Protected areas are cornerstones for biodiversity conservation, yet they can be controversial because of their potential impact on the livelihoods of local people due to restrictions on agricultural land use and the extractive use of natural resources. This study evaluates the impact of PAs on households’ livelihoods, as measured by total household income (THI) and livestock income (LI). We use a survey and a quasi-experimental design to gather socioeconomic and biophysical data from households living within, adjacent to and outside three national parks (NPs) in Ethiopia and employ matching methods to isolate the impact of NPs. Our findings suggest that there is no evidence that the establishment of NPs adversely affects local livelihoods. Instead, we find that households within and in adjacent areas to NPs have higher incomes compared to those living outside. Understanding the heterogeneity of the effect of NPs on local livelihoods can help in designing well-targeted policy interventions that improve conservation goals while also addressing livelihood concerns of resource-dependent local communities.  相似文献

The evaluation of cultivated land protection policies (CLPP) is the main basis for reducing the deviation of policy implementation and ensuring the sustainable and efficient operation of cultivated land protection. This paper used the PMC-Index model to establish an evaluation system for CLPP, and then quantitatively evaluated 8 CLPP in China since 2004 based on the PMC-Index and PMC-Surface. It was found that the PMC-Index of the selected 8 CLPP have shown an overall upward trend, with the score increased from 4.70 to 6.85. The average value of PMC-Index of the 8 policies was 5.74. 4 policies had a PMC-Index rating of good consistency, and 4 policies were acceptable consistency. This paper further compared and analyzed the differences between policies ranked the first (P8) and the last (P1). The results showed that the existing CLPP had much room for improvement in terms of the structure of policy tools, coordination of policy release agency, and the completeness of policy content. This study is good for fully understanding the strengths and weaknesses of the single policy for China’s cultivated land protection.  相似文献

Abstract

Does decentralisation promote clientelism? If yes, through which mechanisms? We answer these questions through an analysis of India’s (and the world’s) largest workfare programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), in two Indian states: Rajasthan and Andhra Pradesh (AP). The two states adopted radically different implementation models: Rajasthan’s decentralised one stands in contrast with Andhra Pradesh’s centralised and bureaucracy-led model. Using a mixed method approach, we find that in both states local implementers have incentives to distribute MGNREGA work in a clientelistic fashion. However, in Rajasthan, these incentives are stronger, because of the decentralised implementation model. Accordingly, our quantitative evidence shows that clientelism is more serious a problem in Rajasthan than in AP.  相似文献

Housing land consolidation and relocation has been widely implemented in rural China as a policy tool to reduce the area of built-up land, reclaim agricultural land, and redistribute the use of land. Despite of the large scale of implementation, the impact of this policy on the daily life of rural people is not sufficiently evaluated. Our work aims to fill in this gap by examining the daily activity pattern of rural residents in consolidated and unconsolidated villages through mobile phone locational data, using the Chengdu city-region as the case. One week’s locational data from all phone users of China Unicom was used. We found that housing land consolidation do not necessarily harm the daily life of rural residents, which has been a main concern of many research.  相似文献

Long-term planning is an important aspect of forestry. The future-oriented guiding principles of forestry stakeholders impact their decisions and therefore the future of the sector. Forestry faces major challenges due to global changes. At the same time, the ability of traditional forestry stakeholders to manage uncertainty and ensure sustainable management is increasingly being questioned from both within and outside the sector. To study the shared and conflicting guiding principles followed by forestry stakeholders and how these might shape stakeholders’ actions, we conducted 49 semi-structured qualitative interviews with different German forestry stakeholders, mostly from Bavaria. We used a qualitative approach and linked the “Leitbild analysis” (Leitbild = German for guiding principles) and the sensemaking concept to derive a typology of six guiding principles followed by forestry stakeholders. Results show that the guiding principles of forestry stakeholders are mostly formed around policy conflicts between traditional forest users and nature conservationists. Differences were mainly based on the question of which side would dominate future forest management. In all the groups, the views reflected were mainly negative, and traditional forestry stakeholders saw themselves losing power and authority in the future. We argue that these negative future expectations might narrow stakeholders’ perspectives on potential chances and opportunities due to the low self-efficacy that we observed. In line with the assumption that by guiding today's actions, future images have a real-world impact, we find that current problems might be perpetuated through the expectation that they will remain unchanged in the future. Based on our findings, we emphasize the need for a stronger focus on potential future chances and shaping options within the German forestry sector and the need to embrace new ways of cooperation between stakeholders.  相似文献

This article is devoted to common yet quite specific approaches to valuation practice tasks that are involved in determining the market value of real properties in areas of possible land use changes. An intrinsic element of market value in such areas is the hope value, for which an option pricing model is used quite frequently.The authors propose a specially adapted Samuelson-McKean model for this task, which allows market value indication to be determined not only with the built-in development option, but also the dynamics of its components value in the current highest and best use and hope value – depending on the location of the given property. The greatest advantage of the Samuelson-McKean model is that it can be treated as universal for analyzing the range of possible indications of market value seeing as how its main task is to find a compromise between the interests of the buyer and the seller, which is the goal of any fair transactions and decisions.  相似文献

This article presents a comparative assessment of current spaces for public involvement in Crown (public) land management in the Canadian provinces of New Brunswick and Nova Scotia. More specifically, it addresses the barriers to public participation by examining the agency-client relationship – specifically, through the theoretical lens of capture – as an impediment to the inclusion of values that are outside the traditional, technocratic management realm of public forest management. Without public input, the public’s needs, values, and desires are not articulated and the social side of sustainable forest management is likely to be neglected. Low levels of trust in public land management agencies in New Brunswick and Nova Scotia, coupled with minimal space for public involvement, have created the perception of a policy network that is dominated by industry and/or government and provides minimal space for other interests. The primary research method is an online survey informed by forty-two interviews. The survey was administered to 89 key forestry stakeholders in New Brunswick and Nova Scotia. Participation observation and a document analysis are utilized to complement the survey. This research finds that (1) although survey participants come from diverse affiliations and two provinces with different forest policy and unique approaches to public participation, there is essential consensus of the need for an improvement of public involvement processes for public land; (2) trust in the forest industry and the Department of Natural Resources (DNR) is extremely low in both provinces. Even with recent participatory efforts in Nova Scotia, the trust level is lower than in the neighboring province of New Brunswick. Some participants connect this distrust to privileged access for certain interest groups and a closed policy network; (3) barriers to participatory processes differ between provinces, especially a fear of retribution, which is specific to New Brunswick; and (4) key stakeholders identify barriers to engagement that they perceive to be different for themselves and the general public.  相似文献

We test the ‘efficient-but-poor’ hypothesis by estimating the determinants of smallholders' choice over cash or food crops and whether their crop choice affects technical efficiency and poverty using the national household panel data in Nigeria. We employ the stochastic frontier analyses correcting for sample selection about farmers' crop choice. Our results indicate that smallholders are generally efficient in their resource allocations. A treatment effects model is employed to estimate farmers' crop choice in the first stage and the impact of their choices on technical efficiency and poverty outcomes in the second stage. The results show that farmers' access to free inputs, non-farm income and the use of seeds from the previous growing season are important determinants of crop choice. The adoption of cash crops by food-crop producing households will not generally reduce poverty, although it will improve technical efficiency marginally. However, if cash crops are commercialised, poverty tends to decline.  相似文献

In this paper, we evaluate the incentive role of a teacher performance‐based compensation reform in rural China. Using the value‐added model widely adopted in the education literature, we first estimated the teacher effects on student academic scores with panel data of a large number of students and teachers from rural and urban schools in one county in a south‐western province of China. The estimated teachers’ value‐add was then allowed us to examine the effectiveness of the 2009 teachers’ compensation reform. We find that despite the strong intent of the performance‐based compensation reform to improve student’s academic performance, teachers’ compensations are not closely tied to teachers’ value‐add to student academic achievement. This suggests that the performance‐based compensation reform is not able to provide strong incentives for teachers to raise students’ test scores and points towards the possible problems with the design and/or implementation of the reform.  相似文献

Forestland tenure and financial incentives are the most important policy issue to sustainable forest resource management. The new wave of reform of collective forestland tenure (NRCFT) has been launched since 2003 and the governmental matching reform measures (MRMs) for the NRCFT have been introduced since 2009. The objective of these reforms is to enhance sustainable forest resource management in Chinese collective regions by encouraging rural households’ productive forest inputs. We use a unique dataset of 1778 sample households in 18 counties of nine provinces with six years and employ a fixed effects model with clustered standard errors. Our empirical results indicate that: 1) the NRCFT has increased households’ forestland area of different tenure types, and the effects of the MRMs on rural households’ labor input and production expenditures for forestry purposes are generally positive, especially household used forestland as collateral for a loan and afforestation or reafforestation subsidy and reform of Annual Allowance Cut (AAC) have significantly contributed to increase in the use of productive forest inputs; 2) the NRCFT and the MRMs have different impacts on the use of productive forest inputs for different tenure forests, and these reforms have caused the most significant changes in rural households’ production decision changes for household responsibility forestland; 3) both the NRCFT and the MRMs have significant effects on rural households’ rent-in and rent-out forestland; and 4) forestland fragmentations have caused additional labor and investment inputs for rural households’ forest resource management and protection. And finally, market drivers and household and village characteristics factors also affect households’ decisions for productive inputs for their managing forests.  相似文献

The West Coast region of New Zealand has experienced significant structural economic changes since the 1980s. These changes have been a result of state imposed land use restrictions that limited productivist activities such as logging and mining, which in turn have been overlain by the effects of changes in national and global resource demand. This has led to both job loss and local resentment to what is seen to be external political and environmental interference in the region. Such changes overlay on-going boom-and-bust cycles experienced in the region’s resource dependent communities and the state’s pursuit of neo-liberalism from the 1980s, leading to the loss of state support and employment in the region. Regional path-dependence and ‘lock-in’ centred on productivist activities and the slow realisation of the need to diversify the economy have not helped. The region has under-performed in comparison with national trends economically and demographically reflecting and reinforcing local path dependence. The gradual growth of the service and tourism economies marks a new use for land resources and slow structural economic change. However, in the absence of governance processes that allow for collaborative planning to resolve conflicts over future trajectories for the region, conflicts over land uses, resources and access are likely to persist.  相似文献

Land consolidation plays an important role in increasing cultivated land, improving cultivated land quality and the ecological environment, and promoting the coordinated development of urban and rural areas. However, under the conditions of three decades of land consolidation being conducted and changing urban–rural human–land relationship, the areas of improvement in the land consolidation policy of China must be studied. This article analyzes the implementation and distribution characteristics of the land consolidation project completed in Shaanxi Province in 2018. Results show that land consolidation projects in Shaanxi are mainly land reclamation projects, cropland consolidation projects, and high-standard cropland consolidation projects. The increased cultivated land is mainly from land reclamation projects and cropland consolidation projects. The land consolidation projects in Aeolian Plateau Area, Loess Plateau Area, and Da Ba Mountain Area are mainly land reclamation projects. The land reclamation projects in Guan Zhong Plain Area and Qing Ling Mountain Area account for a large proportion. The spatial distribution of rural settlement consolidation projects, and rural settlement consolidation and land reclamation projects are mainly located in Guan Zhong Plain Area and distributed in the boundary area of Guan Zhong Plain Area and Loess Plateau Area. According to the characteristics of land consolidation projects and the changes of urban–rural human–land relationship, China should be prudent in or stop advancing land reclamation to increase cultivated land; cropland consolidation and high-standard cropland construction are vital ways to achieve China’s food security; and rural settlement consolidation should be carefully conducted in remote areas under the background of urbanization.  相似文献

The Requisition–Compensation Balance of Farmland (RCBF) is a strict policy in China aimed at controlling farmland conversion and replenishing farmland loss caused by urban expansion through a set of top-down quotas. These conflict with local interests, since land conversion from agriculture to construction is a key tool by which local governments attract investment and raise fiscal revenue. How should local authorities respond to this centralized policy? This paper presents a framework “quantity–quality–productivity–environment” to investigate local governments’ coping strategy and the holistic performance of the RCBF. The empirical study indicated that local jurisdictions placed economic and financial growth first and continued expropriating farmland on a large-scale, including land of high quality, for development. However, impelled by compulsory quotas and supervision from governments at higher levels, local authorities would partly replenish the quantity loss through farmland exploitation, regardless of the quality of the new cropland and the possible environmental impact. Consequently, fast requisition and unqualified compensation undermined the capacity of regional agricultural output. We suggest that the RCBF is not capable of guaranteeing food security, whilst farmland supplementation threatens the local environment.  相似文献

Social and economic developments in rural regions call for a discussion of strategies of dealing with redundant traditional buildings. Using a social science approach, our study examines how the local population in two rural regions perceives the built heritage and which factors are underlying these perceptions. People’s attitudes towards maintaining the cultural heritage vary considerably and are partly influenced by the socio-cultural and economic context of the region. The present article discusses some of the core regional socio-cultural influences on attitudes towards the rural built heritage. Following from qualitative interviews, the article concludes that the scale of perception of the built heritage is related to the “liveliness” of the local culture: The more original and distinctive the local culture is, and the more the local economy is still based on agriculture, the wider the scale of perception of the traditional cultural landscape and built heritage. In a region with local traditions that are alive and followed in everyday life, and a local economy that is mainly based on agriculture, the entire settlement structure is perceived as cultural heritage. In such areas, alternative uses should be found for redundant buildings. In contrast, in regions where the culture is less visible and alive nowadays and where the local economy has changed, people tend to perceive single buildings as representing their cultural heritage, and they often wish to preserve and conserve such remaining houses, barns and stables. In the study, we show that from a social science point of view, there is no universal perception of the maintenance of built cultural heritage. Rather, we see different views and opinions that are important to consider when it comes to developing heritage protection strategies together with public authorities.  相似文献
