An emerging international market for education is exploding through the confluence of both new demand and supply factors. The demand factors include important and reciprocal demographic changes in both the developed and the developing world, and a new emphasis on improving ‘human capital’ as a source of national competitiveness and equity. The supply factors include the adoption of new competitive trading strategies by countries competing for students with the United States; changes in the need for ‘lifelong learning’ and the information technology revolution. This article analyses these dynamic factors and discusses remaining bottlenecks to the expansion of international trade in education. The article concludes by laying out some of the implications for the future of the national and international education markets.

Policy makers are trying to narrow the widening gap between the demand and the supply of transplantable organs. They are doing so largely without contributions from consumer affairs specialists. This article establishes the need for involvement of consumer affairs scholars and suggests directions for further empirical and critical inquiry. Substantive research must be grounded more firmly in established theoretical constructs and behavioral theories.

This special issue of the Canadian Journal of Administrative Sciences features four articles using various methodologies to explore the interplay of technology and consumption. Through an exploration of identity expression in virtual reality to the consumption of fashion media and culture to inspiring the use of wearables, we learn that although new technologies may change traditional consumption patterns, fundamental human needs persist. From this special issue, it is evident the so-called brave new world will require companies, and marketers especially, to not lose sight of the human when using and experimenting with technologies to streamline and enhance consumption and marketplace experiences.

The socialization process into the East German culture has created a lasting impression on millions of former East Germans which will not be erased easily by the turn of political climate or financial gain. Despite a reunited Germany, consumers in what was once East Germany are different in many regards from consumers in what was once West Germany. The results of an empirical study comparing former East and West Germans suggest that consumers socialized in the East have different attitudes toward information sources, advertising, pricing and product quality, as well as differing abilities in evaluating products when compared to those socialized in the West.

Consumer education is an important EU and United Nations priority. In most countries’ formal education systems, it is not a single discipline in its own right, but a cross‐curricular subject involving many areas of the school curriculum. Adult consumers are expected to be critical and informed consumers but may not know how to acquire the appropriate skills. The formal school system in many countries has failed to deliver these skills and values and adults need consumer education through both formal and informal means. With increasingly varied societies consumer education will help to produce active socially responsible citizens and citizenship is an essential element of the delivery of consumer education to adults. It is particularly important that consumer education should reach the vulnerable groups in society. Increasing globalisation and business power necessitate ethical and sustainable business practices; an informed, educated and empowered consumer will strengthen the market place to the benefit of both consumers and business. Unlike school education, adult education across Europe is fragmented with a mixture of formal education, including training for vocational qualifications, continuing and community education, and informal education, an essential contributor to life‐long learning delivered through media, women's groups, consumer groups and many other large and small organisations. The issues have been addressed by the EU Socrates supported CEA (Consumer Education for Adults) project which has 10 partners from 7 European countries drawn from non‐government organisations, teacher training and adult education institutions, universities and research institutes. The project has produced a training manual for adult consumer education, a training module, piloted in Vienna, which includes a handbook of teaching materials and a video, and has initiated a dialogue between consumers, consumer educators, business and producers.

With the professional name change in the United States of ‘home economics' to ‘family and consumer sciences’, the purpose of this paper is to facilitate communicating an understanding of our profession to our students. This paper focuses on an historical perspective depicting a progression of conceptualizations about the profession. Four developmental models are presented to provide a system of organization that will help students develop their professional identity. This paper is a reflection of an individual journey to gain a personal-professional identity. The sharing of this pilgrimage and the visual models that have been developed to enhance its communication have become a valuable resource and meaningful part of an undergraduate core class that provides students with the initiative to begin their own professional clarifications.

Although nanotechnologies are considered key technologies that can drive growth‐generating innovations in well‐saturated markets, worldwide investment in nanotechnologies has to date focused largely on technology‐related development programmes and little effort has been expended to research associated risks. As a result, even though prior discourses have sensitized western consumers to potential health‐related dangers, solid knowledge on, for example, the toxicological and eco‐toxicological risks and unintended side effects of nanotechnology are scarce. This paper therefore presents an overview of the current evidence on consumer knowledge and perceptions of nanotechnology and public engagement with it, with a focus on the US, the UK and Germany. Overall, even though survey data suggest that awareness of the term ‘nanotechnology’ has risen slightly, today's consumers are generally ill informed about its nature and its applications in consumer‐related products. Hence, based on our analysis of these data, we argue that early political engagement in the nanotechnology issue – for example, consumer policy options that support consumer interest in the marketing of ‘nanos’– would facilitate objective public discourse.

The study aims to provide a critical review of the literature on the consumer interest in the UK in organic food, with a particular focus on organic meat. Given that people are more likely to purchase products if they have faith in them, the regulation of organic food standards is reviewed to explore issues affecting consumers. This is followed by a review of the organic meat sector. Aspects of the consumer interest considered in this paper include consumer information, consumer access, consumer safety, consumer choice and consumer representation. As the literature on organic food/meat in the UK is extensive, it was therefore necessary to be selective with regard to the publications suitable for this review. Most of the literature selected for this paper has been drawn from UK publications, although several European and international sources have also been used. The review found that there is a considerable level of interest in the UK organic meat sector. As the regulation of organic food produced is set at varying standards across the European Union, this could lead to consumers being misled regarding the quality of products offered. It was also found that, although consumers perceive organic foods as healthier, more nutritious and tasting better than non‐organic products, the literature shows that this may have only a limited basis on fact. Contamination of organic products with pesticides and even genetically modified ingredients is always possible. Organic farmers are permitted to use other ingredients in organic meat products that may be harmful to health. Escherichia coli and Salmonella risks associated with conventional meat also appear to affect organic meat. Consumers need clear, accurate and reliable information about organic meat. They also need to be provided with safe products, a choice of organic products, access to organic products and to be represented effectively.

In this paper, it is pleaded that consumer organizations ought to play a larger role in the development and execution of consumer policy at the national and international levels. The present environment in which government consumer policy operates is entirely different from that of one or two decades ago, and this necessitates the search for new avenues to pursue the consumer policy objective. Although government remains responsible for providing basic consumer protection, it should scrutinize its own organization in order to achieve a better integration of the consumer aspect in sectoral policies.Especially in the field of economic consumer protection, consumer organizations should start negotiations with business with a view to obtain, e.g., better contract terms and complaint handling mechanisms. If government maintains that the achievement of such goals is worthwhile from the consumer point of view and leads to a better functioning of markets, but wants to refrain from legal action, it should provide consumer organizations with the means to perform these negotiations. Consumer organizations are urged to accept this challenge.Further, the organization of EC policies and those of the Consumer Committee of the OECD are discussed. The roles of BEUC and IOCU within this framework are also dealt with.

In the UK, as elsewhere in Europe, government policy aims to reduce the use of private cars for consumer shopping trips. One major instrument of policy aims to ensure that new retail development is located in places accessible by all transport modes. This paper reviews the effectiveness of this and other such policies through analysis of survey evidence relating to routine shopping behaviour in the UK. It appears that these policies are likely to have little impact upon shopping travel, given the advantages to the consumer of private car use. However, demographic trends and increasing use of the Internet for food shopping are likely to stabilize or even reduce the use of private cars in the future.
