Squatting as a housing strategy and as a tool of urban social movements accompanies the development of capitalist cities worldwide. We argue that the dynamics of squatter movements are directly connected to strategies of urban renewal in that movement conjunctures occur when urban regimes are in crisis. An analysis of the history of Berlin squatter movements, their political context and their effects on urban policies since the 1970s, clearly shows how massive mobilizations at the beginning of the 1980s and in the early 1990s developed in a context of transition in regimes of urban renewal. The crisis of Fordist city planning at the end of the 1970s provoked a movement of "rehab squatting" ('Instandbesetzung'), which contributed to the institutionalization of "cautious urban renewal" ('behutsame Stadterneuerung') in an important way. The second rupture in Berlin's urban renewal became apparent in 1989 and 1990, when the necessity of restoring whole inner-city districts constituted a new, budget-straining challenge for urban policymaking. Whilst in the 1980s the squatter movement became a central condition for and a political factor of the transition to "cautious urban renewal," in the 1990s large-scale squatting — mainly in the eastern parts of the city — is better understood as an alien element in times of neoliberal urban restructuring.  相似文献

A key question in urban sociology is how people interpret the urban environment. At a time when cities are increasingly militarized, this question is particularly important for understanding how militarism impacts urban life. However, urban sociologists have not addressed how people experience militarized environments. This article turns to this question by considering the case of Lydda‐Lod, an Israeli city that has been demographically and physically transformed by war, displacement and securitization. Drawing on Wacquant's sociology of spatial stigma and adding insights from works on emotions in (post‐)conflict cities, I examine how poor Palestinians think and feel about the surveilled districts where they live within the city's broader landscape of ruins. I show how the Israeli military, security and policing agencies have collectively produced spatial stigmatization of these districts. I discuss how Palestinians respond to this spatial stigma by attaching a sense of worthlessness to their districts. However, this reproduction of spatial stigma is punctuated by expressions of care for the built environment and by a desire to revalorize collective Palestinian life in the city. I conclude by discussing how a perspective on militarized cities focused on everyday responses to militarism and attentive to marginalities enriches urban sociology and urban studies more generally.  相似文献

Why do cities exist? Geographers Allen Scott and Michael Storper recently put the question before the field of urban studies and provided a clear and concise answer in terms of economies of agglomeration and the urban land nexus. I argue that two other basic elements must be added to this duo: the spatial concentration of economic surplus by ruling classes and states and the creation of a built environment or urban landscape. In addition, I take issue with Scott and Storper's neglect of the problem of scale in urban theory and their overly tidy sense of what constitutes a scientific approach to complex phenomena like cities.  相似文献

In this article, we discuss the concept of territory from a decolonized perspective. We engage with the ongoing debate on decentralizing urban studies to outline the potential drawbacks of essentializing, generalizing or objectifying the urban. Through the socio‐territorial approach utilized here we seek to address these issues by shifting attention, first, to the social production of territory, and secondly, from an analysis of state strategies to the urban scale. We understand territory as being produced when subjects struggle over the practices, meanings and tenures of urban space. An example from Mexico City is employed to illustrate how territory becomes both the site and stake of social struggle. By focusing on the subjects involved in the production of territory, and on the way different subjects produce and reproduce hegemonic spaces and counter‐spaces, we emphasize three aspects in particular: first, a territory's specific material conditions; secondly, the imaginarios (social imaginaries) various actors inscribe into it; and thirdly, the communal land use form of the ejido as a unique territorial regulation. Finally, we argue for the empirical groundedness of the concept of territory with the aim of further pluralizing the field of urban studies. The socio‐territorial approach we propose explicitly focuses on power relations in the production of both urban space and knowledge.  相似文献

Automobility — the centering of society and everyday life around automobiles and their spaces — is one of the most contentious aspects of contemporary urban growth debates at the local, national, and global scale. The politics of automobility is a spatial struggle over how the city should be organized and for whom. Yet there is little research on how this struggle is unfolding, and how that politics is shaping urban space. Part of this stems from the essentialization of automobility in policy and academic discourses on cities. Moving beyond essentialization, this article will explore how contentious political struggles reveal nuanced and diverse discourses and ideologies surrounding automobility and space. Focusing on what I call ‘secessionist automobility’— using an automobile as an instrument of spatial secession — I examine Atlanta, Georgia’s contentious automobility debate. Secessionist automobility is bound with the blunt politics of race‐based secession from urban space, but also more subtle forms of spatial secession rooted in anti‐urban ideologies. Implications for local, national, and global contestation of automobility will be provided.  相似文献

This article advances a conceptualization of spatial distinction that, following Bourdieu, relates principles of division in ‘social space’ with formations of segregation in urban space. It applies this interpretive framework to concisely narrate the one hundred years' history of spatial distinction in Tel Aviv. Analyzing five moments in the city's development, it focuses on a dominant principle of distinction in each period and its ensuing segregations: predominantly ethno‐national (Jewish–Arab) distinction that established Tel Aviv in opposition to Jaffa at the turn of the twentieth century; nuanced ethno‐class distinction that shaped the city's rapid growth in the 1920s–30s and created an elaborate socio‐spatial hierarchy of neighborhoods; institutionalized distinction that governed the collective supply of housing in the 1930s–40s, evolving into a complex system of housing classifications; ‘distinction‐by‐distance’ through exclusive suburbanization and the emergence of a metropolitan scale of distinction in the 1950s–70s; and a ‘back‐to‐the‐center’ strategy of distinction by way of gentrification in the 1980s–90s and within gated residential enclaves at the beginning of the twenty‐first century. Through this concise history, various principles, mechanisms and scales of spatial distinction are elaborated upon, as a way to think about the socially constructed, historically contingent and continuously changing divisions and segregations in cities.  相似文献

This article examines the legal geography of municipal bylaws regulating rooming houses in the City of Toronto. Using a legal geography analysis of Toronto's rooming house licensing bylaw, I argue that this bylaw is a ghost jurisdiction that designates part of the city as illegal and has implications for governance of the inner suburbs. In so doing, I push the debate on legal geography forward by suggesting that we, as urban scholars, take the temporal seriously in our analysis of space. Drawing from semi‐structured interviews, archival data and participant observation, I analyse seemingly mundane legal mechanisms through the case study of suburban rooming houses. Overall, in this article I make three contributions. First, I demonstrate how a temporal analysis is important to legal geography inquiries of uneven regulation and spaces of poverty. Second, I suggest that studies of legal governance are integral for redefining suburban governance amidst socio‐economic decline in the inner suburbs. Third, I argue that studying urban legal mechanisms in the suburbs is essential for moving beyond downtown analytical frameworks and is needed to address how low‐income suburban tenants, a large majority of whom are racialized newcomers, are unevenly regulated and unfairly governed by local government.  相似文献

Hamburg currently exemplifies the departure from a straightforward neoliberal urban track. The city's neoliberal path only moved into full swing in the first decade of the 2000s. During this period, urban development was primarily subject to property market mechanisms—with projects being granted to the highest bidder—prompting effects such as rapidly rising rents, deepened social segregation and increased property‐led displacement. Since 2009, however, the city's entrepreneurial urban policy encountered comprehensive resistance movements that eventually led to the rediscovery of a political will for a new housing policy and interventionist policy instruments. This article focuses on the turning point of neoliberal policies and examines the wider scope of the contemporary urban agenda in Hamburg. We first conceptualize potential limits of the neoliberal city in general and then discuss three momentous local policy experiments—the International Building Exhibition, promising ‘improvement without displacement'; the rediscovery of housing regulations through the ‘Social Preservation Statute'; and the ‘Alliance for Housing', aiming to tackle the housing shortage. We discuss these approaches as funding, regulation, and actor‐based approaches to limiting the neoliberal city.  相似文献

Since the 1960s, lesbian, gay, bisexual, transgender and queer (LGBTQ) culture has developed in big cities and metropolises everywhere (not only in the West, but also in Asia, Latin America and indeed Africa). This essay examines how cities provide the spatial conditions necessary for the formation of such emancipatory movements based on identity politics and strategies which transcend binary gender dualism. The starting point of this investigation is my thesis that only urban life enables LGBTQ individuals to live their lives fully, realize their (sexual) identities, and furthermore organize themselves collectively, become publicly visible, and appropriate urban, societal and political spaces.  相似文献

Much of the urban studies literature on the London Olympics has focused on its social legacies and the top‐down nature of policy agendas. This article explores one element that has been less well covered — the contractual dynamics and delivery networks that have shaped infrastructure provision. Drawing on interviews and freedom of information requests, this article explores the mechanisms involved in the project's delivery and their implications for broader understandings of urban politics and policymaking. It assesses contemporary writings on regulatory capitalism, public–private networks and new contractual spaces to frame the empirical discussion. This article argues that the London Olympic model has been characterized by the prioritization of delivery over representative democracy. Democratic imperatives, such as those around sustainability and employment rights, have been institutionally re‐placed and converted into contractual requirements on firms. This form of state‐led privatization of the development process represents a new, and for some, potentially more effective mode of governance than those offered by traditional systems of regulation and management.  相似文献

Despite considerable national and urban prosperity, significant numbers of Australians are homeless. How local governments engage with homelessness has significant implications for the homeless population. In recent years, municipal strategies have inclined towards the maintenance of public order at the cost of the rights of homeless individuals. In this article, we investigate the approach to homelessness proposed by the City of Melbourne in 2017, which centered on the expansion of powers to remove individuals and the confiscation of possessions, testing the council’s claims as to the impact of visible homelessness upon local businesses and upon other users of public spaces.  相似文献

The previous literature has generally found that most Chinese cities were undersized in the 1990s. However, little is known about how urban agglomeration in China has evolved since the country began to experience much faster urbanization and deep marketization after 2000. Based on panel data of 281 cities between 2000 and 2013, our spatial panel data regression results show that the scale impact of city size on urban productivity appears to have an inverted U shape, and its effect will grow when the cities’ industrial structure becomes more dominated by the service sector. There are also significant spatial interactions and spatial heterogeneity of urban agglomeration among Chinese cities. Furthermore, we compute the optimal size for each city and find that most Chinese cities are still undersized in recent years. Based on our findings, we argue that the Chinese government should focus on promoting sufficient growth of medium sized cities in its new urbanization strategy.  相似文献

Welfare-state transformation and entrepreneurial urban politics in Western welfare states since the late 1970s have yielded converging trends in the transformation of the dominant Fordist paradigm of social housing in terms of its societal function and institutional and spatial form. In this article I draw from a comparative case study on two cities in Germany to show that the resulting new paradigm is simultaneously shaped by the idiosyncrasies of the country's national housing regime and local housing policies. While German governments have successively limited the societal function of social housing as a legitimate instrument only for addressing exceptional housing crises, local policies on providing and organizing social housing within this framework display significant variation. However, planning and design principles dominating the spatial forms of social housing have been congruent. They may be interpreted as both an expression of the marginalization of social housing within the restructured welfare housing regime and a tool of its implementation according to the logics of entrepreneurial urban politics.  相似文献

This article focuses on the material and discursive constructions of nature and children in the city. While dominant representations and idealizations of nature and childhood depend on the binary logic of the nature/culture and rural/urban divide, there is also a simplification and romanticization of nature in children's geographies and a lack of children and their spaces in urban political ecology. We argue that children and nature in cities need to be removed from a binary model of being and attended to in more nuanced ways in urban political ecology and children's geographies. In this regard, we suggest that both nature and children in cities need to be queered. We need to ask how the production of urban spaces (re)creates particular romantic and idealized relations with natures that reify the binaries between nature/culture, and male/female through a heteronormative framework. The purpose of this article is to bring the critical nature–society theories of urban political ecology into conversation with work in children's geographies that explores the ‘nature' of childhood, and in doing so queer the relationship between children and nature. Drawing on research on queer ecologies, and queered childhoods, we aim to provide a framework to rethink and queer both nature and children in cities.  相似文献

Recent research on Roma stigmatization has tended to focus on the marginal socio‐economic and spatial position of Roma people within European societies, with poverty, persistent inequalities and substandard housing conditions (for example, ghettoization) highlighting their differential treatment. Central to such accounts are group images and stereotypes of Roma as ‘benefit scroungers’ and/or ‘beggars’ lacking notions of self‐restraint and social responsibility. This body of research is hugely important in terms of its contribution to an understanding of the complex dynamics of marginalization and stigmatization of poor Roma households. Yet not all Roma are characterized by poverty and economic hardship. This article explores the neglected experiences of wealthy Roma within urban spaces in Romania. It draws on empirical evidence from interviews with Roma families, leaders and local authorities. Our analysis exposes the way in which Roma are vehemently stigmatized regardless of their economic position or housing circumstances and highlights deep underlying sentiments towards them within Romanian society. We critique Wacquant's concept of territorial stigmatization by applying it to wealthy groups outwith typical areas of relegation (for example, Roma ghettos) within the specific urban context of post‐socialist Romania. While our analysis points to the internalization of stigma, we also identify distinct defensive strategies wealthy Roma employ to counter and avoid stigmatization. We suggest that a focus on the neglected spaces of wealthy Roma groups can facilitate a more comprehensive understanding of the distinct urban power relations that shape Roma stigmatization, reveal how this long‐term process has recently been accentuated within Europe alongside a more overt populist and anti‐Roma political agenda, and contribute to the development and refinement of Wacquant's thesis.  相似文献

This article engages in the debate on urban contentious politics by returning to the Tunisian revolution. In the article, I chart movements provoked by neoliberal restructurings, and show how these ultimately came together to form a mass movement demanding radical political change. I first describe the socio‐spatial roots of the Tunisian revolution to understand its dynamics. Based on the chronology of the unfolding events I sketch the classes, social groups and movements that coalesced against authoritarian rule in early 2011. Although the Tunisian revolution started in rural environments, I focus more specifically on the role of urban social movements in the uprising to link questions of urbanism to what were clearly national revolts. Secondly, I outline the scope of neoliberal reforms in Tunisia by looking at the impact of these reforms to chart the resulting emergence of contentious politics in response to the increasing violence that characterized all levels of economic life during this period. I also consider the resulting uneven development and the changing relations between the state and the different social classes. This enables me to reflect on the politicization of the city with the aim of opening up new opportunities for engaging with a more comparative and cosmopolitan theory about cities around the world.  相似文献

The relationship between form and function in European Mediterranean cities has been widely addressed from various perspectives. A number of studies indicate that, until the 1980s, compactness was a key trait of several cities of the Northern Mediterranean. However, after the ‘compact growth’ period, these cities experienced patterns of urbanization that differed from their traditional trends. Since the 1990s, sprawl, coupled with population decline in the inner cities, has become the main pattern of urban development. This article explores the key features of exurban development in the Mediterranean region in order to provide material for a discussion based on the differences and similarities in the characteristics of sprawl processes originating in the US and Northern Europe. It concludes that any debate on policy responses to sprawl must be specifically formulated according to the scope, administrative level, housing and planning system, territorial and socioeconomic characteristics of the urban system under examination. It is our belief that sprawl requires site‐specific analyses and policy strategies for the region being studied if the process is to be effectively controlled.  相似文献
