This article examines the impact of incomplete contracts on procurement costs in road construction auctions. Ex ante contracts in these auctions often fail to specify all of the potential construction contingencies, and consequently, changes in scope are necessary after construction begins. Using Vermont road construction contract data, this study finds evidence that there is a statistically significant difference in costs of firms between auctions with and without extra work adjustments. Substantial adaptation costs are responsible for the higher procurement outlays in incomplete contract. I also find that bidders inflate their bids to incorporate risk premiums in incomplete contracts; however, my estimates suggest that this bidding behaviour does not affect their profit margins.  相似文献

ABSTRACT *** : To utilize public resources efficiently, it is important to take advantage of competition in public procurement auctions to the maximum extent. Joint bidding is a common practice that potentially facilitates competition. By pooling financial and experiential resources, more firms are expected to enter the market, but it will also directly reduce competition if more than one bidder who is solely qualified makes a coalition. In theory joint bidding may or may not be beneficial to auctioneers, depending on the model. The paper empirically examines the impacts of joint bidding on firms' entry as well as bidding behaviour, using data on public road projects in developing countries. It shows that coalitional bids, in particular by local firms, would be competitive, but foreign joint ventures would undermine competition. It is also found that good governance can encourage firms' entry into the tendering and facilitate joint bidding practices.  相似文献

Though many real life auctions are run independently of each other, from the bidders' point of view they often form sequences of auctions. We investigate how behavior responds to the additional incentives that are present in such auction sequences. Comparing subjects' decisions in single first-price procurement auctions with their decisions in a game consisting of two subsequent first-price procurement auctions, we find that, in line with the theoretical prediction, entry and bidding behavior is crucially affected by the opportunity cost of early bid submission. Though, entry decisions and average bids in the auction sequence systematically deviate from the perfect Bayesian equilibrium prediction. While the nature of the opponent (human being or computer) has no significant effect on these findings, giving subjects additional feedback on winners and prices seems to reduce the deviations from the equilibrium prediction.  相似文献

When firms bid in procurement auctions, they take into account the likelihood of future contract renegotiations. If they anticipate that certain input quantities will change ex post, they have an incentive to strategically skew their itemized bids, thereby increasing profits for themselves and costs for the procuring agency. We develop and estimate a structural model of strategic bidding using a data set of road construction projects in Vermont. We find that bidding strategies lead to increased markups for renegotiated items and reduced markups for nonrenegotiated items, results consistent with bid‐skewing.  相似文献

We compare sequential and bundle procurement auctions in a framework of successive procurement situations, where current success positively or negatively affects future market opportunities. We find that in bundle auctions procurement cost is lower and less risky than in sequential standard auctions, but still higher than in the optimal sequential auction. Only a sequential second price auction leads to the efficient outcome.  相似文献

This article contrasts two auction formats often used in public procurement: first price auctions with ex post screening of bid responsiveness and average bid auctions (ABAs), in which the bidder closest to the average bid wins. The equilibrium analysis reveals that their ranking is ambiguous in terms of revenues, but the ABA is typically less efficient. Using a data set of Italian public procurement auctions run alternately under the two formats, a structural model of bidding is estimated for the subsample of first price auctions and used to quantify the efficiency loss under counterfactual ABAs.  相似文献

We explore the performance of multi-round, price-guided combinatorial auctions for a previously untested class of value profiles in which synergies arise from shared fixed costs. We find that, in many cases, a simulator that bids straightforwardly does well in predicting auction performance, but exceptions arise because human bidders sometimes rely on cues besides prices to guide their package selection and because they sometimes bid aggressively on items for which they have no value in order to increase payments by bidders seeking complementary packages. In our experiments, this latter behavior not only raises prices, but can also improve efficiency by mitigating the threshold problem. Comparisons between a combinatorial clock auction (CCA) and a simultaneous ascending auction (SAA) are reported.  相似文献

Abstract.  We experimentally examine the efficiency and profitability of two different procurement auctions allowing for quality differences across products. We compare the vector auction with more competition on the sellers' side with a half-auction, reflecting actual procurement practice – an auction for the cheaper variant and bargaining with the contractor about the additional cost of the better quality variant. Our main hypothesis, that buyers are better off when using the vector auction instead of the half-auction, is confirmed when quality differences of variants are large and the uncertainty of the cost difference is also large.  相似文献

We empirically compare bids (i.e. prices) from temporary partnerships (TPs), that outsource part of the contract before the auction, and firms that outsource afterwards. Using a comprehensive dataset on procurement auctions for public works in Valle d’Aosta (Italy), we find that the timing of outsourcing affects the bids and the probability of winning the auction. Specifically, TPs bid closer to the payoff maximizing offer and are more likely to win. Hence, the price paid by the public buyer is lower. These results are supported by a simple theoretical setting showing that, by pre-committing to a TP, suppliers have a lower risk of being “held up” by subcontractors than firms that outsource part of the work after the bidding phase. Our results show the advantage for TPs of freely choosing partners, size and boundaries before the auction, highlighting their potential in fostering the effective participation in public procurement procedures of Small and Medium-sized Enterprises (SMEs).  相似文献

Increasing Competition and the Winner's Curse: Evidence from Procurement   总被引:4,自引:0,他引:4  
We assess empirically the effects of the winner's curse which, in common–value auctions, counsels more conservative bidding as the number of competitors increases. First, we construct an econometric model of an auction in which bidders' preferences have both common– and private–value components, and propose a new monotone quantile approach which facilitates estimation of this model. Second, we estimate the model using bids from procurement auctions held by the State of New Jersey. For a large subset of these auctions, we find that median procurement costs rise as competition intensifies. In this setting, then, asymmetric information overturns the common economic wisdom that more competition is always desirable.  相似文献

The prevalent term “auction fever” visualizes that ascending auctions – inconsistent with theory – are likely to provoke higher bids than one-shot auctions. To explore and isolate causes of auction fever experimentally, we design four different strategy-proof auction formats and order these according to expected rising bids based on pseudo-endowment effect arguments (psychological ownership and disparity between willingness to pay and willingness to accept). Observed revenues in the experiment in the four formats rank as expected if bidders have private uncertain values (the private information of a bidder is the distribution of her value). A control treatment supports our view that the traditional private certain values approach prevents auction fever in the laboratory. Another control treatment with a procurement auction relates the auction fever bids to bids in a one-shot auction with real endowments. We conclude that, when bidders are uncertain about their valuations, auctions that foster pseudo-endowment may raise bids and revenues.  相似文献

It is well-known that empirical analysis suffers from multicollinearity and high dimensionality. In particular, this is much more severe in an empirical study of itemized bids in highway procurement auctions. To overcome this obstacle, this article employs the regularized linear regression for the estimation of a more precise interval for project winning bids. The approach is put to the test using empirical data of highway procurement auctions in Vermont. In our empirical analysis, we first choose a set of crucial tasks that determine a bidder’s bid amounts by using the random forest variable selection method. Given the selected tasks, project bid forecasting is conducted. We compare our proposed methodology with the least square linear model based on the bias and the standard root mean square error of the bid estimates. There is evidence supporting that the suggested approach provides superior forecasts for an interval of winning bids over the competing model. As far as we know, this article is the first attempt to provide reference bids of highway construction contracts.  相似文献

A model of procurement contracting is developed and tested in laboratory experiments. Market performance results are presented for both fixed-price and cost-sharing contracts. Contracts are awarded with first-price sealed-bid or second-price sealed-bid auctions. The environment contains post-auction cost uncertainty and opportunity for unmonitored effort in contract cost reduction. We run an experiment where 97 subjects could retrieve records of completed past auctions before placing their bids in current one-bid, two-bid, and auction-selection games. Each subject was asked to participate in 3 current auctions; but could retrieve up to 60 records of completed (past) auctions. The results reveal a positive relation between the payoffs earned by the subjects and their history-inspection effort. Subjects act as if responding to the average bidding-ratios of the winners in the samples that they have retrieved. They apply intuitive signal-dependent stopping rules like “sample until observing a winner-value close to my won” or “find a close winner-value and try one more history” when sampling the databases. History-inspection directs bidders with relatively high private-valuations to moderate bidding which increases their realized payoffs. Advocates of public‐private partnerships (PPPs) argue that they can deliver public infrastructure more efficiently than traditional procurement through timelier completion and superior value for money. Despite these claims comparative analysis of the performance of both procurement methods has received scant attention in the PPP literature to date. This paper addresses this issue by providing an in‐depth, case‐based comparison of PPP versus traditional procurement in the schools sector in Ireland. Through detailed semi‐structured interviews with key stakeholders and an examination of the available documentation, we assess whether the key objectives of using PPP have been achieved. Overall, we find no evidence that PPP leads to faster delivery of infrastructure when the overall procurement process from contract notice to delivery is accounted for. In addition, we find only limited evidence to suggest that PPP results in better value for money.  相似文献

We study the effects of the recent economic crisis on firms׳ bidding behavior and markups in sealed bid auctions. Using data from Austrian construction procurements, we estimate bidders׳ construction costs within a private value auction model. We find that markups of all bids submitted decrease by 1.5 percentage points in the recent economic crisis, markups of winning bids decrease by 3.3 percentage points. We also find that without the government stimulus package this decrease would have been larger. These two pieces of evidence point to pro-cyclical markups.  相似文献

This study presents a laboratory experiment of the first and second price sealed bid auctions with independent private values, where the distribution of bidder valuations may be unknown. In our experimental setting, in first price auctions, bids are lower with the presence of ambiguity. This result is consistent with ambiguity loving in a model that allows for different ambiguity attitudes. We also find that the first price auction generates significantly higher revenue than the second price auction with and without ambiguity.  相似文献

We study the optimal provision of information in a procurement auction with horizontally differentiated goods. The buyer has private information about her preferred location on the product space and has access to a costless communication device. A seller who pays the entry cost may submit a bid comprising a location and a minimum price. We characterize the optimal information structure and show that the buyer prefers to attract only two bids. Further, additional sellers are inefficient since they reduce total and consumer surplus, gross of entry costs. We show that the buyer will not find it optimal to send public information to all sellers. On the other hand, she may profit from setting a minimum price and that a severe hold‐up problem arises if she lacks commitment to set up the rules of the auction ex ante.  相似文献

We study auctions of a single asset among symmetric bidders with affiliated values. We show that the second-price auction minimizes revenue among all efficient auction mechanisms in which only the winner pays, and the price only depends on the losers' bids. In particular, we show that the kth price auction generates higher revenue than the second-price auction, for all k>2. If rationing is allowed, with shares of the asset rationed among the t highest bidders, then the (t+1)st price auction yields the lowest revenue among all auctions with rationing in which only the winners pay and the unit price only depends on the losers' bids. Finally, we compute bidding functions and revenue of the kth price auction, with and without rationing, for an illustrative example much used in the experimental literature to study first-price, second-price and English auctions.  相似文献

This paper studies shill bidding in the Vickrey?CClarke?CGroves (VCG) mechanism applied to combinatorial auctions. Shill bidding is a strategy whereby a single decision-maker enters the auction under the guise of multiple identities (Yokoo et?al. Games Econ Behav, 46?pp. 174?C188, 2004). I formulate the problem of optimal shill bidding for a bidder who knows the aggregate bid of her opponents. A key to the analysis is a subproblem??the cost minimization problem (CMP)??which searches for the cheapest way to win a given package using shills. An analysis of the CMP leads to several fundamental results about shill bidding: (i) I provide an exact characterization of the aggregate bids b such that some bidder would have an incentive to shill bid against b in terms of a new property Submodularity at the Top; (ii) the problem of optimally sponsoring shills is equivalent to the winner determination problem (for single minded bidders)??the problem of finding an efficient allocation in a combinatorial auction; (iii) shill bidding can occur in equilibrium; and (iv) the problem of shill bidding has an inverse, namely the collusive problem that a coalition of bidders may have an incentive to merge (even after competition among coalition members has been suppressed). I show that only when valuations are additive can the incentives to shill and merge simultaneously disappear.  相似文献
