The Chicago School of urban sociology has been criticized for its over‐reliance on organic and ecological metaphors. We propose that a useful updated integration of urban sociology and ecology could be achieved with the aid of complementary concepts, such as patch dynamics and assemblage, from both fields. In this exploratory article, we draw on more than 50 qualitative interviews conducted with residents of three different Detroit neighborhoods, together with field observations, photographs and documentary evidence, to examine both actual and metaphorical references to the natural world. We consider allusions to ‘drug infestation’ as well as other references to territorialization processes and associations with plants and animals that emerged out of our interviews and interactions with neighborhood residents. In conclusion, we maintain that social science may have much to learn from contemporary ecological research, and that a resituated ecological paradigm would challenge and benefit contemporary urban research.  相似文献

This article develops the concept of territorial stigma by analyzing how it can be cultivated at the level of political institutions across administrative divides. I consider the case of Detroit's regional water department, which until 2016 was owned and operated by the city and served over 120 suburban regional municipalities. I start by examining the cooperative city–suburban water system expansion in the 1950s and then analyze the rise of Detroit's first black‐led administration in 1974, after which the water authority became a key regional institution that provided an opportunity for white suburban leaders to organize against the city. I find that suburban leaders advanced their immediate goal of mitigating rate hikes by declaring the city to be greedy and inept, instead of acknowledging structural conditions that increased operational costs. This had the effect of reproducing racialized stereotypes at the political level, which had enduring effects. The argument builds on the existing literature on territorial stigma by (1) identifying state institutions as sites for the propagation of stigma and (2) considering stigmatized places in relation to their non‐stigmatized neighbors. The analysis integrates material‐structural and cultural‐symbolic factors in order to understand the perpetuation of regional urban inequalities.  相似文献

Apart from local monographs and normative texts on community participation, research on community leadership constitutes a blind spot in urban leadership, urban politics, social movements and urban studies. This article, based on case studies in post‐apartheid Johannesburg, contributes to theorizing community leadership, or informal local political leadership, by exploring Bourdieu's concepts of ‘political capital’ and ‘double dealings’. Considering community leaders as brokers between local residents and various institutions (in South Africa, the state and the party), we examine how leaders construct their political legitimacy, both towards ‘the bottom’ (building and maintaining their constituencies), and towards ‘the top’ (seeking and sustaining recognition from fractions of the party and the state). These legitimation processes are often in tension, pulling community leaders in contradictory directions, usefully understood under Bourdieu's concept of ‘double dealings’. Community leaders are required, more than formally elected political leaders, to constantly reassert their legitimacy in multiple local public arenas due to the informal nature of their mandate and the high level of political competition between them — with destructive consequences for local polity but also the potential for increased accountability to their followers. We finally reflect on the relevance of this theoretical framework, inspired by Bourdieu, beyond South African urban politics.  相似文献

The diversification of US suburbs in terms of race, ethnicity and immigration has created invaluable opportunities for scholars to study technologies of translocality‐in‐the‐making. Translocal landscapes are described as spaces of ‘here' studded with ‘parts of elsewhere' (Allen and Cochrane, 2007 )—but which pieces of the landscape count as meaningfully ‘of elsewhere', how do those parts get there, and what range of meanings can they signify? This article is based on qualitative, in‐depth interviews and explores these questions in the context of an Arab Muslim ethnic enclave and retail district in an inner‐ring suburb of Detroit. The findings indicate that ‘parts of elsewhere' are more internally pluralized, multifunctional, multidirectional and aesthetically diverse than commonly recognized. The implications of these findings challenge scholars to develop more robust frameworks to explain how translocal geographies are produced, why they matter, and how they can be recognized.  相似文献

Self‐provisioning has long been an important component of urban political economic processes. However, it has recently become a central feature of grassroots urban governance strategies as well. In tumultuous cities of the twenty‐first century, with governments either unwilling or unable to effectively enforce zoning laws, police neighborhoods or manage infrastructure, some householders have begun performing these services instead. This article examines one subset of self‐provisioning practices that has emerged in southwest Detroit where residents have taken steps to secure abandoned housing as a means of exerting social control over their living environment. These actions embody many contradictions and ethical dilemmas, and the intimate scale of action has left the structural production of disinvestment in places like Detroit largely unchecked. Nevertheless, these guerilla‐style spatial interventions have emerged as critically important response strategies helping residents reduce their vulnerability and stabilize their blocks even as other nearby areas continue to experience decline.  相似文献

Drawing upon the Irish case, this article explores the interaction between the financialized economy and the urban planning system. While considerable scholarship has examined the financialization of real estate, it remains unclear how planning systems are being repurposed to facilitate a finance‐led regime of urban growth or how the ‘real estate–financial complex’ seeks to enact planning policy transformations that support its interests. This article explores how such actors have advanced the concept of ‘financial viability of development’ as a means of influencing the post‐crisis re‐regulation of Irish planning policy. This group has argued that housing construction in post‐crash Ireland is unviable given the high development finance costs, onerous planning gain contributions and the lack of development certainty in the planning process. As such, housing construction has been at an all‐time‐low, leading to a new crisis in affordable housing provision. In response, a complicit state has further liberalized the planning system, introducing an array of policies that are evermore facilitative of development interests. Empirical findings, based on interviews with developers, lobbyists and planners, emphasize the importance of informal access to policymakers, the wielding of ‘expert knowledge’ and media management to co‐opt the state into adopting financial viability within planning policymaking.  相似文献

This essay foregrounds a dimension of Las Vegas that other authors only touch on in passing: its connections to empire. The authors propose a post‐imperial analysis of the city based on a reconstruction of its history and a reading of the traces of this history in the city's architecture and its self‐presentation in American popular culture. This analysis of Las Vegas as ruinopolis draws attention to the ruin sites of the city and its hinterland, reading them through the lens of empire. We work out the imperial territoriality of Las Vegas, including the derelict space of the Las Vegas Paiute Indian Colony, the ‘Pentagon Desert’ around the city with its so‐called ‘national sacrifice zone’, and the Strip, with Caesars Palace. We conclude with a post‐imperial reading of Venturi, Scott Brown and Izenour's canonical Learning from Las Vegas and of the ruin signs of the Neon Boneyard.  相似文献

Despite Detroit's reputation for social and financial crisis, developers and investors have successfully pursued growth and land-use intensification in recent years. However, in Molotch's initial conception of the growth machine, environments of extreme decline go under analyzed. While scholars have investigated the role of growth in Detroit, they have narrowly focused on a single document: the Detroit Future City framework. This work looks more holistically at the development networks leveraged to pursue growth through a discourse analysis of a broader set of development documents and interviews with development professionals, uncovering ways the growth machine adapts to this unlikely environment for growth. Rather than proposing an alternative to growth for a shrinking city, growth elites (led by philanthropic foundations) propose development scenarios leveraging triage to channel diminished amounts of development resources. In doing this, Greater Downtown, with its investment potential, is polarized from other areas of the city seen as risky investments. In addition to focusing growth in investment-friendly areas, growth coalitions pursue incentives and branding campaigns to attract talent and affluence. These dynamics are a divergence from the growth machine model that supports the narrative that growth benefits all residents in favor of a narrative of triage.  相似文献

In this article we explore how nature becomes part of the city through the example of allotment gardening in the city of Prague, in the Czech Republic. Prague allotments were established based on an ongoing political-ecological process of urbanization of nature that was locally driven by socialist (from 1948 to 1989) and later neoliberal governance. We employ a situated urban political ecology (UPE) approach to analyse changes in the planning of allotments and the impact thereof on the experience of gardeners. This double focus allows us to uncover the effects of neoliberalization on the processes of production of urban nature in respect of both policy and everyday practice. We contrast contemporary capitalist urbanization with its socialist predecessor by showing the immediate effects of the acceptance of neoliberal modes of governance on allotments, urban nature and the understanding of the city. We open allotments as a terrain for UPE to turn attention to the (uneven) production of urban nature in a post-socialist context that has thus far been largely absent from the UPE literature. We demonstrate that post-socialist urbanization is a fruitful terrain that offers new opportunities to unmask the effects of neoliberalization on the production of uneven urban space and thus improves our understanding of contemporary uneven urbanisms.  相似文献

This article examines the interlocking nature of racialization and rescaling in post‐Katrina New Orleans, focusing specifically on the implementation of the Louisiana Road Home program, the largest housing recovery program in US history. Based on interviews and long‐term ethnographic fieldwork, I conceptualize the Road Home program as a racialized spatial strategy to revalorize disaster‐devastated spaces and enhance the exchangeability of damaged property. I trace the logic of rescaling in post‐Katrina New Orleans and reveal the ways in which state policies to accelerate the turnover time of flood‐damaged housing reflect and reinforce the racialization of space. New Orleans stands as a valuable laboratory for the study of government intervention under conditions of widespread upscaling, downscaling and outscaling processes, pushing trends found elsewhere to their limits while revealing the negative consequences of rescaling for local institutions and residents. The article illustrates the localized dynamics of rescaling in times of crisis and offers a novel processual account of the drivers and consequences of rescaling processes in a disaster‐impacted territory.  相似文献

Recent studies of public space in US central cities tend to focus either on (1) market‐driven placemaking (privatized parks, hipster shops) in gentrifying enclaves or (2) street cultures (community gardens, hip‐hop) in low‐income neighborhoods. Neither focus adequately frames the ability of African Americans to shape public space as the white middle class returns to central cities. In this case study of downtown Detroit, I theorize a dialectic: the history of clashes between racial capitalism and social movements in public space reappears in the contradictory design of market‐driven placemaking, which suppresses and displays cultures of resistance. White business and real‐estate interests showcase downtown spaces to counter news of disinvestment and suffering in low‐income neighborhoods. The legal and political legacies of civil rights and black power struggles—combined with consumer demand (black culture sells)—force them to involve black entrepreneurs, professionals and artists in placemaking. This placemaking subordinates the black urban poor, even as it incorporates their street cultures. The contradictions of placemaking shape possibilities for resistance, as shown in mundane subversions and street protests that use the downtown spotlight to call for social justice citywide. This analysis contributes to research on public space at a time when new movements are challenging public order in the financial core of US cities.  相似文献

Eco‐city projects are becoming increasingly prevalent throughout the globe and are often marketed as ‘new’ urban environments focused on achieving sustainable urban living while promoting environmental–economic transitions towards a low‐carbon technological and industrial base. The article argues for the need to consider the thermal aspects of urban metabolism, while at the same time focusing on the link between individual buildings and eco‐city master plans and wider economic development strategies at a state level. In so doing, the article encourages critical analysis of eco‐city design and planning, while keeping a focus on the role of specific building structures within eco‐cities as examples of the intermeshing of what can be termed a ‘political ecology of scale’ which stretches from specific buildings' climatic characteristics, to the metabolic master plan for eco‐cities, to provincial, regional and state‐level plans for the integration of eco‐cities within wider economic and political development trajectories. The article focuses on Masdar, in Abu Dhabi, an eco‐city under construction at the time of writing.  相似文献

While researchers in the growing field of urban political ecology have given significant attention to the fragmented hydroscape that characterizes access to drinking water in the global South, so far the (re)production of other urban waters and its related power relations have been underexplored. This article seeks to contribute to filling this gap by exploring the everyday negotiations over access to urban water bodies, in particular ponds. These are understood as a composite resource that is simultaneously water, land and public space. This analysis draws on a case study from a small city in West Bengal, India, and is based primarily on data from open interviews with different actors with a stake in urban ponds. The article demonstrates that in a context of ambiguity of the statutory governance regime and fragmented control, the (re)production of the pondscape is embedded within complex relationships of power whereby social marginalization can be offset at least momentarily by local institutions such as neighbourhood clubs and political parties.  相似文献

Ananya Roy introduces the concept ‘subaltern urbanism’ in her 2011 article ‘Slumdog Cities: Rethinking Subaltern Urbanism’. She challenges researchers to move beyond existing epistemological and methodological limits, and offers four concepts which, taken together, serve as a useful starting point for understanding and representing subaltern urban space. In this article I argue that instead of a deductive approach that begins with an a priori identification of slums as subaltern urban space, an inductive approach of identifying subaltern urban space would expand the concept and show that subaltern urbanism exists in the global North. I present original research to show that Flint, Michigan, can be considered subaltern urban space. In the final section of the article I argue that this inductive approach to subaltern urbanism can foster comparative research across the North‐South divide, and generate the transfer of knowledge from South to North.  相似文献

There is no single ‘great’ commodity frontier whose exploitation under current socio‐technical conditions could fuel capital accumulation at the global scale. According to Jason Moore, this represents the ‘end of Cheap Nature’ and signals a terminal crisis for capitalism as we know it. In this article we complicate this assertion by showing how, in the context of global environmental governance frameworks of carbon control, a diverse range of actors situated at multiple scales are intensifying the use of cities and their hinterlands for the production/transgression of localized commodity frontiers. We draw on scholarship on uneven geographical development, state‐led restructuring and eco‐scalar fixes to present two case studies from different segments of the carbon cycle in the global South. The first case demonstrates how the introduction of waste‐to‐energy technology in Delhi facilitated the generation of ‘carbon credits’ while waste matter itself became a commodity. The second discusses attempts by the Brazilian state of Amazonas (Amazônia) aspiring to shift from rainforest exploitation to financialized conservation supported by the ‘green global city’ functions of metropolitan Manaus. These cases demonstrate that although the global carbon‐control regime may enable accumulation, implementation remains speculative, and localized commodity frontiers provoke social resistances that jeopardize their durability.  相似文献
