Recent central government reforms have signalled a transition away from output-based governance and control to a more citizen-orientated and outcome-focused performance management ethos. Prior research suggests that this may give rise to institutional inconsistencies related to conflicting performance management logics. In this paper, we argue that rather than resulting in growing pre-occupation with outcomes and effectiveness, the emerging reform agenda may somewhat paradoxically reinforce managerial concerns with the operating processes underpinning public service delivery. Drawing on policy studies and management accounting research informed by new institutional sociology, we theorise these developments by invoking the notion of path dependency. We provide an empirical illustration based on field work in Swedish central government and adopt a multi-level approach in examining the evolution of performance management practices. While evidence of strongly constraining path dependencies is found at the overall policy level a case study in the Swedish Tax Agency shows that these may also embody an element of flexibility such that the meaning of inconsistent performance management logics is re-constructed over time. This illustrates how individual government agencies may link outcomes to operating process concerns and manage implementation problems related to conflicting and uncoordinated reform initiatives.  相似文献

随着金融供给侧结构性改革和普惠金融进程的不断深入,我国金融服务质量不断提升,银行服务的可获得性和服务质量均得到明显改善。个人银行账户分类改革实施以来,个人多元化支付需求得到充分满足,银行账户风险得到有效控制。但在市场机制作用下,科学合理的银行账户数量对刺激金融服务需求、实现普惠金融、控制金融风险将起到推动作用。本文将针对市场环境下,通过建立科学的分析框架对个人银行账户开立需求与合理开户数量进行关联分析,选取层次分析法AHP和BP神经网络组合,训练得出“个人银行账户开立需求-个人银行账户合理数量”预测模型。最终根据不同个体银行账户开户需求系数得到个人银行开户指导数量并提出数量管理实施路径和相关政策建议。  相似文献

The purpose of this study is to examine the impact of the pandemic on the performance of stock markets, focusing on the behavioral influence of the fear due to COVID-19. Using a data set of 10 developed countries during the period December 31, 2019, to September 30, 2020, we examine the impact of COVID-19 on the performance of the stock markets. We incorporate the impact of the COVID-19 pandemic using the following variables: (a) the number of new COVID-19 cases, which was widely used as the main explanatory variable for market performance in early financial studies, and (b) a Google Search index, which collects the number of Google searches related to COVID-19 and incorporates the health risk and the fear of COVID-19 (the higher the number of searches for Covid terms, the higher the index value, and the higher the fear index). We employ our input into an EGARCH(1,1,1) model, and the findings show that the Google Search index enables us to draw statistically significant information regarding the impact of the COVID-19 fear on the performance of the stock markets. On the other hand, the variable of the number of new COVID-19 cases does not have any statistically significant influence on the performance of the stock markets. Google searches could be a useful tool for supporters of behavioral finance, scholars, and practitioners.  相似文献

We study how state ownership affects the post-merger performance of Chinese acquirers, and find that state owned acquirers (SOEs) experience a significantly larger long-term performance improvement following mergers compared to their non-state-owned (NSOE) counterparts. When partitioning the sample period into acquisitions made prior to and following China's split-share reform of 2005, we find that the post-merger performance improvement of SOE acquirers is largely attributed to the post reform period in which controlling shareholders converted their non-tradable shares into tradable status. Our results are consistent with the interpretation that state intervention in the form of capital market liberalization and alleviation of governance problems, combined with political connections and privileged access to financing, may have a positive effect on M&A performance that outweighs the inefficiency cost of state ownership in China.  相似文献

我国的会计制度改革是为满足国企改革的需要而启动展开的,是我国体制转轨中的一项基础性制度建设。在改革起点上,首先是解决市场会计规则的制定和施行问题,通过新、旧会计制度转换,为国企产权改革提供支持。当国企进入以现代企业制度建设为目标的改革阶段之后,随之出现的大面积会计行为失范和会计秩序混乱,从反面提出了加强会计监管的改革需求。本文认为,在我国体制改革初期制定的会计监管框架与委托代理关系的企业制度存在脱节和错位,会计监管之所以成为制度瓶颈,原因在于对现行会计监管安排的路径依赖。  相似文献

In this paper we describe the main characteristics of NPM and illustrate the current state of affairs in three main areas: (a) the effectiveness of NPM reforms, (b) NPM's impact on planning and control in government entities, and (c) the implementation and use of accrual accounting methods in government. We use the responses of 105 (mostly Dutch) practitioners in government and non‐profit organizations. Most respondents recognize performance improvements, but only a minority attribute these improvements directly to NPM reforms. Improved planning and control systems are seen to have only a limited impact on the work of professionals, while accrual accounting is considered to have only limited potential to support political decision making.  相似文献

This article describes the action taken by a central government research group to ensure the implementation of recommendations for both policy and practice, which arose from a major programme of research on the prevention of crime. The research, which demonstrated that significant reductions in a range of offences could be achieved by focusing on the protection of first-time victims, is used as an example of what needs to be done to ensure implementation. The article outlines the research findings and describes what the staff of the research group did to increase the likely uptake of these findings by policy-makers and practitioners.  相似文献

The Revenue Online Service (ROS) is one of the first e‐government initiatives introduced in Ireland. The primary purpose of this paper is to examine this reform initiative in the Irish Revenue, assess it through the lens of the New Public Management (NPM) and e‐government literatures and to critically assess whether its implementation can be deemed ‘a success story’. Many of the components of NPM were evident in the introduction of ROS which facilitated its implementation: decentralisation, the use of private sector styles of management, an emphasis on performance measurement and a search for efficiencies. ROS has, inter alia, transformed both access to taxation information for taxpayers and their agents, and the system of tax payment and filing in Ireland. Assessing its implementation in terms of the objectives of an e‐government initiative, ROS is ‘a success story’, and the Irish Revenue organisation has clearly benefited from its introduction in many ways. Indeed, there is evidence to suggest that tax/accounting practitioners are also beneficiaries of this e‐government initiative. However, a critical analysis of the findings of this study contests the idea that ROS is an unqualified success story.  相似文献

中国目前的制度环境使得政府会计改革刻不容缓。政府会计在公共产权的界定和保护中处于最基础、最重要和最具操作性的地位,其改革涉及政府部门既得产权利益的调整,改革成本与改革收益并存,须稳步推进。政府会计改革的稳定形式即为改革成本最低的改革方案,它决定了改革的过渡性与渐进性;最优政府会计改革速度取决于改革实施成本与摩擦成本的权衡。据此,本文从政府预算会计与财务会计的协调、改革过程和"二元"结构准则体系维度探寻了政府会计改革稳定形式的实施方案。  相似文献

During the last decade, the Italian system of intergovernmental fiscal relations has been involved in a radical process of reform that is still under way. The reform has assigned Regions new taxing powers and has introduced a new system of interregional transfers. This paper provides a review of the recent reform and offers some tentative answers to the issues still open, relying on a series of simulations and projections. A number of conclusions have been reached. First, when the long‐run performance of the new financing systems is investigated, regional resources may no longer be adequate to meet future health needs. Second, the incentives for active tax policies seem either to prove too weak or even to cause undesirable results. Finally, the complete devolution to the Regions of some significant public expenditure functions risks strengthening the polarisation of financial flows between the Northern and Southern Regions in the long run.  相似文献

The recent turn in research, technology and innovation (RTI) policy towards challenge-led strategies is posing new demands to Foresight methodology. RTI Foresight practitioners need to complement their well developed set of technology oriented methods with equally sophisticated approaches tackling societal aspects of innovation. In this paper we aim to make a contribution to this requirement. Building on user innovation theory we argue that demand oriented RTI Foresight needs to systematically integrate voices and hypotheses from the fringes of the innovation system. In order to develop a sound approach for this we set out from well established Foresight theory on “weak signals” and “cognitive biases”. Adopting a constructivist stance towards such signals leads us to the need to set up a socially robust, diverse discourse on “seeds of change hypotheses”. We then outline a practical implementation of such a discourse in the context of the recent Foresight process of the Federal Ministry of Education and Research (BMBF) in Germany. We describe and discuss the experience of this Foresight process and suggest avenues for further development of the approach.  相似文献

Over the past 30 years, many initiatives have been undertaken to reform public administration in Latin American countries. Among other aspects, the reforms seek to improve the transparency and accountability of the public sector by modernizing public accounting and budgeting systems. The adoption of accrual accounting in the public sector has been seen as an innovation and it is driven by the implementation of IPSAS. This paper sheds light on the process of reform of public financial management in Latin America and the state of implementation of IPSAS. The paper analyses the driving forces for adopting or adapting IPSAS, as well as the obstacles and challenges in doing so.  相似文献

This paper examines the impact of an independent Inspectorate on the enactment, of and accountability for, penal reform in the Australian State of Western Australia. Intended to improve system wide custodial outcomes through the introduction of a privately managed operator acting as standard bearer and innovator, the reform agenda was predicated on an overhaul of governance, performance, systems and reporting practices in the sponsoring department and the state's public prison network. Insights from three credos of imprisonment, theorizations of ‘hierarchical’ and ‘intelligent’ governance and accountability, the interplay of values in changing practice, and the ways in which inspectors establish particular inspection regimes, frame analysis of reform implementation and the inspection regime in action over a ten year period. Using archival material, this research examines how the Inspectorate, in making things auditable, altered perceptions and organizational realities of a network of actors. It is contended that the governance and accountability tensions inherent in managerialism, exemplified in its reliance on ‘neutral’ accounting technologies to incentivise, manage and monitor custodial outcomes, privilege instrumental hierarchical governance and accountability regimes that ignore the rehabilitative aspects of imprisonment. Further, conflicting publicly espoused and privately held values play vital roles in moulding performance in a penal setting, and are fundamental to changing outcomes in networks. The Inspectorate's public values and intelligent accountability regime resonate with the Department's policy objectives and public values, but are shown to have been initially inconsistent with network actors’ hidden private values. The research concludes that the appointment of an independent Inspectorate has facilitated the accountability of those responsible for prison quality and positively influenced the treatment of prisoners. A secondary concern is investigating conflicting propositions about the relative governance, performance and accountability of privately and publicly operated prisons.  相似文献

虽然美国有两大类三大层次的医疗保险体系,但没有实现如其他大多数发达国家那样的全民医保,缺乏一张覆盖全国的社会医疗网络,始终是美国近10年来备受诟病的社会问题.没有医疗保险的问题始终处于社会政策争议的前沿和核心.之前克林顿总统失败的改革方案核心就是实现全民医保,15年后,奥巴马新医改方案又明确将扩大覆盖面作为其改革的重中之重.然而,历经波折得以通过的奥巴马医改法案却依然面临诸多反对和抗议,其中最为核心的是关乎强制参险的条款.2012年6月28日,美国最高法院裁定奥巴马医疗保险改革的大部分条款合乎宪法,最具争议的强制参险也得以保留,这意味着美国在实现全民医保时代的进程中向前迈出了一大步.  相似文献
