This paper describes the methods used by the Office of Business Economics, U.S. Department of Commerce, in creating a microdata file for use in estimating the size distribution of income. It explains the techniques of statistical matching involved in merging microdata files from various sources to correct and supplement income estimates in the original field survey (The Current Population Survey) and to incorporate additional information that can be used to estimate items and types of income not contained in the original file.  相似文献

In both political discussions and scientific literature the income distribution has come to occupy a central position for the consideration of social welfare and economic equalization. It has been assumed that an individual's income reflects his consumption opportunities and therefore his standard of living or economic welfare. The thesis of this paper is, however, that there are reasons for being quite pessimistic about drawing meaningful conclusions from income distribution data. As illustrated by the use of Swedish data, the distribution of income gives an extremely incomplete picture of the distribution of consumption for a wide variety of definitional and statistical reasons. The distribution of consumption, furthermore, cannot be transformed into a corresponding distribution of welfare, since there is no well defined concept of welfare. The treatment of public consumption in empirical analysis of the distribution of welfare also raises problems. The paper closes with the presentation of the conceptual basis for an alternative to the traditional method of analyzing the distribution of income.  相似文献

The interrelation between changes in the economic structure, i.e., industrial distribution of income and labor force, and the size distribution of income is studied in this paper in a case study of India (1951–1960).
The change in the size distribution of income is the sum of changes due to (1) inter-sectoral factors and (2) intra-sectoral factors. The need for this distinction is emphasized by the result obtained for India, that 85% of the changes in the size distribution may be assigned to inter-sectoral factors, and only 15% to intra-sectoral factors. Since the inter-sectoral factors are significantly influenced by changes in the industrial distribution of income and labor force, our result points out a relation between economic growth and the size distribution which quite often is overlooked in studies of the size distribution.
The results obtained in this paper support several cross-section results of Professor Kuznets. In particular some of these are: (a) inter-sectoral inequality in the economic structure widened with economic growth, (b) the inequality in the size distribution of India widened, (c) the level of inequality in India is higher than in any of the eight developed countries considered.  相似文献

The history of national accounting in Argentina is presented in brief. The use of the production method as a basis for GDP estimates is explained and sources and methods of deriving the estimates for different sectors are commented on in some detail. Next the reliability of the estimates is examined for sectoral product, national income by factor shares and the components of final expenditure in terms of the comparison of two different estimates for the period 1950–1963. The degree of accuracy is judged to be generally sufficient, but the importance of economic censuses in the process of estimation is stressed. The importance of detailed studies on several different aspects of the economic structure (input-output, personal and family income by size and regional accounts) is also stressed as a basis for improving the reliability of estimates.  相似文献

This paper reports on a study designed to improve the information on income flows and income distribution in the Netherlands national accounts by building a bridge between the national accounts and income tax statistics. The methods used are described in some detail, and the significance of the results obtained is discussed. The figures show rather substantial fluctuations in the share of proprietors relative to that of wage earners. This result is not unexpected, since the share of proprietors is much more sensitive to the level of economic activity, but it does limit the usefulness of the figures for short-run economic policy determination. In the longer run, however, they do show what the development of the average incomes of the various social groups has been, and to what extent government action has contributed to that development.  相似文献

THE SIZE DISTRIBUTION OF INCOME DURING INFLATION   总被引:1,自引:0,他引:1  
This paper analyzes the effects of inflation on the size distribution of income, making use of a microsimulation model. It goes beyond earlier analyses not only in the use of microdata but also in the types of inflation modeled. Two different income concepts are used, one the money income concept of the U.S. Census Bureau and the second, called Accrued Comprehensive Income, based on the concept of income as consumption plus the change in net worth. The results of the simulation inflations are presented graphically, as the ratio of real income with inflation to real income without, by income class. The analysis concludes that the income concept chosen is crucially important. While low income households suffer modest losses and middle income households are largely unaffected, whatever income concept is used, the effects on upper income households are extremely sensitive. With a simple money income concept, the well-to-do appear to benefit from inflation but a broader concept reverses this effect. A policy to negate the distributional effect of inflation would benefit primarily the upper income households. Similarly, macroeconomic policies designed to reduce inflation at the price of slower growth and greater unemployment would not aid lower income groups to a significant degree.  相似文献

This paper focuses on a neglected aspect of the treatment of the income unit in the construction of size distributions of income. If the size distribution is to be an indicator of the distribution of economic welfare, and if the economic welfare of each individual in society is to count equally, then conventional distributions are inconsistent with individualistic welfare functions. We estimate size distributions with each person's welfare weighted equally, and contrast these results with those weighting each household unit's welfare equally. The choice of weights is shown to affect both the level and the trend in income inequality.  相似文献

本文以中国居民营养和健康调查数据为基础,考察了地方政府支出规模与结构的居民收入分配效应及其制度根源。研究表明,地方政府支出规模与结构总体上加剧了我国省份居民收入分配状况的恶化,其中经济性支出比重增加带来的不利影响更为突出,社会支出比重的影响并不显著。财政分权体制对地方政府支出规模与结构的居民收入分配效应具有重要影响:支出分权总体上加剧了地方政府支出规模与结构对省份居民收入分配的不利影响,收入分权则有助于遏制地方政府支出规模对城镇居民收入差距以及经济性支出比重对城乡收入差距的负面效应,但也强化了社会性支出比重对居民收入分配的不利影响。  相似文献

Current discussion contains widely contradictory statements about the economic status of the elderly in the United States. One can read that poverty among the elderly has been eliminated, and that it remains one of the most serious problems facing the country today. This paper discusses different ways of measuring economic status, and attempts to show how authors can reach such divergent conclusions, and support them with readily available data. The U.S. Census data on personal income generally exclude in-kind benefits, and treat family size in a straightforward though unsophisticated manner. This paper shows that alternative treatments of these issues can have significant effects on indices of the economic status of the elderly. Whether or not in-kind benefits are included in the definition of income, which in-kind benefits are included and how they are valued change the conclusions dramatically. Even more important is whether the income data are presented by household or per capita (or with some intermediate divisor, using equivalency scales), since elderly households are the smallest of any age category. This paper makes 3 points. One is that there has been significant progress in the economic status of the elderly over the past several decades, although the extent of the improvement is subject to debate. But the second is that summary statistics about the elderly, such as the above, may conceal more than they reveal. The diversity of the elderly is key. Beware of the mean. Finally, there is no one correct way to measure well-being. Different methodological approaches can be chosen and justified, and the choices made alter the conclusions significantly.  相似文献

The present paper examines the inflationary bias of sectoral income transactions in national accounting data. An inconsistency of these data is pointed out. Alternative income measures are estimated by adjusting the standard national accounting data for inflationary gains and losses. These gains and losses arise from financing by loan capital. Several issues concerning income concepts and alternative methods for the measurement of inflationary gains and losses are discussed. It is concluded that an adjustment of sectoral income data for these gains and losses produces a very different picture of the sectoral distribution of income.  相似文献

Although the functional and institutional distributions of income are integrally connected to individual living standards and other development policy objectives, these dimensions are rarely given prominence or even accommodated within standard national accounting frameworks. This paper summarizes research on the estimation of a social accounting matrix (SAM) for Malaysia for 1970 in which the distribution of income between different factors and socio-economic groups is identified. It is the latest of a series of case studies involving some of the authors and is, perhaps, the most detailed of its kind. The study departs from the United Nations SNA guidelines at various points. The SNA basically proposes a commodity balance approach to national income accounting. In giving equal emphasis to income/outlay accounts as to the production accounts, the present study has brought together data from two major primary sources: a household expenditure survey and a production survey. Their combination poses several problems which are discussed in the paper. It leads to an integrated picture, in matrix form, of the interrelationships between income distribution and production structure in the Malaysian economy. Both the factor and household accounts in our SAM are disaggregated according to race and the geographic distinction between Peninsular and East Malaysia, with an urban/rural split within Peninsula Malaysia. The Peninsula labor force is further disaggregated by education level, while its households are then subdivided according to the employment status of main income earners. Arguments for and against these choices are presented. Some other aspects of the study can be noted. First, the distinction drawn between East and Peninsular Malaysia is desirable not only because of the inherent interest of the regions but also because of large differences in data availability and hence in estimation methods. Secondly, to complete our SAM it was necessary to estimate inter-household transfers, being the institutional analogue of inter-industry commodity flow. And finally an attempt has been made to impute the labor component of unincorporated business income. These, then, are the major problems which had to be overcome in our attempt to quantify the generation, distribution, and redistribution of income within Malaysia in a SAM framework.  相似文献

This paper reviews research on the distribution of income and wealth in Japan, identifies sources of data on income and wealth, and describes limitations of these data. Evidence that Japan's poorest income groups are relatively well-off is convincing, but there is less evidence that the overall distribution of income in Japan is more equal than in other OECD countries. Agricultural policy, social welfare policy, the tax system, trends in earnings differentials, and the role of the Japanese family are among the many factors that have shaped Japan's income distribution. The rapid appreciation of the stock market and land prices during the late 1980s led to greater inequality in the distribution of wealth. Rapid population aging is expected to lead to an increase in total national wealth relative to national income which may have an adverse impact on the distribution of income.  相似文献

This paper collects and extends the available data on size distribution of income by country, and then uses these data to develop an hypothesis about the relation of stage and mode of development to the distribution of income. In particular, the author attributes the increase in income inequality which often occurs in the early stages of economic development to the uneven spread of capitalist modes of production, which leads to a dualism which separates the capitalist sector from the rest of the economy. The author goes on to discuss the role of this dualism in increasing the inequalities existing in the society. Finally, the author contrasts the income distributions found in socialist countries with those of capitalist ones, and concludes that it is not economic growth per se , but rather the capitalist mode of production, which creates income inequalities in developing countries.  相似文献

This paper conducts an empirical investigation into the issue of inequality decomposition, using the 1985 FES micro data tapes for Northern Ireland. It is hoped that it makes three contributions. First, by using the raw data, it permits a fairly rich disaggregation of individuals. The disaggregation employed in this paper viz. by individuals belonging to different'family types'and individuals of different'economic status'seems particularly relevant to social policy. Second the data also permits a disaggregation of total income by type of income: this permits one to assess, for example, how much of total inequality is caused by inequality in the distribution of income from different sources. Finally, the analysis is consistent with the existing theoretical literature on inequality decomposition.
The main results may be summarized briefly. When the FES sample was divided by subgroups of family type or economic status, then, in 1985, most of income inequality in NI was due to within group rather than to between group inequality. When total income was disaggregated by income type, then inequalities in the distribution of wages and salaries made the largest contribution to the inequality of total income. Prosperous families in NI tended to contain within them a far greater proportion of secondary workers than did the less well off families. It was not implausible therefore that the distribution of employment between families made a major contribution to wage inequalities between them.  相似文献

In this paper, an upper bound of the Gini index, based on grouped data, is proposed assuming that there is no information on all the group mean incomes as well as the overall mean income but the limits of the income brackets are known. An important advantage of this proposal is that conventional formulas for the upper bound of the Gini index could be applied directly by substituting the (unknown) mean income for each income bracket with the corresponding value that maximizes the grouping correction for that income bracket. The effects of varying the number and size of income brackets are investigated.  相似文献

This paper utilizes a joint distribution model of labor and nonlabor income that allows us to analyze the impact of demographic change in the U.S. on the marginal distributions of these two income components over time. The beta distribution of the second kind is the hypothetical statistical distribution used in this study to approximate the observed income graduation. This distribution is sum stable which allows us to compare and contrast the marginal distributions in a consistent manner, a property most hypothesized functional forms of income distribution do not possess. We are in effect using a hyperparameter model to do our estimation. We examined the impact of changes over time in labor force participation and population on the marginal distributions of labor and nonlabor income. We disaggregated the variables by sex and age cohorts and found that changes in the age distribution and in the labor supply behavior of women in particular has had a significant effect on the marginal income distributions over time. We also found that the results vary when we examined overall changes in the labor force participation rate vis a vis changes in women's labor force participation separately. The findings are consistent for both income components.  相似文献

This paper compares the income distribution of Canada and the United States as well as other characteristics of the population such as the labour force and income trends in the two countries in the post-war years. In both countries family income distributions show similar degrees of inequality and similar movements in real incomes through time. However, an examination of Canadian data suggests that differences do exist in underlying patterns. For example, there are greater earnings differentials between skilled and unskilled workers in Canada than in the United States while on the other hand in the United States greater differences exist between family incomes with heads in different age groups than is the case in Canada.  相似文献

In an earlier paper, we presented estimates of capital gains for a number of categories of assets owned by Belgian households. The purpose of the present paper is to see how the distribution of disposable income between socio-economic groups is modified when one adopts a "broadened" definition of income which includes capital gains corrected for losses of purchasing power.
The main result of the study is that at current prices, the adoption of a broadened definition of income strongly increases disparities between socio-economic groups. However, when one takes into account losses in purchasing power, conclusions differ according to the period analyzed. For the years 1953–68, it appears that the distribution of broadened disposable income is more unequal than the distribution of disposable income. For the years 1969–77 when inflation was high, the adoption of a broadened definition of income has reduced disparities, with the important exception of old age pensioners.  相似文献

This paper explores the sensitivity of the size distribution of family income in Canada to alternative definitions of income. These alternative definitions examine both wealth generally in the form of an annuity equivalent, and home ownership in the form of imputed rent. An adjustment for family size differences is also made. The impact of these adjustments is assessed for average incomes, inequality, and the incidence of low income for different age groups. The adjustments do have significant effects that vary by age; in particular, the economic position of the elderly seems understated by the usual data. Also, methodological considerations, such as the direct use of micro data and the choice of inequality indicator are shown to be significant.  相似文献

The only periodic data available in Canada on the asset holdings and net worth of the household sector are data collected through a series of household surveys originally initiated in 1954. Some limited data on the holdings of financial claims by the personal and unincorporated business sector are available from flow of funds work. Data are unavailable for estimation from estate tax returns.
The scope of the surveys has been expanded substantially so that the most recent survey obtained a very comprehensive list of asset holdings. The experience with Canadian surveys has been similar to that of other countries; surveys appear to underestimate asset holdings although the estimates are more reliable for widely held assets than for assets with a very skewed distribution. Nevertheless, the surveys appear to trace the accumulated distribution of personal savings over time to a considerable degree and provide useful cross-sectional trend data.
Canadian data show that wealth is more unequally distributed among family units than is income although wealth appears to be more equally distributed between income groups than is income. Wealth is also very unequally distributed within the same income group. Over time, there appears to have been some movement towards a more equal distribution of asset holdings between income groups.  相似文献
