While there is general acceptance that urban governance in China is entrepreneurial in nature, little has been written about the precise ways in which Chinese cities implement entrepreneurial policies. In this article we argue that the primary agents of urban entrepreneurialism in China are urban investment and development companies (UIDCs), known in Chinese as chengtou for short. We start by defining UIDCs as a category of state-owned enterprise, but one that is wholly owned by local (often city) governments. We note that in the literature UIDCs are generally recognized for their involvement in raising funds for projects and piling up hidden debts, but their multiple roles in urban development tend to be neglected. We introduce here four UIDCs that have been largely responsible for the transformation of Shanghai into a modern city spearheading Chinese state entrepreneurialism, and in doing so we delineate the full range of the activities of these urban business empires. We argue in particular that they represent a corporate involvement by the state in urban development—the state presenting itself in the guise of a market player, a corporate entity able to raise funds and act as if it were a private company. UIDCs are the driving force behind China's urban entrepreneurialism and are without a clear parallel elsewhere.  相似文献

In this article, public art is proposed as creative agency mobilized to form urban imaginaries. These alternate visions are largely facilitated by artists and art collectives using urban communities as performative grounds. These projects promote a view of art as an effective channel for ‘recentering’ — the identification of a multitude of centers that endlessly fracture and shift, very much resembling the nature of cities themselves. An alternate vision of the city through cartography informed by contrast, temporality and ephemerality is proposed alongside dominant representations of the city. Works by artists Alma Quinto, Mark Salvatus and Wire Tuazon are representative examples of such strategies. Diverse in tactics and platforms, defined by site‐specific mediations, the projects facilitated by these artists reveal the uneven conditions that beset Metro Manila and its outlying areas. Quinto's altered Urban Plan/Duyan is the result of her engagement with women in an informal settler community in San Andres Bukid, Manila, while Salvatus's web‐based Neo‐Urban Planner is an astute observation of the obsessive yet futile ordering of people and space by the state. Tuazon's Amphibian installation is a commentary on the encroachment of multinational interests in local communities. These interventions are foils to state‐ and private‐led urban development schemes. Their strength lies in their direct engagement with the sphere of public dialogue and self‐determination. These artistic practices and strategies are shaped by community interaction, revealing that meanings residing in urban forms are relentlessly negotiated by the numerous actors that inhabit the city.  相似文献

A burgeoning literature looks into the processes and actors involved in the adoption and emulation of best practices and models of urban policy and development across the globe, often with the aim of attracting investment and making cities more competitive. With its focus on leisure, tourism and global capital, the redevelopment of the Bay of Luanda, in the capital of Angola, echoes the rhetoric, policies and projects underpinning such practices. Yet, a deeper interrogation reveals that the redevelopment forms part of a predominantly inward‐looking project driven by the highest echelons of the national government and its ruling party. While these actors mimic and appropriate the language and tools of entrepreneurial cities, their aim is not necessarily to make the city more internationally competitive but to achieve domestic political legitimacy and stability. The argument presented in this article builds on McCann's ( 2013 ) call for scholars to also consider the ‘introspective’ politics of urban policy boosterism from the perspective of a context in which power is highly centralized. The article thus contributes to a growing literature that advances more adequate and provincialized theorizations of urban policy and city governance in the global South, with a particular focus on the African context.  相似文献

Large‐scale waterfront redevelopment projects, an urban development phenomenon that originated in the 1970s, are attractive to a growing suite of cities worldwide. But why? These mega‐projects are full of pitfalls, broken promises, cost overruns, disappointments and are often accused of promoting inequality. In this article, we consider the specific case of Melbourne's Docklands, which local popular opinion has roundly judged a failure despite the countervailing judgment of success in the revival of ‘liveability' of the adjacent Melbourne central business district. We use the Docklands case to illustrate the utility of a ‘critical pragmatic' framework of analysis to get behind dominant explanations of the demands of the urban growth machine and postmodern neoliberal capitalism. Without denying the existence of these dynamics, nor their hegemony, we nevertheless explicate how a critical pragmatic analysis can reveal the social dynamics driving the judgments and justifications offered by actors in urban redevelopment. A pragmatic analysis of these dynamics of argument and action at critical moments in the long process of an urban redevelopment can reveal new kinds of compromises and tests by which these projects are judged. In other words, what counts as failure and as success in the work of city building will shift, depending on what actors do and how they talk about it, and on how well these actions and justifications hold up to public challenges about the true character of a successful city. By gauging how these challenges are constituted and settled, we can better understand the evolution of the urban value proposition, and the new notion of justice grounded in urbanity that is emerging at the urban redevelopment frontier.  相似文献

The introduction to this symposium on entrepreneurial religion and neoliberal urbanism discusses leading scholarly approaches to religion and urban theory, arguing that, despite their merits, these approaches are in need of refinement. Theories on religion and urban theory too often describe religion as a reactionary phenomenon. Religious movements and spaces are generally defined as pockets of resistance and shelter against retreating or failing states under neoliberal restructuring programmes in the shadow of consumption dreams. Although religious actors and ideologies unquestionably form part of urban groups that are denied access to public and private means to wealth and security, the contributors to this symposium argue that within a global, comparative perspective, the entwinement of religion, state and market reveal more complicated configurations. Through a comparison of Islamic gated communities in Istanbul, Pentecostal prayer camps in Lagos and Pentecostal grassroots movements in the favelas of Rio de Janeiro, this symposium demonstrates that urban religion should also be regarded as a constitutive force of contemporary capitalism and should therefore be placed at the heart of the neoliberal construction of urban space instead of at its margins.  相似文献

Despite the existence of a positive relationship between new firm creation and economic growth, a certain controversy still exists regarding the need for the public promotion of entrepreneurship. The recent surge of entrepreneurship policies encompasses a wide variety of instruments and goals that are mainly designed and implemented at a regional or local level, which allows for a more efficient use of public resources. Case studies are therefore a useful approach to assessing “good practices” in entrepreneurship policies. We adopt this approach to empirically analyse whether policies are targeting specific entrepreneurial projects or not in the region of Valencia. We identify the features (in relation to the entrepreneur, the sector and the characteristics of the project itself) that may influence greater access to public funding and are principally related to standard requirements for this means of financing. These variables do not address specific entrepreneurial profiles, sectors or applicant projects, thereby revealing a substantial degree of horizontal policy design. Other features, such as almost all entrepreneurial characteristics (previous experience, age, etc.), do not seem relevant in terms of receiving public funds.  相似文献

This article introduces a new mode of urban entrepreneurialism in London through a study of the state‐executed, speculative development and financialization of public land. In response to an intensifying housing crisis and austerity‐imposed fiscal constraints, municipalities in London are devising entrepreneurial solutions to deliver more housing. Among these ‘solutions’ can be found the early signs of the state‐executed financialization of public housing in the UK with the use of speculative council‐owned special purpose vehicles (SPVs) that replace existing public housing stock with mixed‐tenure developments, creating ambiguous public/private tenancies that function as homes and the basis for liquid financial assets. Drawing together parallel literatures on the financialization of urban governance and housing, and combining these with original empirical research, we situate these developments in contrast to earlier modes of governance, identifying a distinct mode of entrepreneurial governance in London: financialized municipal entrepreneurialism. The local state is no longer merely the enabler—limited to providing strategic oversight of the private sector—but financializes its practice in a reimagined commercialized interventionism, as property speculator. This article concludes that while the architects of this new mode of entrepreneurialism extol the increased capacity and control it provides, any such gains must be set against longer‐term financial, democratic and political risks.  相似文献

This article critically examines the governing of ‘sustainable urban development’ through self‐build cohousing groups in Gothenburg and Hamburg. The two case cities have been selected because both are currently involved in major urban restructuring, and have launched programmes to support self‐build groups and cohousing as part of their emphasis on promoting urban sustainable development through this process. Departing from a theoretical discussion on advanced liberal urban governance, focusing in particular on the contemporary discourse on sustainable urban development, we examine the interaction between political institutions, civil society and private actors in the construction of cohousing as a perceived novel and alternative form of housing that may contribute to fulfilling certain sustainability goals. Questions centre on the socio‐political contextualization of cohousing; concepts of sustainability; strategies of, and relations between, different actors in promoting cohousing; gentrification and segregation; and inclusion and exclusion. In conclusion we argue that, while self‐build groups can provide pockets of cohousing as an alternative to dominant forms of housing, the economic and political logics of advanced liberal urban development make even such a modest target difficult, particularly when it comes to making such housing affordable.  相似文献

The paper deals with institutional change in Poland. The accompanying pherlomenon is an escalating wave of entrepreneurial ventures. They take on different legal forms. The most popular, limited liability companies, emerge in the private, the cooperative, and the state sectors, and often across these sectors. These developments give rise to new interest groups which generally support a market reform. The conflict between the market oriented sector and the administered sector becomes one of the main factors influencing the economic policies of the state. In the paper, the development of the private sector is analyzed with the use of measures relating to the proportion of revenues from the private sector in the total state budget revenues.  相似文献

Eco‐cities have attracted international attention from governments, corporations, academics and other actors seeking to use sustainable urban planning to reduce urban environmental impacts. China has devoted significant political will and economic resources to the development of new‐build eco‐city projects, reflecting the Chinese government's goals to build a ‘harmonious society' in which environmental sustainability and social stability are mutually reinforcing. We critically analyse the case of the Sino‐Singapore Tianjin eco‐city to demonstrate that the eco‐city's ecologically modernizing visions of eco‐urbanism construct a protective environment for its residents that constrains broader consideration of social sustainability. Through analysis of the marketing and presentation of specific domestic and other spaces of the eco‐city, we examine the application of ecologically modernizing construction and technology to the design of the city. We argue that the eco‐city is discursively constructed as ecologically beneficial for its inhabitants rather than for the broader socio‐environmental landscape. Our analysis of residential spaces in Tianjin eco‐city introduces the question of what ‘eco’ means when considering the construction of eco‐urban environments for the city's residents.  相似文献

The purpose of this paper is to analyse mechanisms of evolution by studying a population of firms involved in the provision of telecom access in Norway after the liberation of the telecom sector during the 1990s. The approach is based on a combination of theory on entrepreneurship and theories on sectoral innovation systems, in particular the role of entrepreneurship under different technological regimes. By analysing the role of different actors in the market for telecom access, the relationship between the previous state monopolist Telenor and other companies entering the market is discussed. The main conclusion is that Telenor, in spite of the liberalization of the telecom market, still is in a very dominant position in the markets for access provision. To the extent that Telenor is challenged, it is basically by other existing telecom companies. By the time of finalizing this paper (2006), none of the entrepreneurial firms have survived as independent firms. The main conclusion deriving from this analysis, is that the telecom access sector is characterized by the routinized regime, in which the larger, established firms are the dominant players. However, this does not mean that entrepreneurs do not play important roles. By starting their new ventures, entrepreneurs are challenging the positions of the incumbents; they are contributing to more competition and innovation. Without the pressure from the entrepreneurial entrants, the level of innovation in the sectoral system would have been significantly lower.  相似文献

This paper examines the relationship between biomedical policies and entrepreneurial R&D strategies. Public health programs have been unable to provide effective and affordable treatment of infectious diseases for the poor. While governments have become more open to private sector contributions to policy objectives, it is rare to find new ventures commercializing healthcare innovations for neglected diseases. Two case studies of entrepreneurial ventures, in the UK and China, provide evidence on how resource-constrained firms mobilize participants in policy-specific ecosystems to achieve their goals of new vaccine development for tuberculosis. Ecosystem analysis reveals how the innovators’ business models can align their strategies with national policy objectives.  相似文献

This article analyses the development and marketing of Islamic gated communities in Basaksehir, Istanbul. It demonstrates how a blueprint of public–private urban development was appropriated by middle‐class Islamists. The gated communities in Basaksehirwhich, at the outset, were not explicitly religious—gradually became attractive to religious actors searching for enclosed urban enclaves where Islamic communities would be protected against perceived moral‐urban threats. While urban‐religious enclaves appear to bear similarities to pre‐modern Ottoman Islamic urban enclaves, the rise of contemporary Islamic gated communities should be understood in light of the recent coming to power of the Islamist Turkish government. In cooperation with this government, housing development agencies approached Islamic investors to find capital for their public–private housing projects. One of the results of this form of urban development is that, contrary to pre‐modern Ottoman Islamic urban enclaves, the Islamic gated communities are homogenous in terms of economic class, catering specifically to the Islamic middle classes. Moreover, people who invest in Basaksehir desire an urban‐religious lifestyle that differs from the ‘traditional' religious lifestyle experienced in ‘traditional' Islamic neighbourhoods. The specific urban‐religious configuration generates a new type of Islam that better fits middle‐class values and a middle‐class lifestyle.  相似文献

Spatial approaches to examining entrepreneurship have increasingly built on theories of social capital. However, the nature and extent of local social capital in less successful deprived communities remains under researched and inadequately understood. This article examines the association between social capital and entrepreneurship in a deprived urban neighbourhood in the city of Leeds, UK as a means of contributing to an improved theoretical understanding of how space moderates this association. It is found that social capital has a strong association with patterns of entrepreneurship in deprived urban neighbourhoods, with the potential impacts being both positive and negative. The forms of social capital are found to differ from that found in more affluent localities, with a prevalence of bonding social capital as the key facilitator of entrepreneurship, which may help in the early stages of venture development, but which over time may become a constraint. Also, a lack of the bridging social capital associated with entrepreneurial success is found within the locality. From a policy perspective, it is recommended that policymakers responsible for entrepreneurship in deprived urban neighbourhoods should seek to enhance initiatives for developing social capital which incorporate local businesses, residents and local government agencies.  相似文献

What is the role of legal ambiguity in the creation and institutionalization of private property regimes? In what ways does the (ab)use of legal ambiguities affect market‐making processes? I address these questions through a detailed analysis of two large‐scale urban renewal projects in Istanbul that impose a formal private property regime on informal settlements. My research reveals that without the strategic utilization of legal ambiguities and administrative arbitrariness by public and private actors, private property cannot be easily created and hence capitalist markets cannot function efficiently. My findings challenge the assumptions of several social science traditions such as neoclassical and neoinstitutionalist economics, as well as most works within the law and economics tradition regarding the relationship between law, property and economic development. These approaches to economic development are underpinned by the legal certainty that private property entails as the most important element for an efficient economic order. However, in their unconditional support for private ownership, they fail to realize the degree of legal ambiguity and administrative arbitrariness needed to create the private property regime in the first place. As such their arguments remain theoretically and empirically incomplete. A more complete analysis of the relationship between law and economic dynamics must focus on how private property is constructed, and the extent to which legal ambiguities and loopholes are utilized in this process.  相似文献

This paper examines the current phase of transition of Tanzania's economy from state-led to market-led development, and considers the impacts of this transition on technological capabilities. The focus is on the different agendas and practices which surround private sector promotion in Tanzania, and examines these from the viewpoint of three sets of actors: the state, aid donors and the private sector itself. It is argued that while there is a consensus that private sector promotion is the way forward for Tanzania to rebuild its industrial and technological base, there are differences of opinions between the main players and there are differences between what is said (the agendas) and what is done (the practice). Historical enmities and distrust between sections of the private sector also contribute to these differences. The conclusion identifies a possible emerging consensus and new alliances between African and Asian Tanzanian business interests that can have a positive impact on technological capabilities and industrial renovation.  相似文献

Governments are increasingly using public–private partnerships (PPPs) to deliver public infrastructures and facilities. The prime motivation to embark on these partnerships is often to deliver products and services on time and on budget. It is generally assumed that by transferring project risks and responsibilities to private‐sector actors, governments can achieve better value for money. This article provides a novel perspective on the standards applied in PPP endeavors as it examines the tensions between the public management rationale behind value for money on the one hand, and conceptions of design and city building on the other. We focus on planning practice in the Canadian province of Ontario to show that governments apply different understandings of value in PPPs which, in turn, affect the way the design process is run. Architects, who are used to playing the role of master builder in a traditional public infrastructure project, are shifted into a less influential position and struggle with their new role. Furthermore, a different set of priorities applies in the new procurement process. The increasing use of PPPs can thus have significant consequences for city building.  相似文献

Established companies rely on innovation to maintain their competitiveness in the rapidly changing economic environment. These companies must perpetually develop new products and services, and create new businesses and new business models. To do so, entrepreneurial leaders within established companies need to understand and align their projects with the corporate vision and business goals. The entrepreneurial leaders must also lead by influence to obtain necessary resources to fulfill these goals. Creating an environment that encourages innovation and engenders trust is necessary for the success of entrepreneurial leaders. Much attention has been paid recently to land grabs in rural and urban areas of the global South, but relatively little attention has been paid to such activities in the third dimension—vertical space. Yet vertical space has also been increasingly colonized, as manifest in the transformation of mega-city skylines through the proliferating number and height of high-rises in both central cities and peri-urban developments. We investigate how floor area ratio policies, originally designed to control densification, have been reworked to facilitate densification through floor area uplift. Thus a tool originally developed to advance public welfare has been used to facilitate the profitability of real estate projects for developers and to benefit local governments. Taking DKI Jakarta as our case study, we sketch out the coevolution of this policy with urban regimes, focusing on the mid-2010s when compensation measures were formalized and made transparent. By using a particular project in Jakarta's central business district we show how the benefits of floor area uplift favor private sector developers over the local government. In a context of rapidly increasing land values, increasing demand for housing from an emergent middle class, and particularly the privatization of planning, this unevenness systematically favors the private sector.  相似文献
