目的欧盟国家公布于2005年8月起实施的WEEE指令,与2006年起实施的RoHS指令构成了医疗器械出口欧盟的环保双指令;而另一方面,它们与之前欧共体时期设定的CE认证以及欧盟医疗器械三指令又共同构成了中国医疗器械出口欧盟时的坚实壁垒。数据显示,WEEEE指令实施后的几个月内我国医疗器械产品出口欧盟的增幅与去年同期相比有所下降。因此,有必要探寻应对此类壁垒的具体策略.方法通过对各个壁垒属性分析以及带来的负面影响来探讨如何应对出口壁垒以及出口门槛日渐提高的形势。结果与结论我国医疗器械除在注重成本领先战略实施的同时,还需进一步加强和完善上市后安全监测系统和售后服务体系,同时应积极培养更有效的信息快速沟通机制. 相似文献

Adopting a gravity framework and using data from 1995 to 2009 for France, Italy and Spain, we investigate whether the designation of the production area has a positive pay-off in terms of greater export values, volumes and presence in different export markets. We find that quality wines produced in specified regions (QWPSR) are associated with higher exports values, while higher export volumes tend to materialize only towards high-income destination markets. Besides, the geographical designation appears increasing the extensive margin of trade. Therefore, QWPSR may represent a strategic tool for differentiation granting competitiveness in both traditional and less habitual markets. Not all producers, yet, seem to have benefited to the same extent from the geographical designation, raising the question of what harmonizing and/or promotional strategy should be adopted to enhance the effectiveness of the quality wine protection system. 相似文献

Desquilbet and Bullock (2010) criticize some aspects of our analysis of the European Union’s (EU) spatial ex ante coexistence regulations (SEACERs) of genetically modified (GM) and non-GM crops presented in Demont et al. (2009). We argue that, besides misinterpreting some of our original arguments, the authors propose a policy analysis framework which is inconsistent with the main goal of the EU’s SEACERs. Their example incorrectly suggests that SEACERs play an additional role of regulating non-GM crop supply on the market. This would be inefficient from a policy economics perspective, especially in an open economy where global trade is taken into account. Therefore, we argue that analyzing flexibility of SEACERs in a market framework could lead to erroneous conclusions and in that case a simple farm level analysis such as presented in Demont et al. Broadband over cable television networks has become a growing force on the retail market in the EU. Thus, a debate has always been raised whether cable television networks should also be subject to open internet access obligations as PSTN and fibre. This article aims to share its view from a legal perspective. In order to do so, it conducts a survey of the current regulatory measures on broadband over cable television networks within the 27 EU Member States, and then carries out an in-depth legal analysis on Member States that attempted to regulate broadband over cable television networks. The conclusion is that broadband over cable television networks is currently deregulated, and will probably remain so in the future. 相似文献

This paper analyzes the evolution of prices and competition in intra-EU international roaming markets. It addresses three main research questions: (i) to what extent have market forces by themselves brought competition to retail roaming markets? (ii) Has the evolution of market dynamics in wholesale roaming improved competition? (iii) Is wholesale regulation sufficient to lead to a reduction in retail roaming prices? Data show that there has been little price-based competition both at wholesale and retail levels, despite prices being well above costs and the significant margins allowed by regulation. Available data from the period preceding the entry into force of the first EU roaming regulation also point to the same conclusion. Lack of competitive pressure in retail roaming markets and inelastic demand give little incentives for retail roaming service providers to lower prices. Wholesale international roaming markets have complex competition dynamics. They are characterized by the reciprocity of wholesale roaming agreements and traffic internalization inside transnational groups. These circumstances limit price competition at the wholesale level. The traditional regulatory approach applied to electronic communication markets has been primarily focused on wholesale regulation. However, empirical evidence shows that even if wholesale charges are reduced, retail roaming markets continue to operate at very high retail margins (for example, more than 200% retail mark-up over wholesale charges for data roaming services and incoming calls). This proves that in international roaming markets wholesale charge reductions are not necessarily passed on to retail prices. It can thus be inferred that wholesale price regulation alone is in most cases not sufficient to ensure that benefits are passed through to end users. 相似文献

This paper investigates the level, composition, and differences in agro-food relative trade advantages/disadvantages for eight Central European and Balkan countries on the European Union (EU) markets and their implications for food policy. Higher and more stable relative trade advantages are found for bulk primary raw agricultural commodities and less for consumer-ready foods, implying competitiveness shortcomings in food processing and in international food marketing. Duration analysis shows that the EU enlargement has a negative impact on agro-food relative trade advantages for all eight analyzed countries. Estimations imply that the duration of agro-food relative trade advantages are the highest for Hungary and Poland, and for Bulgaria in differentiated products, indicating their agro-food trade potentials in the EU-15 markets. 相似文献

This paper investigates contextual factors which impact on how business lobbying is carried out in radio spectrum policy in the European Union (EU). Based on the empirical evidence collected by means of ten expert interviews, the following considerations are drawn: first, the European Commission (hereafter “the Commission”) weighs highly information provided by corporate stakeholders which is in line with the EU objective to promote EU-wide coordinated use of radio spectrum. Second, the way the Council of the EU (hereafter “the Council”) is lobbied at EU level is unclear because of lack of transparency in the Council. Third, radio spectrum policy issues require niche expertise to be addressed because of high degree of complexity. Fourth, radio spectrum policy issues are characterised by low degree of salience as they are too technical for the wider public. Although centred on the EU context, the issues raised in this study, such as lack of transparency and civil society underrepresentation, are not unique to the EU system. In this respect, comparative studies between the EU and other institutional contexts may contribute to a better understanding of variation in business lobbying. 相似文献

The current European regulation for electronic communications has been applicable since 2003 and is currently under a review that should lead to new rules applicable by 2010. This paper aims to assess the implementation of the current regulation and the proposals for reform tabled by the European Commission. It is argued that those proposals go in the right direction but should go further. First, the regulatory framework should clearly state that the objectives of regulators are to maximise the long-term welfare of European citizens. Secondly, the main body of economic regulation—the so-called Significant Market Power regime—should be based on a strong test aiming to identify structural market problems that cannot be efficiently dealt with by competition law. Thirdly, possible remedies applicable by the regulators should include structural and technological components, provided that a strict cost benefit analysis is undertaken. Fourthly, the institutional design should be improved by better aligning the incentives of the National Regulatory Authorities with the dynamic nature of the markets, by improving the checks and balances (in particular those provided by national courts and European Commission), and by improving coordination amongst the institutions (the national regulators and the national Courts). 相似文献

In the current study, we investigate the actual results of the single market formation on industrial marketing in the EU and compare them to the expectations noted by industrial marketers a decade earlier. A questionnaire-based survey is applied to investigate the perception of mobilitybarriers by European airline managers. Whilst the liberalisation of Europe's airline markets removed regulatory mobility barriers, we find that mobility impediments still appear to exist. Potential entrants moreover, perceive some mobility barriers as significantly more effective than others. The perceived effectiveness of a particular mobility barrier varies considerably among airline managers. We also provide an overview of previous studies on the contestability hypothesis and the effectiveness of endogenous (strategic) mobility barriers. Our results support earlier findings for the U.S. to the effect that barriers to mobility are perceived to exist and matter. Whilst our results are clearly subjective, as they are based on the perceptions of managers, we believe such perceptions matter as they inform managerial actions. The paper is based on selected findings of the research project EEC 2092/91 (Organic) revision. It contributes to an improved understanding of the core ethical values associated with and principles of organic farming, analyses reference to such values in the European Regulation (EEC) 2092/91 and its ongoing revision, and contrasts them with current practice of organic agriculture. An analysis of differences in the implementation of the Regulation by national governments and private standards is presented. Ethical values are per se in need of interpretation, so the final section sets out procedural issues arguing for a deliberative model of decision-making, when aiming to achieve a coherent integration in the structure of a regulation. 相似文献

The purpose of this paper is to investigate the effect on prices of the entry of a large supermarket into a given location.
We use a panel with data from fifteen cities in Chile for the period 1998:I–2004:IV. We correct for the potential simultaneity
problem derived from the fact that entry can be a response to price differentials. We find that the entry of a hypermarket
to a given city reduces relative prices in that local market by 7–11%. Most interestingly, we also find that part of this
effect takes place the year before the supermarket actually opens for business.

To meet the 2 °C climate target, deep cuts in greenhouse gas (GHG) emissions will be required for carbon dioxide from fossil fuels but, most likely, also for methane and nitrous oxide from agriculture and other sources. However, relatively little is known about the GHG mitigation potential in agriculture, in particular with respect to the combined effects of technological advancements and dietary changes. Here, we estimate the extent to which changes in technology and demand can reduce Swedish food-related GHG emissions necessary for meeting EU climate targets. This analysis is based on a detailed representation of the food and agriculture system, using 30 different food items.We find that food-related methane and nitrous oxide emissions can be reduced enough to meet the EU 2050 climate targets. Technologically, agriculture can improve in productivity and through implementation of specific mitigation measures. Under optimistic assumptions, these developments could cut current food-related methane and nitrous oxide emissions by nearly 50%. However, also dietary changes will almost certainly be necessary. Large reductions, by 50% or more, in ruminant meat (beef and mutton) consumption are, most likely, unavoidable if the EU targets are to be met. In contrast, continued high per-capita consumption of pork and poultry meat or dairy products might be accommodated within the climate targets. High dairy consumption, however, is only compatible with the targets if there are substantial advances in technology. Reducing food waste plays a minor role for meeting the climate targets, lowering emissions only by an additional 1–3%. 相似文献

This article addresses which food security frames can be identified in the Common Agricultural Policy (CAP) post-2013 reform process, and which actors deploy particular food security frames. The concept of frames refers to relatively distinct and coherent sets of meaning attributed to a concept, such as food security. The article shows that in the European Union (EU) food security is a consensus frame which can be broken down in six conflicting and overlapping sub-frames and which has complicated the debates about the future of the CAP. We demonstrate that during the CAP-reform debates of 2009–2012 a variety of food security arguments were deployed by a broad range of stakeholders, who attached different meanings and made different claims about the relationship between the CAP and food security. Inductive frame analysis reveals that the consensus frame of food security can be broken down into six conflicting and overlapping sub-frames: (1) the productionist frame, (2) the environmental frame, (3) the development frame, (4) the free trade frame, (5) the regional frame, and (6) the food sovereignty frame. Each of these frames was invoked by a specific group of stakeholders, whereby the productionist and environmental frames were deployed most often. The European Commission, meanwhile, invoked various frames at the same time in its communications. As a result of these various framings of the relationship between the CAP and food security, a clear political vision on this relationship is lacking. We conclude that politicians and policymakers may need to develop a coherent vision on what food security entails, and on how the CAP could contribute to both European and global food security. 相似文献

This paper develops an economic analysis of the impacts of further trade liberalization scenarios on Asian dairy markets, using a world dairy model incorporating both vertical and spatial characteristics of the world dairy sector. Japan and Korea’ producers will suffer much bigger losses from trade liberalization than other countries in the region; Japan and Korea’s producers get much more protection from trade distortions than from domestic subsidy. India is a potential competitive exporter if Asia is liberalized. China and India are potential competitive exporters under global free trade. South East Asia and other South Asian countries remain importers under free trade. Greater trade liberalization around the world increases exports for potential exporters and/or ease importing pressure for potential importers. The increasing order of competitiveness of Asian dairy economies sectors is found to be Japan, Korea, South East Asia, other South Asia, China and India. China and India consumers would lose from world trade liberalization, but the other countries’ consumer surplus will increase. 相似文献

About 99% of all firms in the European Union are small, and politicians are increasingly emphasizing their importance for job creation, technological development and prosperity. Consequently, the political focus is on these firms and a large number of decisions influencing their business activities are constantly taken by political actors at various levels. The aim of this article is to investigate small firms' interaction with political organizations in the EU. Previous studies have shown that these firms have been obliged to follow the coercive political decisions of the EU's political units. In this paper, however, we identify some changes which demonstrate political support and influence by small firms. Based on a case study approach as well as data from a Swedish survey, four propositions concerning small firms' interaction patterns within the political context of the EU will be highlighted and further discussed. 相似文献
