如更加熟悉银行本地的经济发展状况、与当地的企业合作更加密切,如果能更好的运用这些优势的同时,提升自身的创新能力、服务水平等综合素质,是完全可以利用这次机遇使银行自身的发展更加成熟。  相似文献

This paper investigates the effect of technical change on the costs of banking firms operating in 11 Central and Eastern European countries using Fourier‐flexible cost function specification for the period 1995–2002. A common cost frontier with country‐specific variables is employed in order to take into account macro‐economic and regulatory conditions that vary over country and time. Our findings suggest that the rate of reduction in costs resulting from technical change increased during the sample period. Banks operating in Hungary, Czech Republic and Poland benefited more from technical change than their counterparts. In terms of cost reduction, large banks benefited more from technical progress. This indicates that large banks are more able to change their optimal input mix in response to changes in technology.  相似文献
