Transactive memory systems as a collective filter for mitigating information overload in digitally enabled organizational groups

With the increasing processing power and plummeting costs of information and communication technologies, the ability of employees to ubiquitously access and disseminate information grows. However, emerging research shows that individuals are struggling to process information as fast as it arrives. The problem of information overload is a significant one for contemporary knowledge-intensive organizations because it can adversely affect productivity, decision making, and employee morale. To combat this problem, organizations often invest in technical solutions such as business intelligence software or semantic technologies. While such technical approaches can certainly aid in reducing information overload, less attention has been directed at understanding how collective behavior, and in particular transactive memory systems, might enhance the ability of organizations to cope with information overload. In this study, we ask whether (and, if so, how do) transactive memory systems act as a collective filter to enable organizational groups to mitigate the potential for information overload. We used social network analysis and interview evidence from the R&D departments of two high-technology firms in the life science industry and found that individuals spontaneously organized without any centralized control to create a collective filter. For example, we found that one set of individuals specialized in filtering external information into the group while another set specialized in filtering that information for internal use. We conclude by discussing the theoretical and practical implications of our findings.

随着信息资源开发利用的不断发展，我国很多领域都出现了不同的信息资源标识方案，其相关技术要求并不统一，而一些国际组织目前已提出对信息资源进行唯一标识的标准或规范。以国际上的有关研究为参考，面向我国各类标识方案的实际情况，开展我国信息资源唯一标识的编码规则、注册元数据、管理与应用等方面的标准化工作，对我国的信息资源共享具有重要意义。     

Measuring Knowledge Development and Developing Official Statistics for the Information Age

Measuring knowledge development is a new statistical activity that warrants urgent attention in the light of the current Internet explosion. The Internet creates virtual networks by connecting information nodes, knowledge nexus, people and institutions. The Internet has resulted in an unprecedented proliferation of Information, Communication, Knowledge and Entertainment (ICKE), which has in turn brought about structural changes in all aspects of social, economic and political governance. For public policy formulators, including the statistical community, it is imperative that the knowledge development aspect of ICKE be measured. Being abstract, knowledge is difficult to quantify. However, the manifestations of attributes and variables of any knowledge development activity are measurable. The paper outlines a conceptual framework for achieving this. This proposed framework adopts a socio-technological approach, premised on contemporary information and knowledge development as an integral of the people and technology dimensions. To illustrate the workability of the proposed model, the paper identifies some parameters and variables in the current statistical system, and highlights some new data generated via the Internet Subscriber Study and ICT Exposition Visitor Study. All illustrations refer to Malaysian data. Finally, the paper outlines 'way forward' initiatives for establishing a full-fledged set of information and knowledge development indicators.     

福建省法人单位基础信息库建设的实践和探索

法人单位基础信息库（以下简称“法人库”）与人口基础信息库、自然资源和空间地理基础信息库、宏观经济数据库并列为我国“十五”期间规划和开发的4大基础信息库。法人库与其他基础信息库共同构成我国电子政务的基础信息资源,它们的建成和应用,对消除“信息孤岛”,推进信息资源开发,提升电子政务建设水平有重要作用。本文基于笔者的工作实践,以福建省法人库建设为研究案例,结合新公共管理理论,分析法人库建设中有待完善的几个问题,提出提升省法人库建设效能的几点个人想法。     

信息系统审计在电子政务中的应用

电子政务是政府管理方式的革命,加快电子政务建设是深化行政管理体制改革的重要内容,也是实现政府管理现代化的必由之路。当前,我国电子政务建设尚处在起步阶段,还存在一些问题。通过对我国电子政务现状的分析和对信息系统审计介绍,进一步论述了信息系统审计在电子政务中应用的必要性和紧迫性,提出了一种电子政务中信息系统审计框架,以控制电子政务信息系统建设和改造项目的建设风险,并为改善和健全电子政务的控制提出详细建议。     

县域农村物流信息服务平台构建研究

文中在农村物流现状及存在问题的基础上,结合区域物流信息平台的理论,提出了县域农村物流信息服务平台构建的总体思路和总体框架。总体构建了县域农村物流信息服务平台,包括运政物流信息网、运政服务系统和物流商务系统三大部分,以实现运政服务与物流商务的有效集成。     

航材供应链管理研究

传统的航材保障中的信息共享和信息技术水平较低,供应链的思想和技术是解决这一问题的途径。航材供应链对传统的航材保障进行一定的业务重组、信息化改造,提高了信息流管理的及时性、准确性,降低了航材经费。利用数据仓库和数据挖掘技术将航材供应链管理信息系统升级为基于数据仓库的决策支持系统,可以满足当前航材预测、辅助决策的需要。

Organizational restructuring in response to changes in information-processing technology

This paper examines the effects of changes in information-processing technology on the efficient organizational forms of data-processing in decision-making systems. Data-processing is modelled in the framework of the dynamic parallel processing model of associative computation with an endogenous set-up costs of the processors. In such a model, the conditions for efficient organization of information-processing are defined and the architecture of the efficient structures is considered. It is shown that decreasing returns to scale of the function describing data- processing technology and the information overload of the system are necessary and sufficient conditions for the hierarchical information- processing, respectively. Moreover, the size of the efficient structures is determined exclusively by their information workload and the current state of information-processing technology. 第三方信息共享有效弱化全球供应链牛鞭效应

经济全球化的今天,供应链的触角也伸入世界各地,全球跨境企业间的贸易司空见惯。但是牛鞭效应这一顽疾不但依然存在,而且日益加剧。信息共享可以有效地控制和弱化牛鞭效应。基于此,文中通过分析牛鞭效应产生的主要环节与原因,对比现有信息共享模式的优劣,归纳总结得出:独立的第三方信息共享中心能够有效减弱牛鞭效应。同时,进一步提出如何建立独立的第三方信息共享中心的建议,从而为有效减弱供应链牛鞭效应开辟一条新思路。     

How does cultural intelligence affect organisational culture: the mediating role of cross-cultural role conflict,ambiguity, and overload

Drawing on the tenets of role stress theory for insight into the cross-cultural and relational effects of role stressors, adaptability and organisation, we explain the mediating effect of these stressors to identify the extent of relationships across a broad scope of cultural settings. The current study examines cross-cultural role conflict, ambiguity and overload – the three role stressors – as mediators of the relationship between cultural intelligence and organisational culture. Survey data were collected from 299 employees across high-risk industries in four countries: Australia, the United Kingdom, United States of America and Singapore. Results demonstrated that cultural intelligence is positively related to organisational culture, while cross-cultural role conflict, ambiguity and overload are negatively associated with organisational culture. Moreover, results from mediation analysis highlighted that cross-cultural role conflict, ambiguity and overload partially mediate the relationship between cultural intelligence and organisational culture, providing a broader understanding of its connective influence both locally and in a cross-border setting. Implications for theory and managerial practice, along with avenues for future research, are discussed.

A dilemma of modern technology: managing e-mail overload

In an amazingly short time, electronic mail (e-mail) has become one of the most powerful and useful communication mediums in the health care workplace. However, while e-mail has added new dimensions to the communication system, which are advantageous, a concomitant effect is e-mail overload. By implementing e-mail management technique, strategies information overload can be controlled and effective productivity promoted.
