This paper uses a numerical general equilibrium model to examine the quantitative importance of pre-existing factor tax distortions for the welfare effects of tariffs and import quotas. The presence of pre-existing taxes can greatly raise the costs of these policies, possibly by over several hundred percent. For a tariff much of this extra cost can be offset if tariff revenues are used to reduce distortionary taxes. Hence there can be a large cost discrepancy between tariffs and quotas. The optimal tariff for a country with market power in trade can be reduced to zero, unless revenues finance cuts in distortionary taxes.  相似文献

We study commodity taxation in markets where firms, such as Internet Service Providers, energy suppliers, and payment card platforms, adopt multi-part tariffs. We show that ad valorem taxes can correct underprovision and hence increase welfare, provided the government applies differentiated tax rates to the usage and access parts of the tariff. We obtain this result in different settings, including vertically interlinked markets, markets where firms adopt menus of tariffs to screen consumers, and where they compete with multi-part tariffs. Our results suggest that exempting these markets from taxation may be inefficient.  相似文献

Economic integration agreements have significantly decreased import tariffs. We investigate whether national policies can be an effective replacement for tariffs to protect domestic industry. We show that (a) European fuel taxes and vehicle emissions policy favored diesel vehicles, a technology popular with European consumers but largely offered only by domestic automakers; (b) European automakers benefited from pro‐diesel fuel taxes and a lenient NOx emissions policy to earn significant profits from diesel cars; and (c) that both policies amounted to significant nontariff trade policies equivalent to an import tariff between two to three times the official rate.  相似文献

The tax systems of socialist economies in transition will distortresource allocation, create inequities, and cause administrativeheadaches if not reformed. These countries have weak tax administrations,lack experience with mass taxes based on voluntary compliance,and need to encourage domestic saving and foreign investment.This article suggests an alternative to the conventional incometax that is more suited to these conditions. Attempting to tax real economic income raises complicated timingissues (when to recognize income and allow deductions) and mayrequire complex adjustments for inflation. The simplified alternativetax (SAT) avoids these complications and provides a generalincentive for saving and investment less subject to abuse ordistortions than tax holidays and other tax gimmicks in voguein countries emerging from socialism. The key elements of the SAT are separate taxes on income fromlabor and capital, immediate deduction for all business expenditures,no deduction for interest, and no taxation of interest or dividends.(Interest could be treated as under an income tax, at some cost.)Although the marginal effective tax rate is zero, the governmentshares in extraordinary returns to investment. We examine the potential for further reform of sales tax and tariffs on final goods and on intermediate inputs in Pakistan. Analysis is conducted at two levels. First, optimal taxes are computed under the assumption that tax revenue is exogenous and pays for a public good, and these are compared with their current levels. Second, we consider two piecemeal reform exercises to examine whether there is further scope for replacing the two tariffs by sales tax in a revenue-neutral way. Both approaches suggest that there is considerable scope for further reducing tariffs on final goods, but not on intermediate inputs. JEL Code: F1, O2, O5  相似文献

The debate over the use of tariffs or value added taxes in developing countries has focused on the difficulty of collecting VAT from the informal sector. This paper contributes by considering this issue with heterogeneous firms and endogenous entry. This yields two results. First, a cut in the tariff reduces the size of the informal sector. Second, the imposition of VAT need not increase the size of the informal sector. Turning to simulation results, we find that switching from a tariff to a revenue-neutral VAT increases welfare, in part because of the selection effect generated by heterogeneous firms.  相似文献

This paper builds a small open economy trade model where there is pollution from the production and consumption of goods. In the presence of production and consumption pollution, we examine a piecemeal consumer-price-neutral reform of the tariff and consumption tax and a piecemeal producer-price-neutral reform of the export and production taxes on a specific good. The paper identifies sufficient conditions under which the above tax reforms improve welfare and increase government tax revenues.  相似文献

Although many countries have adopted freer trade regimes orare in the process of reforming quantitative restrictions, suchreforms are not without shortterm costs. Sudden removal of quantitativerestrictions can release a surge of demand for imports thatcan deplete foreign exchange reserves and force rapid adjustmentby domestic industries. Five methods to more gradually liberalizequantitative restrictions are discussed: raising quota ceilingsuntil they are non-binding; eliminating quotas product by product;converting quotas to equivalent tariffs and then reducing them;auctioning quota licenses; and converting quotas to tariff quotas,and then liberalizing these. The various instruments are evaluatedaccording to their implications for the adjustment period, forgovernment revenue, for the balance of payments, and for theextent to which they are likely to produce political disruptions.   相似文献

This paper develops a perfectly competitive general-equilibrium model of a small open economy with production of private traded goods and of a public good which is financed by revenues from trade and domestic taxes. Within this framework we consider the effects on public good provision and on welfare of the following tax reforms: (i) a producer-price-neutral reduction in export taxes and a corresponding increase in production taxes, (ii) a consumer-price-neutral reduction in tariffs and a corresponding increase in consumption taxes, and (iii) a partial tax-revenue-neutral reform in trade and domestic taxes.  相似文献

Insurance customers increasingly choose between conventional flat-rate car insurance tariffs and innovative usage-based car insurance tariffs such as a pay-per-mile tariff. Usage-based car insurance tariffs require traffic telematics. In this paper, we analyze the decision-making behavior of insurance customers concerning tariff choices as well as the psychological effects. In other service areas, it can be observed that customers often prefer a flat-rate tariff even if their billing rate would be lower on a pay-per-use tariff for a given amount of usage. In study?1, we show that the purchase intention of car insurance tariffs is influenced by psychological effects as well as the customer’s personal experience with the insurance provider and that it is higher for a flat-rate car insurance tariff compared to a pay-per-mile tariff. Customers who have had positive experiences with an insurance provider induce a higher purchase intention for car insurance than customers who have had no experience with an insurance provider. In study?2, we show that the probability of choosing a flat-rate car insurance tariff is higher with increasing monthly kilometers.  相似文献

Regional integration agreements are examples of second-bestpolicies and have an ambiguous impact on welfare. This articlebuilds a model in which regional integration agreements unambiguouslyraise welfare by correcting for externalities. It assumes thattrade between neighboring countries raises trust between themand reduces the likelihood of conflict. The optimum interventionin that case is a subsidy on imports from the neighbor. Thearticle shows that an equivalent solution is for the neighboringcountries to tax imports from the rest of the world—thatis, to form a regional integration agreement—togetherwith some domestic taxes. The article shows that (1) the optimum tariffs on imports fromthe rest of the world are likely to decline over time; (2) deepintegration implies lower optimum external tariffs if it isexogenous; (3) optimum external tariffs are higher before deepintegration and lower thereafter if deep integration is endogenous;and (4) enlargement of bloc size (in terms of symmetric countries)has an ambiguous impact on external tariffs but raises welfare,and some form of domino effect exists.  相似文献

《税收征管法》是我国最重要的税收程序法,应当规范所有税种的征管行为,平等保护所有纳税人的合法权益。以"征税机关模式"确定《税收征管法》的适用范围导致税法规范体系叠床架屋、左支右绌,给我国税法体系的融贯性、稳定性和权威性带来严重挑战。以进境物品进口税纳税主体的认定为例,《进出口关税条例》第五十八条的规定不仅在合宪性与合法性维度对我国税收实体法产生冲击,而且在权利救济维度侵害了进境物品所有人和收件人之合法权利,其根本原因在于《税收征管法》不当排除了海关征收或代征税收的适用,导致扣缴义务制度被迫"缺席"。有鉴于此,建议《税收征管法》适用范围应当摒弃"征税机关模式"而采取"主权模式",从而彻底完成我国税法内外统一的历史使命。  相似文献

The ad valorem versus unit tax debate has traditionally emphasized tax yield. On this criterion, ad valorem taxes outperform unit taxes in terms of welfare for a wide range of imperfect competition settings including Dixit–Stiglitz monopolistic competition. However, in a number of policy fields such as environmental, health, and trade economics, policy makers use taxes to reduce the production/consumption volume in an industry, i.e., to correct an externality rather than to improve tax yield. This paper compares the two tax instruments with respect to equal corrective effect in a Dixit–Stiglitz setting with love of variety, entry, exit, and redistribution of tax revenues. We find that unit taxes lead to more firms in the industry, less output per firm, less tax revenue, but higher welfare compared to ad valorem taxes.   相似文献

在美国频繁发起贸易保护措施的背景下,中国加征反制关税予以还击。本文基于2017年1月至2020年6月中国海关月度贸易数据,采用双重差分模型考察了对美反制关税的实际效果,即是否抑制美国对华产品输出以及对中国总进口和产业链的影响。研究表明:(1)中国对美反制关税精准有力,中国自美进口额和进口数量显著下降;随着关税排除清单的实施,进口下降幅度有所减缓。(2)反制关税的影响总体可控。随着中国不断调低MFN关税税率,对美进口贸易转移至经济规模较大的贸易伙伴国,中国总进口以及国内产业链并未受到明显冲击。(3)尽管富有弹性产品、非燃料初级产品及高技术产品对美进口,以及民营企业对美进口均受到一定冲击,但这些产品和企业的总进口并未受到波及,总体外贸形势依然稳中向好。  相似文献

This paper derives the implications for compliance and fiscal revenues of a tax base that is the product of several factors. For instance, in the case of import tariffs, the tax base is the product of quantity and unit value, both reported to, and during an audit assessed by, the custom authority. Import tariffs are particularly interesting as custom receipts represent an important share of government revenues in many developing countries and there has recently been a surge in empirical studies showing how evasion in this field is a pervasive phenomenon. I show that, with a multiplicative tax base, when the fiscal authority has an imperfect detection technology a greater declaration in one dimension actually increases the fine when evasion in the other dimension is detected. Therefore, there is an additional incentive for the taxpayer to underdeclare and a multiplicative tax base is subject to more evasion, compared to a tax base that can be assessed directly. As a result, fiscal revenues decrease with the dimensionality of the tax base. Also, voluntary compliance and fiscal revenues may be higher when the importer is required to declare only the total value of imports instead of quantity and unit value separately. This paper provides an argument in favour of uniform or specific tariffs and a reason for why a flat tax may improve compliance.  相似文献

Abstract

We analyse the conceptual problems in current accounting for deferred taxes and provide solutions derived from the literature in order to make International Financial Reporting Standards (IFRS) deferred tax numbers value-relevant. In our view, the empirical results concerning the value relevance of deferred taxes should find their way into the accounting standard-setting process. We conclude that deferred taxes should only be recognised for temporary differences that will result in real future tax payments and/or tax receipts. Temporary differences for which the tax cash flow has already occurred have valuation implications for the underlying asset or liability and should, therefore, be accounted for based on the valuation adjustment approach. Furthermore, we conclude that partial allocation should replace comprehensive allocation in order to better align deferred taxes with expected future cash flows and thus increase their relevance and understandability. Finally, we conclude that deferred tax balances should be measured on a discounted basis to address time value.  相似文献

本文构建一个包含关税冲击以及外汇风险溢价的两国开放经济DSGE模型,创新地揭示了关税冲击造成实际汇率波动的“直接效应”与“间接效应”,刻画了关税变动、贸易条件与实际汇率之间的动态关系与作用机制。我们深入分析了不同经济开放程度下贸易摩擦造成的宏观经济波动以及经济福利损失。模拟结果表明,在一定贸易开放程度下,外国加收关税一方面会导致本国贸易条件恶化,引发出口及产出下降;另一方面会导致本国汇率贬值,引发出口及产出增长。关税冲击发生后短期中汇率贬值效应占优,本国产出会出现小幅上升,随后贸易条件恶化效应逐步显现,产出持续下降。福利分析结果表明,本国适度提升贸易开放度,虽然经济福利损失会小幅上升,但福利损失增加幅度小于外国,会在贸易摩擦竞争中形成相对优势;如果本国过度提高贸易开放度,则会导致本国福利损失大幅增加,并且大于外国福利损失增幅,会在贸易摩擦竞争中形成相对劣势。因此,应适度逐步有序地提升贸易开放度。此外,本国适度推进资本账户开放的政策能够改善贸易条件,促进本国经济增长。  相似文献

Diesel in Chile receives different tax treatments depending on its use. If diesel is used in industrial activities, the diesel taxes paid can be fully used as a credit against VAT, but if it is used in freight or public transportation – basically trucks and buses – only a fraction of diesel taxes paid can be claimed as a tax credit for VAT payments. As a result of this different tax treatment, firms have incentives to use ‘tax‐exempted’ diesel in activities requiring ‘non‐tax‐exempted’ diesel. This tax wedge therefore generates an opportunity for tax evasion, especially for firms with multiple economic activities, one of them being transport. In this paper, we analyse the impact of a tax enforcement programme implemented by the Chilean Internal Revenue Service (IRS), where letters requiring information about diesel purchases and use and vehicle ownership were sent to around 200 firms in 2003. Using different empirical strategies to consider the non‐randomness of the selection of firms, the empirical results show consistently that firms receiving a letter decreased their diesel tax credits by around 10 per cent.  相似文献
