Policy impacts on food industry firms are investigated. A new approach is presented for the analysis of food industry policies that focuses on food industry firms. Data from a survey of Danish firms in 2003-2004 are used to define and construct tables of winners and losers from 30 regulatory areas. Two forms of statistical test are employed in a grid-search to identify association between regulatory areas, types of firms, and patterns of winning and losing. Results indicate that the type of firm, rather than the policy instrument, determines patterns of winning and losing. Upstream and downstream ownership of assets by food industry firms, and their trade orientation, are shown to be the most important variables. For several policy areas the pattern of winning and losing is found not to be associated with any specific firm types, which indicates that their impact is neutral across all types of firms studied. Firm size was found to be poorly associated with firms' capacity to win and lose from several policies involving high-investment compliance.  相似文献

Existing indicators of agricultural protection and support were developed primarily to gauge the market and welfare effects of government policies. They have shed light on a wider range of impacts through their use in economic models and empirical analysis. The rising scale of support to agriculture globally, and continued reliance on market distorting policy instruments, make this work as important as ever. Deeper investments are nonetheless needed to address heightened concerns about the spill-over impacts of agricultural policies on the performance of food systems, in particular with respect to food security and nutrition, rural livelihoods, resource use and the environment, and global emissions. A first area for development is improved measures of policies to correct agriculture's externalities. A priority here is to develop a carbon tax equivalent of sectoral mitigation efforts. A second area is to provide a clearer delineation of government spending on private versus public goods. This would make a valuable contribution to a ‘repurposing’ agenda that seeks to identify how agricultural budgets can be spent more effectively, as well as the scope for transferring resources to wider social priorities, such as public health and climate action.  相似文献

Ten years in the EU (European Union) have passed and structural changes have taken place in the food sector, but it is a common opinion that as far as production is concerned the food sector has managed better than expected. In this paper, we study structural changes in the Finnish food industry in 1989-2002, with the focus on the use of domestic and imported inputs and value-added formation before and after joining the EU. An input-output (I-O) analysis output approach will be applied, as this enables to trace the multiplier effects of an industry's total output. The results confirm an increase in imported inputs as well as in demand of the domestic service industries; and conversely, a decrease in the food industry's (own) value added. It is concluded that outsourcing, labour reduction and increased imports have improved the efficiency of the Finnish food industry and contributed to its stable development after accession to the EU.  相似文献

This article explores the economic issues associated with diet choices and nutrition policies in Europe. A review of the current and potential policy measures is provided and the issues associated with the development of a common nutritional policy in Europe discussed, with a special focus on the collection of appropriate data for benchmarking. This paper reports on the result of a major foresight exercise commissioned by the Ministry of Agriculture of the Russian Federation on the prospective developments of the agriculture and food industry up to the year 2030. The exercise identified economic, technological, social and ecological trends that will greatly influence both supply and demand in the industry. The findings provide a decision base for policy-makers to improve the technology base and to ease the reliance on technology imports. The country’s agricultural producers have been struggling with the introduction of new technologies, and customers are showing conservative demand patterns. Previous research showed that technology transfer into Russian agricultural enterprises suffers from a low knowledge level especially in receiving organizations. The country’s own S&T system requires support both for technology development and technology transfer, especially for breeding of best-suited plants and animals for local circumstances. Furthermore, consumer behaviour could be influenced towards higher demand, for example, organic food or ethical husbandry.  相似文献

This article addresses the evolving links between energy and agricultural markets. Prior to 2005, there was little correlation between energy and agricultural commodity prices. In 2006–2008, with the ethanol boom in the United States, there emerged a strong link between crude oil, gasoline, and corn prices. There was little link between ethanol and corn. However, in late 2008 and 2009, the markets changed as ethanol production came under severe economic pressure and 2 billion out of 12 billion gallons of capacity shut down. During this period ethanol became priced more on corn, as the breakeven corn price helped drive the ethanol market. This article explores the drivers in these markets as well as other major issues facing the corn ethanol industry in the United States such as the blend wall. The article concludes with a review of prospects of a future cellulosic biofuels industry.  相似文献

Australia is the sixth largest producer of beef and the second largest exporter of beef. Average beef exports from Australia are approximately 65 per cent of the total amount of beef produced, about 1.3 million tonnes. Australia is particularly vulnerable to diseases that are not endemic to the country and could close or disrupt its export markets for beef. In this study, we construct a bioeconomic optimisation model of the Australian beef industry that captures production and consumption decisions, domestically and internationally, and the impacts on the beef industry of a potentially catastrophic disease, foot‐and‐mouth disease (FMD). This study analyses localised to large‐scale outbreaks and suggests that changes in economic surplus because of FMD range from a positive net gain of $57 million to a net loss of $1.7 billion, with impacts on producers and consumers varying depending on the location of the outbreak, control levels and the nature of any trade ban.  相似文献

Without support, the levels of agricultural public goods suchas food security and landscape preservation would fall shortof demand in high-cost countries. However, as demonstrated byNorway as a case study, the current level of support is disproportionatefrom a public goods perspective, and the policy instrumentsare badly targeted at the public goods in question. We develop a formal model of EU decision-making on the CommonAgricultural Policy (CAP). The model is used to evaluate underwhat conditions CAP reform occurs and what the influence ofthe European Commission (Commission) is on CAP reform. We findthat the voting and amendment rules in the Council of the EuropeanUnion, the number of policy instruments and external changeshave important impacts on the occurrence and extent of CAP reformand on the influence of the Commission. Stricter voting rulesincrease the status quo bias and reduce Commission influence,whereas stricter amendment rules increase both the status quobias and Commission influence. Intra‐industry trade (IIT) has become a widespread phenomenon with a growing role in international trade, though agricultural trade is usually neglected in empirical works. This article identifies the determinants of horizontal and vertical intra‐industry agri‐food trade between New Member States (NMS) and the EU‐27 in 1999–2010, by applying static and dynamic models with different specifications to panel data. Results show that IIT is mainly of a vertical nature in the NMS, though the majority of NMS export low quality agri‐food products to EU‐27 markets. Factor endowments are negatively related to agri‐food horizontal intra‐industry trade (HIIT), but positively to vertical intra‐industry trade (VIIT). Economic size is positively and significantly related to both types of IIT, while distance and IIT are found to be negatively related in both cases. Results also suggest that HIIT and VIIT are greater if a New Member State exports agri‐food products to another NMS while EU accession has had positive and significant impacts on both HIIT and VIIT, suggesting that economic integration fosters IIT.  相似文献

The demand for food and beverages is estimated within a three-stage demand model. The separability structure of the model is checked by nonparametric tests. Some generalized axiom of revealed preference (GARP) violations are detected in one of the subsystems. However, they are removed by small adjustments in the quantities of fish, and the violations are interpreted as results of measurement errors. The almost ideal demand system is used in the static and a dynamic version. The results of various specification and misspccification tests suggest that the static version performs poorly as compared with the dynamic version. Norwegian demand elasticities for disaggregate food commodities have rarely been estimated within a system framework, so the results are of intrinsic interest. The elasticities estimated by using the dynamic model are of the expected signs and reasonable magnitudes. The values are stable over time for most commodities. Elasticities estimated within a subsystem are conditional on the goods included in that system, and they may differ from the more policy relevant unconditional elasticities estimated within a system including all goods. Adjustment formulas are used to approximate the unconditional elasticities from the estimated conditional elasticities. There are considerable differences between the numerical values of the conditional and unconditional elasticities for several of the foods. The unconditional own-price elasticities are in the interval-0.20 to-0.89. The own-price elasticities for hot drinks and for milk are most inelastic. The unconditional expenditure elasticities for food-away-from-home, fish, soft drinks, and alcoholic beverages are above one, while the expenditure elasticity for hot drinks is about zero.  相似文献

This article investigates the drivers of vertical intra‐industry trade (VIIT) in Hungarian agri‐food trade with the European Union (EU). It identifies three possible ways to measure intra‐industry trade (IIT) flows (GHM, FF, and N methods) and defines six hypotheses to test for the drivers of VIIT with three panel data models (static, dynamic, and FEVD). The results suggest that factor endowments are negatively, while economic size is positively and significantly related to VIIT. Distance and VIIT were found to be negatively related as is commonly the case in the standard gravity model. It was also found that VIIT is greater if a New Member State (NMS) is exporting agri‐food produce to an NMS, while EU accession has ambiguously influenced the share of VIIT. In general, it seems that our results are independent from model estimations and interestingly they do not differ considerably as we a priori expected. Moreover, our results seem surprisingly robust across various measurements of ITT.  相似文献

In this paper, I compare the formation of food regimes during British and US hegemony, which were mirror-images in terms of the degree of free trade and state regulation as well as the direction of trade flow of grains. Many scholars recognize that the foundation for each regime was laid by the national policy and dominant political coalition in the world-economic hegemon, but my analysis pays particular attention to the divisions and coalitions within agriculture as forces that drove the shape of each regime. Though important agricultural divisions existed in each case, the political power of the resulting agricultural coalitions – and those coalitions' relations to the nation's dominant coalition – are central to understanding the formation and spread of each food regime.  相似文献

Consumer welfare effects from policy changes are traditionally calculated using estimates of consumer preferences for the underlying goods and services affected. This conventional approach is indirect, does not consider preferences people may have for the policies themselves, and makes it difficult to easily compare relative preferability of a large set of policy options. In this paper, we use the best–worst scaling approach to determine consumers’ preferences for 13 policies. A nationwide survey of 1,056 U.S. consumers indicates the highest levels of support for investments in agricultural research and requirements of food and agricultural literacy standards in public education. Fat, calorie, and soda taxes are the least popular; fewer than one-third of respondents are in favor of these three policies.  相似文献
