Generalizability is the goal for scientists (both social and natural). In the social sciences invoking generalizability is more problematic as it is often based on assessment of a mainstream population, but may not apply to groups outside of the mainstream. This is a significant challenge to developing appropriate policy and interventions suitable for Other groups. An example is given of how this concern was overcome through consideration of the Voice Of the Customer (VOC) and utilizing cognitive maps to consider the challenge of diabetes in two Canadian First Nations Communities. An understanding of the limits to generalizability is important in cases where cultural, geographical, or political differences exist. This is not only an important consideration for practitioners in search of successful interventions, but also academics trying to understand and contribute to knowledge in a variety of fields; including the diffusion and adoption of innovation.  相似文献

Sustainable procurement is an integral part of public sector sustainability, but developing countries are far behind in this area. This study explores the internal and external challenges in Pakistan's public health sector that hamper sustainable procurement. With the help of experts, we found eleven key challenges that hamper sustainability in public health sector procurement. We designed an instrument and fielded it to eighty-five procurement officials in government hospitals, who verified the presence of the challenges in health sector. The interpretative structural modelling (ISM) we used to develop a hierarchy among the identified challenges reflects that government regulations and senior management's commitment—all strategic challenges—are the most critical challenges, whereas perceived ineffectiveness, third-party involvement, and the unavailability of green products—all operational challenges—are less critical. The study presents comprehensive recommendations to policymakers and future researchers related to achieving sustainable development goals in the health sector.  相似文献

We survey the methodological advances in DEA over the last 25 years and discuss the necessary conditions for a sound empirical application. We hope this survey will contribute to the further dissemination of DEA, the knowledge of its relative strengths and weaknesses, and the tools currently available for exploiting its full potential. Our main points are illustrated by the case of the DEA study used by the regulatory office of the Dutch electricity sector (Dienst Toezicht Elektriciteitswet; Dte) for setting price caps.  相似文献

This paper critically assesses models and policies of pay flexibility as applied to the public sector. Examination of the arguments for greater pay flexibility across three dimensions - external labour market flexibility, organizational flexibility, and macroeconomic flexibility - reveals a number of weaknesses, rooted in a failure to problematize the conflicting motives for greater pay flexibility in the context of pressures internal and external to the organization. An alternative 'model' of changing pay systems is developed and applied to the case of the UK health sector where there have been attempts to introduce various forms of flexible local pay arrangements. Drawing on interviews conducted during the mid-1990s with personnel and HRM managers at fifteen NHS Trusts, a number of issues are examined, such as: the impact of differential external labour market conditions of workers on the development of strategies designed to tie local pay to improved performance; the introduction of performance-related pay as a means to institutionalize wider earnings differentials within the organization; and the potential conflict between pressures to link local pay structures with local labour market conditions, on the one hand, and customary employee-held norms that link pay to occupational skills and professional status, on the other.  相似文献

The concept of ‘capacity building’ is explored, through illustration and critique of the concept's development in the international, national and local community literature. Theoretical strands where the concept belongs partially include community development theory, agency theory and stewardship theory. The concept is examined in the context of new public management thinking, and its discovery by professionals to enhance their community roles is highlighted. Findings from micro-level case study research among local community organizations are reported, suggesting organizational scepticism about its meaning and outcomes, and producing a preliminary typology of organizations' responses to the concept. The article concludes that the concept appears theoretically homeless. It emphasizes the need for clarification of the concept's multiple meanings, so that the chances of useful evaluation of publicly funded capacity building programmes may be enhanced.  相似文献

Since Solow (Q J Econ 70:65–94, 1956) the economic literature has widely accepted innovation and technological progress as the central drivers of long-term economic growth. From the microeconomic perspective, this has led to the idea that the growth effects on the macroeconomic level should be reflected in greater competitiveness of the firms. Although innovation effort does not always translate into greater competitiveness, it is recognized that innovation is, in an appropriate sense, unique and differs from other inputs like labor or capital. Nonetheless, often this uniqueness is left unspecified. We analyze two arguments rendering innovation special, the first related to partly non-discretionary innovation input levels and the second to the induced increase in the firm’s competitiveness on the global market. Methodologically the analysis is based on restriction tests in non-parametric frontier models, where we use and extend tests proposed by Simar and Wilson (Commun Stat Simul Comput 30(1):159–184, 2001; J Prod Anal, forthcoming, 2010). The empirical data is taken from the German Community Innovation Survey 2007 (CIS 2007), where we focus on mechanical engineering firms. Our results are consistent with the explanation of the firms’ inability to freely choose the level of innovation inputs. However, we do not find significant evidence that increased innovation activities correspond to an increase in the ability to serve the global market.  相似文献

The appropriate management of construction projects presupposes a clear comprehension of the structure of the temporary multi‐organization (TMO); however, most of the work on the structuring of TMOs has concentrated either on procurement strategies or the structure of individual organizations. Current approaches, therefore, do not fully consider the roles of all project stakeholders, the informal communications, and the complexity of the client organization. Instead, we argue that the contingency theory contributes to the understanding of the structuring of TMOs. The analysis of 27 recent construction projects allows us to identify two contingency factors and patterns of configuration of the TMO.  相似文献

This paper evaluates the effect of two policy changes on the efficiency of Italian regional governments in the provision of health care services: first a change in the electoral system, second a process of fiscal decentralisation. The paper provides two main contributions: (1) a comprehensive analysis of the two main reforms that involved Italian regional governments and the health care sector during the 1990s, (2) the evaluation of the impact of the electoral reform in a quasi-experimental setting. Final results are in line with recent theoretical predictions that show a positive relationship between government efficiency and the electoral accountability enhanced by institutions such as electoral rules and fiscal decentralisation.  相似文献

Public trust and confidence in the voluntary sector continues to be at the heart of the government's new policy agenda. A number of initiatives are currently under way to review how trust and confidence could be bolstered. In this study the authors review the findings of a major new study of how donors feel about voluntary organisations and the factors that drive trust therein. Cultural intelligence and intercultural competence are concepts that have been identified as antecedents for success in global management, and both depend on the acquisition of cultural knowledge. However, although a lack of cultural knowledge is cited in the international management literature as a frequent source of failure in expatriate assignments, there is scant research about how cultural knowledge is created and diffused within organizations. We cite evidence that cross-cultural training programs, which are widely utilized for cross-cultural knowledge transfer, tend to be ineffective in transferring cultural knowledge, and we examine in detail how cultural knowledge is acquired in MNCs and reveal the importance of its tacit component. Then, drawing upon five relevant learning models, we propose a framework for the effective transfer of cultural knowledge. Based on this theoretical underpinning, we offer four sets of effective cross-cultural training methods, as a function of the resources available, that the firm can apply to achieve more effective cross-cultural training for global managers.  相似文献

The day-of-the-week effect for the securitized real estate indices is investigated by employing daily data at the global, European and country level for the period 1990 to 2010. We test for daily seasonality in 12 countries using both full sample and rolling-regression techniques. While the evidence for the former is in line with the literature, the results for the latter cast severe doubts concerning the existence of any persistent day-of-the-week effects. Once we allow our sample to vary over time, the average proportion of significant coefficients per day ranges between 15 % and 24 %. We show that higher average Friday returns evident in previous literature, remain significant in 21 % of the rolling samples. We conclude that daily seasonality in the European Real Estate sector is subject to the data mining and sample selection bias criticism.  相似文献

This paper estimates the short run effect of creating more public jobs on private employment in the occupied West Bank. Unlike most cited research, the results provide evidence that favors crowd-in effect both at the aggregate employment level and across sectors. A main contribution of the paper is to empirically explore the underlying mechanisms that drive the results. They include positive public employment effect on local demand, lack of public wage premium, as well as no effect on private wages. It turns out that an increase in the local labor force participation is a driving factor for the latter channel. Interestingly, the increase in labor force participation exceeds that of public and private employment, leading to an increase in the number of job seekers.  相似文献

The paper aims to study the effect of spatial interdependence, among nearby municipalities, on public services efficiency. An empirical analysis on the waste disposal service in 4250 Italian municipalities was carried out to evaluate the efficiency of waste management expenditure, once the impact of positive/negative externalities, of neighbouring local governments, on efficiency levels is isolated. From a methodological point of view, our study extends the spatial stochastic frontier methodology proposed in Fusco & Vidoli (2013) usable only for production analysis, allowing to admit into a cost frontier the spatial autocorrelation among residuals. Ignoring spatial autocorrelation leads to inferential problems violating one of the most important assumption of classical regression models: the non-correlation of the residuals. We found a significant spatial interdependence among neighbouring municipalities in term of cost efficiency, that, thanks to the methodology proposed, has been isolated allowing a discussion on the specific efficiency of municipalities. These results may suggest the need to consider proximity effects in future investigations about the efficiency of waste management and, more generally, of public services.  相似文献
