A role for a pan-European trade union movement?–possibilities in European IR-regulation

Steps towards internationalisation of the trade union movement are considered in the context of the process of political and economic integration taking place in the EU. The trade unions are trying–partly via the ETUC–to play a role at pan-European level. However, the European trade union movement is not a cohesive entity. Besides, it has no significant transnational power-resources. These factors suggest that any European IR-system will be based primarily on political regulation rather than on a system of collective agreements.     

关于商业银行贷款呆账准备金制度的分析

对贷款的会计处理和计提呆账准备金的实践是银行业管理和控制风险的基本要素,财政部已多次颁布了有关的管理办法。这些办法的出台对于商业银行防范和化解金融风险有着积极的意义,但也存在一些问题与不足。本文针对这些问题,结合国际惯例和我国实际情况,提出了改革和完善我国商业银行贷款呆账准备金制度的对策和建议。

Facing Adversity: Authentic Stories of Living and Working with Panic Attacks

This paper presents stories of adversity, as voiced by those that live and work with panic attacks. Respondents of this exploratory, phenomenological study, conducted in Sydney, Australia, shared their experiences of living and working with panic attacks. Two themes (and five sub-themes) of their reported lived experiences are presented here, including: A Changed Life (including sub-themes of: a seismic shift; a creeping change, and not knowing); and, Being Alone (with sub-themes of: withdrawing from the world; and professional non-support). Amidst their experiences of panic-related adversity, the 18 respondents reported trying to maintain—often without success—their working lives and selves. The often profound implications for employees working with panic are discussed, including the urgent need for further research.

Are not-for-profits different? Theory and evidence on the pricing of health services in Uganda

Public provision of health and education in developing countries is often insufficient and inefficient. There is thus a call for a greater involvement of private providers to supply affordable and high-quality services to the population. In particular, it is often suggested that not-for-profit institutions should play a larger role, given their social mission. But do not-for-profits really behave differently from for-profit institutions? The literature does not provide a clear answer to this question. The present contribution offers evidence based on a simple theoretical model and price data from health care providers in Uganda with different governance structures. Using differences in market structure as source of variation, we find that not-for-profits indeed behave differently from for-profit institutions, with a pricing behavior that is consistent with an emphasis on health impact and not just profit maximization. Our results thus provide an argument for a policy trying to attract not-for-profit health clinics to fill the gap of an inefficient public health provision.     

How do flexible work arrangements alleviate work-family-conflict? The roles of flexibility i-deals and family-supportive cultures

Flexible work arrangements (FWAs) are becoming common in emerging economies, though it is not clear if and how employees benefit from them in terms of their work-family balance and well-being. In contrast to previous work that used structural-functional explanations, we argue that FWA implementation should be depicted within its socio-political and socio-cultural context. We used survey data collected from 213 professionals in Istanbul, Turkey to examine the roles of flexibility i-deals and perceived family-supportive culture in the relationship between FWA availability and these employee outcomes. Results supported the hypothesis that i-deals mediate the relationship between FWAs and work-to-family conflict. Furthermore, perceived family supportive cultures predicted both work-to-family and family-to-work conflict and moderated the relationship between i-deals and family-to-work conflict. Finally work-to-family conflict mediated the relationship of flexibility i-deals and family supportive cultures with perceived general health. These finding are discussed for their implications for employees who are trying to balance their work and family lives and for organizations who are considering implementing FWAs.

当前高校正尝试着教育教学的改革,以人为本是教育教学改革的重点。本文从加快我国城镇化进程的实际出发,分别对建筑学专业课中城市规划原理课程的教学内容、教学方法和师资队伍等方面的改革进行了探讨,并提出了一些具体的改革措施,阐述了以学生为本的建筑学专业课程教学改革的必要性。     

Human Resource Management and the ability,motivation and opportunity to continue working: A review of quantitative studies

Organisations are challenged to retain older workers, however knowledge on how this should be done is scattered. The aim of this paper is to integrate knowledge on the actions organisations can take to facilitate the extension of working lives by identifying and examining the effectiveness of Human Resource Management activities directed at the extension of working lives. To this end a systematic review was conducted, which identified 110 peer-reviewed and unpublished empirical articles concerning the influence of job demands, job resources and Human Resource practices on the ability, motivation and opportunity to work(ing). The results indicate that offering job resources has a positive effect on the ability, motivation and opportunity to continue working. Furthermore, work ability was found to be most negatively related with job demands whereas employability was most positively related with developmental practices. The paper concludes by suggesting directions for future research and practical implications to encourage evidence-based practice.

Using data envelopment analysis to evaluate efficiency in the economic performance of Chinese cities

This paper studies the use of DEA (data envelopment analysis) as a tool for possible use in evaluating and planning the economic performance of China's cities (28 in all) which play a critical role in the government's program of economic development. DEA promises advantages which include the absence of any need for the assignment of weights on an a priori basis (to reflect the supposed relative importance of various outputs or inputs) when evaluating technical efficiency. It is also unnecessary to explicitly specify underlying functions that are intended to prescribe the analytical form of the relations between inputs and outputs. Finally, as is illustrated in the paper, DEA can be used to identify sources, and estimate amounts of inefficiencies in each city's performance as well as to identify returns-to-scale possibilities in ways that seem well-suited to the mixture of centralized and decentralized planning and performance that China is currently trying to use.

A bstract .   The full implications of the problem of the death of addicts have been ignored in the economic analysis of policy toward drugs. This article argues that drug dealers can, in theory, play an important role in sustaining the lives of addicts. This needs to be taken into account in policy enforcement and could lead to some radical changes to conventional policy proposals.
