Many models predict that incumbent legislators use government spending – “pork barrel” spending – to increase their vote shares in elections. To date, however, evidence for this hypothesis is scarce. Using recently available data on the sponsorship of earmarks in U.S. appropriations legislation, this paper tests the effects of earmarks on the likelihood of legislators' reelection. The results show that secured earmarks lead to higher vote shares. The analysis demonstrates that a $10 million increase in earmarks leads to as much as a one percentage point increase in vote share on election day. Furthermore, the paper tests for voter responses to earmarks when earmarks have few or many sponsors.  相似文献

Does the presence of corporate headquarters in a city affect the incomes of local charities? To address this question we combine data on the head office locations of publicly traded U.S. firms with information on the receipts of local charitable organizations. Cities like Houston, San Jose, and San Francisco gained significant numbers of corporate headquarters over the past two decades, while cities like Chicago and Los Angeles lost. Our analysis suggests that attracting or retaining the headquarters of a publicly traded firm yields approximately $3–10 million per year in contributions to local non-profits. Likewise, each $1000 increase in the market value of the firms headquartered in a city yields $0.60–1.60 to local non-profits. Most of the increase in charitable contributions is attributable to an effect on the number of highly-compensated individuals in a city, rather than through direct donations by the corporations themselves. The increased private sector donations from the presence of corporate headquarters do not seem to crowd out government grants to local charities.  相似文献

The Deficit Reduction Act of 2005 imposed a federal requirement that all individuals provide citizenship documentation when applying for or renewing Medicaid coverage. This represented a change in policy for 46 states. Using differences-in-differences to analyze data from the Current Population Survey (2004–2008), this paper shows that the policy reduced Medicaid enrollment among non-citizens, as intended, and did not significantly affect citizens. One-in-four adult non-citizens in Medicaid (390,000 total) and one-in-eight child non-citizens (81,000) were screened out by the policy annually. Child non-citizens were more likely to become uninsured afterwards, while adult non-citizens appeared to shift from Medicaid to other coverage.Overall, the citizenship documentation requirement reduced Medicaid participation among non-citizens in an appropriately targeted way. Nonetheless, a cost-benefit analysis indicates that the policy was a net loss to society of $600 million, through increased state administrative spending and compliance costs imposed on U.S. citizens applying for Medicaid.  相似文献

In rapidly growing urban areas of developing countries, infrastructure has not been able to cope with population growth. Informal water businesses fulfill unmet water supply needs, yet little is understood about this sector. This paper presents data gathered from quantitative interviews with informal water business operators (n = 260) in Kisumu, Kenya, collected during the dry season. Sales volume, location, resource use, and cost were analyzed by using material flow accounting and spatial analysis tools. Estimates show that over 76% of the city's water is consumed by less than 10% of the population who have water piped into their dwellings. The remainder of the population relies on a combination of water sources, including water purchased directly from kiosks (1.5 million m3 per day) and delivered by hand-drawn water-carts (0.75 million m3 per day). Energy audits were performed to compare energy use among various water sources in the city. Water delivery by truck is the highest per cubic meter energy demand (35 MJ/m3), while the city's tap water has the highest energy use overall (21,000 MJ/day). We group kiosks by neighborhood and compare sales volume and cost with neighborhood-level population data. Contrary to popular belief, we do not find evidence of price gouging; the lowest prices are charged in the highest-demand low-income area. We also see that the informal sector is sensitive to demand, as the number of private boreholes that serve as community water collection points are much larger where demand is greatest.  相似文献

In March 1999, 31 million “shopping coupons” worth 20,000 yen each were distributed to Japanese families with children and to the elderly. The coupons expired after six months and could only be used within the recipient's local community. We use variation in the number of children across families and in the number of recipients across prefectures to measure the effect of the coupons on spending. We find that coupons had a positive effect on spending on semi-durables, but no effect on spending on nondurables or services. The marginal propensity to consume on semi-durables was 0.1–0.2 when the coupons were distributed in March. The results using regional variation provide stronger evidence that spending did not fall after the coupons had been redeemed.  相似文献

The “fixed-prices” models used to measure damages from invasive species typically overestimate financial impacts. These fixed-price assessments do not address key behavioral modifications that lower costs as people adapt by changing their mix of inputs and outputs given new economic circumstances. Using the invasive emerald ash borer (Agrilus planipennis) in Ohio as a motivating example, we develop a computable general equilibrium model that accounts for these behavioral responses. We estimate annual damages from the beetle to be about $70 million, an order of magnitude less than the $400–$900 million in damages estimated using a fixed-price model. Damages are lower because people adapt through price and income adjustments that occur after ash trees are devastated from the emerald ash borer.  相似文献

This research aims to provide a more comprehensive, life cycle accounting of two categories of environmental and economic benefits associated with the $3 billion US “Cash for Clunkers” vehicle scrappage program. First, using a life cycle emissions methodology developed in Lenski et al. (2010), we find that about 29,000 metric tons of criteria pollutant emissions were avoided, for a benefit of about $23 million; avoided carbon dioxide emissions, by comparison, provided a benefit worth $90 million. Second, we compare the market value of scrapped vehicles to the rebates provided, calculating the consumer surplus or “gift” to participants to be up to $2 billion (about $2000 to $3000 per vehicle). This is significantly more than offered in previous vehicle scrappage programs, and suggests opportunities to get more environmental and economic “bang for the buck.” Finally, these two categories of benefits are found to be heavily concentrated geographically around urban centers. About 2% of US counties (50 counties) received 50% and 30% of the aggregate benefits from avoided criteria pollutant emissions and consumer surplus from the rebates, respectively.  相似文献

The economic literature has been investigating the positive relation between public infrastructure spending and the productivity of the private sector since Munnell (1992). We have introduced this relationship into a recursive dynamic computable general equilibrium model of the Quebec economy to investigate various funding schemes to scale up infrastructure spending in the province. We draw our assumptions from Estache et al. (2010) combined with sectoral elasticity parameters. We conduct a comparative analysis where the funding comes from debt alone, and debt with sales tax, income tax and business tax. Our main finding is that the income tax seems to produce the most positive effects and the businesses tax the most negative effects, though differences are small.  相似文献

Measuring and forecasting technological change is a crucial issue from various points of view. This is particularly important in the case of weapon systems as this would enable technological performance and operational capabilities to be assessed in relation to potential threats. This paper measures and compares technological trends in U.S. and Soviet Union/Russian jet fighter aircraft by estimating the relationship between the first flight date and a set of performance and technical characteristics of these aircraft. From the point of view of technological advantage, we find that U.S. jet fighters were, on average, approximately 2 years ahead of the former Soviet Union/Russian jet fighters during the entire jet fighter era. Nevertheless, the technological advantage has swung from one side to the other during specific periods as particular models have been introduced. Finally, the development of 5th-generation jet fighters, in particular the development of the F-22 Raptor, has placed American technology about 20 years ahead of Russian technology, a difference that has never occurred before. This finding casts doubt on the ability of Russia, as the inheritor of the former Soviet Union aircraft industry, to match American technological progress in jet fighter aircraft.  相似文献

This paper examine the welfare and resource allocation implications of the U.S. dairy quotas. A computable general equilibrium model detailing five dairy sectors and nine aggregate sectors is calibrated to a 1989 benchmark of the U.S economy. The model is used to simulate the removal of the U.S.dairy quotas both the with and without a first-best subsidy to maintain a dairy farm output objective. Welfare, production, trade, and employment results are provided. The welfare cost of the U.S dairy quotas ranges from $0.7 to $1.0 billion. The first-best subsidy ranges from $2.0 to $2.3 billion or approximately $1.4 million per full-time equivalent job maintained in the dairy farm sector [F13, Q17]  相似文献

In this paper, we assess future water demands for the agricultural (irrigation and livestock), energy (electricity generation, primary energy production and processing), industrial (manufacturing and mining), and municipal sectors, by incorporating water demands into a technologically-detailed global integrated assessment model of energy, agriculture, and climate change — the Global Change Assessment Model (GCAM). Base-year water demands – both gross withdrawals and net consumptive use – are assigned to specific modeled activities in a way that maximizes consistency between bottom-up estimates of water demand intensities of specific technologies and practices, and top-down regional and sectoral estimates of water use. The energy, industrial, and municipal sectors are represented in fourteen geopolitical regions, with the agricultural sector further disaggregated into as many as eighteen agro-ecological zones (AEZs) within each region. We assess future water demands representing six socioeconomic scenarios, with no constraints imposed by future water supplies. The scenarios observe increases in global water withdrawals from 3710 km3 year 1 in 2005 to 6195–8690 km3 year 1 in 2050, and to 4869–12,693 km3 year 1 in 2095. Comparing the projected total regional water withdrawals to the historical supply of renewable freshwater, the Middle East exhibits the highest levels of water scarcity throughout the century, followed by India; water scarcity increases over time in both of these regions. In contrast, water scarcity improves in some regions with large base-year electric sector withdrawals, such as the USA and Canada, due to capital stock turnover and the almost complete phase-out of once-through flow cooling systems. The scenarios indicate that: 1) water is likely a limiting factor in meeting future water demands, 2) many regions can be expected to increase reliance on non-renewable groundwater, water reuse, and desalinated water, but they also highlight an important role for development and deployment of water conservation technologies and practices.  相似文献

Libya experienced traumatic political and economic upheaval during 2011 arising from an eight-month-long civil war that cost thousands of lives, resulted in major economic dysfunction, destroyed part of the country's infrastructure, almost halted oil production, the country's major source of revenue generation and exports, as well as destroyed part of the sector's support infrastructure. While the civil war resulted in the ending of 42 years under Muammar Gaddafi rule, the economic legacy as represented by the costs of reconstruction efforts is enormous. While the freeing up of tens of billions of dollars of frozen assets may be the key to the country's short-term rehabilitation, longer-term reconstruction, growth and stability will fundamentally depend upon rehabilitating the country's oil sector. Interestingly, this rehabilitation will also have a wider global impact.This paper uses a deterministic dynamic macroeconomic model to analyse the effects upon key macroeconomic variables of a recovery in Libyan oil production to levels that existed prior to the revolution. Model simulation results indicate that additional oil revenue brings about: an increase in government revenue, increased government spending in the domestic economy, increased foreign asset stocks and increased output and wages in the non-oil sector. However, increased oil revenue may also produce adverse consequences, particularly upon the non-oil trade balance, arising from a loss of competitiveness of non-oil tradable goods induced by an appreciation of the real exchange rate and increased imports stimulated by increased real income. Model simulation results also suggest that investment-stimulating policy measures by the government produce the most substantive longer-term benefits for the economy.  相似文献

Recent papers show that imperfect property rights to a natural resource  a sector-specific factor–can be a source of comparative advantage. In these models, weaker property rights attract labor–the only mobile factor  to the resource sector, increasing the country's comparative advantage for that sector. If capital in addition to labor is mobile, and if the benefits of capital are non-excludable or if the degree of property rights is endogenous, a deterioration of property rights has ambiguous effects on comparative advantage and on the equilibrium wage/rental ratio.  相似文献

An important human welfare implication of climate involves effects of interannual variation in temperature and precipitation on agriculture. Year-to-year variations in U.S. climate result from El Niño-Southern Oscillation (ENSO), a quasi-periodic redistribution of heat and momentum in the tropical Pacific Ocean. The study described here represents a preliminary assessment of the value to the entire U.S. agricultural sector of improved ENSO forecasts in the southeastern United States. This interdisciplinary assessment combines data and models from meteorology, plant sciences, and economics under a value of information framework based on Bayesian decision theory. An economic model of the U.S. agricultural sector uses changes in yields for various ENSO phases to translate physical (yield) effects of ENSO changes into economic effects on producers and on domestic and foreign consumers. The value of perfect information to agriculture is approximately $145 million. The economic value of an imperfect forecast is $96 million. These results suggest that increases in forecast accuracy have substantial economic value to agriculture.  相似文献

This paper provides new evidence on job search intensity of the unemployed in the U.S., modeling job search intensity as time allocated to job search activities. The major findings are: 1) the average U.S. unemployed worker devotes about 41 min to job search on weekdays, which is substantially more than their European counterparts; 2) workers who expect to be recalled by their previous employer search substantially less than the average unemployed worker; 3) across the 50 states and D.C., job search is inversely related to the generosity of unemployment benefits, with an elasticity between ?1.6 and ?2.2; 4) job search intensity for those eligible for Unemployment Insurance (UI) increases prior to benefit exhaustion; and 5) time devoted to job search is fairly constant regardless of unemployment duration for those who are ineligible for UI.  相似文献

The structure and financing of science and technology activities are undergoing a slow, but profound, change. This change can be briefly characterized as a shift from relying and supporting public science to a stronger emphasis on “market-based” incentives for science and technology. In this paper we analyze this shift in a historical perspective, discussing both the theoretical explanations and the empirical trends of the ongoing change. While we do not claim to provide a comprehensive and exhaustive identification of the causes of this shift, we argue that it is largely driven by the perception of a shift of the U.S. policy towards market-based, rather than publicly supported, incentives for science and technology. This, in turn—given the strong economic performance of the United States over the 1990s—has influenced policies in most OECD countries, especially in Europe.We conclude by analyzing the evolution of research in U.S. higher education and find two major trends: an increasing diversity in the number of institutions of different types other than universities and a steady and continuous public funding of the leading U.S. universities. This has allowed the construction of an infrastructure now used largely by the private sector, but it also noted that the United States has not compromised public support for core areas or in those fields in which there is a clear perception that market incentives are not sufficient for meeting the strategic targets of the U.S. policy. The implication is that there is a considerable policy diversity in the U.S. practice and that all aspects of this diversity should be considered when using the United States as a reference.  相似文献

Nine OECD countries presently have national terrorism insurance programs based on some type of public–private risk sharing. While such arrangements have helped provide the necessary insurance capacity in the post-September 11, 2001 era, little is known about the effect of such governmental intervention on terrorism insurance markets. This paper focuses on the United States, where the Terrorism Risk Insurance Act of 2002 (TRIA) provides insurers with no cost federal reinsurance up to an industry-wide loss of $100 billion. We present an empirical analysis to compare how insurers' diversification behavior varies between property coverage (no governmental intervention) and terrorism coverage (with government intervention). We find evidence that insurers in the U.S. are much less diversified for terrorism coverage than they are for property lines of coverage. We interpret these findings as tentative evidence for moral hazard caused by the governmental intervention under TRIA.  相似文献

The present paper studies the interdependencies between the energy, bioenergy and food prices. We develop a vertically integrated multi-input, multi-output market model with two channels of price transmission: a direct biofuel channel and an indirect input channel. We test the theoretical hypothesis by applying time-series analytical mechanisms to nine major traded agricultural commodity prices, including corn, wheat, rice, sugar, soybeans, cotton, banana, sorghum and tea, along with one weighted average world crude oil price. The data consists of 783 weekly observations extending from January 1994 to December 2008. The empirical findings confirm the theoretical hypothesis that the prices for crude oil and agricultural commodities are interdependent including also commodities not directly used in bioenergy production: an increase in oil price by 1 $/barrel increases the agricultural commodity prices between 0.10 $/tonne and 1.80 $/tonne. Contrary to the theoretical predictions, the indirect input channel of price transmission is found to be small and statistically insignificant.  相似文献
