Small-scale farmers are known to produce the greater proportion of food consumed in the Third World, especially in sub-Saharan Africa. The various national and international agricultural research centres located in these parts of the world have developed agricultural packages which have been proven, at experimental levels, to be highly productive. However, small-scale farmers in these areas continue to produce at levels far below the capacities of these packages as predicted from experimental results. Consequently, these farmers, despite their relatively large number, could not produce enough to feed themselves let alone the general population. To improve the quality of life of these farmers in particular, and the population of the Third World in general, there is a need to study the various factors responsible for low agricultural production at the household level. Models relating production to the various factors need to be formulated to improve our understanding of the functional relationships. This in turn could lead to relevant national and international policies with respect to small-scale farmers in the Third World. In this paper, we develop models to predict production given these factors. For simplicity, the parameters of the models are limited to land size (or herd size), environmental effect and management effect. A statistical examination of our model fitted to a set of survey data on this subject revealed that improving the farmers' management level could greatly enhance their production. Further statistical analysis of the data set showed that the various factors constituting the farmers' management level could broadly be classified into three groups: resources (labour and farm implements), personal characteristics (educational level and age) and external assistance (contact with extension agents/assistance) in that order of importance. We discuss the importance of these findings in the formulation of policies concerning small-scale farmers in sub-Saharan Africa.  相似文献

Classical innovation adoption models implicitly assume homogenous information flow across farmers, which is often not realistic. As a result, selection bias in adoption parameters may occur. We focus on tissue culture (TC) banana technology that was introduced in Kenya more than 10 years ago. Up till now, adoption rates have remained relatively low. We employ the average treatment effects approach to account for selection bias and extend it by explicitly differentiating between awareness exposure (having heard of a technology) and knowledge exposure (understanding the attributes of a technology). Using a sample of Kenyan banana farmers, we find that estimated adoption parameters differ little when comparing the classical adoption model with one that corrects for heterogeneous awareness exposure. However, parameters differ considerably when accounting for heterogeneous knowledge exposure. This is plausible: while many farmers have heard about TC technology, its successful use requires notable changes in cultivation practices, and proper understanding is not yet very widespread. These results are also important for other technologies that are knowledge‐intensive and require considerable adjustments in traditional practices.  相似文献

This paper presents case-study results and aggregate data to evaluate the impact of research in African agriculture. Of 32 case studies, all but eight report annual returns over 20% and many are far higher, with most gains arising in the late 1980s and 1990s. Spurred by policy reforms and changing incentives, these innovations have led to sustained growth in aggregate cereal crop yields since 1985. Africa's belated ‘green revolution’ is based on new varieties (often with early maturation for drought escape), complemented by new management techniques (typically labor-intensive efforts to conserve soil moisture and build soil fertility).  相似文献

Conventional estimates of the economic return to agricultural research use market prices for the values of products and inputs; on this basis, economic rates of return are typically well above the cost of capital, suggesting that more investment in research would be socially desirable. But these estimates may be incorrect if, as is often the case, market prices are distorted by market failures or government policies and hence do not reflect social values. This paper presents a simple, partial-equilibrium methodology with which to improve the measurement of social returns to research by taking account of multiple distortions in the market prices of products, inputs and foreign exchange. The method also takes account of variation in domestic and world prices, making a product tradable in some years and nontradable in others. The method is applied to the case of Hageen-Dura 1 (HD-1), Sub-Saharan Africa's first commercially successful hybrid sorghum. HD-1 was released in the Sudan in 1983. From the start of research in 1979 to 1992, the HD-1 breeding program had an estimated IRR of 97% when all major policies in the sorghum market, the fertilizer market, and the exchange rate are taken into account. The high rate of return to HD-1 research was due to the program's low cost and rapid payoff, pointing to the potential value of small adaptive research programs, taking full advantage of foreign technology and genetic material to produce locally-appropriate crosses in a short period of time. Even in the highly distorted economies of Africa, such programs can yield very high payoffs.  相似文献

The article examines gender differences in agricultural productivity using panel data for Tanzania. At the national level, there is weak evidence of mean differences in productivity between male and female plots, but conditional on manager characteristics, plot characteristics, inputs, and crop choice, plots managed solely by a woman are consistently found less productive than all other plots. An Oaxaca‐Blinder‐type decomposition reveals that important factors explaining the gender differential are plot area and family labor. Women are able to obtain higher yields on smaller plots farmed with less male labor and more female labor and thus cover the gender gap in productivity at the aggregate level, but there are still significant unobservable factors which contribute to widening the gap.  相似文献

Empowering women farmers to participate in agricultural research is a key strategy for sustainable agricultural development. Women empowerment has the potential to improve their roles in agricultural production while enhancing nutrition and food security. Although new agricultural development policies are focusing on improving women engagement in agriculture, there is limited literature on women empowerment in relation to agricultural research. This study used mixed methods to analyse women farmers’ participation in four stages of the agricultural research process – design, testing, dissemination, monitoring and evaluation. Two hundred and thirty individual interviews with women farmers and 16 focus group discussions with men and women farmers were conducted in four Woredas (districts) of Ethiopia. Quantitative data were analysed using binary and multivariate probit models. Qualitative data were analysed using line-by-line coding. The results showed that several empowerment indicator variables significantly (p?≤?.001) influenced women’s participation in different stages of agricultural research. Specifically, input in production decisions, autonomy in plot management, membership to farmer groups, and ability to speak in public enhanced women’s participation in different stages, in addition to access to information and extension services, education and land size. Cultural norms hindered women’s empowerment and engagement in research. To foster sustainable agriculture development, it’s important to integrate holistic and proactive gender perspectives into research strategies to increase women’s participation in farmer research groups, access information and knowledge, have voice and challenge constraining cultural norms and traditions.  相似文献

Evidence is forwarded of a will for rationalisation of higher education, research and technology transfer processes; but the actions which have taken place in all three structures have, in contrast, produced irrationality and inefficiency. Tertiary education institutions are proposed as the spine for reconstruction, but pre-requisite is a logical hierarchy of missions appropriate to the various educational sectors. This done, research institutions may usefully coalesce with the universities, while development and advisory agencies may beneficially integrate into the polytechnic sector from which their information flow is sourced. There is strong mutually supportive efficiencies from education, research and extension emanating from a single resource base; but that base needs to be tiered according to the aptitude and requirement (science, technology, skills), and integrated with the industry. These proposals are not founded only as coping strategies in the face of funding withdrawals, but as optimisation movements bringing benefits of sharing of common human and physical resource for the three sectors; education, research, and technology transfer. An optimisation lost by their separation, and by competition amongst organisations within each sector (but especially education) striving for similar goals and for limited resources when the national requirement is for diversity.  相似文献

This paper reports the findings of a study whose objectives were to compare and contrast the public and private sectors in Asia in terms of their (1) estimated level of investment in maize breeding research; (2) germplasm outputs; and (3) nature and extent of roles played in the maize seed industry. Since the 1960s, yield gains, rather than area expansion, have fuelled increases in maize production in Asia. Yield gains, in turn, have been due to the shift in maize cultivation from mostly open‐pollinated varieties (OPVs) to mostly hybrids. This transition also shifted the locus of modern maize breeding research from government research organisations to private national and multinational seed companies. In countries where both the public and private sectors participated in maize research, private sector research investment far exceeded that of the public sector. With more aggressive marketing programmes, the private sector captured 89% of the Asian maize seed market in the late 1990s. National public seed research agencies (including universities and cooperatives) developed and produced more maize OPVs than hybrids, mass‐produced and distributed seed cheaply, addressed location‐specific production problems, and provided agricultural extension services. The private seed companies developed, produced, sold and promoted their own proprietary hybrids. The reluctance of the private sector, however, to address the needs of marginal maize farmers should encourage the public sector to continue playing an active role in maize research and development (R&D), seed production and modern maize technology dissemination, especially with adequate support from appropriate government policies.  相似文献

This paper contributes to the productivity literature in developing country agriculture by quantifying the level of efficiency for a sample of peasant farmers from Eastern Paraguay. A stochastic efficiency decomposition methodology is used to derive technical, allocative and economic efficiency measures separately for cotton and cassava. An average economic efficiency of 40.1% for cotton and of 52.3% for cassava is found, which suggests considerable room for productivity gains for the farms in the sample through better use of available resources given the state of technology. Gains in output through productivity growth have become increasingly important to Paraguay as the opportunities to bring additional virgin lands into cultivation have significantly diminished in recent years. No clear strategy to improve farm productivity could be gleaned from an examination of the relationship between efficiency and various socioeconomic variables. One possible explanation for this finding is the existence of a stage of development threshold below which there is no consistent relationship between socioeconomic variables and productivity. If this is the case, then our results suggest that this sample of Paraguayan peasants are yet to reach such a threshold. Hence, improvements in educational and extension services, for example, would be needed to go beyond this threshold. Once this is accomplished, additional productivity gains would be obtained by further investments in human capital and related factors.  相似文献

In earlier debates on economic development, the agricultural sector's role was somewhat controversial. While dualistic models highlighted the importance of agriculture, the mainstream literature placed a greater emphasis on the creation of a modern industrial sector. Soon agriculture disappeared from the mainstream development literature to re‐emerge recently with a variety of multiple‐sector growth models emphasizing the key role of agriculture and specifically technology in agriculture. This article is an empirical cross‐country analysis of agricultural technology's role in economic development. Specifically, the hypothesis being tested is whether improvements in agricultural technology have a significant impact on long‐run economic growth. The results indicate that agricultural modernization has a positive effect on both measures of economic growth and human development.  相似文献

Cash transfer programs are increasingly utilized to combat poverty and hunger while building the human capital of future generations; however, they have been faulted by some for failing to build the productive capacity of current generations. This article analyzes the impact of the Malawi Social Cash Transfer Scheme on agricultural production. The results show strong increases in ownership of productive agricultural assets, in time devoted to household farms, and in food types consumed from own production, coupled with a sharp decrease in ganyu labor, which is often used as a coping mechanism once food stores have been depleted. These results are most likely achieved by helping farmers overcome credit and liquidity constraints. This research shows that cash transfer programs can help the capacity of extremely poor farm households to expand agriculture production even if the goal of the program is focusing on other dimensions of poverty.  相似文献

This paper describes the identification, specification, estimation, and evaluation of econometric models of knowledge productivity and the returns‐to‐research. General issues related to these models are discussed and placed in context of the literature. The path from R&D investment to economic benefit is complex, convoluted, generally unknown and possibly misrepresented. The complexity arises from the intricate spatial spillover relationships and the very long time periods involved, which complicate any econometric analysis. The relevant R&D investment data are typically unavailable, incomplete and poorly measured (or approximated). The appropriate calculation of the financial benefit is not entirely clear. Some parsimonious suggestions for future research are presented.  相似文献

Allocations of research funds across programs are often made for efficiency reasons. Social science research is shown to have small, lagged but significant effects on U.S. agricultural efficiency when public agricultural R&D and extension are simultaneously taken into account. Farm management and marketing research variables are used to explain variations in estimates of allocative and technical efficiency using a Bayesian approach that incorporates stylized facts concerning lagged research impacts in a way that is less restrictive than popular polynomial distributed lags. Results are reported in terms of means and standard deviations of estimated probability distributions of parameters and long‐run total multipliers. Extension is estimated to have a greater impact on both allocative and technical efficiency than either R&D or social science research.  相似文献

The focal area approach has been developed and applied by the public agricultural extension service in Kenya to harness the comparative advantages of various players for the overall development of rural areas. Participatory processes have been institutionalized in public extension and have brought new meaning to both extension and understanding rural development. The interactive engagement of smallholder farmers by public extension and the conducive environment created by the approach for other service providers to interact with communities has brought many advantages. The participation of women and youth, the poor and vulnerable groups in generating information and solutions to address food security and other rural needs has been impressive. The knowledge gained from the interaction has contributed in influencing policy change and research priorities. Smallholder farmers have formed common interest groups, which has enabled them to move from subsistence to business farming associated with increased knowledge, increased productivity and increased demand for produce. The approach has enabled extension service providers to reach more farmers per year than they did previously. The partnerships created between public extension with other institutions contributed to enhancement of knowledge and skills that has enabled the approach to spread to more areas in the country. Further capacity development among the extension providers and formulation of supportive policies that encourage demand-driven extension will lead to further improvement of the approach and scaling up.  相似文献

This paper identifies three scientific research programs in agricultural economics. The farm management approach (1870-1933), the farm problem approach (1933-1982) and the domestic and global welfare approach (1982-). In respect to agricultural policy research two competitive research programs developed out of the farm crisis of the 1920s. One program argued for government intervention in agriculture. The other argued for stability in the general economy. The former program degenerated during the 1970s because of countervailing empirical evidence and a change in the understanding of positive economics. The latter program stayed progressive by adding the international dimension and by applying welfare economic analysis. Two other important factors influenced the development of agricultural policy. First, the unique institutional set up of the land grant system in which agricultural economics was founded as an applied science with a bias to help farmers. Second, the convergence of agricultural economics towards general economics that shifted the approach from applied to basic.  相似文献
