Intermodal transport is the combination and integration of several transport modes (such as rail, inland waterways with road transport). In order to make the transhipment easy and efficient standard loading units are used, such as containers or swap-bodies. As for the main haul, more environmental friendly modes are used (rail and inland waterways) and a modal shift towards these modes can help in reducing the congestion. Therefore several policies are directed to stimulate the intermodal transport market.In this paper, a location analysis model for Belgian intermodal terminals (LAMBIT) is developed and used to assess different policy measures in Belgium. The simulations show that the different policy measures oriented towards the rail/road and inland waterways/road combinations should be incorporated in a coherent, integrated vision, in order to not create a modal shift between the different intermodal transport options. The methodology can easily be extended towards a European scale.  相似文献

A game theoretic conceptual framework model is presented to highlight strategies undertaken by individual public transport operators, public or private, vis-à-vis operational integration strategies. The Nash equilibrium is used to identify possible outcomes in various market situations. These are compared with reported case studies. The model, as a strategy-guiding tool, may be used to assist transport policy decision-makers concerned with public transport integration in identifying the most cost-effective form of intervention and its timely implementation.  相似文献

To ensure more effective integration of development and transport planning, new national planning policy guidance in the UK requires greater consideration of accessibility issues. Although quantitative accessibility analysis is common in research, the practical application of these techniques in land use planning has been rare, and assessment has been restricted to qualitative considerations. The strong policy focus on accessibility increases the need for robustness, but practical quantitative techniques are still evolving. This paper describes a structured approach to accessibility analysis, as part of the development of a new structure plan for Edinburgh and the Lothians, and demonstrates how an ‘integration index’ can be developed from accessibility measures to help compare alternative approaches.  相似文献

Finding a proxy for analyzing and developing policy responses to rare events is often challenging. In the case of commercial airline accidents, these are small in number, especially within most national jurisdiction. This makes it difficult to use standard, objective probability techniques for assessing the impacts of various safety policies or for developing monetary measures for their inclusion in cost-benefit analysis studies. What is often used in place of the actual or predicted accident rate is a measure of ‘air’ (or ‘near’) misses that reflects the number of times a technically determined safety parameter is violated. The paper looks at whether this is a useful measure in terms of the quality of the data available, and whether it acts as a reasonable proxy when used in air transportation safety analysis and policy-making.  相似文献

The measurement of performance in the public sector has become increasingly important in recent years and it is now commonplace for transport organisations, and local and national governments, to publish performance goals for service supply and quality. Such commitments, when time referenced, are known as targets. This paper, explains how changes in management style, consumer rights legislation, contractual obligations and other factors have combined to make management-by-targets increasingly common in the public sector. The advantages and disadvantages of management-by-targets are illustrated through discussion of the processes and experience of setting transport targets in UK national transport policy. We conclude that while some of the targets have had a significant impact on policy makers, managers and their agents, the effects have not always been as intended.  相似文献

In the debate on the impacts of land use on transport two questions are of particular importance: (1) does land use affect travel behaviour and (2) if land use affects travel behaviour, should land-use policies be partly based on (expected or assumed) transport impacts? There is enough evidence to conclude that land use can influence travel behaviour. However, this does not mean that policy-makers should choose land-use alternatives with the lowest level of car use. Possible future land-use and transport plans should be evaluated according to a broad range of factors. Several challenges for research and policy-making related to these aspects are presented here.  相似文献

This article explores the potential of a target analysis method in acting as a link between policy objectives, targets, measures and their implementation in order to intensify the policy process. The context is the information-abundant policy environment where feasibility conditions keep constantly changing. The policy process frameworks for bounded rationality and experiential incrementalism are used as a basis for exploration and complemented with our target analysis, which is tested with a case of Finnish transport policy targets. We argue that by studying synergies and conflicts as well as other dependencies between the targets presented in policy statements and also by examining the possible support or opposition of main stakeholder groups for the policy measures to meet the targets, we can appraise the potential success of the transport policy implementation. Our case study, the Finnish transport policy, presented targets with quite a clear direction, with a lot of weak synergies and only a few serious conflicts. The implementation of the policy measures, presented to meet these targets will, however, be demanding because of several reasons related to the challenges to governance that are emerging from the complex and continually changing linkages between and among transport (policy) problems, targets and their consequences. The method we presented and tested proved to be useful in bringing transport policy targets closer to policy implementation by considering policy measures to meet the targets and their acceptance as a part of the target or objective analysis process. The findings suggest that linking these often detached parts of the policy process together the co-ordination will be improved and the process hence intensified. The target analysis presented could act as an originator for a more open, interactive and particularly systematic process in transport policy formulation, leading through social learning into a more successful implementation of policies.  相似文献

Interoperability (and the related term interconnectivity) are core themes in the development of a Common Transport Policy (CTP) for the European Union (EU). This paper first investigates an expanded definition of interoperability that offers causal links to system organisation. A general model of transport system organisation in the context of this more specific definition is then considered. A number of generic policy changes are identified, which have the potential to bring about changes in transport systems that remove impediments to interoperability. With a better understanding of the causal links between system operation and impediments to interoperability, policies can specifically target a dimension of interoperability and a particular attribute of the transport system.  相似文献

While personal travel seems to be growing inexorably, along with car ownership, other transport parameters are invariant: average travel time, trip rate, and the proportion of household income spent on travel. Past growth in personal travel may, therefore, be attributed to longer trips carried out at higher speeds and made possible by higher expenditure. For the future, the need to limit environmental detriments associated with the transport system requires the diversion of growing personal expenditure, from further increasing the quantity of travel to enhancing the quality of the journey. This paper attempts to derive policy indices to quantify the restrictiveness of the aviation regimes in the Asia-Pacific region, and use the indices to establish the relationship between people movement and liberalisation in policy. Australia and Singapore have the most liberalised environment in this region. Evidence has been found that passenger traffic between city-pairs has been hampered by the restrictive air transport policies. Restrictions on the air transport sector also have a substantial negative impact on bilateral tourist flows. Further liberalisation in this sector could help build up a stronger tourism industry.  相似文献

Parking policy measures are widely used to manage cars in nature areas. Only with data from long-term monitoring projects is it possible to separate “normal” fluctuation in the number of cars from fluctuation caused by trends or caused by the effects of these measures. An evaluation of measures implemented in two dune areas in the Netherlands shows that parking policy measures affect the number of cars. While the number and location of parking places can be used to manage the number of cars and their spatial distribution in the area, the implementation of parking charges only brings about a temporary effect.  相似文献

This paper argues that airport economics is based on the concept of economics as the positive value free science of efficient allocation of scarce resources with given wants, ignoring the approach of economics as a moral science. It assesses critically the results on major policy issues. Although there is strong empirical evidence of natural monopoly of airports, no consensus has emerged. The effects of privatisation have been assessed in terms of cost efficiency, but not in terms of economic welfare and distribution. While airport economics has made theoretical progress, the policy recommendations on single versus dual till are less relevant than those from the older models. Airport expansion is assessed in many cases by economic impact studies instead of cost benefit analysis. Economists applying impact analysis, have contributed to an irrational policy discussion. The role for morals in the management of airports has been neglected, although there is evidence that incentives might backfire. The paper argues that airport economics based on economics as a moral science could improve airport economics, and make its policy recommendations more relevant.  相似文献

There is widespread consensus that current climate policy for passenger transportation is insufficient to achieve significant emission reductions in line with global climate stabilization goals. This article consequently has a starting point in the notion of ‘path dependency’ (Schwanen et al., 2011) and an observed ‘implementation gap’ (Banister and Hickman, 2013), suggesting that significant mitigation policies for transport do not emerge in the European Union because of various interlinked ‘transport taboos’, i.e. barriers to the design, acceptance and implementation of such transport policies that remain unaddressed as they constitute political risk. The paper argues that without addressing transport taboos, such as highly unequal individual contributions to transport volumes and emissions, social inequality of planned market-based measures, the role of lobbyism, and the various social and psychological functions of mobility, it will remain difficult to achieve significant emission reductions in passenger transport. Yet, transport taboos remain largely ignored among EU policy makers because their discussion would violate ‘order’, i.e. harm specific interests within neoliberal governance structures and the societal foundations and structures of transport systems built on these.  相似文献

The paper provides insights into the urban transport policy transfer process, focusing particularly on the transfer of the transport policy within the EU. The themes of the paper are structured according to five of the “Dolowitz and Marsh questions”: what is transferred?; why do actors engage in policy transfer?; who are the key actors involved in the policy transfer process?; from where are the lessons drawn?; and what restricts or facilitates the policy transfer process? The methodological approach taken for considering each question involves two steps. Firstly, a “bottom-up” step considers the views of policy transfer from a “city perspective”, for which use is made of results from interviews recently carried out within the EU project “Transport Research Knowledge Centre” (TRKC). These interviews were intended to ascertain the information needs of seven “representatives” of European cities, all of whom were involved in the Cities Reference Group of the EU project “Citymobil”. These seven cities have widely varying characteristics in terms of size and geographical location (across Europe). By discussing information needs, the interviewees provided many insights into the transport policy transfer process. Secondly, a “top-down” step considers the policy transfer questions from an “EU perspective’; use here is made of various transport policy documents published by the European Commission (EC). For each of the five questions, “bottom-up” and “top-down” perspectives are examined and compared. The final section of the paper draws conclusions, providing a number of recommendations to both city authorities and the EU on how urban transport policy transfer might be enhanced in the future.  相似文献
