This paper discusses economic perspectives on obesity, summarizes the economic literature and outlines potential policy responses. The paper provides the most up-to-date review of the literature. The literature illustrates the potential role of informational market failures and the dichotomy between the private and social costs of obesity. Market failures can act to provide a rationale for government intervention. Suggested factors for explaining the increase in the prevalence of obesity are discussed as relating to imperfect information, lifestyle changes and technology changes. Some of the potential remedial policies that are being debated in the literature include applying Pigouvian taxes, labelling regulation and advertising limitations.  相似文献

Policy impacts on food industry firms are investigated. A new approach is presented for the analysis of food industry policies that focuses on food industry firms. Data from a survey of Danish firms in 2003-2004 are used to define and construct tables of winners and losers from 30 regulatory areas. Two forms of statistical test are employed in a grid-search to identify association between regulatory areas, types of firms, and patterns of winning and losing. Results indicate that the type of firm, rather than the policy instrument, determines patterns of winning and losing. Upstream and downstream ownership of assets by food industry firms, and their trade orientation, are shown to be the most important variables. For several policy areas the pattern of winning and losing is found not to be associated with any specific firm types, which indicates that their impact is neutral across all types of firms studied. Firm size was found to be poorly associated with firms' capacity to win and lose from several policies involving high-investment compliance.  相似文献

This paper examines control measures for improving food safetyin the dairy chain, using an integer linear programming model.The chain includes feed (compound feed production and delivery),farm (dairy farm) and dairy processing (transport and processingof raw milk, delivery of pasteurised milk) blocks. Results showthat 65 per cent of the maximum possible food safety improvementcan be achieved at relatively low extra cost per ton of milk(4.27), fairly evenly distributed across the blocks. Highersafety levels can be attained by increasing the farm block'scontribution, but at much higher extra cost (44.37 for the maximumattainable).  相似文献

China's grain-for-green policy of converting steep cultivated land to forest and grassland is one of the most important initiatives to develop its western inland regions. Using a multi-objective programming model, this study assessed the impacts of this policy in the upper reaches of the Yangtze River and the upper and middle reaches of the Yellow River. In addition to the strategic planning of converting cultivated land to forest and grassland and its associated impacts, three other scenarios were simulated. Results showed that impacts on grain supply at the national level were in the range of 2–3%. These results suggest that the proposed policy might not have a major impact on China's future grain supply and the world grain market. At the local level, however, impacts could be significant.  相似文献

It is becoming increasingly difficult for the public to attempt to assess risks using traditional methods such as smell, taste or other physical attributes of food. The existence of extrinsic cues such as the country of origin (COO) of food can help to make food purchase decisions easier for consumers. However, the use of extrinsic cues depends heavily on the extent to which consumers trust such signals to be indicative of quality or safety, which in turn depends on the credibility behind that cue. This paper aims to examine consumers association of domestically produced food with increased food safety standards and the association of COO and food safety information with socio-demographics and other aspects of consumer psychology such as attitudes, risk perception and trust. Using an ordered probit model, domestic production is examined as an extrinsic cue for food safety by looking at the relationship with trust in food safety information provided by national food standards agencies (NFSAs) and other socio-demographic characteristics, based on nationally representative data from 2725 face-to-face interviews across five European countries. Results suggest that domestic production of food is an extrinsic cue for food safety and as consumers place increasing importance on food safety they are more interested in food produced in their own country. This, coupled with consumer trust in a strong, and independent national food standards agency, suggests the potential exists for the increased consumption of domestically produced foods.  相似文献

A structural gravity model is used to quantify the effect ofharmonisation of EU food regulations on intra-EU trade during1990–2001. We construct a database that identifies foodproducts covered by harmonised regulations at a very detailedlevel. We find, at different levels of aggregation, that harmonisationof food regulations has led to more intra-EU trade, and thatthe tariff equivalents of the cost of not harmonising food regulations,subject to the sub-sector elasticity of substitution, vary significantlyacross some food sub-sectors.  相似文献

Analysis of contract choice is related here to the contracting nature of hybrid governance structures. First, recent research results on the organization of food safety supply are summarized and some remarks about contracting are proposed, providing the theoretical premises of the study. The approach of empirical analysis is concerned with transactions between farmers and processors in Italian poultry supply chains. The contract arrangement is classified as a hybrid structure, and growers' preferences regarding contract terms are analysed by a choice experiment. Final remarks take into account the role of contract attributes in ensuring the degree of food safety, and give a tentative organizational explanation of the degree of safety supplied. Without support, the levels of agricultural public goods suchas food security and landscape preservation would fall shortof demand in high-cost countries. However, as demonstrated byNorway as a case study, the current level of support is disproportionatefrom a public goods perspective, and the policy instrumentsare badly targeted at the public goods in question. Becauseagricultural land is a major component of both food securityand landscape preservation, giving rise to a high degree ofcost complementarity between the public goods, it would be moreefficient to support land-extensive production techniques thanproduction per se.  相似文献
