Convention, Social Order, and the Two Coordinations   总被引:2,自引:0,他引:2  
The word coordination has two meanings, and thesemeanings are often conflated. One meaning, associated with ThomasSchelling, is seen in situations like choosing whether to driveon the left or the right; the drivers must coordinate to eachother's behavior. The other meaning, associated with FriedrichHayek, means that a concatenation of activities is arranged soas to produce good results. Along with the Schelling sense ofcoordination comes the notion of convention, such as drivingon the right. Some conventions are consciously designed; othersemerge without design (or are emergent). Along with the Hayeksense of coordination comes the notion of social order. Somesocial orders, such as the skeleton of activities within thefirm or within the hypothetical socialist economy, are consciouslyplanned. Other social orders, such as the catallaxy of the freesociety, function without central planning (or are spontaneous).Distinguishing between the two coordinations (and, in parallelfashion, between convention and social order) clarifies thinkingand resolves some confusions that have arisen in discussionsof coordination and spontaneous order. The key distinctionsare discussed in the context of the thought of, on the one hand,Menger, Schelling, David Lewis, and the recent path-dependencetheorists, and, on the other hand, Smith, Hayek, Polanyi, Coase,and the modern Austrian economists. This paper uses a model of growth and imperfect capital mobility across multiple economies to characterize the dynamics of (cross-country) income distributions. This allows convenient study of the convergence hypothesis, and reveals, where appropriate, polarization and clumping within subgroups. The data show little cross-country convergence; instead, the important features are persistence, immobility, and polarization, exemplified by convergence club or twin peaks dynamics.  相似文献

The paper is motivated by Joseph A. Schumpeter's The Crisis of the Tax State. It inquires whether the buildup of government debt in peacetimeprosperity is a threat to the stability, existence or creation of viable tax states. The paper begins by setting out Schumpeter's conception of the tax state and the nature of recent political-economic events which have reinvigorated the concept. Next the paper sets out some simple debt dynamics and sketches a debt-induced business cycle arising from heavy reliance on debt finance in peacetimeprosperity. Finally, the paper assesses threats to the tax state in light of recent work on path dependence and positive feedback. In this paper, we study a co-evolutionary model of economic change at two hierarchical levels. At the lower level, institutions are given and the focus is on how resources are allocated and innovation produced in response to the pay-off structure induced by prevailing institutions. At the higher level, it is the institutions themselves that change as the outcome of a process of social bargaining. The main objective of the paper is to study the interaction between these two levels of change, attempting to provide some insight on issues like technological/institutional divergence, technological dead-end, institutional inertia, etc.It appears that evolutionary economics must be the theory of a process of cultural growth as determined by the economic interest, a theory of a cumulative sequence of economic institutions stated in the terms of the process itself. The buildup of so-called greenhouse gases in the atmosphere — CO2 in particular-appears to be having an adverse impact on the global climate. This paper briefly reviews current expectations with regard to physical and biological effects, their potential costs to society, and likely costs of abatement. For a worst case scenario it is impossible to assess, in economic terms, the full range of possible non-linear synergistic effects. In the most favorable (although not necessarily likely) case (of slow-paced climate change), however, it seems likely that the impacts are within the affordable range, at least in the industrialized countries of the world. In the third world the notion of affordability is of doubtful relevance, making the problem of quantitative evaluation almost impossible. We tentatively assess the lower limit of quantifiable climate-induced damages at $30 to $35 per ton of CO2 equivalent, worldwide, with the major damages being concentrated in regions most adversely affected by sea-level rise. The non-quantifiable environmental damages are also significant and should by no means be disregarded.The costs and benefits of (1) reducing CFC use and (2) reducing fossil fuel consumption, as a means of abatement, are considered in some detail. This strategy has remarkably high indirect benefits in terms of reduced air pollution damage and even direct cost savings to consumers. The indirect benefits of reduced air pollution and its associated health and environmental effects from fossil-fuel combustion in the industrialized countries range from $20 to $60 per ton of CO2 eliminated. In addition, there is good evidence that modest (e.g. 25%) reductions in CO2 emissions may be achievable by the U.S. (and, by implication, for other countries) by a combination of increased energy efficiency and restructuring that would permit simultaneous direct economic benefits (savings) to energy consumers of the order of $50 per ton of CO2 saved. A higher level of overall emissions reduction — possibly approaching 50% — could probably be achieved, at little or not net cost, by taking advantage of these savings.We suggest the use of taxes on fossil fuel extraction (or a carbon tax) as a reasonable way of inducing the structural changes that would be required to achieve significant reduction in energy use and CO2 emissions. To minimize the economic burden (and create a political constituency in support of the approach) we suggest the substitution of resource-based taxes in general for other types of taxes (on labor, income, real estate, or trade) that are now the main sources of government revenue. While it is conceded that it would be difficult to calculate the optimal tax on extractive resources, we do not think this is a necessary prerequisite to policy-making. The experimental treatments analysed in this paper are simple in that there is a unique Nash equilibrium resulting in each player having a dominant strategy. However, the data show quite clearly that subjects do not always choose this strategy. In fact, when this dominant strategy is not a focal outcome it does not even describe the average decision adequately. It is shown that average individual decisions are best described by a decision error model based on a censored distribution as opposed to the truncated regression model which is typically used in similar studies. Moreover it is shown that in the treatments where the dominant strategy is not focal dynamics are important with average subject decisions initially corresponding to the focal outcome and then adjusting towards the Nash prediction. Overall, 66.7% of subjects are consistent with Payoff Maximization, 27.8% are consistent with an alternate preference maximization and 5.6% are random.  相似文献

Summary This paper gives an empirical reexamination of the Linear-Expenditure-hypothesis for Austria. It starts with a brief theoretical discussion of the principal properties and restrictions of the Linear-Expenditure-System (LES). To obtain empirical estimates of the parameters of the LES two different estimation procedures are applied, i.e. the original method used byStone and a simplified version of the Systems-Least-Squares-approach (following theMarquardt-algorithm). There are no essential differences between these estimates. They all seem plausible and satisfy the theoretical restrictions.Usually the stability (i.e. time-invariance) of the parameters is accepted without proof. Using the Moving-Window-Regression-technique, however, most of the estimates vary significantly in time. To obtain a direct proof of the time-dependence of the parameters the LES is reestimated now including trend-factors. Especially results considering time-dependent marginal-budget-shares are considerably better than the static-model results.The conclusion of this paper is that the static version of the LES does not explain the consumer behaviour in Austria and that much more effort should be spent on the estimation of dynamic demand systems.  相似文献

In practice one rarely observes pure forms of dictatorship that lack a council, or pure forms of parliament that lack an executive. Generally government policies emerge from organizations that combine an executive branch of government, the king, with a cabinet or parliamentary branch, the council. This paper provides an explanation for this regularity, and also provides an evolutionary model of the emergence of democracy that does not require a revolution. The analysis demonstrates that the bipolar king and council constitutional template has a number of properties that gives it great practical efficiency as a method of information processing and as a very flexible institutional arrangement for making collective decisions.  相似文献

This paper presents an evolutionary microeconomic theory of innovation and production and discusses its implications for development theory. Using the notions of technological paradigm and trajectory, it develops an alternative view of firm behavior and learning. It is shown then how these are embedded in broader national systems of innovation which account for persistent differences in technological cappacities between countries. In general, synergies across license valuations complicate the auction design process. Theory suggests that a simple (i.e., non-combinatorial) auction will have difficulty in assigning licenses efficiently in such an environment. This difficulty increases with increases in fitting complexity. In some environments, bidding may become mutually destructive. Experiments indicate that a properly designed combinatorial auction is superior to a simple auction in terms of economic efficiency and revenue generation in bidding environments with a low amount of fitting complexity. Concerns that a combinatorial auction will cause a threshold problem are not borne out when bidders for small packages can communicate.  相似文献

A joint production model representing Spaceship Earth is used to explore at a conceptual level, implications of natural resource depletion and economic waste production for economy-environment change. Ecological change is considered as uncontrolled technological innovation, partially induced through disposal of unwanted surpluses (by-products and wastes from economic activity). These surpluses may accumulate as wastelands, or (more likely) contribute to uncontrolled ecological change. Technologically stationary economy-environment steady-state solutions are contrasted with instability and forced change where either the technologies or the patterns of resource allocation in economic and environmental processes are incompatible with a steady state.Thanks to Charles Perrings, Louis Arnoux, and three anonymous referees. Summary. We ask whether communication can directly substitute for memory in dynastic repeated games in which short lived individuals care about the utility of their offspring who replace them in an infinitely repeated game. Each individual is unable to observe what happens before his entry in the game. Past information is therefore conveyed from one cohort to the next by means of communication.When communication is costless and messages are sent simultaneously, communication mechanisms or protocols exist that sustain the same set of equilibrium payoffs as in the standard repeated game. When communication is costless but sequential, the incentives to whitewash the unobservable past history of play become pervasive. These incentives to whitewash can only be countered if some player serves as a neutral historian who verifies the truthfulness of others reports while remaining indifferent in the process. By contrast, when communication is sequential and (lexicographically) costly, all protocols admit only equilibria that sustain stage Nash equilibrium payoffs.We also analyze a centralized communication protocol in which history leaves a footprint that can only hidden by the current cohort by a unanimous coverup. I propose to show how to translate the economic analysis of institutions developed in the tradition of worst case political economy into the lingua franca of robust statistics. An institution will be defined as contingent upon a design theory and the difficulty we consider is the use of the institution by the designer.The technical bridge between institutional robustness and statistical robustness is the the possibility of exploratory data analysis [EDA] with respect to the design theory. In an institutional context with EDA comes the recognition that the model is not completely specified, that we do not fully understand the structure of world before studying it. In a statistical context with EDA comes a non-normal error distribution.The relationship between evolutionary institutions and robust institutions is discussed. A conjecture that rule utilitarianism can be thought of as robust utilitarianism is defended with the historical example of William Paley's discussion of the utility of murder.  相似文献

This paper first specifies how Schütz's analysis of deliberation determines the limits of rationality where individual human action is concerned. This analysis establishes that there is no equilibrium of alternative possibilities before or after deliberation. Next the paper specifies how Schütz's analysis of the typification that makes successful intersubjective action possible leads to the paradox of rationality on the common sense level. Finally, the paper explains how Schütz's analysis of relevance can provide an account for this paradox, and thereby point to an order of human interaction in the absence of equilibrium, all without violating the postulate of subjective interpretation.  相似文献

Summary We consider the problem of choosing an allocation in an economy in which there are one private good and one public good. Our purpose is to identify the class of procedures of choosing an allocation which satisfy strategy-proofness, individual rationality, no exploitation and non-bossiness. Among many attempts to circumvent Sen's impossibility result Gibbard's theory of alienable rights has attracted attention of many researchers. Basu's (1984) theorem essentially depends on a Nash-type equilibrium concept. In this paper we introduce an alternative behavioral assumption where individuals have conjectures about the responses of others and investigate the robustness of Basu's result under this new solution concept. This paper analyzes the impact of alternative political institutions on sustainable fiscal policies. We study the choice of intergenerational transfers as outcomes of an infinite social security game among successive selfish median voters. Majoritarian systems accord the current median voter maximum fiscal discretion but no direct influence over future policy. This political arrangement sustains, among others, dynamically inefficient transfers and volatile, non-stationary sequences. Constitutional rules award to the minorities veto power over fiscal policy changes proposed by the majority. This unanimity provision is equivalent to partial precommitment. Under constitutional rules, sustainable fiscal policies feature Pareto efficient, non decreasing transfer sequences.  相似文献

Welfare economics requires a criterion for economic goodness in regard to a society. Unlike conventional criteria, coordination (among independent decisionmakers) does not violate methodological individualism. The coordination criterion can be objectively deployed to judge events or policies, referring only to the given preference rankings of relevant individuals, given their initial positions. An important variant refers not to the attained (or unattained) state of achieved coordination, but to the ability of events or policies to affect the process through which a better-coordinated state may be approached. Summary During the crisis of 1974/75 the number of foreign workers in Western European countries has been reduced. This has caused a new discussion about the benefits and drawbacks of the employment of foreign workers. Whatever the attitude towards this problem may be, it is useful to decompose the reduction of foreign labour into categories. First of all a certain amount of foreign labour will be reduced due to a general decrease of overall employment. This influence may be called proportionality effect. The share of foreign workers in the different branches of the economy allows the calculation of a structural effect. Both of them measure influences, which concern foreigners as well as nationals. Only the remaining influence is specific to foreigners. It may again be split into a reduction effect and a substitution effect. The former ist concerned with that part of total reduction of foreign workers, which corresponds to the decrease of employment, i.e. employment reduction by dismissal of foreign workers. The latter pertains to that part of reduction, which exceeds the decrease of employment, i.e. by this magnitude domestic labour has been substituted for foreign labour.The application of this model to the years 1974 and 1975 shows no proportionality effect (1974 it is even positive), a limited structural effect, but a high reduction effect. The substitution effect is considerable in 1974 but of minor importance in 1975. So foreign labour in Austria served actually as cyclical buffer but mainly by reduction and only partly by substitution.  相似文献

There is a sharp disagreement between mainstream economists and advocates of energy efficiency as regards the potential for free lunches or no regrets policies to cut greenhouse gas emissions. From an economics perspective, the critical question is whether the economic system is — or is not — close to a Pareto-optimum equilibrium state. If so, it follows that most technological systems now in place are optimum, or nearly so, from an economic perspective. If not, there may be many sub-optimal technologies in place, with corresponding opportunities for very high returns on appropriate investments. This paper presents some of the evidence supporting the latter thesis.  相似文献
