This paper examines the impact of smoking regulations on restaurant employment in West Virginia, a state with a high rate of smoking prevalence. Using a confidential establishment‐level dataset, our results suggest that smoking bans reduced restaurant employment by between 0.7 and 1.5 workers, depending on model specification. We find that smoking restrictions have heterogeneous impacts across establishments, with the largest impacts on mid‐sized establishments, defined as those with 10–29 employees. Our results also suggest that the impact of smoking restrictions was larger in counties with higher rates of smoking prevalence. (JEL L51, D78, H0)  相似文献

As a response to the 1994 Mexican peso crisis, in April 1995 the Mexican government increased the Value Added Tax (VAT) rate from 10 to 15%. More recently, policy makers have debated the potential economic impact of a reduction in the VAT rate on VAT revenue. Using a vector autoregression (VAR) model, this article analyzes the dynamics between government spending, inflation, the VAT rate, and VAT revenue in Mexico. The results from the estimated impulse response functions and variance decompositions indicate that VAT rate hikes lead to increases in government tax receipts. Further, tax collections play an important role in explaining movements in the rate of inflation in the Mexican economy. Overall, the findings are consistent with the view that increases (decreases) in the VAT rate result in larger (smaller) tax revenues.  相似文献

This article characterizes efficient labor market allocations in a labor selection model. The model's crucial aspect is cross‐sectional heterogeneity for new job contacts, which leads to an endogenous selection threshold for new hires. With cross‐sectional dispersion calibrated to microeconomic data, 40% of empirically relevant fluctuations in the job‐finding rate arise, which contrasts with results in an efficient search and matching economy. The efficient selection model's results hold in partial and general equilibrium, as well as with sequential search.  相似文献

There has been very little detailed exploration of the relationship between wage income and household inequality in South Africa despite the relevance of this issue for many contemporary growth and development policy debates. This article is directed at such an analysis. It uses a decomposition of household income inequality by income components to highlight the dominance of wage income in driving overall income inequality. This is followed by a detailed discussion of the distribution of the unemployed across different wage-earning household categories. Many of the unemployed are seen to depend on wage earners within their households, but a significant percentage of the unemployed, especially in rural areas, have no direct link to labor market earners. In such cases, the creation of employment is essential. The conclusion explores policy implications by linking our empirical findings to South African debates over the quality versus the quantity of employment.  相似文献

This article nests a continuous‐time learning model la Jovanovic (Journal of Political Economy 92 (1984), 108–22) into a directed on‐the‐job search framework. We prove that the socially efficient allocation is separable, that is, the workers' value functions and optimal controls are independent of both the distribution of workers across their current match qualities and the unemployment rate. We characterize the dynamics of job transitions in the efficient allocation. Furthermore, when the matching technology is linear, our numerical results show that increasing the vacancy creation cost and the speed of learning have ambiguous effects on the unemployment rate and aggregate job transition.  相似文献

A matching function methodology is used to investigate the macroeconomic effects of labor market program (LMP) commencements on youth unemployment outflows in Australia using unpublished data that classify commencements and outflows by duration of unemployment. The results indicate that LMPs have had significant effects on outflows from short-term unemployment. There is a net positive effect from LMP commencements on short-term unemployed female outflow rates. However, females experienced negative spillover effects from male LMP commencements. These spillover effects appear to be associated with wage subsidy programs and suggest the net impact of such programs may have been overstated in previous studies.  相似文献

Some have criticized government antidiscrimination programs for causing efficiency losses both by devoting public resources to monitoring and enforcement and by distorting personnel decisions. This paper examines the efficiency consequences of such programs when discrimination is caused by a market failure and when regulators are imperfectly informed about individual firms' personnel policies.
This paper outlines a simple model of "statistical discrimination" and shows that an equal opportunity rule, which constrains employers from offering different wage schedules to different groups, will improve the efficiency of this economy. Employers will attempt to evade such regulation, and the paper describes an evasion strategy in which employers search for worker "qualifications" that can act as proxies for race or sex. The paper discusses problems involved in monitoring and enforcing compliance, and considers two possible responses by the regulatory agency. The first is analogous to "disparate impact" judgments in which the type of information that employers can use in personnel decisions is regulated. The second is an affirmative action-type policy that monitors the outcomes, rather than the process, of hiring and compensation decisions. Affirmative action policies have some advantages since they permit employers to use information more efficiently than do policies that attempt to regulate personnel decisions directly. However, affirmative action policies are likely to lead to charges of preferential treatment.  相似文献

Violent crime contributes to depleting the supply of marriageable males in minority communities. Young black males die disproportionately due to homicides. Also, a disproportionate number of young black males are in prisons and jails. Consequently, they are withdrawn from the productive labor force and become less desirable mates and fathers. They become "marginalized." Black families, in turn, are deprived of productive male heads. This paper, using Current Population Survey data for 1985, demonstrates that a direct effect of reducing the supply of marriageable mates is to increase the proportion of black families headed by females. The impacts of homicide and incarceration far exceed those of public welfare in influencing changing black family structures.  相似文献

Using maximum likelihood techniques and monthly panel data we solve and estimate an explicitly dynamic model of criminal behavior where current criminal activity impacts future labor market outcomes. We show that the threat of future adverse effects in the labor market when arrested acts as a strong deterrent to crime. Moreover, such forward‐looking behavior is estimated to be important. Hence, policies that weaken this deterrence will be much less effective in fighting crime. This suggests that prevention is more powerful than redemption since anticipated redemption allows criminals to look forward to negating the consequences of their crimes.  相似文献

We consider the case in which a corruptible manager contemplates to embezzle his/her firm's revenues by overstating the production costs in a duopolistic market. In order to embezzle more, the manager chooses to increase the firm's output. This partially corrects the market failures associated with the oligopoly distortion. Nevertheless, pervasive and large‐scale embezzlement is detrimental and should be addressed, although moderate embezzlement might be socially good. We also consider how the length of tenure affects the manager's behaviours: extending the tenure cannot eradicate embezzlement, and an insufficient rise of the reward rate may only defer embezzlement.  相似文献

We investigate the possibility that labor market discrimination affects capital. Previous research indicates that discrimination affects wages and employment in labor markets. However, the effects of discrimination on other inputs to production are not known. We develop a model of the optimal capital stock in the presence of customer discrimination and test this model using data on sports facility construction. The empirical evidence suggests that teams in cities with a larger white population and more racial segregation put less capital in place, confirming the predictions of the model about the effect of customer discrimination on capital inputs. Traditional measures of labor quality might have the shortcoming of missing some features of the very important increase in labor utilization within European countries. In particular, we explore the case of Spain. Despite showing one of the most important increases in labor quality in the EU according to standard methods, it also presents a negative TFP growth. The paper shows the importance of considering—on top of observed changes in the composition of the labor force by gender, age, education, tenure, and nationality—changes in both average and relative productivities of those abovementioned socio‐demographic groups over time. We first use a time varying weight index in order to capture the decrease in relative productivities across characteristics. Once this issue is considered the estimated growth of labor quality decreases notably and the index becomes flat between 2002 and 2006. We relate this slowdown to the increasing over‐education of the Spanish workforce in the recent past. We then incorporate a selection model into the labor force. We argue that in the recent past there has been a massive entry of workers with below average unobserved abilities, generating a decrease in quality of labor. Indeed labor quality slightly decreased from 1995 onwards (always increasing without the selection model).  相似文献

This paper provides estimates of the impact of an unanticipated child during adolescence on labor supply and earnings using data for women who gave birth between 1976 and 2015 drawn from 1990 and 2000 censuses and the American Community Surveys. Twins at first birth are used as an instrument to avoid the problems of fertility endogeneity. Estimates from our instrumental variable models indicate that the arrival of a second‐born twin had severe economic consequences for adolescent women over most of our data. This article develops a model that incorporates workers' fair wage preferences into a general equilibrium framework with heterogeneous firms. In a setting where the wage considered to be fair by workers depends on the productivity of the firm they are working in, we study the determinants of profits, involuntary unemployment and within‐group wage inequality. We use this model to investigate the effects of globalization, thereby pointing to distributional conflicts that have so far not been accounted for: a simultaneous increase of average profits and involuntary unemployment as well as a surge in within‐group wage inequality.  相似文献

Abstract.  A new analytical technique, named 'Bi-Directional Reiterative Truncated Projected Least Squares' (BD-RTPLS), produces reduced form estimations and less than half the error of OLS when there are omitted variables that interact with included variables. This paper develops confidence intervals for BD-RTPLS and uses BD-RTPLS to estimate the relationship between the exchange rate (e) and gross domestic product (GDP) using annual data from 1984 to 2000 for 23 developing Asian and Pacific countries. BD-RTPLS produces estimates for the exchange rate multiplier ( d GDP/ d e) for these countries and shows how omitted variables affected these multipliers across countries and over time.  相似文献

This paper uses aggregate data from 42 police-force areas over 12 years to test predictions of Becker's economic model of crime. The effects of measures for deterrence on the incidence of three types of acquisitive criminal activity (burglary, theft, robbery) in England and Wales are explored. Mixed support for the Becker model emerges. The growth in unemployment is seen to impact positively on two of the three types of criminal activity examined. Per capita household income is seen to have a negative effect on the recorded rates of burglary and theft, but there is some evidence that the income variable is a proxy for the effects of unemployment. Poor housing conditions and the relative youth of the population were also found to play a role in the determination of criminal activity.  相似文献

本文使用2005年1%人口抽样调查数据,考察了在我国大中城市中,劳动力流动对本地劳动者就业率和工资的影响。我们发现,外来劳动力对城市本地劳动力的就业率和工资均具有统计上显著的负向作用,但是影响的规模非常小。对于全部教育组平均而言,外来劳动力每增加10%,城市本地劳动力的就业率下降0.3%,工资下降0.65%;对于中低教育水平(高中及以下)的城市本地劳动力而言,外来劳动力的影响程度相对高一些,但是仍然不算大。另外,我们发现,外来劳动力对本地职工工资的影响,要大于对就业率的影响,说明城市本地劳动力对于外来劳动力存在有限的反应,主要体现在降低保留工资,而非放弃工作机会。  相似文献

This paper re‐examines inflows of foreign direct investment (FDI) in the 32 subnational Mexican states based on quarterly data from 2005 to 2015, which includes rising drug‐related crimes. We estimate our models using panel data methods by type of crime, state‐level indicators (real wages and electricity consumption), macroeconomic forces (the real exchange rate and interest rate), and a dummy variable for the financial crisis of 2008–2009. We employ a flexible lag‐length method and find that homicides and thefts have negative and statistically significant effects on FDI, while other crimes have no effects.
